of existing infrastructure through the implementation of multimodal and

intermodal, cross-jurisdictional systems, services, and projects designed to

preserve capacity and improve security, safety, and reliability of the

transportation system.

Virtual Approach to Capability Maturity Assessment

▪ Instead of a day-long workshop we will have three topic-area specific virtual work sessions.

▪ Work sessions will be small groups of approximately 10 - 12 participants so that a meaningful conversation can be generated.

▪ Materials will be sent in advance of the questions and discussion areas. We ask that participants prepare responses to the questions in advance of the work session.

▪ Work sessions will be about one hour and use the chat box in addition to discussions.

▪ Work sessions will occur within the next two to three weeks.

▪ Recommend one participant from stakeholder agencies.

▪ Topic areas for the work sessions will be:

TSMO Strategy: Traffic Incident Management

▪ Traffic incident management (TIM) consists of a planned and coordinated

multi-disciplinary process to detect, respond to, and clear traffic incidents

and restore traffic flow as safely and quickly as possible. Applied effectively,

TIM reduces the duration and impacts of traffic incidents and improves the

safety of motorists, crash victims and emergency responders.

▪ Participants: DOT, MPOs, local agencies, first responders, police, fire,

highway patrol, tow companies

TSMO Strategies: Road Weather/Planned Special Events/ Work Zone Management

▪ Road Weather Management Programs seek to better understand the safety and mobility impacts of weather on roadways, and promote strategies and tools to mitigate those impacts.

▪ Managing travel for planned special events involves advanced operations planning, stakeholder coordination and partnerships, developing multi-agency transportation management plans, raising awareness of general public and event patrons of potential travel impacts, and coordinating agency services and resource sharing.

▪ Work zones directly impact the safety and mobility of road users, roadway workers, law enforcement officers, emergency responders, utility workers and other authorized personnel. The challenge of moving traffic safely and efficiently through work zones underscores the need for finding, deploying, and developing new ways to enhance work zone traffic management.

TSMO Strategies: Traffic Signal Management/ Traffic Management

▪ Traffic signal management involves the planning, design, integration,

maintenance, and proactive operation of a traffic signal system in order to

achieve policy based objectives to improve the efficiency, safety and

reliability of signalized intersection operations.

▪ Traffic Management centers are the nerve center of most freeway

management systems. TMC staff use information to monitor the operation of

the area’s major street and highway network. The role of a TMC often goes

beyond the freeway network, functioning as the key technical and

institutional hub to bring together the various jurisdictions, modal interests,

and service providers to focus on the common goal of optimizing the

performance of the entire surface transportation system.
