EXECUTIVE SUMMARY

This report describes work performed in the first yearof a continuing research project aimed at developing usefulmethods for measuring the workload of pilots operatingaircraft in the ATC system. Good methods of measuring mentalworkload of human operators are needed to evaluate theintroduction of new technology and new procedures in theman-machine environment. The present research isconcentrating on developing subjective assessment methods forany phase of an IFR (Instrument Flight Rules) flight and anycrew station on the flight deck.

One of the results achieved in the first year is an expandedconceptual structure which allows a more precise definition ofterms and assumptions in defining pilot mental workload in amulti-task environment. A second area of research hasconcentrated on reviewing the alternative approaches todeveloping a measurement scheme for workload, with someemphasis on the subjective assessment approach. A tentativeresult in this area is the generation of a prototype subjectiverating method for IFR pilot workload modeled closely on theCooper-Harper rating developed in 1969 to evaluate aircrafthandling qualities. This scheme and others will be testedin a transport aircraft simulation during the coming year. Ifsuccessful, it will be used in a variety of cockpit simulatorsat NASA research centers (Ames and Langley) and FAA NAFEC aspart of a joint research program to evaluate cockpit displayof traffic information.

1. INTRODUCTION

In the lost several years the subject of mental workloadhas received renewed attention by scientists and engineers.1 ,2

A NATO/AGARD Specialists Aerospace Medical Panel on PilotWorkload convened in the spring of 1977 in Cologne, Germany,3followed by a NATO Scientific Affairs Division Workshop onMental Workload in Mati, Greece that summer, 4 A JointServices Committee on Workload has had several meetings. InJuly of 1978 the U.S. Air Line Pilots Association convened ameeting in Washington, D.C. on pilot workload, and inSeptember 1978 a National Science Foundation teleconferencecum electronic journal on mental workload began involving atransatlantic hookup between the U.S. and Europe. 5 Why allthe interest in such a topic?

Increasing air traffic over metropolitan areas, morestringent fuel constraints and stricter noise regulations havemilitated in the direction of increased pilot workload. Whileincreased automation and larger, more sophisticated aircrafthave definitely reduced the workload of direct manual control,the airline pilot has increasingly become a "flight manager,"with a wide range of monitoring responsibilities combined withexpectations that he be able to take over manual controlsuddenly should the situation demand it. These some factorshave changed the demands on the ATC controller.

A scientific.basis for definition and measurement ofmental workload is sought -- to help decide how many air creware necessary for sufficient safety, to help decide on relativeroles for pilot and ground controller, to help decide onwork-rest schedules for both air and ground crews, and a hostof cockpit design and procedure questions.

The subject of mental workload has similarly arisen invarious other settings such as nuclear and chemical plantsand factories where human operators ore controlling expensivemachines and where failure is not only extremely costly indollars, but also in lives, In these other settings aswell, automation is changing the operator's role from thatof in-the-loop manual controller to that of machinesupervisor, fault diagnostician, and emergency back-up,

Interest in human operator workload is not new, Workloadwas an active research area during the early days of"scientific management" in the factory, circa 1930, and ledto various mot'ion-time-methods and piece-work standards.But in those days skills seemed to be more easily definedand measured on a physical basis -- visual and manipulativeevents. As the tasks of interest have become less routine,and especially more recently as the computer has become acooperative party in decision-making and control, theappropriate basis for defining workload has become moreelusive. This is particularly true when we are talkingabout large transient workload demands which occur, forexample, as a rather dull autopilot monitoring situationsuddenly becomes a frantic effort to take over control of anunstable aircraft or to overt a midair collision,

We are not particularly concerned here with physical work,which is easily measured in terms of changes in respiratorygases from 02 to C02, heart rate, and other means. Clearlywe are concerned with information processing and decisionmaking -- events in the head (though the senses and the musclesare involved as input and output transducers),

There are other words closely associated with "mentalworkload," such as "information processing," "thinking,""attention," "stress," "emotion" and "fatigue." Are theseall the some, or are they distinctly types of mental eventswhich contribute to or relate to mental workload in differentways? Figure 1 illustrates in the context of a non-machinecontrol loop the "loci" of some alternative definitionsof mental workload, labeled Dl-D6).

Probably a first assertion which must be made is that, interms of experimental science, mental events, including mentalworkload, are "intervening variables," i.e., they are notdirectly measurable, even by electrodes in the skull, Mentalevents intervene between measurable stimuli and measurableresponses. There is no way, for example, to verify thatwhat one person sees as "red" is what another sees as "red,"Mental workload can only be inferred, not directly measured.

One can evade this measurement problem by defining mentalworkload to be some measurable quantity, For example, inFigure 1 task demand, Dl, can be defined for a given scenarioin terms of task elements, their nominal time duration, andtheir schedule, i.e. a normative, detailed description of whathas to be done, This is called "task timeline analysis" andis practiced by the manufacturers of transport aircraft,

Alternatively, task performancei D6, can be defined as workloadin terms of occuracy, timeliness, etc., and compared to anestablished task criterion, D2, for performance, Thesequantities can often be measured, but the trouble with suchdefinitions of mental workload is that they are nothing morethan nominal activity or performance, or perhaps relativePerformance,

Clearly, when we speak of mental workload we normally meansomething to do with a sense of mental effort, how hard onefeels one is working, and it is obvious that one person canclaim to have a feeling of great mental effort, while anothercan claim to be exerting no mental effort at all -- and bothbe performing at the some level. Thus, as the term is usuallyused, mental workload is not performance and it is not taskdemand. Mental workload would seem to be some combination ofmental effort, information processing, D3, and emotion, D5,in response to task demand. We would expect that differentpersons will have different responses to the some task demandsand task performance.

Thus, the measurement problem has caused a definitionalproblem. It is clear from reviewing the extensive literatureby human factors researchers that there is some "semanticconfusion" about workload. A conceptual structure forworkload ideas is clearly necessary before we begin to deviseexperimental methods and new measures for mental workloadappropriate for various pilot activities. We badly need ageneral theory, or conceptual structure, or common languageto organize researchers in this area and to show the relation-ships between their individual efforts and ideas. This seemsto be recognized by human factors researchers themselves andindeed was the central purpose of the workshop at Mati, Greecein September, 1977.4

2,2 A DESCRIPTION OF THE CURRENT TASK ENVIRONMENT FOR ATRANSPORT PILOT

Considerable effort is undertaken by the.designers of theflight decks of transport aircraft in describing the nominaltaskloads of crew members in all phases of a nominal IFR flight,In current task timeline analysis, pilot activities aredescribed in what might be called macroscopic (or evenmicroscopic) detail, For example, the simple actuation ofa wing flop lever is broken down into verbal command andacknowledgment, grasp, actuate, hold, monitor flop extension,and report of actual flop position (see reference 11), Forevaluating pilot mental workload, the information processingrequirements for various macroscopic tasks (such as change ofaircraft attitude, change of heading, etc.) can be determinedin microscopic detail by looking at the information neededon bank angle, heading, heading rate, and how it must beprocessed during the macroscopic task for a given mode ofthe aircraft's flight control system, Perhaps this would bea promising direction for further research into task loading,and might lead to a methodology for establishing ideal taskeffort for various pilot tasks, Here we shall simply providean overview of the various kinds of tasks performed by pilotsin current ATC operations. We shall attempt to classify themin two different ways and to provide a small set of taskcharacteristics,

2.2.1 A FUNCTIONAL CLASSIFICATION OF PILOT TASKS IN IFRFLIGHT

We may group the various tasks performed by a crew of anATC aircraft into four main classes in decreasing order ofsignificance:

1. Communication and Traffic Control2, Navigation3, Guidance (or Piloting or Steering)4. Aircraft Systems Monitoring and Management

In the first class of tasks, one member of the crewusually acts as communicator by monitoring all radio messages,receiving and responding to messages for his aircraft,-selecting the desired radio frequencies, and maintaining anawareness of the current ATC situation relative to hisaircraft. These messages occur randomly, but to some degreecan be expected in routine operations. They requireimmediate response and usually cannot be deferred. Theremay be garble or interference in obtaining the informationfrom a given message. The response may require someinformation processing and decision making and internaldommunication amongst the crew. If future ATC systems use anautomatic data link, the workload of the communicator willbe 1uite different from today where a broadcast voice linkis used.

The set of tasks in the Navigation class consist ofoperating the aircraft navigation systems to establishcurrent aircraft position, and to make decisions relativeto the nominal desired track of the aircraft in three (orfour) dimensions. Today, there are a number of navigationcharts, maps, etc., which accompany the use of navigationsystems such as VOR, DME, Omega, Loran, Inertial, RNAV,etc. For radio navigation, there is the task of selectingand identifying ground stations.

Once the desired track and current position relative to itare established, the.continuous task of aircraft guidancecan be performed. We define this as piloting or steeringthe aircraft such as to follow the desired track with some

degree of precision. This may be performed manually, semi-automatically by controlling or instructing the autopilot,or completely automatically by inserting a detaileddescription of the desired track (and altitude) into anadvanced flight control system. Notice that it is necessaryto monitor the performance of these automated flight systemsso that the continuous guidance task for the pilot isconverted to intermittent discrete monitoring tasks.

The final set of tasks have been classified as SystemsMonitoring and Management. These tasks consist of monitoringand managing all the aircraft subsystems such as fuel, airconditioning and pressurization, electrical, hydraulic,engines, etc. These tasks are usually very routine anddeferrable over a short period except that unexpected, rare,emergency conditions can occur which may require instantaneousresponse. Cockpit checklists describe routine work in thisclass,

2,2.2 TASK CHARACTERISTICS

We now define some abstract characteristics of tasks whichoccur in IFR piloting which are important in determiningworkload. We will assume that we are dealing with discretetask events with a starting time, a duration, and an endingtime. The continuous task of manual guidance does notconstitute on important part of current taskloods for atransport crew since it occurs only in the takeoff and thefinal stages of aopproach and landing, Interference fromother task events is minimal at these times. For somepilots in General Aviation, manual guidance may occur in allphases of instrument.flight as a background continuous task,but we are still primarily interested in the discrete taskevents which arise from the ATC, Navigation, and SystemsManagement classes,

First, for discrete tasks there is the characteristic of"Task Arrival Randomness." Tasks may arrive randomlywithin a phose of flight, or in some irregular arrivalpattern, or may be considered as rigidly scheduled. Eventhough a task is expected to occur, its timing may be randomor unexpected. For example, ATC messages are expected butarrive at varying times within a flight phase. On theother hand, the landing gear is scheduled to be lowered asthe outer marker is passed on landing approach,

Secondly, there is the characteristic of "Task Uncertainty."Tasks may be expected or predictable, or unexpected as totheir content, For example, ATC messages may containunexpected commands due to air traffic or weather situationswhich then cause a set of unexpected tasks to be carried out.

Thirdly, there is a characteristic "Task Priority", Sometasks ore "deferrable," i.e. upon arrival they may be delayedwhile other tasks are executed. Other tasks are "pre-emptive,"i.e. upon arrival they interrupt work on current tasks,Interrupted tasks may not be "partitionable" so that ifinterrupted they must be totally repeated. Non pre-emptive,but high priority tasks may simply go to the head of theline, allowing current tasks to be finished before they areinitiated. All of these situations occur due to somedegree of randomness and uncertainty which causes tasks tooccur simultaneously and a task queue on backlog to becreated. Workload during these peak or "busy" periods ishigh, and requires further supervisory decisionmaking inmanaging tasks and coordinating the sharing of tasks amongstthe crew. The priority assigned to a task will depend uponits importance to the safety of flight.

Finally, there is the characteristic of "Task Sequence".Discrete tasks may have to be performed in a particular orderwhere some tasks have precedence over others whose execution

is contingent upon their completion, For example, a reductionin airspeed in the terminal area may be contingent upon afurther extension of wing flops, or a reduction in altitudebelow 10,000 feet must follow a speed reduction to 250 knots,

2.2.3 TASK CATEGORIES

These task characteristics determine the occurrence of peakwork rates, the size of task backlogs, etc., as a function ofexpected rates of arrival of tasks. In particular, thesimultaneous arrival of two non-deferrable tasks means thatthe two tasks have to be worked on simultaneously, and thearrival of any non-deferrable task is likely to interruptdeferrable tasks in busy periods. The probabilities ofworking on two or more tasks simultaneously, of tasks beinginterrupted, of a backlog of size n of deferrable tasks,etc., are all good indicators of high taskload or workloadconditions and increase the probabilities of pilot errorsor omissions. Thus, it may be useful to categorize tasksdepending upon the degree of their deferability as follows:

THe first category describes tasks which are of criticalimportance to the safety of flight and must be worked on whenthey arrive. For example, ATC commands must be monitored,received, acknowledged, and responded to as they occur, orchanges in flight profile or aircraft configuration whichmust be made at required times.category "Operating Tasks."

The second category describes tasks which are of criticalimportance to the safety of flight, but which can be deferredfor some short period of time, Examples of these tasks arethe monitoring and cross-checking of flight instruments,aircraft systems and engine instruments, the visual scanfor other aircraft and the execution of checklists, We candefine the short period as one or two minutes, or alternatively,in terms of task durations, In general terms we may callthese tasks "Monitoring Tasks",

Finally, we have a category of tasks which are deferrableover longer periods. While they are necessary for the safeconduct of flight, they are not time-critical. Examples inthis category are tasks in monitoring and planning ofnavigation, tasks in preparing and planning for ATC procedures,tasks which obtain flight information (altimeter setting,weather, ATIS), and tasks in monitoring aircraft performance(cruise control, determining landing weights and approachspeeds), We may define these tasks as "Planning Tasks."

A subjective rating scheme for pilot worklood based uponthese categories of tasks is given later in the report, Byobserving the occurrence of simultaneous operating tasks,interruptions of monitoring and planning tasks, etc., we havea basis for constructing a subjective workload assessmentwhich might be used by pilots or trained observers,

2.3 A CONCEPTUAL FRAMEWORK FOR DEFINING MENTAL WORKLOAD

2,3.1 A QUALITATIVE PARADIGM FOR THEORETICAL ANALYSIS

Before attempting a detailed analysis, let us considerqualitatively the paradigm shown in Figure 2. Discrete tasksarrive on the left side (circles), are selected for processingand when finished, leave on the right side. However, we havenot restrained ourselves, as strict behaviorists might, to asingle "black-box," stimulus-response paradigm, but instead

have postulated tnree hypothetical levels of informationprocessing for the human operator, which, we believe, accordwith common anecdotal experience. As well, we have createdtwo physical blocks, one for the aircraft and another forthe physical factors external to on IFR flight,

The three left hand blocks represent information processingfunctions of the pilot at three levels:

() Sensory-Motor Function

At the lowest level are those functions which constitutereal-time and on-line controlling (sensory-motor skills),which ore learned by the pilot, and which, when learned,-do notin themselves involve much conscious thought. There is onobservable behavioral activity, Bi, associated with eachtask I which has some physical effect on the aircraft andits systems, Depending upon the skill level of the pilot,there is some mental work, M, associated with Bi,

(2) Supervising Function

At the intermediate level is the supervisory function, i.e.,short term planning and decision making to schedule andallocate effort amongst the arriving tasks. Fromexperience, the pilot has an estimate of the tradeoff betweenthe Quality of task performance, Pi, and his behavioral andmental work, B1 and Mi. Based on a set of utilities, UPfor achieving Pi, and a set of evident task parameters(arrival time, duration, deadline), he must allocate a levelof mental work Mi consistent with his mental resources.Notice that Mi=0 corresponds to a decision not to selecttask i to be worked on at the present time, Solving thistask allocation problem imposes "real time," non-task-specific,mental work, We shall call this "supervisory" mental work,

(3) Judgmental Function

At the highest level, the pilot has a set of longer termplanning functions, and the job of retaining in long termmemory experiential data concerning task performance, mentaleffort expended, and the consequences of performance levels.This experiental data is used in evaluating the consequences,Ci, of task performance so that a set of values called"utilities," Ui, are established for performance of currentand future tasks, These Ui are then used by the Supervisoryfunction in allocating mental effort as explained above,

Now, the two right-hand blocks of Figure 2 are processesor physical activities external to the pilot:

(4) Aircraft Systems

These represent the aircraft and its display and controlsystems. The pilot inputs of behavioral activity Bi resultin a system performance, Pi,relationship where an increasing input of Bi will causehigher quality task performance, P1.

There are two decision-control loops in our paradigm, Alarger, judgment or experience loop which is off-line, andfeeds back PI, and CY(Pi) to establish Ui in the judgmentalfunction. The smaller, intermediate loop monitors the

performance Pi in real time to affect the decisions made bysupervisory control in allocating mental effort to obtaindesi red performance.

We would wish that all the blocks of Figure 2 werestationary, However, we know they all change (learningaffects motor skill at the lowest level, learning andexperience affects short term supervisory copabiliftysat theintermediate level, and experience causes improved judgmentat the highest level). Similarly, the Aircraft Systemt andEnvironmental Factor blocks can change over time and/orcircumstances.

We note that the triad of human operator blocks is onlyour way of describing the situation, i.e., a model. There isno way to measure explicitly the signals which flow betweenthese blocks. We have created MI and Ms as components ofmental work. They are "intervening" variables which we canonly infer, not measure. The behavioral activities, Bi,can be measured experimentally, although there is littleagreement on standard methods,

2.3.2 A FRAMEWORK OF DEFINITIONS AND ASSUMPTIONS

We now extend our paradigm with some definitions andassumptions, using more precise semantics and symbology. Weshould emphasize the hypothetical nature of our model and itsneeds for validation,

(1) Description of Tasks

We assume that discrete tasks arrive with some degree ofuncertainty or randomness within a given phase of flight.Thus, they have a task arrival time, to, a task duration,

and a task completion time. Also, we assume that a taskhas a deadline time, tdi' after which there is no benefitfrom working on it. Figure 3 displays this multiple tasksituation in a format similor tothat used by Tulgo, Oneach task line, the rate of expenditure of mental effort,M (defined later), can be plotted versus time, so that thearea under the curve represents mental work applied to thattask. Note that we assume that more than one task can beworked on at any given time.

(2) Task Performance

In general, we assume that a single valued task performancefunction, Pi(Bi), exists such that on increasing expenditureof behavioral octivity will result in an increasing quality oftask performance (see Figure 4a). The task must becompletely defined in terms of control system, display, airturbulence, etc. This assumes the task has some qualitydimension such as accuracy, timeliness, etc. Note that someminimum requirement of task performance could be specifiedwhich implies a minimum requirement of behavioral input.Also for certain other tasks, the task is either "done" or"not done" and may require a fixed amount of input as shownin Figure 4b, This is commonly assumed in task timelineanalysis.

(3) Value of Task Performance -- Utility

In our paradigm, we assume that there is a functionalrelationship between task performance and the consequencesof task performance, Ci(Pi), For each pilot, p, there is avalue placed on these consequences, called a utility, UP(Ci).This value is developed by experience and judgment. We assume

This is the supervisory or task allocation problem statedas a static, deterministic optimization problem for theperiod T. A lazy pilot would have high subjective costsand low utilities on task performance. As a result,would allocate a minimum- amount of work such-that minimumperformance requirements are just met. An ambitious pilothas high utilities and low costs, and will maximize hisoverall performance with his workload ratios equal to unity,A complete range of intermediate solutions in terms of taskwork allocations, MP, workload ratios pP, task performances,

Pi. can be generated by assuming various values forsubjective utilities and costs.

But this static, deterministic model of the supervisoryproblem may be too simple to describe the rather dyncmic,stochastic work allocation problem which the pilot usuallyfaces. The tasks are not all present at the some time, donot arrive at expected times, etc., so that the pilot has amuch more difficult problem to solve (see Tulga 8 for a moredynamic model of this supervisory problem, where such astatic optimization process must be iterated as each newtask arrives).

Notice that this work allocation model emphasizes theimportance of briefing subject pilots in experimentalworkload simulations with a view to establishing the valuesof Ui and U1, We cor ambitious pilots,

be considerably different than those found in the safety ofan aircraft simulator. This reality brings into questionthe validity of simulator experiments which attempt to studypilot workload. Pilot behavior and work allocations couldbe different in the aircraft where the consequences of poortask performance are real.

2.4 RELATED THEORY IN MENTAL WORKLOAD

The ideas described above seem to us in-accord withseveral current theories of skilled performance, Figure 9illustrates how, during a period T, in the process of doingtwo simultaneous tasks, the capacity limits of one sensoryelement and two motor elements may create tradeoffs undermutually conflicting demands, Notice that there is a"simplex" of constraint boundaries rather than the simpleconcept-of a single boundary often. used in connection withsecondary or auxiliary task concepts. With non-lineartask performance curves, this simplex is transformed into a"performance boundary" which would seem to accord withtheories espoused by Norman and Bobrow7 on the conflictinguse of behavioral resources, wherein behavioral performancetradeoff curves (such as Figure 10) will result, Verplank8

has also discussed this problem.

The theory presented here is also in accord with the workof Tulga,9 who experimented with human operators and deviseda normative model for allocation of effort among multipleconflicting task demands. Tulga suggested some ways inwhich subjective sense of mental workload accords with amountof short-term planning required to complete tasks beforedeadlines are reached. Tulga's model operator had only one"channel" (or "element" in terms of the present paradigm), but

we feel his general decision-theoretic approach can beextended to accommodate not only dynamic task demands withdeadlines but also the allocation of multiple elements witheach having a workload capacity,

A third theoretical direction is that of queueing theorywhich seemingly could contribute to our understanding ofhow pilots serve task demands which queue up, It should beclear that stochastic variations of mental effort, MP(t),in response to the stochastic variations in arrival timesfor tasks, are important in determining ove-rell performanceby a pilot. As PP values approach unity, the probabilitythat instantaneous mental work values, M(t), will exceedthe capacity levels. MCAPP during short periods, rapidlyincreases, This probability also depends upon the degreeof randomness in arrival times for discrete tasks,

We expect that task performance will degrade because ofpeaking effects,. For simultaneous continuous tasks, it occursbecause the capacity limits force work levels on some or alltasks backward along the Pi(Bi) curves during these periods.For discrete simultaneous tasks, it is possible to delayworking on some tasks, i.e. to create a backlog or queue oftasks. The degradation in performance occurs because ofdelays in accomplishing tasks, the omission of some tasksbecause the queue size has grown beyond the capacity of theoperator's short term memory, or the increased probabilityof task interruption due to the arrival of a task of higherpriority, The expected deg(rdation of task Performance asa function of P and the randomness of task arrivals isschematically shown in Figure 11, where we have moved to someoverall measure of task performance across all tasks, and anoverall measure of wQrkload ratio.

2.5 SUMMARY

In this section, we have postulated a rather complexstructure for defining concepts about Pilot mental workloadwhich is consistent with the variety of concepts, ideas, anddefinitions contained in current literature. We do notcontend that our structure is valid, only that it is necessory.Further refinement of such definitional structures is neededto guide future research on pilot workload in theoreticaland experimental areas. Results from future research willdetermine the validity of such a structurd and willcontribute to 'its further development or modification.

3. THE MEASUREMENT OF PILOT WORKLOAD

3,1 WHY MEASURE PILOT MENTAL WORKLOAD?

The primary reason to measure pilot workload is to predictperformance. There may be secondary reasons, such that,when performance is not in Question, the work may be toogreat for comfort, etc, But the primary reason is toensure satisfactory performance of the pilot and safety ofthe aircraft and its passengers.

Then why not measure performance directly? Especiallysince performance is relatively easily measured compared tomental workload? The answer is that measured performancecan maintain a high level as task demand and (what appears tobe) resultant mental workload gradually increases -- rightup to the point where the pilot is obviously complainingabout mental workload, At this point measured performance,as a function of task demand, would then predict continuedsatisfactory performance as task demand increases further.

But we know from experience that this is not always thecase. Presumably the pilot can "struggle" harder, i.e..apply more "mental effort" by sheer will, to compensate forincreasing task demand and maintain performance, but onlyup to a point, Beyond this point his "capacity" is exceededand his performance deteriorates. This phenomenon wasindicated by the curves of Figure 11 where a sudden drop inperformance occurs at high values of P.

Thus, it is believed that if suitable measures of mentalworkload can be found, at relatively high levels of taskdemand they will be better predictors of what would happenif task demand were increased still further than wouldmeasures of performance per se. That is, mental workload,

it is claimed, is a more sensitive predictor of response toincreased demands than is performance.

Such a claim for the use of mental workload may be madenot only in predicting pilot response to increased taskdemand, but also in predicting pilot response to sustainedtask demand at the some level, i.e., fatigue,

3.2 ALTERNATIVE MEASURES OF PILOT MENTAL WORKLOAD

Referring again to Figure I we see four types of (categoriesof) measures of mental workload, Ml through M4, associatedwith the six definitions, Dl through D6, discussed above.

3,2.1 SUBJECTIVE JUDGM'1ENT

Subjective judgment of mental workload, either by thepilot himself or by an observer, is the most widely acceptedmethod of measurement. Subjective judgment is also theintuitively volid reference for the meaning of "mentalworkload," It provides the basis on which other measuresare validated, i,e., to answer questions such as "Is thisa good measure of pilot mental workload?" More is saidabout subjective judgment below. For comparison we citethe other mental workload measures commonly used:

A special kind of subjective Judgment measure does notrequire the pilot to judge orlood directly, but rather tomake subjective judgment of pther variables in the situation,One new and promising example is subjective time estimation,e.g., the pilot estimates ,when ten seconds has elapsed,(Results suggest that as task demand is increased the actual

measured interval, corresponding to what he claims to beten seconds, consistently increases by 4 seconds and becomesmore variable -- but only up to a point which Hart calls"critical moss," 10 Beyond that the measured interval shiftsto suddenly back to ten seconds and diminishes as taskdemands further increases.)

3,2.2 PHYSIOLOGICALJNDICES

Physiological indices are many, All miasure something ~in a very scientific way, The question is whether what theymeasure is correlated with what we think of as mentalworkload (i,e,, what we make subjective judgments about whenasked about "mental workload" in a given situation), Somephysiological measures used with reference to mental workloadare:

-- heart rate varicbility, heart rate-- respiration rate-- galvanic skin response-- pupillary diameter-- biochemical changes in blood and urine-- electroencephalogram changes-- changes in frequency spectrum of voice

All of these measures exhibit a high degree of variabilityand may be affected by other conditions independent of mentalworkload (environmental physiological stress, diet, etc..),Further, most must be individually calibrated. Finally, someare sufficiently distracting to make them invalid for useon pilots in situ, ie., while flying simulator or actualmissions,

A special kind of physiological measure, which is a commonmeasure of one aspect of pilot worklood, is tye_moementrecording, That is, number of eye transitions to a given

instrument suggests a sampling rate, which translates(supposedly) into information rate. Visual scans outsidethe nominal task stimuli or to side tasks indicate visual"free time."

3,2.3 SECONDARY TASK PERFORMANCE

Secondary task performance-measures assume that theprimary task takes a fixed percentage of time, and whattime remains can be relegated to a-"second?-ry" task; Themore time the pilot spends on the secondary task, presumably,the higher his score on it. Thus, the greater the time whichmust be spent on the primary task the less the score on thesecondary task. This theory is impeccable, with oneexception: namely, that the pilot actually spends as muchtime as is needed on the primary task, and will then spendwhat remains on the secondary task. Too often in laboratoryexperiments experimental subjects get the idea that thesecondary task "really counts" and will make that the primarytask or divide their attention evenly. Too often inoperational flights pilots simply ignore secondary tasksaltogether,

3,2.4 PRIMARY TASK PERFORMANCE

Primary task performance may be said to be indicative ofmental workload, but normally shows little change untiltask load (and accordingly mental workload) is so extremethat Performance deteriorates. But at that point one isnot normally interested in mental workload anyway, since thethreshold of deterioration of primary task performance isthe very thing the workload measure was meant to predict.

3.3 CRITERIA FOR A USEFUL MEASURE OF MENTAL WORKLOAD

Ephrath12 has suggestedmeasure of pilot workload,

five conditions for a usefulThey are worth repeating here:

-- minimal interference with primary task-- applies uniformly to various types of piloting tasks-- applies uniformly to various types of information

channels internal to-- applies uniformly to

the pilot which "beccrme loded"various pilots, in various stotes

in a simulator

We might add:

Observations of air crews at work leads us to comment thatwell-learned visual scanning and manipulative or closed-loopmanual control activity would seem to make for relativelylittle mental worklocd, As the pilots tend to put it, "Wehave no trouble flying the airplane itself," Except fortake-off and final-approach/londing, these routing motorskill operations seem to take no large fraction of thepilot's attention. Yet these are the events which are mosteasily amenable to eye movement analyses and other visual-motor measurements,

Mental workload of a more troubling kind occurs whenentering a terminal control area, communicating with groundcontrollers (and sometimes disagreeing with the advisabilityof the instructions the controllers give as to speed,holding pattern, descent profile, etc.). It also occurswhen an instrument fails, or there is conflicting informationfrom different sources, etc,, and the pilot must makediagnostic and management decisions which involve tradeoffsbetween probabilities and risks and consequent anxiety.These are the workloads we wish to get at. We have asuspicion they are associated with levels of "supervisory"mental workload.

3.4 PROS AND CONS OF SUBJECTIVE MEASURES OF PILOT MENTALWORKLOAD

Subjective measures wouldseem to fit the Ephrath criteriastated in Section 3.2.2 aboyeobout as well as any measure.They may be the only measures which can also yield independentdata points at five-minute intervals. Insofar as cost isconcerned, if It were to prove practical for pilots to self-administer workload judgment tasks the cost would be minimal.If an observer is required, it will be more expensive. But

then an observer with a pad of paper is cheaper than anobserver plus expensive instrumentation,

(independence of spurious factors, which boils down toconsistency, precision, or variability),13 Obviously bothinter- and intro-judge variability-will depend in part onhow carefully the subjectiveimplemented,

scaling exercise is planned andIt is important to insure reliability, to:

(a) make sure that the events to be scaled, i,e,, theexperience of a given mental workload situation (whetheractually experienced as mental workload or imagined from adescription) be administered with sufficient clarity of detailthat there be no ambiguity about what the situation is,

(b) make sure the procedure which the judge is to use forassigning numbers to the experienced events also is clear,ise., that the judge understands what the numbers at eachend and in the middle of the scale mean ("anchoring") andwhat is the relation between any two numbers on the scale.(For example, does 3 relative to 1 mean 3 times as muchworkload, or a "workload distance" of 2 units differencecomparable to 2 units elsewhere on the scale, or are 3 and 1just ordered categories?)

Happily, when care is taken, internal validity of subjectivemeasures, both within and betaeen judges, can be quite good,as attsted to by various researchers (Stevensji 4 Borg, 15Jenny ). Probably the reliability is as good as objectivephysiological or secondary task performance measures.

The charge is sometimes made that subjective scales can neverbe more than ordinal scales, or further, that it is neverappropriate to perform quantitative analysis on subjectivedata. Both charges are quite fallacious, as the rich andsophisticated literature in econometric and psychometricresearch will attest. Subjectively-bosed interval ratioscales are quite obtainable, depending upon the procedure usedto get and process the data.

Another question (and sometimes a criticism) aboutsubjective measures of mental workload concerns whether it isappropriate for the pilot to judge his own mental workloadduring the event itself. As already noted, one way out of thisdilemma is to have an observer riding in the jumpseat, andhave the observer do the judging. The latter makes littlesense unless the observer is himself an experienced pilotand therefore can empathize (even then in some situations hemay miss some "mental loading" event). Perhaps a betterpractice is to have the pilot rate his own mental workloadof a given phase shortly after he has completed it (andduring a flight period for which mental workload will notbe assessed). Alternatively, or in addition to the above,on assessment can be made during a debriefing on the ground.If the latter is done it is useful to have a video andsound recording of cockpit events to remind the pilot/judgewhat occurred during the period in question.

What kinds of pilots should do the judging? It has beenasserted (e.g. by Gartner and Murphyl) that the best resultsare obtained only if experienced subjective assessors (testpilots) do the judging. Others disagree, claiming that anexperienced test pilot's judgments of workload are just notthe some as a novice pilot's, that data from both types ofpilots is necessary and is likely to constitute on important

differentiating factor. That is, mental workload is notsimply a function of aircraft and procedures; mental workloadis also a function of pilot.

A further question which can arise with subjective judgmentscales is whether they are absolute or relative, The answermust be that subjective judgment is always relative, to someextent, It's like when A says to B, "How's your wife?" andB responds "Compared to what?"absolute judgmentexperienced events,

It is sometimes claimed that, given a well-defined andrepeatable procedure for asking the questions, the organism'sjudgmental apparatus is a "noisy filter," easily biased byattraction or aversion to the experimenter, or by the desireto please or aggravate, or by what he ate for breakfast,etc, This is true to an extent, and cannot necessarily beeliminated by averaging. One simply tries to minimize suchbias,

Finally, there is the claim that pilots "may not be intouch with their own bodies," that they may feel quite able,and even judge their own workload to be modest, but neverthe-less be on the verge of performance breakdown. Should thisbe true, and should there be physiological measures whichreveal the "verge" better and more reliably than subjectiveones, we don't know what they are. Only hard and costlyevidence will tell.

3.5 FOUR CANDIDATE PROCEDURES FOR OBTAINING SINGLE-DIMENSIONAL SUBJECTIVE SCALES

3,5,1 CATEGORY SCALES

The Cooper-Harper scale 17 is the outstanding example, butalso in other fields there have been well-accepted categoryscales. Usually the category rating scale consists of fiveto nine discrete categories, each identified by a phrasewhich the judge can understand with a minimum of confusionas to the meaning of the words, Sometimes (like the "revised"form of the Cooper-Harper scale, Figure 12) there is a decisiontree, or hierarchy of subdivisions which help the judge by asuccession of decision stages to select a final category,

Category scales have the advantage of simplicity,Everyone, including test pilots, understands them with aminimum of explanation, Since they have been accepted byPilots for use in rating handling qualities, 17 it does not appearto be a large step to employ such a category scale for mentalworkload. However, mental workload is not the some ashandling quality (e.g. mental workload will decrease withexperience, handling quality will not). So a new set ofcategory identifiers must be developed.

Some words may be similar, e.g,-an inital-subdivisionof mental workload into "below level where performance willnecessarily break down and control of aircraft be lost,"and "above" some, and within the first category someelaboration on phrases like "acceptable," and "unacceptable."The words should emphasize "mental effort," and possiblyrefer to normal and well-known levels of mental effort suchas landing under some "standard" conditions. They mightrefer also to fraction of attention required, or, equivalently,what types of additional tasks could be accomplished (specificexamples would be given) at the some time, The identifyingwords might also refer to how long that mental workloadlevel could be sustained (minutes, hours, etc.), Finally,there might be different sets of words to provide equivalenciesfor mental workload due to sudden transients vs, that dueto long term vigilance, mental workload due to visual-motorskill vs, that due to planning, etc.

Pilots accustomed to judging "handling quality" would haveto be reprogrammed to think "mental workload." But theproblems of devising and implementing such category scalesare not insuperable.

3,5.2 CROSS-MODALITY MATCHING

This is a procedure developed by Stevens14 whereby a knob(on the other control) is adjusted until some artificialstimulus (like the amplitude of a vibration on the skin)"psychologically matches" the thing being scaled. Stevenshas obtained consistent cross-modality matches between 'handgrip force produced by the judge and various psychophysicalstimuli such as loudness of a tone, brightness of a light,etc. Cross-modality matching has the advantage that it issimple, But it remains to be seen whether it could yieldanything useful for "mental workload,"

3.5.3 THURSTONIAN OR POIKILETIC SCALES

Thurstone proposed 19 that an equal-interval subjective scalecould be based upon the degree of confusion, or variability,or scatter of judgments. Situations (work-load events) to bejudged are considered in pairs, and the consistencies ofordering which is the greater (mental workload) determinesthe distance between them, If the order is consistently inone direction the distance is large; if it is randomly eitherway there is no discrimination and hence no distance on thepsychometric scale. Naturally, any one pair is notpresented to the same judge very often; there are quantitativemeans to aggregate and infer average distances based on allpairings, This method may also be thought of as related tothe low of Fechner, i.e,., scale distances between stimuliare based on number of "just-noticeable differences,"Figure 13 gives the general idea,

McDonnell 20 used a poikiletic technique to scale a set ofwords often used in rating scales, McDonnell's scale is shownin Figure 14,

3.5.4 DIRECT MAGNITUDE ESTIMATION

Direct ratio scaling assumes that a judge, given a standardor reference level of the workloading events being judged, canspecify whether some other level is 1/2 of the reference, or3,5 times it, or whatever, This method has long been used byStevens and others in psychophysical scaling.14

Lottery-based magnitude scaling assumes that the judge canspecify a point of indifference between a test situation (setof events) and a lottery consisting of a different situationhaving probability p and another situation having probability(1-p). Figure 15 indicates the indifference and theequivalent equation, which serves as the Von Neumann definitionof "utility," and is widely employed in decision theory, 9

Theoretically either the situations can be changed or theprobabilities can be changed until the judge says he isindifferent. In pilot mental workload measurement thehypothetical probabilities are the easiest to change, Thusthe pilot would decide on a probability p., for example, suchthat he is indifferent between a test workload x hcppening100% of the time and a lottery consisting of workload yhappening p% of the time (say y were some maximum tolerable)and workload z (say none at all) happening if y didn't, Froma series of such judgments a mathematically defensibleinterval scale (and some might say a ratio scale) can bedeveloped, Such a proecedure yields a scale of utilities Ufor all workload events i, and is capable of predicting animportant quantitative relationship: For any of theworkloading events on the scale, when it is estimated to occurwith any given probability p, a "subjectively expectedutility" (SEU) results as the product of Ui and pi. Then thepilot is predicted to prefer taking the risk of (U1, p ) toany other (Uj, Pj) which has a smaller SEU. One mightcriticize this procedure by claiming that "utility of workload"

3.6 FOUR CANDIDATE PROCEDURES FOR OBTAINING MULTI-DIMENSIONALSUBJECTIVE SCALES OF MENTAL WORKLOAD

3,6.1 SEPARATE SCALES OF DIFFERENT ASPECTS OF MENTALWORKLOAD

Conceptually the simplest way to obtain a multidimensionalscale is to use separate scales. That is, by any of themethods described in Section 3.5, subjective judgments areobtained for the given events, using some words to describevarious levels of some one aspect of mental workload, say"mental workload involved in handling the aircraft." Thenanother set of judgments is obtained relative to the someevents but using a different set of words to describe variouslevels of a different aspect of mental workload, say "mentalworkload involved in communications and navigation." Thesome can be done for several different aspects. The wholeset of worklooding events can be run through with each newaspect, or, alternatively, for each event in turn, judgmentsabout the different aspects can be run through.

There are various ways to categorize the different aspectsof mental workload. One, say, is by Piloting task (asalready suggested: aircraft handling, communications, navigation,systems monitoring, attendance to passengers and staff, etc.).Another cut is by bodily activity (e.g,, speech communication,control manipulation, planning and decision, memory andinformation accessing, etc,). Still a third is by transientevents vs. steady state (fatiguing) events.

Clearly the separate scales obtained are not going to beindependent, so that a multi-dimensional scale with trueproperties of orthogonality will not result from such aprocedure, With proper care, however, and provided only asmall number of separate scales is used (the pilot won'tstand for many') some interesting differentiations might beobtained.

3,6.2 JUDGING CONDITIONED DIFFERENCES

After a judgment has been made, say about the mentalworkload of a particular five-minute period of events justexperienced, it may be appropriate to ask the pilot to makesome additional conditional judgments, For example, he mightbe asked what the mental workload would be if one factor ofthe situation changed in a certain way (say, in the weather,procedures, etc.). This can be thought of as providinga "partial derivative" of mental workload with respect tothat factor around a given operating point (set of eventsexperienced and initially judged), This "piggy backing"technique could provide several times the original amount ofworkload judgment data, per unit of flight time,

3,6.3 POLICY CAPTURING AND MULTI-ATTRIBUTE UTILITY

These are commonly considered different techniques but willbe commented upon together because of their similarity,

In pollcy capturing, each of a small discrete number ofgiven attributes which might affect workload would have severaldifferent levels, For example, the attribute "weather"might have levels ("zero-zero," several levels combiningceiling and visibility and wind may be specified, andfinally "CAVU"). An attribute "handling quality" might havelevel ratings which are standard Cooper-Harper ratings. And

so on for "cumulative duration of flight," "condition ofaircraft," and so on., Then different bundles of attributes(i.e., one particular level of each attribute employed) areseparately rated for mental workload, Ideally these wouldconstitute separate simulation runs, Less ideally they wouldbe described to the pilot/judge verbally, He would makea direct mental workload magnitude estimation in each case.After the whole exercise the data, based on many combinationsof various levels of all attributes, would be turned over toa computer, and a "policy capturing" algorithm based onnon-linear regression, is run, It produces, for eachattribute, a piecewise function showing how, on the average,various levels of that attribute contribute to (weight)

the overall judgment of "mental workload," Figure 16. Hammondand his colleagues21 have employed these methods in a varietyof applications.

Multi-attribute utility is an extension of single-dimensional (single-attribute) utility scaling, and has beenwritten about extensively by Raiffa and Keeney 22 and theircolleagues, One form of it is called "interpolation betweencorners," and is explained in Figure 17. Assume threeattributes, each of which has several different "levels", aswith policy capturing, For each separate attribute the pilotis asked to assign a number from 0 to 1 for each level,corresponding to the judged mental workload of that level,and such that he is indifferent between mental workload of0,5 and a 50-50 chance of either mental workload of 1 andmental workload of zero, In other words, the judgement isbased on a lottery, as before, and the underlined words conveythe meaning of the numbers, Our pilot does this for eachof three attributes, then does it again for the eight combinationsof the best and worst levels of each attribute (the "corners"of the cube), Then, by a simple data aggregation andinterpolation procedure similar to that used for policy

capturing, a three-dimensional utility function is obtained(i.e., with the non-metric-ordered levels of the threeattributes as the arguments). Yntema, Torgerson and Klem23successfully used this method to obtain preference functionsfor instructor-pilots landing aircraft under variouscombinations of ceiling, visibility and fuel remaining,Instead of the "corners" procedure, multi-attribute lotteriescan be judged using the more mathematically precise (butperhaps more psychologically confusing) procedure describedearlier in Section 3.5,

3,6,4 MULTI-DIMENSIONAL SCALING

This is a technique pioneered by Shepard24 at the Universityof Pennsylvania and Carroll 25 at Bell Laboratories and nowcommonly employed in marketing and attitude research to inferwhat are the attributes of situations with respect to whichpeople judge those situations to be different. In otherwords, one does not start with definite attributes anddefinite ordered levels for each attribute. One ends upthere,

One starts simply with different situations, experiencedby the pilot in our case, or described to him in words. Heconsiders all pairs of such situations and judges how dlssimilareach pair is, one from the other, (This is a magnitude scaleof dissimilarity). That is all the judge does. In thepresent context the pilot/judge would be instructed that"dissimilarity with respect to mental workload, otherwiseconsidering any and all factors which affect mental workload."

The data are then turned over to one of a number of availablecomputer algorithms,.and a two- or three-dimensional plot isgenerated, plotting each of the situations in that cartesianspace. -

On what basis is such a plot generated and what does itmean? It turns out that the best fit of data for all pair-wisejudged dissimilarities between N situations requires on N-1dimensional space, For example, judging dissimilaritiesbetween four events creates a tetrahedron, and requires athree-dimensional plot. Because many workloading situations arelikely to be used, a best-fit plot would require a plot of toomany dimensions to be of any use.

The real question is, can a two- or three-dimensional plotprovide a pretty good fit, i.e., account for satisfactorily largefractions of the "variance," There are various criteriafor finding the best fit, and for assessing the degree of residualvarionce. One method is called "monotone regression" (Kruskol)and Carmone)28 and determines a set of M(M is chosenarbitrarily) orthogonal axes such that the ranks (order) ofinterpoint dissimilarity distances is always preserved. .. One then looks at the resulting plot (Figure 18) ofsituations in M-space and tries to puzzle out what each of the

M dimensions really means, If these are the dimensions withrespect to which piloting situations are most perceived tobe dissimilar from one another (in mental workload) the plotsshould convey a sense of what the most important dimensionsof judged mental workload are,

Some programs, like Carroll's INDSCAL,25 not only providea given judge's plot of the given situations in M space,but also, if a number of judges are used, plot all judges inthe some M space to represent the relative weights eachjudge used relative to each dimension. If all judges plotin a tight bundle, there is high consistency between judges.If one judge plots for out along one dimension relativeto the others, it means that judge weighted that dimension moreheavily in making his dissimilarity judgments.

3.7 PROPOSED RESEARCH ON SUBJECTIVE MEASURES

3.7.1 A COOPER-HARPER TYPE CATEGORY SCALE FOR MENTAL WORKLOAD

In the face of immediate need by the FAA and NASA toevaluate CDTI (cockpit display of traffic information)configurations, as well as other near-term applications ofsubjective scaling of pilot mental workload, it is proposedthat a category scale patterned directly on the Cooper-Harper typescale be developed. A first attempt is described in the nextsection, It will require much more effort to produce auseful and commonly accepted scale,

3.7,2 EXPERIMENTS WITH OTHER SINGLE AND MULTI-DIMENSIONALSCALING PROCEDURES APPLIED TO PILOT MENTAL WORKLOAD

The recent developments in subjective scaling would seem tooffer many interesting possibilities. Careful thought anddata collection is required t& prove or disprove the validityof these various methods and the usefulness of the- resultingscales if they are shown to be valid.

It is suggested that, in conjunction with other persons,several of the other scaling techniques described above beexperimented with, including at least one multidimensionaltechnique, and using both simulator runs and armchair methods(verbal descriptions) to provide pilot subjects realisticor vicarious working experiences.

4, A PROTOTYPE SUBJECTIVE RATING SCHEME FOR IFR PILOT

WORKLOAD

4,1 INTRODUCTION

In this section we attempt to construct a subjective methodof assessment for IFR pilot workload which is similar to theCooper-Harper rating scheme for evaluating aircraft handlingqualities17, i.e. we will use a decision tree to direct theassessment process and use a set of words and ideas easilyunderstood by skilled pilots., This rating scheme is intendedto be used by subject pilots after flying a real or simulatedphase of IFR flight, It can also be used by trainedobservers (normally other pilots) present on the flight deck,or alternatively, by subjects or observers watching a videoreplay of the flight phase.

The indicators of workload to be observed are theoccurrences of more than one task being worked on simultaneously,the percentage of tasks interrupted by the arrival of apriority task, and the existence of idle periods betweentasks, Notice that these are not indicators of taskperformance such as task errors or omissions, or delayedresponses to tasks although these could also be observed.We want to observe directly the more frequent indicationsof the underlying level of workload causing the degradedtask performances.

This workload rating scheme is called a prototype becauseit will undoubtedly be modified or completely revised asexperience with its usage is obtained, and suggestions fromsubject pilots begin to be gathered, The Cooper-Harperrating has a genealogy which we expect must be repeated in

developing a workload rating scheme, Acceptance of therating amongst a wide community of instrument-rated pilotsis a necessary condition in establishing its usefulness.

4,2 TASK SCENARIO FOR IFR WORKLOAD ASSESSMENT

Flight Phase -- the assessment is intended to apply to somephase of a complete IFR mission, i.e., tosome segment of an IFR flight such as adeparture from a particular airport or someportion of that departure of at least 5minutes duration.

Crew Position -- the assessment applies to an established crewposition and set of normal procedures andpractice which describe the taskload for thatposition. For a two- or three-man crew,assessments can be made of each positionsimultaneously,

Flight Systems -- the assessment is intended to apply to normaland abnormal configurations of aircraftflight controls, displays, and other aircraftsystems, It is not intended to assessworkload under Unexpected emergency operationsof short duration,

Flight Environment -- the flight conditions for weather andtraffic are assumed to be specified; i.e.,weather factors such as day/night,external visibility, and wind speed andgustiness; traffic factors such asproximity of other aircraft, message rateand percentage utilization of thecommunications channel,

4,3 TASK CATEGORIES

The categorization of discrete tasks into Operating,Monitoring, and Planning tasks described in Section 2.2 ofthis report must be understood by the assessor, A taskanalysis of the crew procedures for the flight phase should beundertaken by the assessor before experiments are performedwherein each expected task is categorized. While the termssuggest the characteristic of tasks in each category, theactual basis of categorization is "deferrobility," i.e., thepossibility of deferring the arriving task over some periodof time.

Reviewing the definitions: "operating tasks" are non-deferrable and must be done as they arrive to maintain theexpected flight performcnce and ensure flight safety, Thecategory of "monitoring" tasks describes tasks which canbe deferred for a short period such as one minute, All ofthe monitoring tasks fall in this category, but there are othertasks such as check lists which can also be included. Thelost category is called "planning" and describes all those tasksdeferrable by more than a few minutes, As with theprevious category, it includes all the planning and preparationtasks of IFR flight, but may also include others,

4,4 A SUBJECTIVE RATING SCHEME

If the rating is "imossiblei" then there is insufficienttime to accomplish all the necessary tasks, and a ratingof 10 is given. The group of ratings called "unacceptable"indicate the necessity to improve crew procedures andtaskloads to ensure safety of operation since there is aprobability of task errors and omissions due to taskinterruptions and crew loading. The next group of ratingsare called "unsatisfactory" and describe workload levelswhich, although acceptable, are at such a level that many taskinterruptions are still occurring. Crew procedures should beimproved if possible so that. a better rating is achieved.The final category is called "satisfactory" and providesthree ratings for pilot selection. In -all three, somedegree of idle periods should be observable.

For each rating, there is a brief description of theworkload indicators to guide the pilot selection. The pilotor observer should be familiar with these indicators, and betrained to note their occurrence. It'may be expecting toomuch of a pilot to have him perform, observe, and rememberthe occurrences of these indicators in a post-phase assessmentwithout the use of a video-replay. A trained observer mustbe so familiar with the procedures (and perhaps the subjectpilot) so that he knows the tasks being worked on at a givenpoint in time. It might be feasible to have the subjectpilot "think aloud" for the benefit of the observer. Howeverthe indicators are gathered, the description for eachsubjective rating selected shoul-d match the pilot's orobserver's evaluation of the workload situation.

This rating scheme, and the words which make up the categorydescriptors, depends heavily on the idea of "interruption."There are other words and connotations upon which a subjectivescale may be based.alternatives.

The next section discusses some

4,5 ALTERNATIVE SUBJECTIVE RATING SCALES

In thinking about words associated with "mental workload"which might constitute category descriptors (especially forthe lowest-level category descriptors on the right side ofFigure 19), it appears that there are three kinds ofwords:

The above suggests a three-dimensional rating scale, sincethe phrases within each of the three groups seem closelyrelated, while it is clear that the three dimensions -- fractionof time required, uncertainty and complexity of supervision,and psychological stress -- can occur in very differentproportions,

Thus, in combination with the subjective scale proposedabove, which is predicated primarily on the idea of timeconstraint, individual scales can be devised based on theother two dimensions (Figures 20 and 21),

Possibly these three, or some refinement on them, can beused in combination to produce a three-dimensional ratingscale, Alternatively, one scale can be devised where thedescriptor at each level is a combination of descriptors atthe corresponding level of the three separate scales (e.g.,with "or" connecting the three phrases in each case),In the latter case the user must decide for himself whichdescriptor dimension is most appropriate, since if he felt eachof the three to be both appropriate and independent, he wouldnot be able to make his mental workload judgments on aone-dimensional scale,

of a workload some number of levels up the scale and aworkload at the some number of levels down the scale. Thatis, the pilot would be indifferent to flying continuouslyat 5 or flying half the time at 1 and half the time at 9.This method has the disadvantage of requiring the pilotto understand a somewhat more sophisticated technique.It has the advantage of being better "anchored," i.e., thenumbers have more meaning.

In one-dimensional form it might be presented to the pilotin a form such as that shown in Fi.gure 22. This, of course,could be expanded to the multi-dimensional form where, in lieuof "mental workload," would be "time load," "uncertainty andplanning load" and "mental stress load", respectively, Thethree scales would be used independently to rate the variousprocedures and flight situations. Such "utility" ratings aremost easily done after a whole battery of test flights iscompleted, since the rater must make comparisons betweenflight experiences.
