    FUNDING SUMMARY

    Appropriates a total of $365.2 million to the Department of Transportation (DOT). This includesFY 2016:$49.9 million from the Road Use Tax Fund (RUTF), $315.3 million from the Primary Road Fund (PRF), and2,872.0 FTE positions.

    Appropriates a total of $181.6 million for FY 2017 to the DOT. With the exception of certainFY 2017: capital appropriations, the FY 2017 appropriations are funded at 50.0% of the FY 2016 levels.Appropriations made in FY 2017 but not in FY 2016 include funding for transportation maps and the MountPleasant/Fairfield combined garage facility.

    MAJOR INCREASES/DECREASES/TRANSFERS OF EXISTING PROGRAMS

    Appropriates a total of $46.9 million to the Operations Division. This is an increase of $1.2 millioncompared to estimated FY 2015.

    Appropriates a total of $8.8 million to the Planning, Programming, and Modal Division. This is an increaseof $500,000 compared to estimated FY 2015.

    Appropriates a total of $37.4 million to the Motor Vehicle Division. This is an increase of $1.3 millioncompared to estimated FY 2015.

    Appropriates a total of $3.6 million to the Performance and Technology Division. This is an increase of$350,000 compared to estimated FY 2015.

    Appropriates $1.8 million to the DOT for payments to the Department of Administrative Services (DAS).This is an increase of $116,000 compared to estimated FY 2015.

    Appropriates $3.6 million to the DOT for payments to the DAS for workers' compensation payments. This isan increase of $730,000 compared to estimated FY 2015.

    Appropriates a total of $521,500 to the DOT to reimburse the State Auditor. This is an increase of $39,000compared to estimated FY 2015.

    Appropriates $300,000 to the DOT to support the Traffic and Criminal Software (TraCS) and MobileArchitecture and Communications Handling software programs. This is a new appropriation.

    Appropriates $5.4 million to create a combined garage facility for the cities of Muscatine and Wapello. Thisis a new appropriation for FY 2016.

    1 8 Section 1. ROAD USE TAX FUND. There is appropriated1 9 from the road use tax fund created in section 312.1 to the1 10 department of transportation for the fiscal year beginning July1 11 1, 2015, and ending June 30, 2016, the following amounts, or1 12 so much thereof as is necessary, to be used for the purposes1 13 designated:

    1 14 1. For the payment of costs associated with the production1 15 of drivers licenses, as defined in section 321.1, subsection1 16 20A:1 17 ...................................................................... $ 3,876,000

    1 18 Notwithstanding section 8.33, moneys appropriated in this1 19 subsection that remain unencumbered or unobligated at the close1 20 of the fiscal year shall not revert but shall remain available1 21 for expenditure for the purposes specified in this subsection1 22 until the close of the succeeding fiscal year.

    Section 1 appropriates from the Road Use Tax Fund (RUTF) to theDepartment of Transportation (DOT) for FY 2016.

    Road Use Tax Fund appropriation to the DOT for costs associatedwith the production of driver's licenses.

    DETAIL: Maintains the current funding level compared to estimated FY 2015. The appropriation will be used to provide electronicprocessing (use of debit or credit cards) for payment of driver'slicenses, nonoperator identification cards, and civil penalties. Theappropriation includes costs for the lease of the Driver's LicenseDigitized Photo Imaging System.

    Allows any unexpended funds at the close of FY 2016 to be availablefor expenditure in FY 2017.

    Road Use Tax Fund appropriation to the Operations Division.

    DETAIL: This is an increase of $174,861 compared to FY 2015. TheOperations Division also receives an appropriation of $40,296,045 and267.00 FTE positions from the Primary Road Fund (PRF) in Section2.1(a) of this Act, for a total appropriation of $46,855,866. The totalappropriation is an increase of $1,245,000 compared to estimated FY 2015. The Operations Division includes the Operations and FinanceDivision, Information Technology Division, Office of the Director,Transportation Commission, and General Counsel.

    Road Use Tax Fund appropriation to the Planning Division.

    DETAIL: This is an increase of $24,973 compared to estimated FY 2015. The Planning Division also receives an appropriation of$8,340,481 and 102.00 FTE positions in Section 2.1(b) of this Act, for

    a total appropriation of $8,779,454. This combined funding is anincrease of $500,000 compared to estimated FY 2015. The PlanningDivision includes the Planning, Programming, and Modal Division thathas the Offices of Aviation, Rail Transportation, Program Management,Systems Planning, Public Transit, and Transportation Data.

    Road Use Tax Fund appropriation to the Motor Vehicle Division.

    DETAIL: This is an increase of $1,308,686 compared to estimated FY 2015. The Motor Vehicle Division also receives an appropriation of$1,496,889 and 412.00 FTE positions from the PRF in Section 2.1(d)of this Act, for a total appropriation of $37,422,234. This combinedfunding is an increase of $1,345,000 compared to estimated FY 2015.

    Road Use Tax Fund appropriation to the Performance and TechnologyDivision.

    DETAIL: This is an increase of $49,000 compared to estimated FY2015. The Performance and Technology Division also receives$3,126,960 and 35.00 FTE positions from the PRF in Section 2.1(e) ofthis Act for a total appropriation of $3,636,000. This Divisionconsolidates elements of the DOT associated with information andperformance management.

    Road Use Tax Fund appropriation for payment to the Department ofAdministrative Services (DAS) for personnel and utility services.

    DETAIL: This is an increase of $16,340 compared to estimated FY 2015. The Department also receives an appropriation from the PRFof $1,544,713 for DAS utility services in Section 2.2 of this Act, for atotal appropriation of $1,796,178. This combined funding represents anincrease of $116,426 compared to estimated FY 2015. Departmentsare required to purchase utility services (personnel and other services)through the DAS. Utility services include: human resources, generalservices such as the DOT office space in the Lucas State OfficeBuilding, and information technology services such as directory service,the Information Security Office, and user authentication andauthorization. The utility costs also include funding for use of the I/3budget system and marketplace services offered bythe DAS. Rates for several services are increasing in FY 2015.

    Road Use Tax Fund appropriation for the payment of unemploymentcompensation costs.

    DETAIL: Maintains the current level of funding compared to estimatedFY 2015. The Department also receives an appropriation of $138,000
