Recommendation No. 1 Minutes

The Transportation Advisory Committee recommended that the draft minutes of the May 4, 2015

meeting be adopted as amended as follows:

Cover Page, Section PRESENT: replace “RCMP with Detachment Commander, RCMP”;

Cover Page, Section PRESENT: replace “Vishal Mathura with S/Sgt Vishal Mathura”;

Page 2, replace “Constable Mathura with S/Sgt Mathura.”

PETITIONS AND DELEGATIONS

Mr. Michael Gannon gave a verbal report noting a neighborhood petition that outlines resident

concerns regarding drivers speeding on North Road between Marine Drive and Stewart Road.

Mr. Gannon indicated he wants to see the speed limit reduced, driver education to share the

road, speed bumps or rumble strips, and police monitoring to slow drivers down for the safety of

the public.

Mr. Legault remarked that speed limit changes require an Order of Council and the process has

been started for this area. Speed bumps are not used due to safety concerns and emergency

services vehicle access.

Director Winn thanked the delegate for bringing his concerns forward.

Recommendation No. 2 Resident and Pedestrian Safety on North Road between Marine

Drive and Stewart Road

The Transportation Advisory Committee recommended that the letter from Michael Gannon

regarding “Concerns for resident and pedestrian safety due to high-speed drivers on North Road

and Marine Drive near the Langdale Ferry Terminal” be received for information.

Recommendation No. 3 Letter to Ministry of Transportation and Infrastructure

Supporting a Speed Limit Reduction on North Road

The Transportation Advisory Committee recommended that a letter be sent to the Ministry of

Transportation and Infrastructure supporting pedestrian and bike safety improvements on North

Road noting urgency for a speed limit reduction to 50 km/h, with a copy to the MLA;

AND THAT, if a letter is not received from the Ministry of Transportation and Infrastructure

within one month of issue, the Board request a meeting with the Minister at UBCM;

AND FURTHER THAT a letter be sent to the Sea to Sky RCMP requesting speed enforcement

on North Road, with a copy to the local RCMP detachment.

Recommendation No. 4 Sunshine Coast Speed Watch Reports, April 2015 and May 2015

The Transportation Advisory Committee recommended that the Sunshine Coast Speed Watch

Reports for April 2015 and May 2015 be received.

Recommendation No. 5 Traffic Calming Policy

The Transportation Advisory Committee recommended that a letter be sent to the Ministry of

Transportation and Infrastructure requesting clarification on their traffic calming policy

concerning engineered traffic calming measures on rural highways with identification of

permitted exceptions.

AND THAT the letter make reference to, but not be limited to, the example of speed humps or

rumble strips fronting rural schools.

COMMUNICATIONS

Recommendation No. 6 Communications

The Transportation Advisory Committee recommended that the following communications be

received:

Alun Woolliams, Transportation Choices (TraC) Sunshine Coast, regarding Selma Park

budgeting and completion, Knotweed stands along Hwy 101 and Selma Park Road

safety;

Mark Lebbell, Director, Electoral Area D, regarding public access to bike lane sweeping

information;

Peter Luckham, Chair, Islands Trust Council, regarding Islands Trust Council request

25% reduction in minor route ferry fares;

Jef Keighey and Ric Bills, Co-Chairs, B.C. Ferry Coalition, regarding additional fare

increases unwarranted.

Recommendation No. 7 Bike Lane Sweeping

The Transportation Advisory Committee recommended that SCRD staff work with TraC to

communicate Sunshine Coast bike lane sweeping schedules on the TraC and SCRD web sites on

an ongoing basis.

The issue of ferry subsidies for youth participating in arts and cultural ventures was discussed.

Recommendation No. 8 BC Ferries Fares for Cultural Students

The Transportation Advisory Committee recommended that the Community Services Committee

have a discussion regarding fares on BC Ferries for students attending arts and cultural events.

The following issues or concerns were noted during the Roundtable discussion:

Cyclists riding two abreast on Port Mellon Highway.

Funding received to mark crosswalks at Madeira Park, Cedar Grove and Roberts Creek

Elementary Schools

Underage drivers on ATV’s and motor bikes on Gambier and Keats; an ‘unannounced’

police presence on weekends was requested

Squealing tires and loud parties at the Halfmoon Bay dock during evenings and weekends

Possible impact of the Malaspina Coach Line service suspension

Invasive species and Invasive Species Technical Working Group

Speed Watch volunteers needed

Resignation of SCRD Transit and Fleet Manager, Rob Williams, effective July 15, 2015

      TAC Agenda Item for Monday Sept 14th 2015  Transportation and recreational cycling is growing on the Sunshine Coast.  TraC is concerned that cycling infrastructure developed in areas under MOTI jurisdiction is not employing currently accepted design standards for marking cycle lanes, shared cycle/travel lanes or cycle walking paths.  Almost all cycle routes on the Sunshine Coast require a combination of off­road paths, cycle lanes and single­file or side­by­side shared lanes.  National guidelines and best practices for cycling facilities include both signage and on­road stencils yet MOTI appears reluctant to include on­road stencils in new projects or after repaving existing cycle routes.    TraC requests that TAC write a letter to MOTI for clarification on this topic and to indicate to MOTI that the on­road stencils and road signage follow national guidelines (TAC) or better for any chosen cycling and walking improvements.
