CPCS advised the Government of Armenia on the PPP concessioning

Whether assessing the feasibility of a new railway line/network, or rehabilitating or increasing capacity of an existing line/network, CPCS has the breadth and depth of experience to meet all challenges head-on and exceed client’s expectations. Water transport is the most economical of all modes. It requires relatively low levels of investment and it is well suited for the movement of bulk commodities. Poor communities rely on water transport for both cargo and transport of people. It is also more energy efficient and environmentally friendly than other modes. However, it has traditionally been neglected by policy makers, who have focused on developing other forms of transport networks.

CPCS has helped governments in several countries develop and implement policies designed to support water transport. These projects have included rehabilitating aids to navigation, promoting community-based water transport, and institutional reform of government and parastatal agencies.

NIGERIA PORTS RESTRUCTURING The Federal Government of Nigeria and Nigeria Ports Authority is expected to receive around US$ 5 billion in terms of concession proceeds over the concession periods of 24 terminals that have been handed over to the private operators. The expected investments from these private operators are approximately US$ 1 billion.

The restructuring of the Nigeria Ports Authority (NPA) will cut system overheads and increase competition between ports. The concessioning of terminal operations will pave the way for dramatically improved service and lower tariffs. Under a more efficient, market-driven management, the ports will be poised to facilitate greater international trade, enabling Nigeria and its people to reap the rewards of this increased participation. The overall objective of this project was to develop an efficient and competitive ports sector in Nigeria. There were three component work streams involved:

DESIGN AND ESTABLISHMENT OF A GENERAL TRANSPORT SECTOR REGULATOR

CPCS developed a detailed regulatory framework and also assisted in the finalization and implementation of the new Ports Act. The implementation of a new legal and regulatory policy for the port system of Nigeria, based on a fair and competitive environment for all operators, greater private sector participation through the concessioning of up to twenty five port operations/terminals, the restructuring of the Nigerian Ports Authority as a landlord, and the establishment of autonomous legal port entities where justified.

RESTRUCTURING OF THE NIGERIAN PORTS AUTHORITY INTO INDEPENDENT PORT AUTHORITIES

CPCS recommended a restructuring process for the reform of NPA, and also closely worked with the Presidential Inter-Ministerial Task Force on port reform. The task-force is chaired by the Minister of Finance and includes a number of ministerial members. With our continuous support, the Presidential Task force was able to resolve all the outstanding issues of labour retrenchment.

CONCESSIONING OF 24 TERMINALS OF NPA IN LINE WITH THE LANDLORD PORTS MODEL

Based on a technical/operational and commercial review of the ports sector, CPCS recommended a strategy for the division of all ports into multiple terminals, and the concessioning of those terminals to competing private operators. After thorough consultation with all stakeholders, CPCS developed a concession strategy. CPCS then prepared Requests for Proposals, Information Memoranda, and Concession Agreements, and developed a detailed financial model, for all terminals to be concessioned. Based on our review of costs, and the results of our financial model and taking into account the revenue objectives of the Federal Government, CPCS recommended concession fees and royalty payments for each terminal concession. It was decided to concession the terminals in a series of transaction rounds. For all transaction rounds, we have assisted BPE with the pre-bid conference, including the setting up of the data room, and with the process of responding to bidders’ questions. Moreover, CPCS assisted the Bureau of Public Enterprises (BPE) with the evaluation of technical bids, negotiation with the preferred bidders, and execution of the concession agreements. To date, concession agreements for 24 terminals have already been executed and negotiation is almost concluded for the remaining terminal. Based on our success in obtaining bids for the first 13 transactions and in preparing for the restructuring of the Nigerian ports sector, CPCS was also contracted to concession a further 12 terminals.

Urban transit and commuter rail projects face funding gaps. One means of helping reduce this funding gap is by capturing the increase in land values around transit and commuter stations. There are many potential ways that can be used to do this, including the use of tax increment financing, special assessments districts, development charges, and joint commercial developments above and

around stations. CPCS has developed a methodology and supporting models to assess the potential of different land value uplift capture mechanisms, addressing barriers to realizing the full value of these mechanisms, and valuing the incremental funding potential for projects.

CPCS worked with the Ontario Ministry of Transportation to investigate all

aspects of value creation including policy, real estate, to maximize value

generation from rapid transit projects.

RAPID TRANSIT VALUE PLANNING FRAMEWORK

CPCS worked with the Halifax Regional Municipality to

undertake a full feasibility analysis of commuter rail over an existing rail corridor to see if a commuter

rail option was viable.

GEORGE KAULBECK, GLOBAL DIRECTOR - TRANSPORTMr. Kaulbeck is a railway engineer by training, holding over 25 years of experience in railway and engineering experience in Canada and abroad. Prior to joining CPCS, he was employed with Canadian National Railway, within the areas of Engineering, Operations and Finance. George has applied his in-depth knowledge of the evaluation, rehabilitation and design of railway infrastructure, as well as his financial and railway operations expertise to numerous assignments.

JOSEPH SCHULMAN

Mr. Schulman has over 30 years’ experience as an

economist and business analyst. He has been a transport economist since 1998, serving clients in both the public and private sectors on Canadian and international projects. He has extensive experience in forecasting, strategic planning and managing complex research programs. Dr. Schulman holds a Ph.D. in economics from the University of Michigan and an M.A. from The George Washington University.

DONALD LUDLOW

Mr. Ludlow, AICP, has more than 15 years of management

consulting experience focusing on transportation planning, economic analysis, and policy studies. He is an experienced project manager specializing in innovative and high-profile consulting engagements. His areas of expertise include strategic planning, market assessment, evaluation of public-private partnerships, estimation of public and private benefits of transportation investments, transportation and land use.

Mr. Pelletier is a transport planning specialist at CPCS. He specializes in transportation geography, logistics/supply chain strategies, maritime transportation and port management. With 18 years of experience, he has extensive knowledge in the appraisal of logistics networks, modal options for shippers, and transportation policy. His main research interests are on traffic analysis, corridor benchmarking, shipping, and transportation logistics.

HENRY DES LONGCHAMPS

Mr. des Longchamps is a transport logistics specialist with over 25

years’ experience in transport industry, specifically, international environments and strategic developments. During his career, he has been closely involved in railway and safety regulation. As GM of FEUK in London, he led the team which successfully completed the first European Rail License awarded in the UK. This license covers both Health and Safety certification, but also track access requirements, staff and crew training, and rolling stock maintenance.

PETER OJUMU

Peter is a Railway Professional with more than 20 years of experience in

varied roles on large projects involving detailed engineering design and construction works. His expertise lies in track maintenance, particularly in track condition inspections and derailment investigations; project management and construction supervision; track asset management; and railway upgrade works. He has led projects encompassing feasibility assessment, engineering design, construction/rehabilitation supervision, and organizational assessment and change.
