1.0 INTRODUCTION

1.1 Create Consulting Engineers Ltd has been instructed by Persimmon Homes (Anglia) Ltd to

undertake a Transport Assessment for a proposed residential development of 194 dwellings

on land to the North of Caister-on-Sea, Norfolk.

1.2 The development proposals considered in this report are referred to as “Pointers East”.

1.3 The existing site comprises an area of approximately 7.55ha of agricultural land and is bound

by Jack Chase Way (Caister By-Pass) to the West and Ormesby Road to the East. To the

South and South-east, the Site is bound by residential properties of Reynolds Avenue and

Meadowcroft, respectively.

1.4 The Site is bisected across its North-eastern extent by Yarmouth Road which is no longer in

use following the completion of Jack Chase Way (Caister By-Pass) to the West, although the

old section of Yarmouth Road remains adopted highway. Yarmouth Road at this location

now serves as a pedestrian footway along its length and also provides access to

Meadowcroft (the residential area to the Southeast of the Site).

1.5 The Site is located in the parish of Ormesby St Margret with Scratby with the southern

boundary of the Site lying on the parish boundary with Caister-on-Sea.

1.6 The main objective of this Transport Assessment report is to assess the transport issues

associated with the residential development proposals. In addition to matters of direct

access to/from the Site, the likely travel demands of the future residents are also

considered, taking into account the Site’s location in relation to public amenities,

employment opportunities, schools and leisure facilities.

1.7 The report explores the travel options for future residents outlining the opportunities for

travel by walking, cycling, rail, bus and private car travel. Additionally, in conjunction with

this report a framework Residential Travel Plan for the Site has been prepared aimed at

maximising the future uptake of more sustainable modes of travel and minimising single

occupancy private car travel arising from the proposed development.

2.0 PLANNING POLICY

National Guidance

2.1 National planning policy reflects and responds to growing concern over environmental

issues and a greater public awareness of the problems associated with unrestrained car use.

Current policies place a greater emphasis on increasing accessibility by more sustainable

modes, such as walking, cycling and public transport.

National Planning Policy Framework (2012) (NPPF)

2.2 Paragraph 7 of the NPPF identifies that there are three main dimensions to sustainable

development which are; an economic role, a social role and an environmental role. All of

these dimensions give need for the planning system to perform a number of separate,

though, conjoint roles.

2.3 The policies for sustainable transport commence at paragraph 29 by identifying that

transport has a role to play in facilitating sustainable development and also in contributing

to the wider sustainability and health issues. The Government recognises that the transport

system needs to be balanced in favour of sustainable transport modes, but, is also cognisant

of the fact that different policies and measures will be required for different communities

and that the opportunities to maximise the use of sustainable transport will vary between

urban and rural areas.

2.4 Paragraph 32 requires that all developments generating a significant amount of movement

should be supported by either a full Transport Assessment or a Transport Statement. The

development will also need to ensure that all opportunities to maximise sustainable

transport modes have been taken up (dependant upon the nature and location of the Site);

that safe and suitable access can be achieved for all people and; that improvements to the

transport network can be undertaken that cost-effectively limit the significant effects of the

development. It also identifies that development will only become unacceptable in transport

terms where the residual cumulative impacts of the development are severe.

2.5 At paragraph 34, the NPPF requires that development generating significant levels of

movement are located in areas where the need to travel can be minimised and the use of

green transport maximised. It does, however, recognise that this requirement needs to take

account of other policies within the framework, particularly in rural areas.

2.6 Travel Plans are very much part of the Government’s overall transport strategy with

paragraph 36 of the NPPF identifying them as ‘a key tool’ to exploit opportunities for the use

of sustainable travel modes. This is, however, balanced by paragraphs 37 and 38 of the NPPF

which identify that planning also has a role in promoting green travel by ensuring that

developments are located for a balance of the land uses within areas so that facilities such

as shopping and employment are located, as much as possible, within walking distance of

where people live.

2.7 The development proposals accord with the NPPF by providing homes on a sustainable

development site, which in turn should contribute positively to the local economy within

Caister-on-Sea town centre, and at Ormesby.

2.8 The proposed development will also contribute to the social requirements, contributing to

the local area’s affordable housing provision.

2.9 The Site is located in a sustainable edge-of-town location, offering walking, cycling and

public transport links for employment, retail and leisure trips. It should be recognised,

however, that the Site is located has a rural hinterland where access to a private car will still

be required for some journeys.

2.10 With respect to transport issues, the proposed development is in accordance with the NPPF.

Other Relevant Guidance

2.11 The Government’s recently published Planning Practice Guidance (2014) supports the

overarching NPPF and provides information on structuring a Transport Assessment in

support of a proposed development. It requires that a robust assessment will establish

evidence that may be useful in:

Improving the sustainability of transport provision;

Enhancing accessibility;

Creating choice amongst different modes of transport;

Improving health and well-being;

Supporting economic vitality;

Improving public understanding of the transport implications of development;

Enabling other highway and transport authorities/service providers to support and

deliver the transport infrastructure that conforms to the Local Plan;

Supporting local shops and the high street.

2.12 And that the key issues, which should be considered in developing a transport evidence

base, include the need to:

Assess the existing situation and likely generation of trips over time by all modes and

the impact on the locality in economic, social and environmental terms;

Assess the opportunities to support a pattern of development that, where

reasonable to do so, facilitates the use of sustainable modes of transport;

Highlight and promote opportunities to reduce the need for travel where

appropriate;

Identify opportunities to prioritise the use of alternative modes in both existing and

new development locations, if appropriate;

Consider the cumulative impacts of existing and proposed development on transport

networks;

Assess the quality and capacity of transport infrastructure and its ability to meet

forecast demands;

Identify the short, medium and long-term transport proposals across all modes.

Local Policies

Norfolk’s Third Local Transport Plan (2011 to 2026)

2.13 Norfolk’s Third Local Transport Plan (LTP) was adopted in March 2011.

2.14 Known as “Connecting Norfolk”, the LTP3 sets out the County’s strategy and policy

framework for delivery of transportation schemes up to 2026. It will be used as a guide for

transport investment and considered by other agencies when determining planning or

delivery decisions.

2.15 “Connecting Norfolk’s” vision is to develop a transport system that allows residents and

visitors a range of low carbon options to meet their transport needs and attracts and retains

business investment in the county. Six strategic aims underpin this vision:

Maintaining and managing the highway network;

Delivering sustainable growth;

Enhancing strategic connections;

Reducing emissions;

Improving road safety;

Improving accessibility.

2.16 This will be achieved by:

Making the best use of what Norfolk has to facilitate reliable journeys;

Reducing the need to travel;

Influencing others and ensuring transport is integrated into development plans ;

Working with communities and Norfolk’s partners to seek new solutions and new

ways of delivering;

Lobbying for and pursuing improvements to Norfolk’s strategic transport network.

2.17 This proposal addresses the “Connecting Norfolk” vision by being sited in a sustainable

location and encouraging more sustainable transport modes and travel behaviour as well as

integrating into the transport network.

2.18 The most recent Great Yarmouth Borough 5 Year Housing Land Supply Position Statement

(HLSPS) (as at 01 April 2014) identifies that the Borough has a 7.04 year housing supply.

2.19 The Site in question (referred to as OMA02 the HLSPS) is partially included within the 7.04

year housing supply horizon with 75 of the total allocation dwellings (on this Site) included

at a rate of 25 units per year from 2015/2016.

2.20 Beyond the five year housing supply, the Site (OMA02) is considered to contribute to the

Strategic Housing Land Availability Assessment (Update) 2014 by contributing to those sites

suitable in the 6-10 year period - as required by the NPPF.

2.21 The emerging Core Strategy for the Borough has been submitted to the

Planning Inspectorate for review and it is anticipated that it will be found to be sound and

adopted, in due course.

2.22 Given that the Site is allocated in that it is specially referenced in both the 5 and 10 year

housing supply accounts, the Site can be considered as being in compliance with existing and

emerging planning policies.

3.0 EXISTING SITUATION

3.1 The Site presently consists of farmland and is accessed via a disused gated section of

Yarmouth Road towards its northern end and also from a gated access to the Caister-By-Pass

at the South-Western corner. The section to the North of Yarmouth Road has a gated access

on to Ormesby Road.

Pedestrian and Cyclist Facilities

3.2 Existing pedestrian and cycle access to and across the northern part of the Site is via the

otherwise disused section of Yarmouth Road. A continuous footway is present from

Yarmouth Road, towards Caister with street lighting installed from Ormesby Road

southwards towards the centre of Caister.

3.3 To the Northwest, Yarmouth Road leads pedestrians to Jack Chase Way (Caister By-Pass)

(which benefits from street lights in the immediate vicinity) and another disused section of

Yarmouth Road to the West. Footways are present across the verges of Jack Chase Way to

connect the two ends of the sections of Yarmouth Road, however, these are of limited width

(with a pinch point of 0.5m) with no dropped kerbs at the crossing points. Street lights are

again present for a short length where the footpath rejoins the current alignment of

Yarmouth Road. A complete pedestrian route continues along Yarmouth Road providing

access to Ormesby.

3.4 The nearest primary schools are Caister Infant School and Caister Junior School both located

at Kingston Avenue approximately 2.3km from the Site. Alternative primary education is

available at Ormesby Village Infant School on Spruce Avenue (3.1km) and Ormesby Village

Junior School (2.7km) on North Road. The aforementioned primary schools all fall within the

2 mile NCC walking limit for pupils up to age 8.

3.5 Primary education in Caister can be reached via existing footways on Ormesby Road then via

a footway link in the vicinity of the junction of Ormesby Road/High Street junction. Access to

schools in Ormesby is via existing pedestrian routes on Yarmouth Road. For the infant school

the route would then take Cromer Road, West Road and Appleton Drive to Spruce Avenue.

For the junior school the route from Yarmouth Road leads directly to North Road.

3.6 Secondary education for pupils who attended Caister Junior School is provided by Caister

High School (2.2km) which can be reached via Ormesby Road, Braddock Road and Windsor

Road. For those attending Ormesby Village Junior School, secondary education is provided

by Flegg High School at Martham which can be reached from the Site by bus services 1 and 6

which are detailed in the following section.

3.7 Norfolk Coast Cycle Way (Regional Route 30) passes the Site on Ormesby Road to the North-

Eastern boundary of the Site which connects Great Yarmouth to Cromer. The route, which is

predominantly on-street follows Ormesby Road to the South of the Site towards Caister and

Yarmouth Road to the Northwest passing through Ormesby before heading North towards

Hemsby.

3.8 Walking and cycling distances to local facilities are shown on drawings 695/06/001 and 002.

Public Transport Facilities

3.9 There are three sets of bus stops in the vicinity of the Site, the closest of which are at

Yarmouth Road/Ormesby Road to the East which are served by routes 3, 6 and 63. The stops

lie within 400m walking distance of the vast majority of the Site and whilst not fully DDA

compliant, are marked with flags. There is currently no footway connection to the

southbound (Caister) stop and it is necessary to cross a small patch of grass to access the

northbound stop.

3.10 To the Northwest on Yarmouth Road, services 1 and 6 call at unmarked stops in the vicinity

of the former First & Last public house which are within 400m of the northern part of the

Site. Also within 400m of the northern part of the Site are bus stops on Scratby Road which

are served by routes 1A, 3 and 63. Whilst the stops on Scratby Road are DDA compliant,

there is presently no footway leading to them in either direction. There is, however, ample

verge available for more able bodied pedestrians to remain clear of passing traffic.

3.11 In addition to the stops above, bus routes 1 and 1A pass the Site along its western boundary,

Jack Chase Way (Caister-By-Pass).

3.12 Further from the Site, route 8 can be accessed from stops on Second Avenue and route 4

from St Georges Drive both to the South. Table 3.1 below summarises the bus services with

the routes shown diagrammatically on Drawings 695/06/003 & 004.

3.13 The nearest rail services to the Site are available from central Great Yarmouth where regular

trains are available to/from Norwich. Alternative rail services between Norwich and

Sheringham/Cromer are available from North Walsham via bus route 6.

Highway Network

3.14 Primary vehicular access to the Site is via a disused section of Yarmouth Road which

connects to the C484 Ormesby Road. This local section of Yarmouth Road remains adopted

by the Highway Authority, although became redundant following the construction of the

Caister By-Pass (now the C643, Jack Chase Way) to the western boundary of the Site.

Ormesby Road along the Site’s frontage is derestricted (the national speed limit applies),

reducing to 30mph where the original and current road alignments meet.

3.15 The Caister By-Pass (Jack Chase Way) terminates immediately to North of the Site at a four-

arm at-grade roundabout junction with C484 Ormesby Road, C591 Yarmouth Road and C643

Scratby Road. The existing roundabout is of “irregular” geometry with an undersized central

island and only limited entry path curvature/deflection.

3.16 The national speed limit applies to Jack Chase Way with Scratby Road and Yarmouth Road is

limited to 40mph.

3.17 From the aforementioned roundabout, Yarmouth Road connects the Site to Ormesby for

access to the A149 towards North Walsham, and the North Norfolk Coast. Jack Chase Way

leads to the A149 to the South, then to either the A1064 or A47 at Great Yarmouth for

westward travel via Norwich or the A12 for southward travel towards Lowestoft and

Ipswich, for example. Scratby Road provides local access to Scratby and Hemsby, whilst

Ormesby Road provides access to Caister.

3.18 A secondary gated access point to the fields are also present at the southwest corner of the

Site directly onto Jack Chase Way, and (although disused) onto Ormesby Road for the most

northern part of the Site.

3.19 Jack Chase Way (Caister By-Pass) in the vicinity of the Site was formally part of the A149

which has since been diverted to the West to also by-pass Ormesby. The southern section of

the Caister By-Pass (South of C483 Norwich Road) still forms part of the A149. The northern

section of Caister By-Pass, Jack Chase Way now acts as a “C” class local distributor road.

Traffic Volumes

3.20 A manual traffic survey of the Jack Chase Way/Yarmouth Road/Scratby Road/Ormesby Road

roundabout junction was undertaken on Tuesday 01 July 2014. This was carried out between

the hours of 07:00-09:30 and 16:00-18:30 with data recorded in 15mins intervals. Analysis of

the traffic survey data recorded indicated morning and evening peak hours of 08:00-09:00

and 16:45-17:45, respectively.

3.21 Queue length data was also obtained. This showed no queuing in the AM peak and typically

between 3 and 9 vehicles queuing on the various approaches in the PM peak as summarised

in Table 3.2 below. A copy of the manual traffic survey is included at Appendix A.

3.22 In addition to the manual traffic survey referenced above, Automatic Traffic Counter (ATC)

units were installed on Ormesby Road and the Caister By-pass along the Site’s eastern and

western frontages, respectively. ATC results are also presented at Appendix A.

Highway Safety

3.23 A review of local highway safety has been undertaken utilising personal injury accident data

obtained from the Highway Authority. The request for the most recently available five year

data as of 17 October 2014 returned seven recorded accidents dated as occurring between

27 September 2011 and 04 June 2014. The study area included Jack Chase Way and

Ormesby Road along the Site’s boundaries along with their junction with Scratby Road and

Yarmouth Road, as well as the approaches.

3.24 Highway accident data outputs are presented at Appendix B.

3.25 Of the seven accidents recorded, one occurred on Jack Chase Way to the South of the Site.

The roundabout junction of Jack Chase Way/Yarmouth Road/Scratby Road/Ormesby Road

was the location of the remaining accidents.

3.26 All of the recorded accidents in the study area were classified as “Slight” in severity.

3.27 A review of the local accident provided by the Highway Authority does not indicate any

specific common factor(s) atypical of an at-grade roundabout junction.

3.28 While all recorded accidents were “Slight” in classification the junction could, however, be

considered a cluster site for which the typical threshold applied by the Highway Authority is

five accidents or more occurring in a three year period.

3.29 A significant improvement to this roundabout is proposed at part of the development.

However, in the meantime the Highway Authority may wish to closely monitor accident

activity at this location.

4.0 THE DEVELOPMENT

4.1 The proposed development comprises 194 dwellings including up to 39 affordable units with

on-site infrastructure and public open space. The overall scheme is illustrated on the

Development Masterplan presented in the “Plans” section of this report.

Proposed Access Strategy

4.2 The primary access to the Site will be a new T-junction arrangement on the eastern

boundary leading to Ormesby Road. The “spine” estate road leading to/from from the main

developable area will cross the currently disused section of Yarmouth Road which bisects

the North-Eastern area of the Site. A crossroads arrangement will be formed with priority

given to the “spine” estate road and traffic calming will be incorporated into the design by

means of a raised table.

4.3 An emergency access (also accommodating pedestrians and cyclists) will be provided

approximately 50m to the South of the primary access point and will connect to the

currently disused section of Yarmouth Road. In the event that the primary access were ever

blocked, the emergency access could be reached via Yarmouth Road’s existing T-junction

connection to Ormesby Road. Unauthorised use of the emergency access by general traffic

would be prevented by the installation of lockable bollards, for example.

4.4 A limited number of properties on the eastern boundary of the Site would front onto

Ormesby Road and have direct access to this road.

4.5 The overall access strategy includes a proposal to reduce the speed limit on the local section

of Ormesby Road to 30/40mph where the national speed limit currently applies. Speed limit

reduction would be supported by the aforementioned direct frontage onto Ormesby Road

along the eastern boundary of the Site.

4.6 The primary vehicular access serving the Site is shown on Drawing 695/03/002 with visibility

splays set at 90m x 2.4m x 90m. This is in respect of Design Manual for Roads & Bridges

standards for a speed limit reduction along the frontage of the Site to 30mph.

4.7 The emergency access is included on the Development Masterplan.

4.8 A major off-site highways improvement is proposed in connection with the development at

the Jack Chase Way/Yarmouth Road/Scratby Road/Ormesby Road roundabout. This would

increase the Inscribed Circle Diameter of the junction from 31m to 36m and provide entry

flaring on the Ormesby Road and Jack Chase Way arms to provide 2 lanes at the yield lines.

In addition, the currently undersized central island would be enlarged such that the

relationship between the circulatory width maximum entry width satisfies the requirements

of the Design Manual for Roads & Bridges.

4.9 The proposed improvement will “regularise” the format of the roundabout to a more

conventional arrangement, significantly improve entry path curvature/deflection and

provide additional operational capacity. The preliminary design for the roundabout

improvement is illustrated on Drawing 695/03/001.

4.10 Prior to moving forward to detailed design, the proposed roundabout improvement would

be subject to a Stage 1 Road Safety Audit(s), as required by the Highway Authority.

5.0 HIGHWAY IMPACTS

5.1 This section of the report considers the future traffic scenario along with the trip demands

arising from the proposed development and reviews the likely operational performance of

the local road network once the proposed development has been completed in full.

5.2 In order to assess the potential impact of the proposed development in terms of future

highway capacity, it is necessary to apply background traffic growth to the “base line” traffic

survey data recorded on site (during July 2014).

Background Traffic Growth & Seasonality

Seasonality

5.3 Background traffic surveys were undertaken towards the end of the Summer “neutral”

survey period. Although the traffic surveys were undertaken during school term time, some

elements of holiday season traffic which would be expected in coastal tourist areas such as

Caister-on-Sea and Ormesby. The survey flows are, therefore, likely to be higher than at

other “neutral” times of the year. On this basis, and given the “permanent” residential

nature of the proposed development, no adjustment has been made to the surveyed flows

to account for Summer holiday seasonality.

Traffic Growth

5.4 Five years’ background traffic growth (to 2019) has been applied to the base year traffic

flows as obtained from the 2014 traffic surveys.

5.5 The traffic growth calculation for future year assessment has been made using the TEMPRO

computer programme (version 6.2) datasets NTEM 62 and NTM 09. The calculation has been

made for the Hemsby zone 33UD3 in which the Site lies, with road type rural, minor.

5.6 The resulting factors from 2014 to 2019 are 1.0720 in the AM and 1.0746 for the PM peak.

5.7 The Site lies on the boundary with the TEMPRO zone for Caister-on-Sea which was also

considered. As the growth factors would have been consistent to the third decimal place of

those obtained for Hemsby, no further consideration was given as the difference is not

considered to be significant.

5.8 The traffic growth factors have been applied to the surveyed 2014 traffic flows to provide

2019 background flows. These 2019 background flows, expressed as passenger car units

(PCUs) are shown at Appendix C.

Development Trip Generation

5.9 Multi-modal trip rates for the proposed development have been extracted from the TRICS

database for private and affordable housing. The trip rate search criteria included all

“suburban area” and “edge of town” sites excluding those in Greater London and Ireland

and Northern Ireland. Copies of the trip rate reports from the TRICS database are included in

Appendix D.

5.10 Table 5.1 below summarises the vehicular trips forecast to be generated by the proposed

development for the AM and PM network peaks and also for the 12 hour period covered by

the trip rate data.

5.11 In terms of vehicular traffic, the proposed residential development would produce primarily

passenger car movements and generate only a very limited number of LGV/HGV movements

on a day-to-day basis. A vehicle-to-PCU factor of “1” has, therefore, been applied to the

development traffic in the traffic modelling that supports this report.

5.12 The 12 hour multi-modal daily trip forecast is summarised in Table 5.2 below where it should

be noted that vehicle occupants include the drivers of the vehicles from Table 5.1.

5.13 The existing pedestrian, cycle and public transport infrastructure should readily cope with

the sustainable travel demands of the development. Additionally, it should be noted that the

additional public transport users arising from the proposed development would support the

financial viability of the local bus services in the vicinity of the Site.

Vehicular Trip Distribution & Assignment

5.14 Access to the local highway network is via the presently disused section of Yarmouth Road

leading to Ormesby Road.

5.15 As a worse case, it is assumed in that all development traffic will proceed via Ormesby Road

to the Jack Chase Way/Yarmouth Road/Scratby Road/Ormesby Road roundabout junction.

From this location, development traffic is accounted for by distributing in accordance with

existing turning proportions.

5.16 In reality, however, some traffic will proceed via Caister-on-Sea and therefore, for the

purpose of testing the Site’s primary access onto Ormesby Road, a 50/50 split of traffic has

been assumed in general accordance with existing flows on this route as obtained from the

ATC survey data.

5.17 The traffic calculations for the assignment of development traffic are shown at Appendix C.

Capacity Assessment

5.18 With respect to vehicular capacity assessment, the Site’s main access on to Ormesby Road

and the Jack Chase Way/Yarmouth Road/Scratby Road/Ormesby Road roundabout junction

have been assessed for the following scenarios:

“Present day” 2014;*

2019 without development; and

2019 with development.

*Jack Chase Way/Yarmouth Road/Scratby Road/Ormesby Road roundabout junction only

5.19 The primary site access has been modelled using the PICADY computer programme and the

Jack Chase Way/Yarmouth Road/Scratby Road/Ormesby Road roundabout junction has been

modelled using ARCADY.

5.20 Outputs from the PICADY and ARCADY junction modelling programs are included at

Appendix E of this TA.

5.21 Each junction model features traffic inputs and outputs expressed as PCUs with background

traffic flows having been converted accordingly. In the computer modelling, PICADY and

ARCADY HGV% proportions have, therefore, been set to “0” and reported queues are

expressed as PCUs.

Jack Chase Way/Yarmouth Road/Scratby Road/Ormesby Road

5.22 The on-site queue length survey showed no queuing in the AM peak and average queue

lengths between 2.5 and 8.1 PCUs depending on the approach in the PM peak. The initial

ARCADY results using existing geometry alone, however, produced an unrealistically long PM

peak queue in excess of 60 PCUs on Jack Chase Way. Potentially, the standard ARCADY

model is unable to replicate the irregular geometry of the existing layout. Consequently, the

standard ARCADY model has been refined to more accurately reflect actual base year

conditions. An intercept correction of +6 PCUs/min has been applied to this arm in the

modelling process to better align the PM peak queue to the observed queue lengths.

The resulting 2014 models are summarised in Table 5.3 below.

5.23 It can be seen from Table 5.3 that the refined ARCADY model is operating within capacity in

the AM peak although approaching the preferred maximum capacity (of 0.850 RFC) in the

PM peak hour. Queue lengths are slightly longer than observed in the AM peak, and slightly

shorter than observed (except the re-calibrated Jack Chase Way approach) in the PM peak.

However, the adjusted ARCADY modelling using the intercept correction is considered to be

a sound base upon which to impose future forecast flows.

5.24 Table 5.4 below summarises the 2019 without development scenario. The ARCADY

modelling forecasts the junction to be operating over the 0.850 RFC threshold in the PM

peak hour on the Jack Chase Way approach to the roundabout. The modelling demonstrates

the existing format of junction will begin to become over-stressed in the near future even

without the introduction of “Pointers East” development-generated traffic.

5.25 In view of the modelling results presented in Table 5.4 above and given its existing, irregular

format, an off-site highways improvement is proposed in conjunction with the development

as shown on Drawing 695/03/001.

5.26 The preliminary design increases the ICD of the roundabout from 31m to 36m and provides

flared approaches for Jack Chase Way and Ormesby Road with two lanes at their yield lines.

The proposed off-site improvement potential offers significant safety benefits (with greatly

improved entry path curvature) and Table 5.5 below demonstrates that the reconfigured

roundabout should enable the all arms to operate within capacity in the future year with-

development scenario. According to the ARCADY modelling, the most heavily stressed arm

(Arm C) would operate only marginally above the 0.850 RFC “guideline” ratio. It should be

noted that the aforementioned intercept correction has not been applied to the modelling

of the modified roundabout (Drawing 695/03/001).

5.27 The performance of the roundabout with the proposed residential development and

associated off-site scheme (Drawing 695/03/001) would be improved compared to the 2019

“background” scenario. Effectively, the junction should operate more effectively in terms of

safety and capacity with the implementation of the “Pointers East” scheme than if the

proposed development did not take place.

5.29 It can be seen from Table 5.6 that the Site access T-junction onto Ormesby Road would

operate well within theoretical capacity under full development traffic loadings.

Section Summary

5.30 The modelling carried out as part of this report demonstrates that in conjunction with an

off-site improvement at the Jack Chase Way/Yarmouth Road/Scratby Road/Ormesby Road

roundabout and proposed access arrangements, the residential development’s traffic

generation will be acceptable to the local highway network.

Travel Planning

5.31 A Travel Plan would be implemented for future residents of the proposed development.

Travel Plans help to raise awareness, promote and provide incentives for travelling by non-

car modes and reducing single occupancy car trips. It is important that the “hard”

infrastructure traffic capacity improvements presented as part of this report are supported

by smarter choice measures to increase the attractiveness of walking, cycling or public

transport and reduce the reliance on the private car.

5.32 The design of the masterplan for the development proposals should ensure that the great

majority of trips internal to the development take place by non-car modes. The main aim of

the Travel Plan will, therefore, be to reduce future residents’ reliance on the car for

employment, retail and leisure trips to/from locations that are off-site.

6.0 CONCLUSIONS

6.1 Create Consulting Engineers Ltd has been instructed by Persimmon Homes (Anglia) Ltd to

undertake a Transport Assessment for a proposed residential development of 194 dwellings

on land to the North of Caister-on-Sea, Norfolk.

6.2 Local services and facilities (including both primary and secondary education facilities) are

located in Caister-on-Sea and Ormesby and would be readily accessible by future residents

of the Site by walking, cycling and public transport.

6.3 The Norfolk Coast Cycle Way (Regional Route 30) passes along the eastern boundary of the

Site providing ideal cycle connections in the local area.

6.4 The Site is within easy walking distance of numerous bus route stops with local services

providing access to destinations including the main built up area of Caister-on-Sea and also

Great Yarmouth.

6.5 The primary vehicular access serving the Site would connect with Ormesby Road via a simple

T-junction. An emergency access (also accommodating pedestrians and cyclists) would also

be provided connecting the currently disused section of Yarmouth Road. A small number of

properties along the eastern boundary of the Site would be provided with direct access onto

Ormesby Road.

6.6 A speed limit reduction is proposed along the local section of Ormesby Road in connection

with the residential development.

6.7 The levels of anticipated development traffic arising from the proposed development have

been tested at the proposed vehicular access (T-junction) onto Ormesby Road and at the

Caister By-Pass/Yarmouth Road/Scratby Road/Ormesby Road roundabout.

6.8 To accommodate the introduction of development-generated traffic, an off-site highways

improvement would be required at the aforementioned roundabout. This improvement will

offer increased traffic capacity and also “regularise” its format to a more conventional

arrangement and significantly improve entry path curvature over the existing situation.

Consequently, this should serve to improve the safety record at this junction.

6.9 Bearing in mind the above, it is considered that there are no transport-related grounds

preventing the “Pointers East” development considered herein from being acceptable to the

Highway Authority.
