District wise details shared with States + DMs. They are to provide list of Post Offices where Postal banking to be prioritised.
Total Achievements under GSA+EGSA Initiatives Required: Strengthening of District level Implementation Committee(DLIC)
• DFS has nominated an ED/CGM level officer for each district.
• DMs should take advantage of this arrangement.
It is reported that in many districts regular meeting of DLIC is not taking place.
• All Aspirational Districts are High Priority District: higher Resources, relaxation in Manpower norms
• “Health Atlas” as a diagnostic tool launched by Hon’ble Prime Minister on 14th April 2018.

Orientation Convergence Supervision
Aspirational Districts Transformation ProgramKey Areas where active involvement of State needed.
ProblemSupervisory officers are inspecting but not supporting ground level staff.
They should identify genuine problems and solve them.
Problem:Lack of convergence between Health, sanitation and Poshan Abhiyaan.
Block level specific plan together with Health, sanitation and nutrition team.
Problem: Sub-District level officers
not aligned.
Block level officers and front line workers need
to be motivated.
Primer – indicators explained. Tool for mass movement.
We have requested DMs to circulate this primer among village level leaders and district level officers.
This primer can be used to generate mass awareness.
Specific Role of States: Activate State Prabhari officers
• Central Prabhari officers are making visit.
• DMs are active.
• Monitoring at CM and Chief Secretary level taking place.
• Every district has State Prabhari officer. They need to be activated.
Role of State Prabhari officers in ensuring requisite action by State is critical.
Challenges remain: divergence between survey data and reported data
• Nit Aayog has received survey data on 40+ indicators from Tata trusts ( 85 districts), ID Insight- Gates foundation ( 27 Districts)
• We are analysing this data. Drawing confidence intervals to ensure that there is no major variations.
• Still, there are significant variations.
• We shall share this with Districts shortly.
• We are also computing data for fresh ranking.
Ideally, as we go along, variations should become negligible. DMs are requested to check the validity of data they are uploading.
Example of Hazaribagh
• Used template of Aspirational District programme ranked blocks.
• Rewarded block level officers who have done well.
• Generated enthusiasm in public as well as officers.
• Governing Council of Niti Aayog recommended identification of 20% of blocks.
Thank you
