In pursuance of the objectives, under Women Political School Project (WPSP) of Ministry of
Women Development – Islamabad, tied the strength with the Local Government to impart
training to Nazims and Naib Nazims at Union Council level; a WPS – Team comprising to
members: Mr. Zafar Ahmad – Research Analyst, Miss Rahat Zartaj as Lead Mentor were
entrusted to carry out task in District Bhakkar. As this project is being carried out with the
collaboration of Local Government; Rana Anwar-Ul-Haque, Assistant Director, Local
Government and Community Development, District Bhakkar was required to meet with the
responsibilities as District Incharge with his team member Rana Abdul Sattar, Accountant –
ADLG, Office, Bhakakr to make things happened.
There are 43 Union Councils in the District Bhakkar. Total number of Nazims and Naib
Nazims at UC Level are worked out 86. Two Training Sessions (each of two days) were
planned to cover the target. These Sessions were conducted at TMA – Hall, Bhakkar The
training sessions commenced w.e.f 21st May 2007 and lasted on 24
th May 2007.

Under Women Political School Project, like other districts of Punjab, training sessions on
Gender Sensitization of Nazims & Naib Nazims at UC Level in District Bhakkar,
commenced on 21st May 2007 and ended on 24
th May 2007 with completion of training of 69
Nazims & Naib Nazims (attended the session at least for one day) in 02 training sessions;
against 84 Nazims and Naib Nazims in 42 Union Council in four Tehsils (Mankaira, Dariya
Khan, Kalorkot and Bhakkar) of the district. Hence, there remained 69 Nazims and Naib
Nazims to come to the training sessions; 82.14 % target of attendance is achieved, leaving
only 15 Nazims and Naib Nazims remained as left over.
As planned, each training session was conducted for two day by observing the timings: 09:30
a.m. to 04:30 p.m. daily. As complained by the participants, in the invitation letter, timing of
the training session is not mentioned by the ADLG – Bhakkar. WPS Team comprising to two
members: Mr. Zafar Ahmad – RA, and Miss Rahat Zartaj did the job as Lead Mentor. Ran
Anwar Ul Haque, Assistant Director, Local Government and Community Development,
District Bhakkar, only visited to the venue to enjoy tea and after having lunch left the venue
without coordination. However, Rana Abdul Sattar, Accountant, ADLG – Office, Bhakkar
provide assistance on logistic support during lunch and tea break. It is pertinent to mention
that request to spare a peon of ADLG – Office, for 04 –days, was turned down by the ADLG
– Bhakkar. WPS Team had to suffer on handling equipment, material etc.
As stated both of the training sessions were conducted at Tehsil Council Hall – Bhakkar. The
acceptable quality foodstuff has been ensured costing to Rs.18,760/=. The stationary items
(Bags, Writing Pad, and Ball Point) have been provided to each of the participant. The total
expense for 02 sessions on need to meet with all the stationary items comes to Rs.3167/= i.e.
@ Rs.45.89/= per participant by providing the items to 69 Nazims and Naib Nazims came to
the trainings sessions at least for one day; with miscellaneous expense of Rs.2,875/= for two
sessions. Also, total amount of Rs.1,29,000/= is paid as DSA and TA to participants and
Rs. 16,000/= as TA/DA to WPS Team members for two training sessions. Hence, total
expense incurred to conduct all the training sessions comes to Rs.1,69,802/=. Since 69
Nazims and Naib Nazims have completed the training; therefore, on average @ Rs.2,460.89
per participant has been incurred.
Executive Summary

Data Profiles of 60 Nazims and Naib Nazims were got completed. Every possible effort has
been done to take the data profile completed alongwith CC and CNIC from each participant
who at least came to the session even for an hour; and payment is made only to those who
completed this requirement even completed the training.
Briefing speaking, Rate of DSA and TA to participants has been on the very high side. As
training is the part and parcel and legal obligation under LGO – 2001; therefore, it is no need
to make DSA payment to participants even to attract them for learning. However, if it is
deemed necessary, there should be only as a token of money to cover the traveling expense
only, of the participants.
We must say, that on evaluation of the training, the participants’ commitment and
determination to keep on focus on involvement of women on equal basic has been splendid
and throws a ray of light to change of positive behaviour in true essence of team work in their
Union Council.
In the last but not the least, coordination level on the part of the Mr. Anwar Ul Haque,
Assistant Director, Local Government & Community Development – Bhakkar, has been very
poor and unacceptable. WPS Team has been capable to keep session proceedings live by
observing patience, commitment and determination to complete the task maintaining letter
and spirit as per training plan.

1. Background of the WPS Project
Ministry of Women Development (MoWD) and Provincial Social Welfare & Women
Development Departments inter-alia are concerned with women’s political empowerment are
concerned with women’s political empowerment. Women Political School is one of the
Ministry’s current initiative to achieve the said objective.
The Women’s Political Participation Project (W3P) was a pioneering effort to develop the
capacity of women councilors. Its main purpose was to impart needs-based training to the
women councilors, so as to maximize the impact of their presence by enhancing their
participation in the formulation, advocacy and implementation of a gender-sensitive
economic strategy. The approach of the project was a mentoring and nurturing or women
learning from women strategy.
Women’s Political School (WPS) has been designed as a sustainable long-term second-
generation initiative to institutionalize the process of enabling and empowering women in
public office so that their issues and concerns are raised in the policy agenda and are
addressed through public policy. The follow-up initiative is intended to have a more
decentralized and outward looking approach, and will focus on integrating and building the
capacities of existing institutions, local government structures and other concerned
organizations and agencies. Apart from developing stronger mechanisms for ownership and
sustainability, this process is also seen as a means of enriching the capacity-building
programme for women councilors, as sell as creating vital linkages and support structures for
them.

2. Overall Objectives of WPS
The over all goal of the Women’s Political School (WPS) project, is that of working towards
the attainment of gender equality in the political sphere.
Purpose of the project is empowering women in public office so that their issues and
concerns are raised in the policy agenda and are addressed through public policy.
The more specific objectives of the Women’s Political School Project are as follows: -
1. A holistic and integrated capacity development programme for women councilors
delivered.
2. Adequate and reliable support networks and systems for women participating in
political processes facilitated and strengthened; and
3. Institutional capacities of relevant training organizations/institutes, governmental
departments and civil society strengthened.
These object are set in dream of that: -
a. A more effective performance by women councilors within their respective councils
in terms of increased attendance; more active participation in deliberations;
influencing policies and budgets; accessing funds and getting schemes approved.
b. A more effective role by women councilors outside their councils in terms of creating
necessary linkages accessing relevant information, services and facilities for servicing
their constituencies.
c. Increased capacity within training institutions, organizations and government
departments to devise and deliver quality training to women councilors, as well as
gender-sensitivity training to male councilors and staff of relevant line departments.

3. Effective role in the working of Women Councilors
There are 28,000 women councilors participating in result of representation opportunity
regarding Local Government System – 2000. In male dominant society, most of the
resources: financial as well as decision-making are not in the access of the female in true
spirit. Only to the extent of figure of 33% representation of women in the council does not
mean until they are considered part and parcel to consult in every corner of affairs of
development to be discussed in the council.
In result of training sessions conducted for women councilors; it has become a strong
argument on conducting training for authorized personnel in the union council i.e. Nazims
and Naib Nazims to change their view point and sensitize the issue that women councilors as
their team members be treated on gender basis irrespective of their education level.
In pursuance of WPS Project objectives, in has become need of the moment to talk with the
personnel in the council to join their hands with all team members of the one sole objective
for betterment of their sweet Union Council.
Gender-sensitization can effectively the role in the working of women councilors in the way
that: -
Women Councilors would gain confidence to utilize best of their capabilities to play
effective role in the council.
They would be able to raise their voice on gender sensitive issues in policy-making
institutions.
They would feel pride and respect in their work; may lead to encourage learned,
educated, skill women to come forward to participate in the political system
Over and above, WPS Project objectives would be fulfilled in letter and spirit.

4.About the Gender Sensitization Curriculum Modules
There are different tools and methods adopted with one sole objective to make participants
fully conversant on the topics covered in the manual and sensitize their feelings on the
importance of joining hands together on gender basis for betterment of their sweet Union
Council.
4.1 Methodologies
The methodologies like: pre and post-assessment tool, role play(s), Story telling, group work,
presentation techniques were exercised with a view to deliver the contents as perceived in
letter and spirit. The response(s) from the participants on these aspects are taken into account
here as under: -
4.1.1 Pre & Post Assessment Tool
The tool of pre-assessment and post-assessment worked well providing opportunity to the
participants to check their knowledge prior to the training and to those who were taking it so
lenient were seen very much concentrated on the questions asked for in their pre-assessment
session.
While distributing the pre-assessment and post-assessment questioner; we delivered it by
saying that “its’ an in-put form to get your view point of the topics/issues to be discussed
later in the training sessions – which would definitely helped us to marshal of our points in an
effective way”. This lasted a very healthy impact as the participants took it as whole-
heartedly.
The method of doing so, helped to attract the seriousness of participants as how they were
eager to wish to know the definition of “Gender”; once they ware unable to write in their pre-
assessment form.
4.1.2 Role-Play
The method/Tool of Role-Play to deliver the contents, needs time and patience from the
participants and to concentrate on the message being delivered; It is does not create lasting
impression and has been remain effective only for the reason that participants always
remained in a hurry to finish the sessions due to their priorities set for other engagements.

Late coming to the session and hurry to leave exercised un-healthy influence regarding role-
play effectiveness.
4.1.3 Story Telling
This method of conveying the message and sensitize their feeling to develop sense of
responsibility and self discipline in their course of assignments in meeting their
responsibilities with a view to deliver at excellence; has been very effective especially in the
closing session the story on “King’s treatment with the masses” created a lasting impression
to change their behaviour to do work with commitment and selfless efforts to deliver on equal
basis.
Their determination is evident in their viewpoint as provided in the Training Evaluation
Form, at the end of the training session.
4.2 Schedule for each Session and Session Plans
Here, Session # 03: focused on the Role of Nazim/Naib Nazim as “Information Collector &
User” is discussed, only. What ever has been the attitude and level of commitment of the
participants; but this session has been taken by the participants very attentively because of the
information provided to them best suite to facilitate their assignments towards sustainable
development.
Resultantly, some of the participants, really enthusiastic to meet with their role and
responsibilities seriously, shown their interest and well upfront in presentation.
The scheme of flow of content regarding heding(s): What, Why and How needs to be
improved as such headings create confusion in explaining to the content and mostly heading
does not relate to the what is being explained in it; particularly under category of
“Publishing/discriminating information regarding public interest”.
4.3 Evaluation of the Participants regarding their Learning Interest
The participants have been observed and their view point is assessed on different aspects
during the session proceedings, participants in focus, their discipline, punctuality, their
learning interest in lines with different tools used and in context with over all evaluation of
the training session.

Here we take one-by-one to evaluate their learning interest: -
4.3.1 During Session Proceedings
i. As no time schedule was communicated to the participants in the invitation letter sent to
them from ADLG – Bhakkar; therefore, session proceedings commenced at 10:00 a.m.
and lasted up to 04:30 p.m. with one hour break for lunch and prayer, however working-
tea was observed to finish the agenda on day one of the session.
ii. The participants took this training for granted as: -
a. As and when liked; they exit/come to the session; they did without taking due care
of session(s) importance.
b. At number of times some participants attempted to mark proxy attendance for
their love ones. At vigilant scrutiny of the attendance sheet, we have been able to
control such irregularity.
c. As DSA and TA/DA @ Rs.1,000/= is attractive. Some participants attempted to
be obliged for the day they remained absent from the session, by showing their
attendance for the same; their intention is not honored straight a way.
iii. Pre-assessment questioner is taken by the participants without showing any annoyance.
As per their viewpoint, it has been a good exercise, to evaluate the knowledge on the
issue in question. Similarly, post-assessment questioner welcomed by them with open
arms.
iv. Chart was got prepared on session objectives, displayed in the hall; this tool has been
effective in making the participants fully conversant on the session objectives as well as
to set the track to keep flow of the workshop session.
v. Participants have been very enthusiastic in their group work and loved to participate
with their input during the plannery as well as in presentations.
4.3.2 Participants Speak
- During the proceedings of the sessions, participants initially sparked and flared up to
raise their voice to be heard by the competent authorities: -

o During the proceedings of the session, participants initially stressed that, “resources
are under control of District Nazim; we are only to pass on the suggestions to High-
ups. We have no access to development resources at UC level. The budget that
passes to the UC level only covers the fixed salaries and overhead expenses.”
o They demanded that as soon as election process is completed as per local
government ordinance; the training on LGO – 2001 regarding job description of
Nazims and Naib Nazims and the component of monitoring committees be arranged
by the government so that the new comers may able to understand their role and
function properly.
o It has been their demand, in dream of true essence of “Decentralization”, resources
directly be allocated to Union Nazims without interference of High-Ups at District
Level, so that nepotism be ruled out.
o They desperately told that “we are still in vague and have no authority; how we can
be effective in union council as well as issues relating to gender equality”.
o We are not fully conversant on the job description as envisaged in LGO – 2001. We
need training specifically on LGO so that we may able to perform our duties
effectively and perform function efficiently in the council.
4.3.3 Evaluation of Training
In spite of some hardships, we believe, the training session(s) has exercised healthy influence
on the way the participants interact, their behavior to think and concentrate on the importance
of women participation in order to join hands together to meet with the realistic interpretation
of sustainable development.
Here we support their feelings to change of behavior through an extract of their view point on
gender sensitization, taken on “Evaluation Form” at the close of the session being part and
parcel of training manual: -

There is noting but only true picture portrayed from black and white on the evaluation taken
form the viewpoint of the participants; that clearly reflects their change of behaviour and
determination to modify and determination to take due care in development on gender basis.

5. Logistics Arrangements
Pre-session arrangements have been nicely arranged with the assistance Accountant – ADLG
Office, Bhakkar. In provision of TMA Hall – Bhakkar, WPS Team is very much thankful to
TMO – Bhakkar; who has been very kind on the venue and provide support regarding
cleanliness in the hall etc. ADLG has been lenient regarding cooperation in this regard.
5.1 Suitable Venue
i. T.M.A. Hall - Bhakkar has been arranged in a splendid way to conduct the training
session without any distortion. It is appreciable that the session has been proceeded in
a very congenial environment, ideally for the training, in a nice manner with out any
disturbance in the hall. The Training Hall is equipped with quality sound P.A>
System and other necessary arrangements
5.2 Quality of Food
There has been no complaint from the participants regarding quality and quantity of
foodstuff; provided with cookies and tea during lunch and refreshment breaks. There has
been Chicken Korma, Rooti, Salad, and Cold Drink in the menu for lunch.
5.3 Seating arrangement
As the District Council Hall is equipped with quality furniture items (Durable Cushioned
Chairs, moveable tables); there has been no problem to develop the seating arrangement in U
– Shape (Most suitable for training workshop). Therefore, participants and trainer(s) have
been in very much comfort to interact with each other during the proceedings of the
session(s).
5.4 Stationary Items
Bags, as provided by the WPS – Office, Lahore, well before the start of the training sessions;
have been provided with the Handout, fine quality-writing pad and ballpoint to the
participants as training material.
5.4 Present/Absent Participants
At this point, we analyze the attendance ratio and absentees with respect to the invitation
letters sent, pursuance on the part of Accountant, ADLG – Office, Bhakkar

i. Formally, as discussed with the participants during the session, invitation letter was sent
to them to attend the training session with no emphasis on the importance of the training
to attract the participants in the session; even no time schedule is given in the letter.
ii. It has been observed as per view point of the coming participants that no vigilant
pursuance has been done by the AD-LG&CD to meet with the objectives to attract the
participants in the training as determination showed in the orientation session in
presence of the Finance Director – Local Government, Punjab.
iii. Through the following statistics, it can be analyzed that attendance could be enhanced,
if AD-LG&CD would have taken keen interest, to meet with the target of more than
90% attendance as challenge accepted in the orientation session dated 19-05-2007.
a. AD-LG&CD Bhakkar planned two sessions comprising to participants from union
councils in two thesils for each session. There are four tehsil(s): Bhakakr,
Mankaira, Durya Khan, Kalor Kot of district Bhakkar. There are 42 union
councils in four tehsils. Sessions are planned in the following way: -

c. The over all attendance has been 81.00 % where as 82.00 % of the strength of
Nazims and Naib Nazims completed training (either attended day-01 or day-02
session) leaving 15 as left over (neither attend day-01 nor day-02 session).

Flash Report on Attendance/Participation of Nazims and Naib Nazims in the
training session is enclosed as [Annexure – A], for perusal please. List of
Absentees treated at Left-Over can also be viewed as [Annexure – B].
5.5 Arrangement of Media Coverage
The responsibility to arrange media coverage on the proceedings of the sessions was
supposed to be complied with the AD-LG&CD, Bhakkar; as sufficient resources were
allocated in budget of the session. But no step in a coherent way was taken to invite the High-
Ups in the District either at the opening or at close of the session(s); even request of RA was
turned down by saying that, “I don’t want to request to the High-Ups, in this regard”.
ADLG – Bhakkar himself formally welcomed the participants in his opening remarks, as he
came at tea-time of the 1st session only, No photography and press coverage has been
arranged on opening as well as close of the sessions. In an informal way, he distributed the
certificates at close of the sessions.
5.6 Data Profiles and Certificates Distribution
Data Profiles and Certificates were received on 23-05-2007 from WPS – Office, Lahore. Data
Profiles were got completed from the participants supported with the copy of CNIC and
Council Card. At the end of the session, participants were honoured with the certificates of
participation in the training; by the ADLG – Bhakkar himself. As usual, none of the High-
Ups was invited by the ADLG – Bhakkar to grace the occasion. Hence no press coverage,
media interaction etc has been initiated, even on request to him.
5.7 Welcome Banner
As informed in the orientation session held at Multan, on 19-05-2007; the welcome banner

sessions at District Bhakkar. Therefore no welcome banner was got prepared locally and
displayed in the Hall.

6. Note on Collaboration with LGCD to Conduct Training
With due apologize; it is informed that administration on the part of ADLG – Bhakkar has
been very poor. It can easily be judged that he could not get his orders obeyed by the peon of
TMA. The undersigned personally requested to the Chief Officer, TMA – Bhakkar to depute
a peon regarding cleanliness in the Hall and as helping hand during the proceedings.
ADLG – Bhakkar left his responsibilities to the shoulders of his clerk even in decision-
making. He did not even bother to purse the cheque clearance process. No one was ready to
provide food-stuff, stationary, etc on credit basis; he did not even take any interest to
negotiate with the suppliers to ensure the provision of such items. All work is done with the
collective effort of Clerk, ADLG – Office, Bhakkar. However, TMO – Bhakkar has been
very kind to us and in constant touch regarding logistic arrangements in the hall. He
personally visited to us during the session and enquired about the arrangements in the hall.
We are very much thankful to him on extending cooperation to us.
Regarding coordination level of ADLG, for instance, Cheque amounting to Rs.92,000/=
(covering expense for 35 participants) from DG – Office, Lahore was received in ADLG –
Office, Bhakkar, through TCS, on 19-05-2007 (Saturday). I requested to ADLG – Bhakkar,
during the orientation session on 19-05-2007, at Multan; to pass necessary instructions to his
subordinate at Bhakkar in order to get the cheque deposited on the same day i.e. 19-05-2007
but he did pay attention to it. Then, I personally made a phone call and requested to the Clerk
of ADLG – Office, Bhakkar, to deposit the cheque on the same day. On 20-05-2007
(Sunday), on reaching at Bhakkar, upon enquiring, I was informed by the ADLG – Bhakkar
that the cheque had not been deposited with the bank, for the reasons best know to the Clerk.
On deposit of cheque with the bank, I requested to the ADLG – Bhakkar to pursue the cheque
clearance process through FAX ADVICE etc., but all in vain.
As neither cheque pertaining to 2nd
session nor funds relating to 1st session got credited; RA
requested to ADLG - Bhakkar to deliver “Payees A/C only” cheques for DSA and TA to
Nazims and Naib Nazims, presentable after ten to fifteen days (i.e. post dated) and same
treatment may be given to the vendors as well; so that payment sheet be finalized and
vouched account be prepared well in time and minimize the resources to be incurred on

frequent visits of RA to Bhakkar. But the requested was turned down without assigning any
reason.
Further, level on sense of responsibility on the part of ADLG – Bhakkar, can easily be
assessed on the matter of finalization of vouched account. After having sessions completed in
District Bhakkar, as per advice (through phonic conversation) of Mr. Sajjad Haider, Project
Manager – WPS Project, Lahore; wait for the permission to proceed to Bhakkar. The same
was informed to ADLG – Bhakkar, accordingly, in order to avoid misunderstanding. Without
observing courteous call and assigning any reason, ADLG – Bhakkar stopped the payment of
cheque regarding TA/DA expenses upon 2nd
session, incurred by RA. The matter was
brought into the notice of Manager Admin & Finance – WPS Office, Lahore, vide letter dated
09-07-2007, contents of which are self-explanatory as Annexure – E. Moreover, ADLG –
Bhakkar created frustration by doing unauthorized & willful act as explained in the follow up
letter dated 16-07-2007, as Annexure – E(i).
After having scrutinized the matter, it is revealed that act of Rana Anwar – Ul – Haque,
Assistant Director, LG &CD – Bhakkar, tantamount to misconduct as well as attracts the
Rule: 489 Sub Clause (f) under dishonor of Bank Cheque upon unauthorized stop of payment
by the Drawer, without assigning any reason.

7. Gaps & Deficiencies in Management, Implementation & Module
7.1 Management
As stated earlier, with due apologize, it is stated that ADLG – Bhakkar left his
responsibilities to the shoulders of his clerk even in decision making. He did not even bother
to purse the cheque clearance process. No one was ready to provide foodstuff, stationary, etc
on credit basis; he did not even take any interest to negotiate with the suppliers to ensure the
provision of such items. All work is done with the collective effort of Clerk, ADLG – Office,
Bhakkar.
Experiencing insufficient time period between the orientation session on 19-05-2007 and
commencement of 1st session on 21-05-2007; there has been a lot of problems encountered in
doing arrangements, doing things effectively and efficiently on number of issues, detail of
problems faced is given as here as 0under: -
i. Data Profile & Certificates to Participants: The items were not received till the
close of the 1st session on 22-05-2007 from WPS – Office, Lahore. On probing into
the matter, it revealed that the consignment to Bhakkar was got booked with TCS
OVER-LAND Service vide Receipt # 9042290257 on 19-05-2007 (Saturday) by the
WPS – Office, Lahore. Such service is the cheapest one. The consignment through
this category of service is likely to be received at destination within six days.
As stated above, the items were not received till the close of the session; therefore, we
were been unable to fulfill such obligation. Data Profiles and Certificates were
received on 23-05-2007 from WPS – Office, Lahore. After the close of all the
sessions, with the assistance of Accountant – ADLG Office, Bhakkar, keeping with
constant touch through phonic request(s), RA has been able to collect the data profiles
completed from the participants. RA has to visit to Bhakkar to collect the same from
ADLG – Office, Bhakkar.
ii. Handout to Participants: The handouts for participants were not received well
before the start of 1st session on 21-05-2007. On tracking the route of its delivery; the
consignment was sent by the WPS – Office, Lahore using TCS under category of
service as OVER-LAND vide Receipt # 9042288806 dated 16-05-2007. This
consignment was received on 22-05-2007 (after elapse of six days), i.e. on 2nd
day of
the 1st session, after tea break.
As no handout, no pictorials were provided by the WPS – Office, Lahore, for the
reason as mentioned above; therefore, it had been difficult on day one to move with
the flow of the session as planned in manual. We managed it, in a way that: -

a. Chart was got prepared on session objectives, displayed in the hall.
b. Mostly referred handout page was sketched will necessary characteristics, on the
white board or flip chart.
iii. Transfer of Funds: The Cheque amounting to Rs.92,000/= (Ninety two thousand
only) was received on 19-05-2007 (Saturday) here at Bhakkar; right on the day of
orientation session was in procession at Multan. It was deposited on 21-05-2007
(Monday – 1st day of 1
st session) in the account operated with NBP, Main Branch,
Bhakkar. Obviously, at the end of the 1st session on 22-05-2007, noting was available
to meet with the expense. Also, session is planed for 48 participants where as the
budget allocated for 35 participants
Delay in delivery and transmission of cheque(s) to meet expenses for both of the
sessions, not only creates bothering to conduct the sessions but also demands extra
effort and time to prepare vouched accounts and frequent visits by R.A. from native
district to the operating district to coordinate in pursuance of the objectives.
iv. Welcome Banner: as informed in the orientation meeting on 19-05-2007, welcome
banner would be provided by the WPS – Office, Lahore. Therefore, the item was not
got prepared locally. But no banner was displayed in the hall for both sessions till the
close of the 2nd
session; because it was not received from WPS – Office, Lahore.
7.2 Module
Session planning, module development has been fair. It has been discussed above in the
module section.
7.3 Implementation
Under foregoing facts, program implementation has been tough as insufficient time between
the orientation session and start of the training sessions in the field. There has been
significant deficiency regarding implementation of the program.
We must say, that on evaluation of the training, the participants’ commitment and
determination to keep on focus on involvement of women on equal basic has been splendid
and throws a ray of light to change of positive behaviour in true essence of team work in their
Union Council

8. Suggestions and Recommendations
In remedy of the problems faced as stated above in Section – 07, following
suggestions/recommendations are put so that problems are minimized in case of replicate of
future event.
Data Profile & Certificates to Participants: It is suggested that such urgent nature
documents should be sent through TCS using prompt category of service like: OVER-
NIGHT (ensures the delivery within 48 hours) or 2nd
DAY delivery (ensures the
receipt of consignment at destination on 2nd
day of shipped).
Handout to Participants: Again, it is suggested OVER-NIGHT or 2nd
DAY
category of TCS should be opted for delivery of such urgent nature documents, in
future
Transfer of Funds: As the account is opened by the ADLG in the bank (NBP –
Bhakkar) different from the bank (Punjab Bank) with the account of DG – Office.
Whatever the quick mode of transmission is used to ensure the response from the
bank; the minimum six to seven days ultimately elapse. It is suggested that at least six
days before the commencement of 1st session; the delivery of cheque and transfer of
funds be ensured to meet with the realistic interpretation of the matter.
The quick mode of transmission like: directly credited to bank account through on-
line banking instead of cheque mode, be opted.
Welcome Banner: It must be ensured that such commitment be honoured well before
time as the utility expires, if such item is received after the time passed.
Further to say that: -
About 18% absenteeism from the training sessions; could have been reduced, if the
participants are engaged through District Coordination Officer and wake up call by
the ADLG, to ensure their presence in the sessions at any cost.

Such training sessions should be arranged as early as the election process is
completed and the office bearers take the charge in their respective councils. At that
instant, joint training sessions of (for male and female) councilors should be arranged
on Local Government System as well as on the topic in focus.
In order to improve the coordination level between the training team and the officials
of LG&CD Department on the scene; genuine grievances be addressed promptly for
smooth functioning so that one party could not be suffered a lot.
Rate of DSA and TA to participants has been on the very high side. As training is the
part and parcel and legal obligation under LGO – 2001; therefore, it is no need to
make DSA payment to participants even to attract them for learning. However, if it is
deemed necessary, there should be only as a token of money to cover the traveling
expense only, of the participants.
