ELIGIBILITY
To participate in WIA programs, all participants, dislocated workers must meet general eligibility requirements and provide acceptable documentation.

General Eligibility Requirements
• Age at time of registration/participation [Act 101(1) and 20 CFR 663.110]
• Citizenship or Authorization to Work [Act 188(a)(5)]
• Selective Service Registrant (if applicable) [Act 189(f)]

DISLOCATED WORKERS
A dislocated worker is an individual who meets 1 of 6 categories:
1st Category: Terminated/laid off or notified of lay off
and Eligible for or has exhausted Unemployment Compensation Benefits and Unlikely to return to his/her previous occupation or job.

DISLOCATED WORKERS
2nd Category:
Terminated/laid off or notified of lay offand
Has been employed for sufficient duration to demonstrate attachment to the workforce
but Not eligible for Unemployment Compensation Benefits due to insufficient
earnings or employer not being covered under state compensation law
and Unlikely to return to his/her previous industry or occupation

Individuals who are TERMINATED or LAID OFF or have received a LAYOFF or TERMINATION NOTICE from employment as a result of a permanent plant closure or substantial layoff at the plant, facility, or enterprise.

If employer has made a general announcement that plant closure will occur within 180 days, ALL services may be provided.
HOWEVER,
If employer has made only a general announcement that plant closure will occur, with no date or within a timeframe greater than 180 days, ONLY Core Services may be provided.

INTERIM OR INCOME MAINTENANCE EMPLOYMENT
Dislocated workers who have become re-employed in "income maintenance" jobs (a job with a lower rate of pay than the job of dislocation) may be served as long as the wage earned does not exceed the local criterion for self-sufficiency for dislocated workers.

SELF-SUFFICIENCY
Self-sufficiency is defined as employment that pays at least the lower living standard income level, as defined in WIA, Section 101(24). Local boards must set the criteria for determining whether employment leads to self-sufficiency.
Note: The self-sufficiency definition can be found in the local board’s Workforce Services Plan [20 CFR 663.230] The boards should consider the special needs of individuals with disabilities or other barriers to employment when setting criteria to determine self-sufficiency.
