SIRD & PR organized One day training programme on “Augmentation of Own Source Revenuem (OSR) by the Gram Panchayats” for the Sarpanches and PEOs of different districts at SIRD & PR Training Hall. Total 8 number of the training programme held during September 2019 to December, 2019 for Sarpanches and PEOs was coordinated by Ms. Namrata Das, SIRD & PR. Odisha the details of which is given in the table below.

The Resource Persons who delivered the technical sessions were SIRD&PR Faculties and some of the Govt. officials.

OBJECTIVES OF THE TRAINING PROGRAMME:

The objectives of the training programme are:

• To familiarize the participants on various own sources of revenues (both tax and non-tax) of the Panchayats.

• To orient the participants on various provisions relating to revenue generation by the Panchayats. • To make the participants aware on the possible measures to be taken up by the Panchayats for

augmenting their own sources of revenues.

INAGURATION At the outset the participants were welcomed and asked to give their self introduction by the course coordinator Mrs. Namrata Das. Then Sri Saroj Ku. Dash, Joint Director, SIRD & PR explained about the objectives of the training programme which is followed by the technical session of the said training programme. TECHNICAL SESSIONS The technical sessions of the Training are as follows; PRIs and Resource Mobilization- An Overview Methodology Followed- Lecture and Interaction Major Points of Discussion

In this session, the resource person interacted with the participants and discussed how by using various tax and non tax sources and properly managing the public property in their GPs, they can enhance the Own sources of their GPs which will help them in efficient public service delivery and thereby being more accountable and responsible to the local people.

Classification of GP Revenues Methodology Followed- Lecture and PPT Major Points of Discussion

The resource person focused on the following points in his session:

1. Classification of GP revenues (OSR) 2. Internal and External Sources of revenues of

GP. 3. Various Tax & Non-Tax Revenue sources of

GP. 4. Public Property Management of GP. 5. Legal framework assigned with the OSR

Income of Gram Panchayat at a Glance Classification Of Gram Panchayat Revenue Tax revenue

• Registration • Licence fees • Latrine tax • Drainage tax • Lighting tax • User fees • Rents

Non-Tax Revenue • Management of Public Properties (Both auction sale and own management) • Central Schemes/Grants • State Govt. Schemes/Grants • Finance Commission Grants • Grants-in-Aid • Honorarium and Sitting Fees

Then he explained about the Taxes which may be levied by the Gram Panchayat (See Sec-83, the OGP Act, 1964)

i. Vehicle Tax ii. Latrine Tax iii. Water Rate iv. Lighting Rate v. Drainage Tax

vi. Fee on Market vii. Fee on Animal viii. Fee on regulating the Movement of Cattle ix. Fees for use of Building x. Rent from Dealers xi. License fees on brokers

Any other tax, toll, fee or rate, as decided by the Gram Panchayat

may be collected after getting approval of the State Government in proper manner.

Industries and Factories including dangerous and offensive trades (See Section-55 of the OGP Act, 1964) § A Gram Panchayat subject to previous sanction of Collector and with the approval of Gram Sabha may

notify that no place within the local area of the GP shall be used in the course of any trade, business without a license granted by the Panchayat

§ Recently the State Government has introduced certain new items like installation and functioning of Tele-communication towers, hoarding etc. for which the GP may charge fees.

Control over places of Public Resort and Entertainment: (See section 56 of the OGP Act, 1964)

• With previous intimation to the Collector, a Gram Panchayat with the approval of Gram Sabha may notify that no enclosed place, building or tent situated within the Grama and covering an area of five hundred feet or more shall be used by any party for the purpose of public resort or entertainment.

Vesting of Public Properties in Gram Sasan (See Section 71 of the OGP Act, 1964)

• All properties within the GP other than the property maintained by any other local authority or the central or state government, shall for the purpose of this Act, vest in the Gram Sasan

• Further, the State Government has amended the Section 71(4) of the OGP Act in 2016 wherein the following matters have been incorporated.

• The Collector of the district shall review or cause to be reviewed the properties of every Grama Sasan in the month of December every year.

• and on such review, if he finds that any property has not been vested in the Grama Sasan, he may recommend the State Government for vesting of the said property with the Grama Sasan.

Management of Minor Forest Produces (MFPs) by GP v Regulating procurement and trading of MFPs v Registration of Trades v Fixation of minimum price v Cancellation

He further discussed with participants regarding Public Property Management of GP, its Auction Sale Process ( Before, On the day of auction sale and after auction sale) and its Own Management

Finance Commission Grants and Own Source of Revenue (OSR) Mobilization Methodology Followed- Lecture and PPT Major Points of Discussion

This session centered around Own source of revenue by Gram Panchayats by utilizing Finance Commission Grants (14th CFC & 4th SFC).

The discussion started with Article – 243 (H) • Panchayat to raise their own resources

through provision of appropriate revenue for their own purposes.

• The Odisha Gram Panchayat Act 1964 and OGP Rule 1968 revised on 2014 states that – Taxes and fees are under section 83.

Existing own source of revenue by GPs

• Vehicle Tax • Latrine and Conservancy Tax • Water & Lighting Rate • Drainage Tax • Fees on Private Market, Regulating the moment of cattle, use of building, structures, shope, stalls in the

market, slaughter house, licence fee on brokers, commission agent and weigh men, rent from dealers, occupying open grounds etc.

Then he discussed regarding the Probable Resource Allocation per GP- 2015-16 to 2019-20 The discussion also pointed out the Income generating assets out of FC grant that helps in augmenting OSR of the GPs:

• Market Complex • Kalyan Mandap • Pisciculture Tank • Weekly Village Market improvement • Drinking Water • Village Playground • Crematorium

Augmenting OSR of Gram Panchayat (GP) - Group Discussion Methodology Followed- Interaction and Group Discussion In this session the participants were devided into 4 groups and each group was given the following 4 topics to discuss and make presentation.

• Role of GP in augmenting OSR • How the GP can do Public Property Management effectively • Scope and opportunities of enhancing OSR • Issues, challenges and possible along with the possible ways to address the problems to augment the

OSR at the GP level. Quiz and Evaluation Methodology Followed- Interaction and PPT In this session the participants were asked 15 multiple choices questions and answer sets and the prizes were also awarded for each correct answer. Valedictory The training programme ended with the vote of thanks and motivating the participants to work on augmenting/ enhancing the OSR of their respective GPs which will make them financially independent and for efficient Public Service Delivery.
