General 3.1 The ACNSTC Selection Process is designed to be standardized across the CCO, be impartial and transparent, thereby ensuring the highest merited cadets are selected for each opportunity. 3.2 The following ACNSTCs are conducted as part of the Air Cadet Training Centre Program: a. IACE; b. PPTC; c. GPTC; d. AATC-AM; e. AATC-AO; and f. AASC. 3.3 Due to the high volume of applicants and the limited number of positions available, a standardized, fair, and transparent selection process will be used across the Formation to select Air Cadets for the following courses: a. IACE; b. PPTC; and c. GPTC. 3.4 Selection of Air Cadets for all other ACNSTCs will be completed using the Fortress Ranking Tool to prioritize cadets for selection and will not include an interview or exam. 4. Selection Criteria 4.1 All cadets must meet the following general selection criteria: a. available for the full duration of the course; b. have written parental/guardian consent (only required for cadets who have not yet reached their 18th birthday at the time of application); c. medically and dentally fit and have no medical restrictions that would preclude them from participating in the course; and d. recommended by their Squadron CO. 4.2 Course specific eligibility requirements are at Annex A. 5. Application Process 5.1. The application process is at Annex B. 6. Selection Process 6.1 Depending on each specific course, the selection process will be comprised of either two or four assessment factors, and these will be administered in the following order: a. qualifying exam; b. file review; c. merit interview; and d. behavioural interview. 6.2 The detailed process is at Annex C, the related timelines are at Annex D and the scoring factors, their associated point distribution and explanation on how they are calculated are at Annex E. 7. 3. General 3.1 The ACNSTC Selection Process is designed to be standardized across the CCO, be impartial and transparent, thereby ensuring the highest merited cadets are selected foreach opportunity. 3.2 The following ACNSTCs are conducted as part of the Air Cadet Training Centre Program:

a. IACE;b. PPTC;c. GPTC;d. AATC-AM;e. AATC-AO; andf. AASC.

3.3 Due to the high volume of applicants and the limited number of positions available, a standardized, fair, and transparent selection process will be used across theFormation to select Air Cadets for the following courses:

Notes: 1. Transport Canada Category 3 Medical Certificates (TC Cat 3 MC):

a. TC Cat 3 MC is valid for 5 years;

b. TC Cat 3 MC must be obtained through a Civil Aviation Medical Examiner (CAME). Medical examiners can be located by contacting Transport Canada by phone oronline. Transport Canada provides an online search function on their website http://wwwaPPTC.tc.gc.ca/saf-sec-sur/2/came-meac/l.aspx?lang=eng’;

c. squadron COs should encourage cadets to obtain their medical ASAP once they decide to apply. The wait time for appointments and for issuance of a certificate from a

CAME can be substantial. Additionally, there are various medications and medical conditions which may result in delays, and may require the cadet to submit paperworkfrom specialists or family doctors and/or may prohibit the issuance of a medical certificate. The firm deadline for a copy of the TC CAT 3 MC to remain eligible fortraining is the first Monday of June;

d. medical conditions which may cause a delay in issuance of a certificate include, but are not limited to:

(1) frequent or severe headaches,(2) epilepsy,(3) psychiatric or neurological problems(4) ear disease or deafness,(5) allergies,(6) pulmonary disorders (including asthma),(7) gastro-intestinal disorders,(8) cardio-vascular disorders (including hypertension),(9) muscular or joints disorders,(10) regular medication use (prescribed or not),(11) diabetes, and(12) vision disorders, which include wearing of contact lenses, and/or vision approaching +/- 5 dioptres; and

e. As per CAR 424.04, it is mandatory for a candidate to disclose all medical conditions (such as, but not limited to, ADD or ADHD) and medication (such as, but not limited

to, Ritalin® or Concerta®) to a CAME when undergoing a medical examination for a MC. If the candidate intends not to take their medication to maintain the validity oftheir MC, they should discuss this with a CAME to determine if it is a suitable course of action. If deemed acceptable, the candidate must be examined by a CAME todetermine medical fitness to conduct flying training while not under the influence of any medication that would invalidate their MC. This examination must be completedafter the candidate has stopped ingesting the medication for the applicable period of time as determined by the CAME. The report on the suitability of the candidate flyingsolo must be completed in time to be forwarded to the RCSU no later than 1 Jun of the year of the course. If a candidate arrives at the CFTC and is found not to have metthe above requirements, RTU action shall be initiated.

Cadets who do not meet height requirements cannot submit an application. Cadets who do not meet weight requirements have until the first Monday in June to provide proof, via adoctor’s letter, that they meet the requirements.

8060-7_BApplication Process 1. The billet plan will be published yearly and will provide the breakdown of cadets by region/province and by course. 2. Cadets are only eligible to apply for one of IACE, PPTC or GPTC. Cadets may additionally apply for AATC-AO, AATC-AM and AASC.

3. A cadet placed on stand-by for IACE, PPTC or GPTC, who has been selected on one of the other courses, will still be eligible for selection on IACE, PPTC, or GPTC should aposition become available and they are the next-ranked cadet on their regional/provincial selection list.

4. The maximum number of cadets per squadron that can apply and be selected is:

8060-7_CSelection Process 1. The selection process, depending on the specific course, will be comprised of two or four assessment factors which will be administered in the following order:

a. qualifying exam;b. file review;c. merit interview; andd. behavioural interview.

2. The following table outlines the minimum score for each assessment factor and the composition of the final score:

3. The RCSU will generate selection lists, by region/province and by course using data exported from the Fortress ranking tool. Cadets will be prioritized for selection, highest tolowest score, based on their final score. 4. RCSUs will use the generated selection list when making selections for each course. IAW the number of billets allocated to the region/province, the RCSU will identify oneach selection list if a cadet is selected or on stand-by.

5. If a squadron has submitted the maximum number of applications for a course, the lowest scoring applicant will be placed on stand-by.

6. Cadets placed on stand-by will be used to backfill positions as they become available. Backfills will be selected based on the applicable selection list, except in the instancethat a cadet has been designated as stand-by due to their squadron submitting two applications for a course. In this case, the cadet will not be selected unless a previously selected cadetfrom the same squadron withdraws and that cadet is the next-ranked cadet or there are no other cadets remaining on the regional/provincial selection list for that course.

7. Should there be no stand-by cadets left on the regional/provincial selection list, the billet will be reallocated by CJCR HQ IAW the billet allocation calculator. Explanation of the Assessment Factors Qualifying Exam 8. IAW CATO 54-27, Power Pilot Scholarship Course and CATO 54-26, Glider Pilot Scholarship Course, all PPTC and GPTC applicants are required to pass a qualifying exam. 9. There is no limit on the number of cadets per squadron who can write the qualifying exam. Cadets must meet the course specific eligibility requirements, found at Annex A, inorder to be permitted to write the qualifying exam.

10. The qualifying exam will be administered online IAW timelines detailed in Annex D. Cadets who do not have the means to complete the exam online will be provided analternate method arranged by their RCSU.

11. Qualifying exam scores will be forwarded directly to Squadron COs IAW timelines detailed in Annex D.

12. Cadets who fail to meet the minimum score allowed on the qualifying exam will not be permitted to continue in the selection process.

13. The cadet’s score on the qualifying exam will be entered by the RCSU as a per cent, e.g. 86.35%, into the Fortress ranking tool.

File Review

14. The file review will be completed using the Fortress ranking tool. The file review is based on the cadet’s Fortress records and the manually inputted education score. Cadetswill be awarded points in the following scoring factors:

a. attendance – mandatory local activities;b. current rank;c. RDA participation;d. NDA participation;e. CTC qualifications;f. total number of years enrolled in the cadet program;g. age;h. Cadet Fitness Assessment level;i. CTC staff cadet rank;j. Squadron CO priority ranking;k. RCSU CO priority ranking/OC Air Ops priority ranking; andl. education.

15. The scoring factors, their associated point distribution and explanation on how they are calculated is detailed in Annex E. 16. No manual adjustment of points is authorized. It is critical that squadrons ensure each cadet’s Fortress record is up to date.

Merit Interview

17. The merit interview will be conducted virtually under the direction of the RCSU. 18. CJCR HQ will annually publish the maximum number of interview positions by region/province and by course. Interview positions will be calculated based on the number ofbillets allocated, plus 50%, with a minimum of five interviews conducted per region/province and by course.

19. The merit interview must be conducted IAW the Interview Guide for Board Members published by CJCR HQ.

20. An Interview Guide for Cadets will be published by CJCR HQ to assist cadets with preparing for the merit and behavioural interview.

21. The purpose of the merit interview is to assess each cadet in person and assign them a score using the provided scoring rubric. The interview will determine:

a. level of civic engagement;b. breadth of knowledge of the cadet program;c. ability to express themselves and their ideas in a confident manner;d. level of interest in aviation (PPTC and GPTC applicants only); ande. awareness of current domestic and international events (IACE applicants only).

22. All merit interview boards will have a board chairperson (minimum rank Captain) who will be responsible for overseeing the conduct of the interviews, as well as managing alladministrative requirements. 23. Any of the following individuals may comprise the three-person interview board (there must be at least one CIC Officer on every board):

a. CIC Officer (Cadet Flying Training Centre staff, Squadron CO, RCSU staff);b. COATS GSO/NCM;c. Regular Force Officer/Snr NCM or Reserve Force Officer/Snr NCM; ord. Interested civilian with relevant skills, knowledge and experience.

24. Cadets must achieve a minimum score of 50% on the merit interview in order to progress in the selection process. 25. The cadet’s score, averaged from the score of the three-person interview board, will be entered by the RCSU as a per cent, e.g. 86.35%, into the Fortress ranking tool.

Behavioural Interview

26. Decision making has been identified as the core reason for most GPTC/PPTC failures, therefore a structured behavioural interview question will be added to the selectionprocess of cadets for PPTC and GPTC to help assess if the cadet competency in this dimension is sufficient to enable success in training. 27. Behavioural interviews will be conducted virtually under the direction of the NCA Ops O.

28. The behavioural interview will be comprised of one question. As the efficacy of this tool, in relation to cadet selection for PPTC and GPTC, is not yet demonstrated, a cadetwho fails the behavioural interview will still be eligible for selection for GPTC/PPTC.

29. CJCR HQ will annually publish the maximum number of interview positions by region/province and by course. Interview positions will be calculated based on the number ofbillets allocated, plus 50%, with a minimum of five interviews conducted per region/province and by course.

30. The behavioural interview must be conducted IAW the Interview Guide for Board Members published by CJCR HQ.

Division of Responsibilities

31. CJCR HQ will:

a. develop, promulgate and update the CJCR Gp Order, ACNSTC Selection Process;b. update scoring factors in the Fortress ranking tool;c. allocate and manage billets, annually by region/province and by course;d. publish and manage course serials in Fortress;e. conduct virtual PPTC/GPTC pre-selection briefings;f. develop a behavioural interview virtual training session for board members;g. develop and upload the qualifying exam to the online testing platform;h. publish annually a maximum number of interview positions, by region/province and by course;i. develop, publish and maintain the interview guides (board member and cadet);j. plan, coordinate, and conduct the behavioural interview boards, to include:

(1) identifying a virtual platform to conduct the behavioural interviews,(2) identifying behavioural interview board members,(3) delivering a behavioural interview virtual training session for board members,(4) creating the cadet behavioural interview schedule,(5) forwarding digital copies of interview documents, i.e. questions and rubrics, to interview board members,(6) overseeing the conduct of the behavioural interviews, and(7) submitting the behavioural interview results to the RCSU;

k. monitor the execution of the plan;l. move selected IACE cadet participation applications from the generic IACE serial to the country specific serials; andm. archive final data extract.

32. RCSUs will:

a. post course serials in Fortress, ensuring that application start and end dates are as directed;b. conduct the qualifying exam, to include:

(1) forwarding the link to the online qualifying exam to squadron COs who have indicated they have cadets who wish to write the exam,(2) consolidating the qualifying exam score by squadron,(3) forwarding the qualifying exam scores to squadron COs,(4) entering the cadets’ qualifying exam score into the Fortress ranking tool, and(5) refusing the Fortress participation application for any cadet who did not attain at least the minimum score of 50% on the qualifying exam;

c. review cadet participation applications, in Fortress, by course, to confirm they meet or will meet all specified selection criteria;d. calculate and enter each cadet’s education scoring factor into the Fortress ranking tool IAW the explanation of scoring factors in Annex E;e. identify and assign the Air Operations priority ranking (PPTC/GPTC), as required, taking into account factors such as geographic need, previous squadron allocations,

force generation needs assessment, and/or Flying Training Site recommendation by entering a ‘1’ in the parent RCSU Loading Priority in the parent RCSUrecommendation tab in Fortress;

f. identify and assign the RCSU CO priority ranking (IACE), as required, taking into account factors such as geographic need, previous squadron allocations, needsassessment, area office recommendation, and/or squadron CO recommendation by entering a ‘1’ in the parent RCSU Loading Priority in the parent RCSUrecommendation tab in Fortress;

g. create PPTC and GPTC interview priority lists, by region/province, using data exported from the Fortress ranking tool, that ranks cadets from highest to lowest score,based on compilation of the qualifying exam and file review assessment factors;

h. create IACE interview priority lists, by region/province, using data exported from the Fortress ranking tool, that ranks cadets from highest to lowest score, based onthe file review assessment factor;

i. identify cadets who will be completing an interview (merit and behavioural), by region/province, IAW the number of published interview positions, based on theapplicable course priority list;

j. plan, coordinate, and conduct the merit interview boards, to include: (1) identifying a virtual platform to conduct the merit interviews,(2) identifying merit interview board members,(3) creating the cadet merit interview schedule,(4) publishing list of cadets who will be completing an interview,(5) refusing the Fortress participation application for any cadet who was not selected to complete an interview,(6) notifying squadrons of interview board dates, cadet interview schedules, and virtual login information,(7) forwarding digital copies of interview documents, i.e. questions and rubrics, to interview board members,(8) overseeing the conduct of the interviews,(9) entering cadet merit interview scores into the Fortress ranking tool, and(10) refusing the Fortress participation application for any cadet who did not attain at least the minimum score of 50% on the merit interview;

k. complete coordinating tasks in support of the behavioural interview boards, to include: (1) publishing list of cadets who will be completing an interview, and(2) notifying squadrons of interview board dates, cadet interview schedules, and virtual login information;

l. generate selection lists, by region/province and by course, using data exported from the Fortress ranking tool, that prioritizes cadets for selection, highest to lowestscore, based on the compilation of the scores achieved on each of the separate assessment factors;

m. identify on each selection list, IAW the number of billets allocated to the region/province, if a cadet is selected or stand-by;n. forward regional/provincial selection lists, by course, to CJCR HQ;o. forward, to RCSU Central, the IACE regional/provincial selection lists;p. ensure the IACE supporting documents are submitted to RCSU Central:

(1) IACE Destination Request Form,(2) IACE Information Form,(3) passport (copy of page 3), and(4) digital photo;

q. complete selections in Fortress for PPTC and GPTC, based on the applicable regional/provincial selection list, by indicating if the cadet is selected or stand-by andpublishing the result to the squadron; and

r. complete backfills, as required, IAW selection lists, for PPTC and GPTC. 33. RCSU Central will:

a. allocate IACE billets to regions/provinces, by country, in a standardized and equitable fashion;b. assign IACE billets, using regional/provincial selection lists, taking into account country specific requirements, as required;c. forward IACE selection list to CJCR HQ;d. forward to IT SMC the list of cadets who have been identified as selected, by country, so they can be moved to the country specific IACE serial;e. complete selections in Fortress for IACE, using the country specific serial, by indicating that the cadet is selected and publishing the result to the squadron;f. update Fortress, for those cadets not selected, by indicating that the cadet is on stand-by and publishing the result to the squadron;g. monitor and update, as required, IACE selections in Fortress due to cancellations and failure to submit required supporting documentation; andh. complete backfills, as required, IAW the IACE selection list.

34. Squadron COs will:

a. brief eligible cadets on ACNSTC options and the associated selection criteria;b. ensure interested cadets attend the PPTC/GPTC pre-selection briefing;c. forward names of cadets to the RCSU who will be writing the qualifying exam, ensuring they meet minimum selection criteria;d. inform cadets of the associated details for completion of the qualifying exam;e. conduct pre-selection, as required, to identify the best candidates for each course, based on factors such as the qualifying exam score, participation in squadron

activities, overall program participation, etc., ensuring that identified cadets meet minimum selection criteria;f. create cadet participation applications in Fortress, by serial, IAW the maximum number of applications allowed;g. complete the CO’s decision block of each cadets’ participation application in Fortress by:

(1) identifying if the cadet is approved for consideration or refused,(2) providing a written substantiation (recommendation),(3) entering a selecting priority ranking, i.e. ‘1, 2’, and(4) identifying how the cadet has performed since being returned to unit for disciplinary reasons, as required;

h. review each cadet’s Fortress records, ensuring that all information is current;i. print and provide the cadet a copy of the applicable participation application and associated supporting documents from Fortress;j. forward supporting documentation, as required, to RCSU;k. assist cadets with preparing for the merit and behavioural interviews;l. inform cadets of the associated details for completion of the merit and behavioural interview boards, as required;m. monitor Fortress for selection announcements and inform cadets, as required;n. print and provide the cadet a copy of the applicable Offer Participation – Courses, Positions and Activities and associated supporting documents; ando. ensure all supporting documents are submitted to the RCSU.

35. Cadet applicants will:

a. attend a briefing on ACNSTC options and the associated selection criteria;b. submit expression of interest to apply for ACNSTC;c. attend PPTC/GPTC pre-selection virtual briefing;d. forward supporting documentation, as required, to Squadron CO;e. prepare for and complete the qualifying exam, as required;f. prepare for and complete the merit and behavioural interviews, as required; andg. ensure all supporting documents are submitted to their CO.

Scoring Factors – File Review Notes: 1. All points will beallocated based on a cadet’sFortress record as of 15December of the current trainingyear.

2. No manual adjustmentof points is authorized - Fortressrecords must be current as of 15 December of the currenttraining year.

Explanation of Scoring Factors: 1. Scoring factor 1(Attendance MandatoryTraining Activities) will becalculated based on the cadet’sFortress attendance record, from1 September – 15 December ofcurrent training year and 1September – 30 June of theprevious training year.

2. Scoring factor 2(Rank) will be calculated usingthe cadet’s current rank as of 15December of the current trainingyear.

3. Scoring factor 3 (RDAParticipation) willbe calculated basedon the cadet’sconfirmed attendanceat qualifying RDAsfrom 1 September –15 December of thecurrent training yearand 1 September – 30June of the previoustraining year. Eachactivity will count as

one occurrence, up to a maximum of 5 occurrences for RDA.

4. Scoring factor 4 (NDA Participation) will be calculated based on the cadet’s confirmed attendance at NDAs from 1 September – 15 December of the current training year and 1September – 30 June of the previous training year. Each activity will count as one occurrence, up to a maximum of 3 occurrences for an NDA.

5. Scoring factor 5 (CTC Qualifications) will be calculated based on the cadet’s completion of 2-week, 3-week and 6-week summer training courses up to a maximum of 10 points. A2-week course will count for one occurrence, a 3-week course will count as two occurrences and a 6-week course will count as three occurrences. For example, a cadet who has completedone 2-week, one 3-week course and one 6-week course would have 6 occurrences, which would allocate them a maximum of 10 points.

6. Scoring factor 6 (Total Number of Year(s) in Cadet Program) will be calculated based on the total number of membership days the cadet has been active, regardless of unit orelement. Days will not be counted if the cadet is on authorized leave of absence. For example, a cadet who has been enrolled from Sep 2016 to Dec 2019 would have 836 days, 2.29 years,so would be allocated 6 points. If the cadet took an authorized leave of absence for 5 months in 2017, the cadet would only have 700 days, 1.9 years, so would be allocated 3 points.

7. Scoring factor 7 (Age) will be calculated using the cadet’s age, as of 15 December of the current training year.

8. Scoring factor 8 (Cadet Fitness Assessment) will be calculated based on the most recent Cadet Fitness Assessment result, however, the latest the result may have occurred, to beconsidered, is 1 September of the previous training year.

9. Scoring factor 9 (CTC Staff Cadet) will be calculated based on the highest rank the cadet held as a staff cadet.

10. Scoring factor 10 (Squadron CO Priority Ranking) will be calculated based on the Squadron CO’s priority ranking in Fortress. Squadron COs shall prioritize all PPTC and GPTCapplications in Fortress based on the max number of applications they are allocated. Squadron applications, for PPTC and GPTC are to be ranked #1 or #2, as required. Even if the squadrononly has one cadet application for each course, they are to be marked as CO priority #1 in order to allocate them the points. If cadets are not prioritized, points will not be allocated. ForIACE, as squadrons are only allowed to submit 1 application, there is no requirement to assign a priority ranking.

11. Scoring factor 11

a. (RCSU CO Priority Ranking) will be calculated based on the RCSU CO priority ranking in Fortress. RCSUs will have the ability, should they choose, to assign the RCSU COpriority ranking to cadets in their region that have applied for IACE based on geographic need, previous squadron allocations, needs assessment, area office recommendation, orsquadron CO recommendation etc. Each RCSU may choose to prioritize 2 cadets or 20% of regional/provincial billet allocations.

b. (Air Ops Priority Ranking) will be calculated based on the RCSU CO priority ranking in Fortress. Regional Air Ops will have the ability, should they choose, to assign thepriority ranking to cadets in their region that have applied for PPTC or GPTC based on factors such as geographic need, previous squadron allocations, force generation needsassessment, and/or Flying Training Site recommendation. There is no limit on the number of cadets that may be assigned the Air Ops priority ranking.

12. Scoring factor 12 (Education) will be calculated based on three separate factors gathered from the cadets’ most recent complete report card (no greater than Grade 11/Sec 5) or ifthey are homeschooled from documents submitted to the RCSU that provide information related to the three factors.. RCSUs have the flexibility to not assess a factor if that information isnot provided on the report cards for cadets in their region. Should they choose not to assess a factor, such as average, then no cadets from their region, will be assessed on that factor. Anasymmetric approach to assessment of the education scoring factor will be allowed. Factors are as follows:

a. Curriculum points will be calculated based upon the courses the cadet has completed. Cadets will be allocated 2 points for every Math or Science course and 1 point for everyEnglish (language arts), Health and Physical Education, or Business Studies course;

b. Average points will be calculated based on the overall average, tabulated from the cadets’ school report card; and

c. Grade points will be assigned based on the current grade that the cadet is enrolled in.
