Objective of the training:

The primary objective was to enable those receiving training to achieve a level of proficiency in using ICT skills that will make them capable of utilizing ICT systems (hardware and software) to enhance the efficiency of their office work.

Scope of the training: The scope was consisted of basic computer knowledge and operation skills including proficiency in the use of common office productivity, Networking and Trouble Shooting, communication and internet operation tools. The aim of the training was to enhance the skill and knowledge of ICT (Information communication and technology) among the field- level police officials. Background of the Training:

A four-month computer training program for field-level police officials which has been delivered in all six divisions ( Dhaka, Chittagong, Khulna, Barishal, Shylhet, Rajshahi) was launched on 20th march 2011 as part of the police reform program and UNDP Bangladesh’s commitment to supporting the BP in professionalizing and improving their performance. This training was lasted for ten day’s had 15 trainees per batch and ran from March to July 2011. A total of 700 Officials from the Bangladesh Police have taken part in this training course, 10% of whom were Female police officials.

At the inauguration of the first of these training, “the Basic ICT Awareness Training Programs for the field-level police officials” jointly organized by the PRP and IBCS-Primax at the chhayanaught Sangskritik Bhaban, Dhanmondi, Dhaka-1205, the IG of the Bangladesh police, Mr. Hassan Mahmood khandker, BPM, PPM, ndc, captured the essence of the training when he stated that “ the exponential growth in the use of Internet and other modes of IT has contributed to the dramatic rise of computer facilitated crimes and crimes committed using computer technology. The easy access to cyber space has provided a low cost high connectivity web for criminals to reach their victims in this virtual world. So in the age of Information Super-highway modern policing cannot afford to leg behind”

Other attendance and speakers at occasion included the additional IG (CID) and the national project director of PRP, Mr. Mukhlesur Rahman BPM, the Assistant country director (Democratic governance Cluster), UNDP Bangladesh, Ms. Won Young Hong, the PRP Project Manager, Mr. Henk van Zyl and Mr. Tareq Naushad from Ibcs-Primax.

Summary of Trainees feedback: According to trainee’s feedback, they confirmed that PRP has taken very good initiative to provide this kind of ICT training for police officers .They were very lucky to get this opportunity to get this kind of training so they were very grateful to PRP. They also requested PRP to organize more training for more police officers because this 700 is very few number compare with all the police force in Bangladesh. They have some observation to extend the training duration from 60 hours to more.

Training Methodology we applied:-

1) Instructor Led Training (ILT):

We applied instructor led training for the participants and our most popular and comprehensive learning format, instructor led training provided participants with hands-on experience to match job role requirements and to prepare them to meet their goal. From in-class demonstrations to hands-on-labs, instructor led training provides a dynamic learning environment.

3) Reporting to Project Authority (PRP, UNDP): We reported and updated Trainees attendance on daily basis to Project Authority. We also reported the student performance and creativity which they learned from the training. We have enclosed sample of attendance record at the end of this report 4) Computer Pre-Skill assessments: We have measured the participants about their skills in Information Technology through a pre-skill assessment form at the starting day of the training program from the participants to make the training smoothly. A sample form is attached at the end of this report. 5) Trainees Performance Report: A report combined of Quiz Marks, Evidence Marks; VIVA/Project Marks were generated for each participant which sample format of this form is attached at the end part of the report. 6) Trainee Observation report: To maintain the better performance and quality training, we observed the students very closely through a trainee observation form which sample format of this form is attached at the end part of the report. 7) Monitoring and evaluation process has been applied: All the participants has been monitored and evaluated by the assigned instructor and Training coordinator. At the end of the training we have taken a feedback from each participant. The feedback form is attached at the end part of the report.

9) Provided BASIC ICT TRAINING PARTICIPANT DISBURSEMENT Allowance: We have paid out BDT 43.43,023 for training disbursement allowances purpose among 700 police officers on the basis of local and non-local status which define by PRP. Picture disbursement sheet:

Summary: There are 606 male participants and 93 female participants who have been trained .Among 699 police officers 121 are Sub Inspectors(SI),104 Asst Sub Inspectors(ASI) and 474 constables has been successfully completed this Basis ICT training.
