Introduction

The Bureau of Justice Assistance (BJA) strives to provide criminal justice leadership and resources to support local, state, and tribal justice strategies to achieve safer communities. In pursuit of this mission, BJA has worked with countless criminal justice and public safety organizations and experts to provide rapid, expert, coordinated, and data-driven training and technical assistance (TTA). The provision of these services is made possible through assistance from organizations with specialized knowledge of the criminal justice field. These providers understand how to help state, local, or tribal jurisdictions improve public safety.

The Bureau of Justice Assistance (BJA) Training and Technical Assistance (TTA) Provider Directory is a new resource designed to condense the list of experts and organizations currently funded by BJA to provide TTA into one directory to encourage communication and collaboration among BJA, TTA providers, and the field. The BJA TTA Provider Directory is an easy-to-use guide containing a comprehensive list of 100 BJA grantees. It is designed to be a quick reference guide on key information about these BJA partners that can be shared and accessed electronically. While all information reflects services which the organization has been funded by BJA to provide for the field, the information is self-reported and does not reflect an endorsement by BJA or the Department of Justice. However, the details, which include provider descriptions, criminal justice program areas, and implemented BJA-funded projects will allow for enhanced collaboration among BJA and criminal justice stakeholders and facilitate the coordination of TTA services. The TTA services that are funded by BJA are free of charge for criminal justice stakeholders. We hope you find the BJA TTA Provider Directory to be a useful tool.

Advocates for Human Potential, Inc. (AHP) is a consulting and research firm specializing in Health and Behavioral Health. AHP offers technical assistance and training, system and program development, resource development and dissemination, and research and evaluation. Our core content areas include mental health policy and services, substance abuse treatment and prevention, co-occurring disorders, workforce development, eHealth, homelessness, housing and employment programs, trauma, domestic violence, and criminal justice.

Founded in 1980, AHP has built an impressive record of success in leading activities, developing products, and providing services for a broad range of Federal, state, local, and community-based agencies.

AHP excels in research and evaluation; technical assistance and training; system and program development, including strategic planning and information management; and resource development and dissemination. Our seasoned staff is expert in content areas critical to addressing the behavioral health needs of vulnerable populations: mental health policy and services, substance abuse treatment and prevention, co-occurring disorders, workforce development, electronic medical records, homelessness, housing, employment program development, trauma, domestic violence, and criminal justice.

AEquitas: The Prosecutor Resource on Violence Against WomenAEquitas

AEquitas’ mission is to improve the quality of justice in sexual violence, intimate partner violence, stalking, and human trafficking cases by developing, evaluating, and refining prosecution practices that increase victim safety and offender accountability. AEquitas’ staff includes former prosecutors who provide 24/7 case consultation; conduct legal research; deliver live and web-based trainings; and publish articles, monographs, and other resources. AEquitas’ guiding philosophy is that success in criminal cases means achieving justice, which the U.S. Supreme Court has defined as an outcome in which the guilty do not escape and the innocent do not suffer. The prosecutor’s mandate to seek justice “not only convictions“ requires practices that focus on protecting victims from offenders as well as from the collateral consequences of participating in the criminal justice process.

AEquitas has hosted and participated in more than 478 trainings throughout the United States, as well as 11 trainings in foreign countries, for more than 36,570 prosecutors and allied professionals.

AEquitas provides training focused on developing the knowledge and skills of prosecutors and allied professionals in order to increase the likelihood of positive trial outcomes in cases involving sexual assault, intimate partner violence, stalking, human trafficking, and related violent crimes. AEquitas has developed the curricula for and hosted several national and international training events. In addition, AEquitas and its staff are available to host or participate in on-site and web-based training events upon request.

AEquitas also hosts live webinars on complex topic areas, emerging issues, and promising practices related to the prosecution of violence against women. All webinars are recorded live and are archived for later viewing.

AEquitas has provided over 14,620 hours of technical assistance and case consultation to prosecutors and allied justice professionals.

AEquitas provides specialized assistance including, but not limited to, case consultation, legal research, identification of expert witnesses, recommendations for policy and protocol development, responses to media inquiries, and peer review of articles and other legal resources.

Association of Prosecuting Attorneys, Inc.APA

The Association of Prosecuting Attorneys, Inc. (APA) is incorporated in the Commonwealth of Virginia and headquartered in Washington, DC. The association is a non-profit charitable organization which is supported by member contributions as well as government grants and funding from both foundations and the private sector. Prosecutors direct the organization through a volunteer Board of Directors led by the Chairman of the Board Milwaukee County District Attorney John T. Chisholm and Vice-Chairman Fulton County District Attorney Paul Howard. Association of State Correctional AdministratorsASCA

Formally founded in 1987 as a not-for-profit 501 (c)(3), Association of State Correctional Administrators (ASCA) is managed under a contractual agreement with the Criminal Justice Institute, Inc. (CJI). The ASCA Executive Office is located in Hagerstown, MD. Council of State GovernmentsCSG

The Council of State Governments Justice Center is a national nonprofit organization that serves policymakers at the local, state, and federal levels from all branches of government. Staff provides practical, nonpartisan advice and evidence-based, consensus-driven strategies to increase public safety and strengthen communities. Drakontas, LLC

Drakontas has built its business through partnerships. In 2005, we launched our first software package, known as DragonForce, as part of our ongoing collaboration with Drexel University, integrating the results of trial and evaluation efforts conducted with local law enforcement agencies in New Jersey and Pennsylvania that were funded by the National Institute of Justice U.S. Department of Justice) and the Telemedicine & Advanced Technology Research Center (TATRC) of the U.S. Army Medical Command. In 2007, Drakontas was awarded a cooperative agreement from the U.S. Department of Justice Office of Justice Programs’ National Institute of Justice to establish the National Law Enforcement and Corrections Technologies Center (NLECTC) Communications Technologies Center of Excellence and has subsequently built partnerships with dozens of jurisdictions nationwide to identify, trial, evaluate and deliver new communications platforms. Additionally, we have been funded to research and develop a wide range of new software tools through programs of record managed by the U.S. Departments of Defense (DOD) and Transportation (DOT). In 2010 we launched our second collaboration tool, LABFx, for forensics professionals to enhance and streamline operational workflow and reduce DNA case backlog in the criminal justice system.

What we have learned since our inception is that the collaboration experience is the key to our success. The software tools that we have designed and the research programs that we manage are designed to be responsive to customer needs and changing requirements. Our track record of success is a result of the hard work of our people, but also the invaluable contribution of all of the partners and allies referenced herein. Gideon’s Promise, Inc.

Our mission is to inspire, mobilize and train legal professionals to provide the highest quality defense representation to people unable to afford an attorney.

In 1963, the Supreme Court unanimously ruled in Gideon v. Wainright that state courts are required under the Fourteenth Amendment to the U.S. Constitution to provide counsel in criminal cases to represent defendants who are unable to afford to pay their own attorneys. That same year, the March on Washington for Jobs and Freedom took place in our nation’s capital. Both occurrences marked a monumental shift towards equality in the justice system and social infrastructure in our country.

Although 1963 was a pivotal year for civil and human rights, our jails and prisons are still populated with people who are not receiving quality presentation due to financial, structural and cultural changes needed in the criminal justice system. Many people in the system are overwhelmingly poor and disproportionately minorities. For them, Gideon’s promise remains unfulfilled and justice out of reach.

We are the only organization solely servicing public defenders in under resourced offices. We infuse a value based approach into our public defender training programs to change the culture of indigent defense through community building and comprehensive, ongoing training and support that creates the best public defenders in the country.

The IJIS Institute is a nonprofit membership organization dedicated to joining forces with its Member companies to unite the private and public sectors for improving mission-critical information sharing. After establishing governance, business processes, and infrastructure, Springboard implemented standards testing and certification for the Prescription Monitoring Information Exchange (PMIX). This testing proved critical to ensuring the interoperability of competing PMIX hubs which would have otherwise resulted in disparate and incompatible intrastate sharing solutions. BJA can now limit funding to only those solutions that enable full national prescription monitoring and management. The standards based technical solution minimizes customized local development and maximize agility and scalability helping justice and public safety agencies appropriately focus their limited resources.

The Research Foundation (RF) is a private, not-for-profit educational corporation chartered by the State of New York in 1963. The City University of New York (CUNY) is the nation’s largest urban public university. The Memphis Crisis Intervention Team (CIT) is an innovative police based first responder program that has become nationally known as the “Memphis Model” of pre-arrest jail diversion for those in a mental illness crisis. This program provides law enforcement based crisis intervention training for helping those individuals with mental illness. Involvement in CIT is voluntary and based in the patrol division of the police department. In addition, CIT works in partnership with those in mental health care to provide a system of services that is friendly to the individuals with mental illness, family members, and the police officers.

The National Center for Justice and the Rule of Law (NCJRL) is a part of the University of Mississippi School of Law. The NCJRL focuses on issues relating to the criminal justice system and receives funding from the Department of Justice, Bureau of Justice Assistance, Office of Justice Programs.
