No. : TP / 39 Dated: 28.08.2019 Whereas it is necessary for preventing danger, obstruction or inconvenience to the public in connection with the MUHARRAM on and from 01.09.2019 (1st day) to 10.09.2019 (10th day), I, Anuj Sharma, Commissioner of Police, Kolkata, in exercise of powers vested in me under Section 115, 117, 122 and 126 M V Act, 1988 and Section 62, 62(1b) of Calcutta Police Act./ 39, 39(1b) of Calcutta Suburban Police Act read with Rule No. 85, 86, 87, 88 and 93 of Rules for the Regulations of Traffic in Kolkata and its suburbs and under sub-section(1) of Section 4 of the West Bengal Traffic Regulations Act, 1965 (W B Act XV of 1965) read with Govt. of West Bengal Home (Transport) Department Order No. 7605-WT, dated the 20th July, 1965 and Govt. of West Bengal Transport Department Notification No. 3363-WT / 3M- 34/99, dated the 29th April, 1999, do hereby order that all classes of vehicles and all kinds of traffic including pedestrian traffic to the following areas and all the following thoroughfares or portions thereof shall be regulated in the manner prescribed below, notwithstanding any other orders in force on those days. (Subject to the visibility of moon). A) FIRST DAY OF MUHARRAM (01.09.2019) :- 1. Oudh Family procession, Garden Reach from 15.00 hrs. Route :- From the Oudh Family Burial Ground E-4, CGR Road (WPPS) to the Sibtanabad Imambara P-34, Garden Reach Road (Metiabruz P.S.) along C G R Road and G. R. Road.

Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. 2. Alam procession, Jorasanko from 20.00 hrs. Route :- From 10C, Ramlochan Mullick Street to No. 10, Portuguese Church Street via Ramlochan Mullick Street – Tara Chand Dutta Street - Rabindra Sarani (Golkuthi Imambara) – Rabindra Sarani.

Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. B) SECOND DAY OF MUHARRAM (02.09.2019) :- 1. Alam procession from 123, CGR Road from 14.00 hrs. Route :- Rangalal Street, Ramkamal Street, C G R Road and back.

Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. 2. Alam procession from 6/1B, Dehi Serampore Road, Kolkata-14 from 15.30 hrs. Route :- Dehi Serampore Road –Gobra Road –Dr. Sundari Mohan Avenue –up to the crossing of Gora Chand Road – return to the place of origin.

Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates.

C) THIRD DAY OF MUHARRAM (03.09.2019) :- 1. Alam procession from 100, Lalmohan Bhattacherjee Road from 15.00 hrs.

Route :- Lalmohan Bhattacherjee Road – Suresh Sarkar Road – C I T Road – Moulali and back to place of origin.

Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. D) FOURTH DAY OF MUHARRAM (04.09.2019) :- 1. Oudh Family procession, Garden Reach from 19.00 hrs. Route :- From the Oudh Family Burial Ground E-4, CGR Road (WPPS) to the Sibtanabad Imambara P 34, Garden Reach Road (Metiaburz P.S.) along C G R Road and G. R. Road. Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. 2. Alam procession from 6-H, Samsul Huda Road (Sec-‘Y’ area) from 14.00 hrs. Route :- Samsul Huda Road – Beckbagan Row – A. J. C. Bose Road – Mullick Bazar – Park Street - Park Circus 7 Point Xing – Syed Amir Ali Avenue – Beckbagan Row – Samsul Huda Road. Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. E) FIFTH DAY OF MUHARRAM (05.09.2019) :- 1. Alam procession from 117, K. C. Sen Street (Sec. F area) from 13.00 hrs.

Route : 117, K. C. Sen Street and proceed via K. C. Sen Street – Bidhan Sarani - College Street – Surya Sen Street – A P C Road – Rajabazar and back.

Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. II. Alam Procession from 47/1, Phoolbagan Road (Sec. R1 area) at about 22.00 hrs. Route : Phoolbagan Road – Beniapukur Road – Crematorium Street - Jannagar Road – Park Street - Jhowtala Road – Circus Avenue – Backbagan Row – S. H. Road with the view of collecting soil and return by the same route and reach Kasia Bagan Tank. Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. III. Alam Procession from 3, North Sealdah Road (Sec. P3 area) at about 18.00 hrs.

Route : North Sealdah Road - Maharani Swarnamoyee Road - Canal West Road - Gas Street - APC Road and terminate at the place of origin.

IV. Akhra processions :- The traffic along the following roads shall be restricted when the Akhra processions are taken out and shall be opened to traffic when the processions reach destination.

Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. II. Oudh Family procession (Sec. X1) at about 18.30 hrs

Route : From Gulsanabad Immambara E-4, C G R Road via G R Road and CGR Road to P-34 G R Road (Metiabruz PS).

Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. III. Shia Alam procession from Golkuthi 35, Rabindra Sarani (Sec. G) at about 22.00 hrs

Route : Rabindra Sarani, Colootala Street, Balai Dutta Street, Zakaria Street, Rabindra Sarani to terminate at the place of origin.

Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. IV. Alam procession from 10P, Tiljala Shibtala Lane (Sec. Y) at 12.00 hrs.

Route : Tiljala Shibtala Lane, Kustia Road, Kohinoor Market, Kustia Maidan and back to the place of origin.

The traffic along the following roads shall be restricted when the Akhra processions are taken out and shall be opened to traffic when the processions reach destination.

Route : From 61B, Canning Street, Canning Street, Colootala Street, College Street, BB Ganguly Street, Lalbazar Street, Rabindra Sarani, Canning Street.

III. Oudh Family procession (Sec. X1) from 20.00 hrs.

Route : From Oudh Family Burial, E-4, C G R Road to Shibtanabad Imambara on P-34, G R Road.

Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. IV. Alam (Mehdi) procession from 50, Rabindra Sarani (Sec. H) from 20.00 hrs.

Route : Mominpur Road, Mominpur Burial Ground Lane, Ekablpore Road , Ekbalpore Lane, Charbati More, Ekbalpore Road and back.

III. Alam procession from 4B, Gorachand Lane (Sec. R1) from 21.00 hrs.

Route : Gora Chand Lane – Lane beside Laby Brabourne College – Suhrawardy Avenue – Don Bosco Island – Sundari Mohan Avenue – Gora Chand Road – Jannagar Road and will terminate at the point of origin.

Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. IV. Alam procession from 2, Ostagar Lane (Sec.-R1 area) from 22.00 hrs.

Route: Ostagar Lane, Jannagar Road, Beniapukur Road, 7 - Point crossing and back to the place of origin.

Vehicular traffic along the route will be regulated/restricted/diverted during the progress of the procession as and when necessary or when the procession starts and shall end when the procession terminates. V. Alam procession from 17/1A, Gorachand Lane (Sec. R1 area) from 20.30 hrs.

Route : Gorachand Lane, Gorachand Road, Beniapukur Road and back to the place of origin.

Route : From 196B/C SPM Road to 1, Prince Anwar Shah Road (Tipu Sultan Shah Masjid) and return to its place of origin.

(b) Mysore Family procession 196B/C SPM Road (Sec. U1) at about 20.00 hrs.

Route : From 196B/C SPM Road to 1, Prince Anwar Shah Road (Tipu Sultan Shah Masjid) and back through the same route to its place of origin.

All vehicular traffic along the above route shall be closed from 19.30 hrs. or when the procession is about to start, whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination. II. Alam procession 84/2A, Ripon Street, Park Street (Sec. K1) at about 16.00 hrs. Route : From 84/2A, Ripon Street along Marsden Street - R A Kidwai Rd.- Royd St.- Elliot Rd. – Wellesley Square and terminate at the place of origin. All vehicular traffic along the above route shall be closed from 15.30 hrs. or when the procession is about to start, whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination. III. Mughal procession (Sec. D1) from 00.00 hrs.

Route : 61B, Canning Street – Brabourne Road – Portughese Church Street – Rabindra Sarani upto 35, Rabindra Sarani.

All vehicular traffic along the above route shall be closed when the procession is about to start and such restrictions shall be withdrawn when the procession terminates at destination. IV. Alam procession from 24, Gobinda Banerjee Lane (Sec. U3) – 21.30 hours.

Route :- Gobinda Banerjee Lane – Prince Anwar Shah Road – D.P.S. Road & back.

All vehicular traffic along the above route shall be closed from 21.00 hrs. or when the procession is about to start, whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination. V. Alam procession from 47/1, Phoolbagan Road (Sec. R1) – 23.00 hours.

Route : Phoolbagan Road – Dr. Suresh Sarkar Road – Dr. Sundari Mohan Avenue – Beniapukur Road – Entally Market & terminate at Moulali Darga.

All vehicular traffic along the above route shall be closed from 22.30 hrs. or when the procession is about to start, whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination.

VI. Alam procession from 45, Harshi Street (Sec. P3) at about 22.00 hrs.

Route : Harshi Street – R. D. Street – A.P.C. Road – Sealdah Fly Over – AJC Bose Road & thence to Moulali Darga & back to the place of origin through AJC Bose Road – A P C Road – M. R. S. Road – Harshi Street – R. D. Street – Vivekananda Road.

All vehicular traffic along the above route shall be closed from 21.30 hrs. or when the procession is about to start, whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination. VII Alam procession from 87, Metcalf Street [Sec-H] – 00.00 hours.

Route : Metcalf Street – B.B. Ganguly Street – Rabindra Sarani to Golkuthi Imambara & back.

All vehicular traffic along the above route shall be closed when the procession is about to start and such restrictions shall be withdrawn when the procession terminates at destination. VIII. Akhra processions :-

Road (Metiabruz PS) & terminate at Oudh Family Burial Ground, E-4, C.G.R. Road (Garden Reach PS area). All vehicular traffic along Garden Reach Road shall be closed from 08.30 hrs. or as soon as the procession starts, whichever is earlier till the procession reaches destination. II. Mughal procession, 10, Portuguese Church Street, Burrabazar from 08.00 hrs. Route : Portuguese Church Street – Brabourne Road – Canning Street – Rabindra Sarani – B. B. Ganguly Street – Amherst Street – M.G. Road - Sealdah Fly Over – Beliaghata Road – Beliaghata Main Road. Vehicular traffic along the route shall be suspended from 07.30 hrs or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the procession terminates. Parking of Hackney Carriages, Rickshaws etc. along the line of route of the procession shall be prohibited, specially from the crossing of M G Road and A P C Roy Road upto Alochhaya Cinema. III. Alam procession from 117, K.C.Sen Street [Sec. F] starting from 08.00 hrs. Route : K. C. Sen Street – Rajabazar – A.P.C. Road – Sealdah Fly Over. Vehicular traffic along the route will be subject to regulation/restriction and diversion during the progress of the processions which shall commence at 07.30 hrs. or when the procession starts, whichever is earlier and shall end when the processions terminate.

IV. Alam procession from 6/H, Samsul Huda Road (Sec. Y) from 08.00 hrs. Route : Samsul Huda Road – Beck Bagan Row – Syed Amir Ali Avenue – 7 Point crossing – Park Street – AJC Bose Road – Moulali – Sealdah Fly Over – Beliaghata Road – Beliaghata Main Road.

All roads along the route of procession will be closed to all vehicular traffic from 07.30 hrs. or when the procession is about to start, whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination. V. Mysore Family procession, 196/B/C SPM Road (Sec. U3) from 08.00 hrs. Route : From 196/B/C SPM Road – Prince Gulam Muhammad Shah Muslim Burial Groumnd (Mollar Para Burial Ground).

All vehicular traffic along the above route shall be closed from 07.30 hrs. or when the procession is about to start, whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination. VI. Oudh Family (Dul Dul) (Sec. W) from 06.00 hrs. Route : From 123, C G R Road (Khusruh Manzil) to B-32 Iron Gate Road via C G R Road.

All vehicular traffic along Garden Reach Road shall be closed from 05.30 hrs. or as soon as the procession starts, whichever is earlier till the procession reaches destination. VII. Alam procession from 2/1, Nawab Ali Lane (Sec. Z) at 13.00 hrs. Route : Nawab Ali Lane, Ekbalpore Lane, Mominpore Road, Mayurbhanj Road, D H Road Nawab Ali Lane.

All vehicular traffic along the route shall be closed from 12.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination. VIII. Alam procession from 24, Gobinda Banerjee Lane (Sec. U3) – 08.00 hours. Route : Gobinda Banerjee Lane, Golam Md. Shah Road – Mollar Para Burial Ground.

All vehicular traffic along the route shall be closed from 07.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination. IX. Alam procession from 140/1, Karaya Road (Sec. R1) at 14.00 hrs. Route : Karaya Road, Lower Range, Circus Avenue, Beck Bagan More, Beck Bagan Road, Dr. Sundari Mohan Avenue, Darga Road and finally will terminate at Kasia Bagan Tank.

All vehicular traffic along the route shall be closed from 20.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination. X. Alam procession from 45, Harsi Street (Sec. P3) at 09.00 hrs. Route : Harshi Street – N.S. Road – APC Road – Sealdah Flyover – Beliaghata Main Road – Raja R.L. Mitra Road – Phoolbagan Road – N.M. Road – Cannel West Road & will terminate at Beliaghata Main Road Karbala.

All vehicular traffic along the route shall be closed from 08.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination.

XI. Alam procession from 3, North Sealdah Road (Sec. P3) at 09.00 hrs.

Route : N. S. Road – Kaizar Street – A P C Road – Surjya Sen Street upto M.G. Road crossing to join with the Moghul procession.

All vehicular traffic along the route shall be closed from 08.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination.

XII. Alam procession from 243, APC Road, Kol-6 (Sec-C) from 19.30 hours.

Route :- A P C Road – B. T. Road – K. C. Road & will be immersed at the Shawar-e-Bengal Burial Ground.

K) Akhra processions from Metiabruz will be taken out on the 5th, 7th, 9th and 10th days of Muharram and will follow G R Road, Akra Road, along Akra Road to Karbala Road to Pond where the procession will terminate. All processions will follow this route. VEHICLES CARRYING KHICHURI AND/OR MUHARRAM REVELLERS WILL NOT BE ALLOWED ENTRY THROUGH HARI MOHAN GHOSH ROAD, PAHARPUR ROAD. HOWEVER, PROPERTY LINE VEHICLES AND ROUTE BUSES WILL BE ALLOWED. BUSES WILL TERMINATE NEAR MUDIALI ON PAHARPUR ROAD AND PROPERTY LINE VEHICLES WILL BE ALLOWED TO MOVE UPTO PISON CINEMA HALL ONLY ON 10TH DAY BETWEEN 05.00 HRS AND 14.00 HRS OR WHENEVER THE POLICE ON DUTY DIRECT WHICHEVER IS EARLIER. NO VEHICLE WILL PLY ALONG PAHARPUR ROAD BEYOND 14.00 HRS. (OR EARLIER) TILL ALL THE AKHRA PROCESSIONS ENTER TO THEIR DESTINATION. L) Parking of vehicles shall not be allowed along the roads/stretches of the processions during their movement as mentioned in Para-(A) to (J) herein above.

M) i) Movement of all types of vehicles shall be temporarily restricted/suspended and/or diverted within the city of Kolkata (KP’s jurisdiction) during the time of movement of Muharram processions on all the days from 1st day to 10th day of Muharram, i.e. from 01.09.2019 to 10.09.2019, in addition to the other restrictions on those days. ii) Movement of all types of Goods vehicles in Kolkata City will be restricted from 16.00 hrs. on 09.09.2019 (9th Day) to 05.00 hrs on 11.09.2019, in addition to the normal restrictions, or the termination of the processions which one is earlier after taking clearance from Traffic Control Room. . N) All types of vehicles may also be diverted from any of the arterial and / or feeder roads by the traffic police on duty, as and when considered necessary on and from 1st day to 10th day (i.e. 01.09.2019 to 10.09.2019) of Muharram. O) These regulations shall be enforced in addition to the other normal restrictions on those days, which are not repugnant to above. Sd/-
