INTRODUCTION It is proposed to construct a 10 story building consisting of 151 residential units and 1,772 SF of retail space (The Project) on a parcel of land located on the east side of Broadway, on the northeast corner its intersection with East 12th Street in the City of Bayonne, Hudson County, New Jersey, see Figure 1, in Appendix A. It is proposed to provide access via one full movement driveway along Herrick Court. Parking will be provided via 169 parking spaces on the lower levels of the building. The property is currently developed with the City Newark Glass Company which provides access to 1 overhead door along Broadway, 4 overhead doors along East 12th Street and 1 curb cut along Herrick Street. Dynamic Traffic, LLC has been retained to prepare this study to assess the traffic impact associated with the construction of The Project on the adjacent roadway network. This study documents the methodology, analyses, findings and conclusions of our study and includes:
A detailed field inspection was conducted to obtain an inventory of existing roadway geometry, traffic control, and location and geometry of existing driveways and intersections.
Existing traffic data was collected via manual turning movement (MTM) counts during the weekday morning and evening peak periods at the adjacent intersections.
Projections of traffic to be generated by The Project were prepared utilizing trip generation data as published by the Institute of Transportation Engineers. Site traffic was then assigned to the adjacent street system based upon the anticipated directional distribution.
Capacity analyses were conducted for the Existing, No Build, and Build conditions for the study intersections and the site driveways.
The proposed site driveway was inspected for adequacy of geometric design, spacing and/or alignment to streets and driveways on the opposite side of the street, relationship to other driveways adjacent to the development, and conformance with accepted design standards.
The parking layout and supply was assessed based on accepted design standards and demand experienced at similar developments.

EXISTING CONDITIONS A review of the existing roadway conditions near the proposed site was conducted to provide the basis for assessing the traffic impact of the development. This included field investigations of the surrounding roadways and intersections, collection of traffic volume data, and extensive analyses.
Existing Roadway Conditions The following are descriptions of the roadways in the study area: Broadway is an urban minor arterial roadway under the jurisdiction of the City of Bayonne. In the vicinity of the site the speed limit is not posted and the roadway provides one travel lane in each direction with a general north south orientation. Curb and sidewalk is provided and parking is
permitted along both sides of the roadway. Broadway provides a straight horizontal alignment and a relatively flat vertical alignment. The land uses along Broadway in the vicinity of The Project are a mix of commercial and residential. 12th Street is a local roadway under the jurisdiction of the City of Bayonne. In the vicinity of the site the speed limit is not posted and the roadway provides one lane to accommodate westbound travel. Parking is allowed along both sides of the roadway. Curb and sidewalk are provided along both sides of the roadway. 12th Street provides a straight horizontal alignment and a relatively flat vertical alignment. The land uses along 12th Street in the vicinity of The Project are a mixture of commercial and residential. Herrick Court is a local roadway under the jurisdiction of the City of Bayonne. Existing Traffic Volumes Manual turning movement (MTM) counts were conducted on Tuesday, June 11, 2019 between 7:00 and 9:00 AM and between 4:30 and 6:30 PM, at the intersection of Broadway with 12th Street and 12th Street with Herrick Court. Review of the collected traffic data reveals that the weekday morning peak street hour (PSH) occurs from 8:00–9:00 AM, the weekday evening PSH occurs from 5:00–6:00 PM. Figure 2, located in Appendix A, shows the existing peak hour traffic volumes at the study intersections. In addition to the vehicular manual turning movements, pedestrian crossing volumes were also counted during each of the peak periods.
Existing Capacity Analysis
The methodology utilized in the capacity analyses is based on the Highway Capacity Manual, published
by the Transportation Research Board. In general, the term Level of Service (LOS) is used to provide a “qualitative” evaluation of capacity based upon certain “quantitative” calculations related to empirical values, such as traffic volume and intersection control.

At the signalized intersections, factors that affect the various approach capacities include width of approach, number of lanes, signal “green time”, turning percentages, truck volumes, etc. However, delays cannot be related to capacity in a simple one-to-one fashion. For example, it is possible to have delays in the Level of Service “F” range without exceeding roadway capacity. Substantial delays can exist without exceeding capacity if one or more of the following conditions exist: long signal cycle lengths; a particular traffic movement experiences a long red time; or progressive movement for a particular lane group is poor. Table I describes the Level of Service ranges for signalized intersections.

When analyzing an unsignalized intersection, it is assumed that both the major street through and right turn movements are unimpeded and have the right-of-way over all side street traffic and left turns from the major street. All other turning movements in the intersection cross, merge with, or are otherwise impeded by major street movements. Traffic delays at unsignalized intersections are determined by sequentially processing these impeded movements. Table II describes the Level of Service ranges for unsignalized (stop controlled) intersections.

The following are discussions pertaining to each of the existing intersections analyzed. All capacity analysis calculation worksheets are contained in Appendix C.
Broadway and 12th Street/Quick Chek Driveway Broadway intersects 12th Street and the Quick Chek driveway to form a five leg signalized intersection with the 12th Street approaches being offset. The intersection is controlled by a two-phase traffic signal. The northbound and southbound approaches of Broadway provide one shared left turn/through/right turn lane. The westbound approach of 12th Street provides a shared left turn/right turn lane. The westbound approach of the Quick Chek driveway provides a shared left turn/through/right turn lane. A review of the existing analysis reveals that the intersection operates at overall Level of Service “A” during the analyzed peak periods. See Table III for the individual movement Levels of Service and delays.
12th Street and Herrick Court Herrick Court intersects 12th Street to form a T-intersection stop controlled on the Herrick Court approach. The southbound approach of Herrick Court provide one dedicated right turn lane. The westbound approach of 12th Street provides a shared through/right turn lane. A review of the existing analysis reveals that the intersection operates at Level of Service “a” during the analyzed peak periods. See Table III for the individual movement Levels of Service and delays.

FUTURE CONDITIONS Traffic volumes and operational analyses were developed for both the Future No Build and Build conditions. The No Build conditions provide a baseline for assessing the impact of site development traffic on the roadway system. The process of developing the No Build and Build traffic volumes and the subsequent analyses is outlined below. Regardless of whether the subject site is developed or not, traffic volumes on the surrounding roadways are expected to increase as a result of developments throughout the region. A growth rate for roadways within the study area was obtained from the NJDOT Annual Background Growth Rate Table, which indicates a growth rate of 2% per year. Additionally, it should be noted that there are numerous developments in the vicinity of the site that have been approved but not yet constructed that are identified as a potential significant traffic generators, shown below. It was assumed that the background growth rate was adequate to account for the traffic associated with all developments not listed hereafter.
A mixed-use development consisting of 170 residential units and 3,890 SF of retail space located at 26 North Street, has been approved. Projections of the associated traffic volumes were gathered from the Traffic Impact Study, dated April 30, 2015 prepared by this firm.
A development consisting of 40 residential units located at 39-43 West 25th Street, has been approved. Projections of the associated traffic volumes were gathered from the Traffic Impact
Study, dated November 14, 2018 prepared by this firm.
The reconstruction of a McDonalds’s restaurant located in the southwest quadrant of the
intersection of Broadway with West 25th Street, has been approved. Projections of the associated traffic volumes were gathered from the Traffic Impact Study, last revised November
3, 2017 prepared by this firm.
A mixed-use development consisting of 72 residential units and 7,676 SF of retail space located at 477 and 479-481 Broadway, has been approved. Projections of the associated traffic volumes were gathered from the Traffic Impact Study, dated May 25, 2017 prepared by this
firm. Future No Build Traffic Volumes which are shown on Figure 3, were developed by applying the background growth rate identified above for two (2) years to the study area roadways Existing Traffic Volumes and adding the adjacent development traffic volumes.
Traffic Generation Projections of future traffic volumes for the proposed project were developed utilizing data as published in the Institute of Transportation Engineers (ITE) publication Trip Generation Manual, 10th
Edition for Land Use Code (LUC) 231 – Mid-Rise Residential with 1st-Floor Commercial. Table IV
summarizes the projected vehicular trips generated by the proposed development utilizing the ITE data.

It should be noted that The Project is located in close proximity to various forms of mass transit including NJ Transit bus stops located along Broadway and Avenue C which provide access to numerous bus lines and the 8th Street Light Rail station (0.3 miles). As a result, both the commercial and residential portions of the development can be expected to generate a significant amount of pedestrian traffic utilizing the various means of public transportation as an alternative to driving. This will reduce the overall vehicular trip generation of The Project. Based on data published by the US Census Bureau, 25% of Bayonne residents utilize mass transit and 7% walk as a means of commuting. Given the accessibility of various forms of mass transit, patrons and tenants of The Project are expected to have similar characteristics. However, in order to perform a more conservative analysis no credit was taken for the likely utilization of mass transportation for daily means of commutation. Both The New Jersey Department of Transportation (NJDOT) and ITE define a “significant” increase in traffic as an additional 100 or more peak hour trips. As shown in Table IV, the proposed development will generate approximately 50% of this threshold therefore it can be deemed “insignificant”. The existing use of the site has trip generation potential, but in order to perform a more conservative analysis no credit was taken for the existing use and all trip generation was considered an increase over vacant land. Located in Appendix A, Figure 4 illustrates the vehicular Site Generated Volumes assigned to the
study area network. The site generated vehicular volumes were added to the Future No Build traffic volumes to generate the Future Build Traffic Volumes, which are shown in Figure 5.
Future Capacity Analysis Operational conditions at the study intersections were analyzed under the No Build and Build conditions and are summarized in Table V below.

Broadway and 12th Street/Quick Chek Driveway
With the addition of the site traffic the intersection will continue to operate at overall Level of Service “A” during the analyzed peak hours, maintaining the No Build Levels of Service. See Table V for the individual movement Levels of Service and delays.
12th Street and Herrick Court
With the addition of the site traffic the intersection will continue to operate at Level of Service “a” during the analyzed peak hours, maintaining the No Build Levels of Service. See Table V for the

Herrick Court and Site Driveway
The site driveway is proposed to intersect Herrick Court to form an unsignalized T-intersection with the eastbound approach of the site driveway under stop control. The northbound and southbound approaches of Herrick Court will provide a shared left turn/through lane and a shared through/right turn lane respectively. As designed, the individual intersection movements will operate at Level of Service “a” during the analyzed peak hours. See Table V for the individual movement Levels of Service and delays.

SITE PLAN
Site Access and Circulation The site plan was reviewed with respect to the site access and on-site circulation design. As noted previously, access to The Project will be provided via one full movement driveway along Herrick Court. The site will provide one 20-foot wide driveway which is in compliance with City requirements for driveways for both number of driveways and width. The proposed redevelopment will reduce the total number of curb cuts to the subject property from 6 to 1 which will improve the operational conditions of the adjacent roadways by limiting the number of access points.
Parking
The City of Bayonne sets forth a parking requirement of 1.0 parking space per unit for residential uses and 0.0 parking spaces for the first 3,000 SF of retail space within the Newark Glass Site Redevelopment Regulations. With 151 units and 1,772 SF of retail space proposed this equates to a parking requirement of 151 spaces. Further, the Residential Site Improvement Standards (RSIS) require 0.8 spaces per 1-bedroom/studio unit and 1.3 spaces per 2-bedroom unit for high-rise residential developments. Based on the 103 1-bedroom/studio units and 48 2-bedroom units, this translates to a parking requirement of 145 spaces. The site as proposed provides 169 parking spaces inclusive of 18 tandem spaces and as such is compliant with the City and RSIS requirements. Parking will be accessed via 22’ wide two-way circulation aisles which is in compliance with City requirements.

FINDINGS & CONCLUSIONS
Findings Based upon the detailed analyses as documented herein, the following findings are noted: The proposed 151 residential units and 1,772 SF of retail space will generate a maximum of 13
entering and 32 exiting trips during the morning peak hour, and 38 entering and 16 exiting trips during the evening peak hour.
Access to the site will be provided via one full movement driveway along Herrick Court. With the addition of the site generated traffic, the overall intersection of Broadway with 12th Street
and the Quick Chek driveway will continue to operate at overall Level of Service “A” during the AM and PM peak hours, maintaining the No Build Levels of Service.
With the addition of the site generated traffic, the intersection of 12th Street with Herrick Court
will continue to operate at overall Level of Service “a” during the AM and PM peak hours, maintaining the No Build Levels of Service
As proposed, the individual intersection movements of Herrick Court and the proposed site
driveway will operate at Level of Service “a” during the AM and PM peak hours. As proposed, The Project’s site driveway and internal circulation have been designed to provide
for safe and efficient movement of automobiles and are in compliance with City requirements.
The proposed parking supply and design is sufficient to support the projected demand and is in compliance with City and RSIS requirements.
Conclusions
Based upon our Traffic Impact Study as detailed in the body of this report, it is the professional opinion of Dynamic Traffic, LLC that the adjacent street system of the City of Bayonne will not experience any significant degradation in operating conditions with the construction of The Project. The site driveway is located to provide safe and efficient access to the adjacent roadway system. The site plan as proposed provides for good circulation throughout the site and provides adequate parking to accommodate The Project’s needs.
