Regular Board Meeting Minutes from Monday, December 11, 2017

I. Meeting called to order by School Board Chair Rod Benson at 6:02 p.m.

Guests include: (Per Peterson with the Headlight Herald & Brian Michelson and

Jean DeSmith)

Board Members Present: Jody Bauer, Jay Fultz, Matt Surprenant, Ben Ludeman,

Sheila Siebenahler-Holland, Nikki Swanson, & Rod Benson

Administration present: Superintendent Anderson, & Secondary Principal

Vondracek.

II. Motion by Surprenant, second by Bauer to approve the previous meeting minutes from November 20,

2017. (MC 7-0).

III. Motion by Ludeman, second by Swanson to approve the agenda. (MC 7-0)

IV. Motion by Bauer, second by Ludeman to approve the claims, account balances, treasurer reports and

vender payments. (MC 7-0).

V. Visitor Reports/Comments:

A. Lisa Zmeskel (CPA for Hoffman and Brobst) presented the FY17 Audit Report

Highlights:

1. Expenditures and other financing uses exceeded revenues and other financing by

$206,948 in the General Fund.

2. The unassigned fund balance increased $46,127 to $1,574,762. The unassigned fund

balance in the general fund amounts to slightly more than two months of operating

expenditures which meets the Districts fund balance goal of two months operating

expenditures.

The District’s Future:

1. In November of 2016 the district voters approved a referendum that increased the

revenue authorization to $760 per pupil unit.

2. The legislature approved a foundation formula increase for 2017-18 and 2018-

2019.

3. The majority of the district’s labor contracts are in effect for two year periods.

The contracts are in effect for the two-year period ending June 30, 2019.

4. The district incurred total costs of $287,968 for renovations to the VMC. The

district received donations of $21,216 from boosters and the city of Tracy and

$75,000 from Sanford to defray a portion of the overall cost of the project. These

costs, offset by the donations and grant, are being deferred and amortized over the

12-year term of the agreement with the City of Tracy. The District will not be

charged rent for 12 years.

5. The Districts future projections reflect a declining enrollment through 2019-2020

school year.

1. Penny War for United Way: TAES raised the most money for the United Way Penny

Drive ($1,010.14)

2. Food Drive: Student council dropped off $528.6 lbs of food and supplies donated by the

Elementary Students to the local food shelf.

3. Elementary Christmas Concert: Great job by Mrs. Benson and the students!

4. Coming Up: Gingerbread houses.

D. Public Hearing (2017-2018) Budget and Proposed Taxes for Tracy Area Public Schools:

(Presented by Superintendent Anderson. Highlights include:

1. Factors Affecting Taxes: Big Picture, Your property classifications and values, Market

and State Factors, 40% Ag Credit for School Facility Bonds, School District and State

Factors.

2. Total Tax Levy is going up in 2018 by $70,342 or 4.54%. The factors influencing this

include the voter passage of voter-approved operating referendum in 2016 for taxes

payable 2018.

3. Other Local Levies include: Board proposed increase on the board approved operating

referendum, Long Term Facility Maintenance (LTFM) Dollars, OPEB, Career Tech Ed,

Operating Capital, safe schools, and approving the max.

4. The approved referendum allowance level is $760. The districts RMV value per Pupil is

$38,825.

5. The District operating referendum and LOR Aid % is 43%.

6. Tier 1 = $232,950. Tier 2 = $357,190. Total operating referendum and LOR = $590,140.

7. TAPS taxes are below the state average. TAPS RMV per RPU is $348,981. The state

average $/RPU is $549,688.

8. Superintendent Anderson also reviewed the levy limitation and certification report. Items

covered included:

Property Valuation Data: Market Value, Referendum Market Value (RMV), Net Tax

Capacity (NTC).

Pupil Data: (Resident Average Daily Membership (ADM), Resident Pupil Units,

Adjusted (ADM), Adjusted Pupil Units (APU’s), Weights for pupil units.

Basic Revenue: $6,312 X 776 (APU) = $4,901,268. This is the minimum level of

funding and accounts for 70% of the funding.

Gifted and Talented, Basic Skills, Sparsity, Small Schools, Transportation Sparsity.

Total Initial General Education Revenue = $5,890,549.

Referendum amount is $760.

LOR (Local Optional Revenue) = $424

Levy Authority is $336,797 and Initial Referendum Aid is $253,342 for a total of

$590,140. 43% is aid and 57% is Levy.

Total 2017 pay 2018 Limitation is $1,621,297.17 and increase of $70,342.43 or

4.54%.

C. Superintendent Anderson’s Report:

1. MSBA Convention January 11 & 12 in Minneapolis.

2. Christmas Party for all staff on Wednesday, December 20, 2017 between 4:00 & 7:00 at

the Caboose for all district staff. The party is sponsored by the TAPS Board Members

and Administration.

3. Letter from Sam Walseth with MREA about state budget forecast. Minnesota announced

today a projected $188 million deficit for the current biennium, which ends on June

30, 2019.

4. Comparison of October 2016 Xcel Energy Bill to October 2017 Xcel Energy Bill:

I. Motion by Holland, second by Swanson to approve the 2017-18 World’s Best Workforce

J. Motion by Bauer, second by Surprenant to approve the 2017-2018 TAPS seniority list. (MC 7-

0)

K. Discussion with No Action. The first reading of the motion to approve the option for TAPS

Board Members to enroll in the Public Employees Insurance Program (PEIP) at 100% of their

own cost according to MN Statute. Superintendent Anderson said he was asked if board

members can enroll in PEIP since there are elected public officials. Anderson said he contacted

the school attorneys, MSBA, the local TEA (who contacted the regional Teaches Association)

and all said it is legal based upon MN statute for school board members as elected officials to

participate in the PEIP at 100% of their own cost. At the January meeting the motion will be

presented under old business.

JANUARY 22, 2018

1. School Within-a-School

Why

Flexibility with scheduling of core courses and credit recovery with students whose tradition

school setting isn’t working.

Progress towards a diploma.

Quality online curriculum vs. leaving district or doing packets.

How

Core courses would be completed on Edmentum, which allows for decisions on how many to

complete at a time, vs. a traditional student who has four.

Still attend elective classes (interests towards post-secondary desires) and movement (physical

education/health).

Lunch with all peers.

When – start second semester – January 22, 2018.

Where – converted PTN room. Improvements will be made over the summer. New white

boards courtesy of Minnwest Bank.

2. Please approve hiring of a special education para. 4 new students in January, 3 are sped.

3. Para Appreciation Week – January 22-26.

4. Field Trips:

Ralco – Engineering Design Class – new shrimp structure.

Farm to Table Class – Riverview Dairy and had a speaker in-house from same entity.

Metals Classes – Bisbee Plumbing & Heating and 2 other manufacturing businesses in Marshall.

5. Testing

ASVAB – taken by juniors on Thursday, January 18.

ACCESS tests (speaking, listening, writing, reading) for ESL students in February.

6. Ramp Up – working on postsecondary plans and readiness rubrics, grades 7-12.

PE/music etc.)

6. Retraining (stop signs)

7. Hit-Run/ Push-Pull

8. Interaction Sequence (Pair and share, interview a student and have them share)

9. Wait time (build in pauses for students to process questions/information)

Right now we have a date down for Monday October 29th to have them back.

SOLE 4 SOULS From now until February 9th,Tracy Elementary will be collecting shoes for needy families around the world.

400 million children worldwide live in extreme poverty and many of them have never owned a pair of

shoes. Any types of shoes are taken and nothing is wasted. Please bring the shoes to the Elementary office.

This is sponsored by the Tracy Lions Club.

- The Lions Club has 9 volunteers that will start reading with K-2nd grade students within the next two

weeks.

- Coming Up: I love to Read Month activities (based on Winter Olympics theme), Testing AIMS (TK-6),

NWEA (K-6), ACCESS (ELL)

moved its adoption:

RESOLUTION DIRECTING THE ADMINISTRATION

TO MAKE RECOMMENDATIONS FOR REDUCTIONS

IN PROGRAMS AND POSITIONS AND REASONS

THEREFORE.

* WHEREAS, the financial condition of the school district dictates that the school board must reduce expenditures

immediately, and

** WHEREAS, there has been a reduction in student enrollment, and,

WHEREAS, this (reduction in expenditure*) and (decrease in student enrollment**) must include discontinuance of

positions and discontinuance or curtailment of programs, and

WHEREAS, a determination must be made as to which teachers' contracts must be terminated and not renewed and

which teachers may be placed on unrequested leave of absence without pay or fringe benefits in effecting discontinuance

of positions,

BE IT RESOLVED, by the School Board of Independent School District No. 2904, as follows:

That the School Board hereby directs the Superintendent of Schools and administration to consider the

discontinuance of programs or positions (to effectuate economies in the school district and reduce expenditures*) and, (as

a result of a reduction in enrollment**), make recommendations to the school board for the discontinuance of programs,

curtailment of programs, discontinuance of positions or curtailment of positions.

The motion for the adoption of the foregoing resolution was duly seconded by Member

voted in favor thereof:
