WHAT HAVE WE LEARNED FROM THESE NUMBERS ?

− That tracking ex-post emissions has been a rather s uccessful and consistent exercise

− That estimating emissions projections has been a co mplete failure.

− Big problem: policy planning and decisions are made based on emissions projections.
