Gabe Garcia, Hal Malkin, Howard Haas, Steve Jones
and Pete Dames with retired La Mirada City
Manager Gary K. Sloan in the red shirt. Gary makes
an effort to “keep in touch.” Trackdown has long
urged efforts to stary in touch with good friends.
Science says that there’s suprising benefit to
keeping in touch. Reseachers at Northwestern
University Feinberg School of Medicine conducted a
study involving a group of so-called “Super Agers”
who are 80-years or older and have cognitive
abilities on par with peole at least 20-30 yfears
younger. The found that Super Agers have more
fulfilling relationships compare to peers with more
average cognitive functions.
A League Conference Visit and
Ruminations of the Past
By Jack A. Simpson
When the League Conference is in town, I had
to spend some time visiting with participants at
the 2018 Annual Conference & Expo of the
League of California Cities (on 9-13-2018). While
sitting in the lobby of the Long Beach Hyatt
Regency checking text messages and the news
of the day, Pismo Beach City Manager Jim Lewis
sat down with me to chat. Jim is one of the good
guys. He is the current President of the City
Managers’ Department of the League, and up
to his neck in conference activities, so we feel
fortunate to have had the opportunity to talk to
him up close and personal. Jim is an old friend
and a long-time supporter of the City Manager
Newsletter by Trackdown.

A League Conference Visit and
Ruminations of the Past
It was just a few years ago when I
sat in the same Hyatt Regency
lobby and talked to former
Martinez City Manager Phil Vince.
The lobby seating has been
modified and improved but it is
the same lobby. Phil worked in
Novato starting in July 1986 and was selected to
be the Town Manager in Moraga in 2004. Phil
became the Martinez City Manager in 2008 and
served in that post for more than 10-years. Phil
took the Point Arena City Manager job in 2014
but left the position in 2015, and relocated
across the country to Old Orchard Beach,
Maine. Phil is a past President of the Municipal
Management Association of Northern California
(MMANC). He served as President in 2004. Phil
earned a BA from Saint Mary’s College of
California and an MPA from San Francisco State
University.

After Wade and Peter wondered off, longtime
Westlake Village City Manager Ray Taylor
stopped for a time. After serving as City
Manager in Ojai, Rolling Hills Estates and Malibu,
Ray was appointed City Manager in Westlake
Village in 1993. He is retiring but staying with the
city until a new City Manager is recruited. We
spoke about our mutual friend Doug Prichard,
City Manager in the City of Rolling Hills Estates
since 1990. Doug was dubbed the “Swimming
City Manager” following his completion of the
Alcatraz Island swim…from the shore, out and
around Alcatraz Island and return to the shore.
The water in the San Francisco Bay is know to be
quite cold. Doug completed the swim without
a wetsuit. He is also known for his excellence on
the ukulele. All this and Doug is a highly
professional City Manager to boot.

A League Conference Visit and
Ruminations of the Past
Retired Santa Clara City Manager Julio Fuentes
sat down to chat for a while. It seems that Julio
has reinvented himself. He obtained his real
estate license and has joined former City
Manager Larry Kosmont at the Kosmont
Companies. He seems to be having a good
time. We wish him every success.
After Paramount City Manager John Moreno
stopped by and Willdan Financial Services
President and CEO Mark Risco, one of the good-
guys, stopped to talk, I meandered over to the
lounge area and sat down with longtime friend
Bill Pagett, Senior Vice President with Willdan
Engineering. Bill is a longtime City Engineer in the
City of Paramount, and in several other
communities. I may have been the only former
boat racing fan in the crowd, and I enjoyed
talking to Bill; a boat racing living legend. Also,
at the table were Adel Freij, Chris Fisher (a huge
Philadelphia fan, Phillies and Eagles) and
Francesca Fuentes among others; all people I
enjoyed working with during my time with
Willdan.
A picture from a 1985-1986 K-Racing Runabout
Boats race. This was pre-capsule boats, and they
spelled Bill’s name wrong. These boats are the
fastest sprint-boats on the water. In addition to
being a long-time City Engineer, Bill Pagett is a
former K-Boat National Champion.
John DiMario of La Puente sits with Denise Ovrom of
HdL Companies and her husband Bud Ovrom, a
retired City Manager, at the League Conference.
It was very enjoyable to see so many old friends
at the Willdan/Stifel reception. Wade McKinney
and I found a couple of seats at a table where
we could enjoy sipping an adult beverage. It
was nice to see Mike Busch at the reception.
Mike has turned a successful municipal
government career into a successful municipal
consultant effort.
It is always nice to run into “family.” Anthony and
Evelyn Gonsalves were there with Paul and
Jamie Gonsalves and their two boys.
Others we acknowledge seeing, in no particular
order include: David Caretto of the Big Bear
Lake City Council (a former City Manager); City
Manager Jeff Stewart and Assistant to the City
Manager Randi Stover of the City of Bellflower;
Tammy Letourneau, Costa Mesa ACM;
Moorpark City Manager Troy Brown; Jon
Barilone of Tripepi Smith; Mark Waronek of
Lomita. There were more than 1,800 city officials
gather in Long Beach for the 2018 annual
League Conference. We apologize to those we
should have, but failed to acknowledge. ***
