Retired Rocklin City Manager Carlos Urrutia standing

a population of 150,000 people. Carlos served in Rolling
Hills, Hawaiian Gardens and Sunnyvale, and as City
Manager in Soledad (1981-1984) and Rocklin (1984-2010).
He earned a DPA from the University of Southern
California (USC).

life, Randy joined the Desert

City of Grand Terrace, where he served for 14-
years. In 1994 Randy took the Neighborhood
Services Director job in the City of Colton. In
1998 Randy was selected to serve as the City
Manager in Greenfield, where he worked until
2003 when he was appointed City Manager in
Banning. In 2008 Randy went to work as the
Calimesa City Manager; first as an "interim" and
then City Manager in 2009. He earned a BS

the League of California Cities, and in he was
the recipient of the 2010 Distinguished
California City Manager Award presented by
CCMF. In 2011 Ken was the recipient of the
inaugural Wes McClure Award from the
League, honoring a city manager for
leadership, transparency and creativity. Ken is
an ICMA Credentialed Manager. He was
awarded the John H. Nail Memorial Award in
1985, presented by the League City Managers'
Department to the top assistant of the year.
Ken earned a BA in economics from California
State University, Fresno and an MPA from the
University of San Francisco. He also completed

Picking Up The Pieces: Former City
and County Manager Roy Pederson, a
past ICMA President, reminds us of a
former assistant he worked with, the late Tommy
Davis. He served as Assistant City Manager with Roy
in Montebello and Scottsdale, and he served as
Public Works Director in Yolo County when Roy
served there. Roy writes: "I would say, while I had
many great managers working with me in various
capacities Tommy was right up there with the best
and his degree was in Parks & Recreation from
Pepperdine." Long Beach City Manager Pat West
named City of Orange Director of Community
Services Marie Knight to the Long Beach Parks,
Recreation and Marine Director position. Marie has
27-years in the administration of leisure time
activities and services. Prior to joining the Orange
staff Marie was the Director of Recreation and
Senior Services for Newport Beach. Prior to that she
served as the Director of the Boys & Girls Clubs in
Orange County Alliance, and Leisure Services
Manager for Garden Grove. Marie earned a BA
from the University of Wisconsin, Madison. She
replaces former Director George Chapjian, who
resigned in June 2015 to take a Community Services
Department position in Santa Barbara County.
Marie will be taking over from Interim Director
Stephen Scott. Imperial City Manager Marlene D.
Best, 55, will start as the new City Manager in Santee
in mid-March, 2016. She will take over from Interim
City Manager Paul Malone, who has been serving
since last September. Prior to that Director of
Finance Tim McDermott served after Acting City
Manager Pedro Orso-Delgado was placed on paid
administrative leave. Veteran City Manager Keith Till
served as the Santee City Manager for 14-years
before the temporary arrangements were devised.
Marlene started her career in 1980 in the Lemon
Grove Recreation Department. Since then she
worked as a Recreation Supervisor at Lake Poway;
Assistant City Manager in Lake Elsinore; and City
Manager in Calexico prior to joining the Imperial city
staff. Santa Rosa City Clerk Terri Griffin, 54, is retiring
after 24-years in public service. Terri joined the
Santa Rosa staff in 1992 in a secretary position in the
City Attorney's office. In 2006 she took the Deputy
City Clerk post in the City of Rohnert Park, and she
later became City Clerk there. Terri returned to
Santa Rosa as City Clerk in 2011. Deputy City Clerk
Stephanie Williams has been appointed Interim City
Clerk in Santa Rosa. Former Chief of Police and
current Grover Beach Assistant City Manager Jim
Copsey will serve as the Interim City Manager with
the retirement of long-time Grover Beach City
Manager Bob Perrault. Bob served 10-years as the
Grover Beach City Manager, and more than 40-
years in public service. Merced City Engineer Ken
Elwin, 42, has been appointed to serve as the next
Merced Public Works Director. He has worked as the
Interim PWD since June. Elwin is a licensed
professional civil engineer with more than 17-years
of experience. He worked in the private sector in
Mississippi, Colorado and California prior to joining
the Merced city staff in 2010. He earned a BS in civil
engineering from the University of Mississippi.

Dunsmuir Interim City Manager Randy Johnsen has
completed his assignment and returned to
retirement life. Former Orland City Manager Paul
Poczobut has been selected as the next Dunsmuir
City Manager. Paul is former career U. S. Navy.
Randy is a Life Member of ICMA. He began his
career in Lakewood in 1968, and then went on to
positions in Santa Fe Springs, Colton and Montclair.
He has served as the City Manager in Cotati, Ione,
Orland, and Lakeport, and also as Interim City
Manager in Gridley. Paul served as a Personnel
Specialist in the U. S. Navy between 1974 and 1994.
He then served as City Administrator in cities in
Kansas and Oregon, and as Assistant Town
Manager in Taylor, Arizona before working in
Orland. He recently served as City Administrator in
Ada, Minnesota (2013-2014). Deanna Lorson has
been appointed Assistant City Manager in the City
of Oceanside. Deanna has more than 20-years of
experience in local government, including serving
as the Assistant City Manager in Riverside. She will
be responsible for economic development,
property management, development services,
water utilities, public works and harbor, and working
with the Coastal Commission. Oceanside City
Manager is Michelle Skaggs Lawrence. Deanna will
be succeeding retired City Manager Peter Weiss,
who has been filling in as Assistant City Manager.

More Pieces Picked Up: Retired City and
County Manager Roy Pederson, who is
also a past President of ICMA, was recent
elected President of the Arizona Outlaws
356 Club, Inc. Roy tells us that the
Outlaws is a classic sports car club
dedicated to the preservation and enjoyment of
the 356 Porsches. He explains that the Model 356
was the first mass marketed Porsche, and was
produced between 1948 and 1965. Trackdown
congratulations to Roy Pederson! Tracy City
Manager Troy Brown announced in January the
appointment of André Pichly, 54, as the city's new
Director of Parks and Community Services. André
served as a Recreation Superintendent in West
Sacramento between January, 1996 and January,
2016 when he joined the Tracy staff. From 1990 to
1996 he served as a Recreation Supervisor for the
Auburn Area Recreation & Park District. He earned
a BS and MS in recreation administration from
California State University, Sacramento. Former San
Francisco Giants third baseman Jim Davenport
passed away at the age of 82 in Redwood City on
Thursday, February 18, 2016 of heart failure. He had
a 13-year major league playing career all with the
Giants, and later worked in various roles including:
scot, coach, minor league instructor and big-league
manager. He played on Giant teams that included
Hall of Famers Willie Mays, Willie McCovey and
Orlando Cepeda. Jim was a resident of San Mateo.
Retired City Manager Keith Till has completed his
Interim City Manager assignment in San Juan
Capistrano where former Laguna Beach Assistant
City Manager Ben Siegel has been appointed City
Manager. Keith "re-retired" and is spending some
time in his new part-time residence in Incline Village.
Retired City Manager Louis Shepard tells a story
about retired Redding City Manager Mike Warren.
Lou notes that Mike previously served in Oregon and
Benicia, but started his career as a Recreation
Leader in San Pablo where Lou was City Manager.
Lou recalls finding Mike telling ghost stories to young
Halloween celebrators while laying in a coffin. Lou
points out that it was a very popular program and
received good comments from the parents. Lou
brought Mike into the City Manager's office part-
time, and the rest is history. Mike had the personality
and ability to move into a full-time post and went on
to a superb city management career. Former City of
Industry Director of Planning Brian James has been
caught without a position in a reorganization by City
Manager Paul Philips. Brian has always earned high
marks as a professional city planner, and will surely
land on his feet in short order. Brian worked as the
City of Industry Planning Director from July, 2013.
California City Management Foundation (CCMF)
Members Only Dinner venue during the Annual Meeting
of the City Managers' Department of the League of
California Cities. Many thanks go to Anthony and
Evelyn Gonsalves. Many of California's finest city
managers, assistants and those who support CCMF
gathered at the Members' Only Dinner. It was a positive
experience for all who participated.
CCMF is "the" advocacy and support organization for
City Managers. The CCMF mission is to promote and
encourage excellence in California city management.

Manager Thaddeus J. McCormack earned a BA
from California State University, Long Beach and an
MPA from California State University, Fullerton. After
working in the private sector for Xerox Corporation
for a number of years, he joined the Santa Fe
Springs staff in 1998 as an Administrative Intern.
Thaddeus became City Manager in February, 2011
replacing the retired City Manager Fred Latham.

Vietnam Veteran Les Robbins retired from
the Los Angeles County Sheriff's
Department after 30-years of service. Les
served on the Long Beach City Council for
10-years starting in 1988. He is a former Director and
7-times President of the Association for Los Angeles
Deputy Sheriffs (ALADS). He earned an AA at Long
Beach City College, and a BA from California State
University, Long Beach. He currently is the owner of
Greatland Wildlife Photography. Rosemead City
Manager Jeffery B. Allred, 50, has been hired to
serve as the President and CEO of the San Gabriel
Valley Economic Partnership. Prior to coming to
Rosemead Jeff held positions in Norco, La Verne,
Downey, El Monte, West Covina and Pomona. Jeff
will retire from his City Manager position In April,
2016. Jeff served as City Manager in Norco. He was
preceded in his new position by former Pasadena
City Manager Cynthia Kurtz, who resigned to
accept the Director of Operations post with the LA
River Revitalization Corporation. For the first time in
its 44-year history, the California Coastal Commission
dismissed its Executive Director. The Commission
voted to dismiss Executive Director Dr. Charles
Lester, who has served as Executive Director for the
past 4 and a half years. He took over the position
from longtime Executive Director Peter Douglas.
Charles is the 4th Executive Director since the
Commission was created in 1972. He joined the
Commission's staff in 1997. He became the Senior
Deputy Director in 2006. Prior to his Commission staff
service he was an Assistant Professor of Political
Science at the University of Colorado, Boulder.
Dinuba City Manager Beth Nunes is among those
listed in the ICMA Who's Who Director as earning an
A.A. degree from the College of the Sequoias in
Visalia. Others listed include Kimberlee Cruz, Fiscal
Analyst in the City of Corcoran, and Life Members
Stephen R. Casey, Severo Esquivel, and Phillip
Hawes. Phil served as the City Manager in Indian
Wells and Indio; Severo served as the City Manager
in Pomona; and Steve served as the City Manager

two books and is working on a third. Dan, who
served as City Manager in the California Cities of
West Covina, Fresno and Tracy, is currently a

Debbie joined the city staff 33-years ago. She
served as City Clerk for 28-years, taking over for
former City Clerk Deborah Harrington when she left
for Solana Beach. Karen Avery is the Deputy City
Clerk. Goleta Deputy Director of Public Works Kathy
Garcia has moved to the City of Rancho Cordova
as a Senior Civil Engineer. Last November (2015),
Santa Fe Springs City Clerk Anita Jimenez retired
after 32-years with the City, and David Barron, who
retired as City Clerk in Monterey Park, was
appointed Interim City Clerk. Anita began her Santa
Fe Springs city service as a part-time child care
teacher in 1983. She was promoted to Recreation
Department Coordinator in 1986, and moved to the
Community Services Department in 2000. She
worked for a time in the City Manager's office as the
Environmental Programs Coordinator starting in
2006. Anita became Deputy City Clerk in 2010 and
was promoted to City Clerk in 2014. Marc Puckett is
the Assistant Town Manager in Apple Valley. He is
responsible for the Towns Finance and
Administrative Services. Marc began his career in
Michigan in 1985. He worked in Grand Rapids,
Pleasant Ridge, Albion, East Detroit and Flint before
coming to California in 1999 to become the Director
of Finance and City Treasurer in Costa Mesa. In
2010 he took a similar position with Petaluma before
joining the Apple Valley staff in December, 2010.
Retired American Canyon City Manager Richard
Ramirez, who founded Interim Public Management
Services (IPMS) in June, 2011, served as the Interim
City Manager in Auburn from January, to May, 2014.
