TOWN PLANNING SOME SUGGESTIONS
Town Planning in general perspective plan for development of
Rajahmundry Municipal Corporation and its vicinity areas;
TOWN PLANNING IN GENERAL:
The work of the Town Planning Department consists of two importantparts. (1) To improve the facilities in the existing town or city in all required aspects (2)
To prepare plans for planned development for extension areas and vicinity areas.
1. Under the Town Planning Act of 1920 General Town Planning Schemes are tobe notified within one year for the existing towns and within four years for a
newly constituted Municipality. Unfortunately, this was not considered
seriously inn the British rule. Though the General Town Planning Scheme
(Master Plan) was not notified, in the composite Madras State draft TownPlanning Schemes under Section 10 of the T P Act were notified in many
Municipalities. Map N o. 2 was prepared and implemented even before theTown Planning Scheme was not finally sanctioned under T P Act.
For example, Brodipet and Arundelpet of Guntur Ramachandra Rao pet of
Eluru Nidanam Doddi of Anakapalli, Danavajpet of Rajahmundry are someamong them. This had become possible by the Coo operation of Citizens and
integrity of the staff.
After the formation of the Andhra Pradesh a Town Planning trust was
constituted exclusively for Visakhapatnam for preparation of the Master Planand detailed Town Planning Schemes in 1960. The Master Plan wassanctioned for Visakhapatnam and its vicinity areas in 1971. Detailed Town
Planning Schemes notified in 1962 were sanctioned in 1975 to 1978. While
preparing the detailed Town Planning Schemes sufficient care was not takento draw them to correct scale. For example, the layout plan of
Seethammadhara North extension encroached upon the recreation place
earmarked in the master plan. Further the abnormal delay for preparation and
sanction of the plan caused inconvenient for execution because of interimdevelopment.
2. While preparing the layout or map no. 2 of the draft detailed town planningschemes sufficient care is to be taken to see that all the plots should be a
rectangle or a square with 90 degrees at all the four corners. This would be
helpful to avoid violation since Vasthu is followed by the people irrespectiveof religion or region.

A book on Vasthu written by Mr. B N Reddy was unveiled by
respected President of India, Dr. Sankar Dayal Sharma in 1992 shows the
importance.
3. In respect of building rules the building line, and rear open place or the side
open space are causing inconvenience in respect of Vasthu.
For example, the building line in front is 15ft. and rear open space is fixed is
10ft. In case the plot is facing South or West as per the Vasthu the open spacein the East and North should be more, than the South and the West. Similar is
the case of side open spaces. The rules may be changed in these respects that
the open space as per vasthu can be subjected to the average of total rear and
front open places. Similar is the case in respect of side open spaces theminimum of 10ft. building line and minimum of 4ft. side open space can be
fixed.
4. Except some places in some towns in the operation of the slum clearanceschemes, the poor slum dwellers are being shifted to the outskirts of the town.
This is a hardship for their leaving because of the distance to their work spots.To avoid this hardship the layout owners may be insisted to reserve 10% of
the area for EW Schemes when the Lay-Out area is more than 3 hectars. To
avoid shortage of land for public purposes as per the act this earmarked land
may be acquired or (taken) by the local authority paying 10% compensationover the actual cost.
5. In any layout locality or colony the widest road 40 ft, 60 ft or 80 ft will be a bus root road. The traffic jam will occur for some time at the places
earmarked bus shelters. For this, places may be earmarked in detailed Town
Planning Schemes and layouts. A rough sketch is enclosed (Annexure-A).
6. In case of layouts where the layout owner has not fulfilled the layout
conditions, such as forming roads etc., permission is being refused forconstruction of building. Experience showed such refusal has only a negative
result. In such cases after taking all the roads, open spaces from the owner
through the Registered gift deeds, permission for construction may be granted
after collection of development charges, in the methodical way.
7. The Engineering section while preparing estimate for the development of the
any particular layout area the estimate will consists of (1) for formation ofmacadam road (2) drains (3) culverts (4) Electricity supply.
8. Estimated amount of each item may be divided for each plot area (not grossarea) and the amount of the development charges may be collected from the
plot owner only for these items which were not fulfilled by the layout owner.
The system was adopted in Kurnool Municipality and it is rationable.

9. While granting permission for the construction of a building charges for
storing materials in the road margin are also being collected along with thebuilding application fee based on the plinth area of the proposed building.
When the construction was not taken up within the stipulated time theapplicant may be allowed to renew his application by submitting renewal
application before two months of the stipulated time. From such applicant
3/4th of the charges due may be collected for renewal.
If applied after the expired or stipulated time the full charges as usual may be
collected for renewal. But the encroachment fee for stocking of materials in
road margin need not be insisted.
10. APARTMENTS GRANTING OF PERMISSION EFFECTIVE
SUPERVISION
Consequent of rapid development in cities and towns the cost of site is
accelerated. Land ceiling Act and want of time to go through for obtaining permission, personal supervision of individual, residential building, also
encouraged activity of Apartments construction.
This is found as very profitable business, some businessmen aspiring moreprofits resorted to fraudulent means, and somehow or other, the supervising
staff have also become tool lenient to check their tactics and enforce
regulations. To have effective control the following procedure may befollowed.
1. The design approved by the Engineer or structural Engineer enclosed tothe plan or to be strictly followed by the builder.
2. To check whether the builder is following the design and specification the
Executive Engineer R & B may be empowered, just as in the case ofCinema Halls permitted under cinema regulations act.
3. He will check and record (a) the depth or foundation (b) the design
particulars of R C C (1) footings (2) columns (3) slabs (4) beams (5)
balconies.
Though the final responsibility for the structural stability lies with the builder
to ensure appropriate proportion of cement, sand, metal are used, the buildermay be directed to appoint one of the approved license surveyors of the
Corporation, of his choice, for the period of construction.
The licensed surveyor will be directed to maintain a daily report in the
form annexure A during the out-door inspection, the T P A or A C P or
supervisor concerned must inspect at least once in a week and record his
remarks in this form maintained by the license surveyor. By this, deviation

from approved plan can also be checked at initial stage and take steps to stop
deviation. This will save man power representatives, in case the builder did
not respond to the notice to stop illegal and authorized to address theconcerned corporator through a D O to use his/her good offices to advice the
party not to proceed with such construction and incur loss. Whenever
necessary the copy of the letter may be submitted to the Mayor with acovering letter. In case of any complication, the joint inspection of the
concerned Corporator may be taken up with the City Planner fixing the time
and date by telephone conversation. The procedure ensure safety,unnecessary demolitions and also be helpful to have cordial relations with the
peoples representatives.

PERSPECTIVE PLAN FOR DEVELOPMENT OF RAJAHMUNDRY
MUNICIPAL CORPORATION AND ITS VICINITY AREAS
TRAFFIC PROBLEM:
1. Rajahmundry Town Master Plan was sanctioned in 1974, As per the sanctionedMaster Plan the width of main road was 60ft wide. But it was reduced to 40ft
width and was implemented in 1976 in emergency period. No doubt it has given
some relief for flow of traffic.
2. But probably because of the co-operation given by the owners and tenants, theMunicipal authorities allowed to extend their shops liberally up to three stories.
Consequently the road width is doubled but the commercial activity is tripled. The
town basically is of commercial center, though Kakinada is district Head
Quarters. Therefore, the floating population is more.3. The town is bounded by river Godavari in the West, and the Railway line is
passing through the middle of the city. It is not possible to shift the Railway line.
In this connection, I recollect one incident as told by Late Mr.J.Mohana
Rao who was very efficient and tactful Commissioner. He said In one
Municipality the Chairman made allegations against the Commissioner. Theenquiry officer reported that there was no fault on the part of the Commissioner.
The then premier of Madrass composite state Late RAJAJI passed orders as
follows:
There is no fault on the part of the Commiossioner. But it is evident that
the chairman and the commissioner are not in smooth terms. There is nopossibility of transferring the chairman. Transfer the Commissioner.
4. Since the possibility of shifting the Railway line is not possible, the commercialactivity is to be shifted partly towards the North of the Railway line, so that
people coming from Seetha Nagaram (ETIPATTU), Gokavaram and Chodavaram
areas need not cross the railway line unless it is a must. It is admirable that many
roads widened at important localities as per sanctioned Master Plan.
5. The People arriving and leaving to Gokavaram bus-stand every day and other
Particulars of statistics of the inflow of the traffic at the entrance of theRajahmundry town are obtained. It will through clear light on the necessity of
opening a new avenue for marketing. Raithu Bazaars have distrusted the traffic
flow to different localities as far as daily visitables are concerned.
The major business activity in the town main road are cloth shops, hardware automobiles,
jewellary shops and building materials. Near Municipal maternity hospital in Seetham

pet some vacant lands are available and also behind it, Either side of the road that
connects paper mill road and Kambal cheruvu and Korukonda road junction. A Cloth
bazaar on self financial basis may be taken up in that side as in the case of cloth bazaar inVijayawada. This will encourage commercial activity.
The road mentioned above may be widened to 100ft width.
(6) To have approach to the people coming from the west Godavari district the
abandoned Railway Bridge is to be brought to use for two wheelers and threewheelers if possible. Both the Municipal Councils of Rajahmundry and Kovvur
have passed a resolution requestion requesting provincial and central
Governenments to take up this work. Unfortunately, this important matter was
not pursued. If the traffic census are taken at the entrance of check post atKovvur it will be clearly known the importance of subject. This is important as a
distance of nearly three Kilometers can be saved for two wheelers three wheelers
and cycles. The congestion over the Railway over the bridge will be reduced.
The consumption of petrol and diesel oils can also be saved. This will avoidaccidents on the road bridge.
The flow of the traffic on the old Railway bridge when brought to use can be
safely controlled by allowing the traffic only one side at a time.
The traffic choose to wards municipal Corporation Office side a way can beprovided from the West of underground bridge and South East old Godavari
station.
(7) Through the Railway track is passing through the middle of the town it is in lower
level than the hebetated area. Availing this natural advantage as many crossculverts or bridges as possible may be constructed. At present, there are only
three under bridge and one over bridge.
The roads on either side of the Railway track may be properly formed.
(8) To reach the town from the village Hukumpeta etc., these is one over bridge at the
Railway station. This is useful only for railway workers. From Hukumpeta Mainroad, called as Balaji Nagar or Adarsnagar a foot bridge or ramp to be formed up
to the Railway Quarters, with steps on one side so that the pedestrian traffic and
even cycles can reach the town main road safely. This will avoid congestion atlevel crossing at L.L.T.D Gate, even if over bridge is constructed at the level
crossing of L.L.T.D Gate
(9) DEVELOPMENT OF VICINITY AREA

The city is rapidly developing. The development towards Hukumpeta may not be
much encouraging since the basement level for building should be minimum 5 ft
at this area.
Along the Koruloda road, Highway and Seethanagaram road there are
some layouts whether approved by Panchayaths or unapproved.
Draft detailed Town Planning Schemes may be taken up to 20Kms.
Length and notified under the town planning Act. Map No.2 may also preparedfor these schemes. While preparing the Map.No.2 approved lay outs may be taken
into cognizance. The unapproved lay outs may be incorporated and suitably
altered whenever necessary.
These suggestions may kindly be considered.
This work may be entrusted to the office of the Regional Deputy Director
of Town Planning Office at Rajahmundry.

CINEMA HALLS
For the construction of the Cinema Hall license are to be obtained under the
cinema regulations act. For mini theatre cinema halls also permission are being granted.
Mine theatre are only the first floors over the ground floor cinema halls. There is noting
called as mini theatre mention under the cinema regulation act. As such for mini theatrein all the three sides there will not be a minimum of 30-0 wide open moving place for exit
and entrance, with are a must under the cinema a regulation act., for the entrance and exit.
In case of some mishappenings there will be stampede while audience leaving the hall.
The result will be disastrous. Just there years back or so, such incident took place innorth Indian near Delhi.
The government may be pleased to issue a circular instructions to local authorities
not to show enthusiasm for licensing the mini theatres.
11. Small temples are springing up in road margins. Timely action may be taken tostop them at the initial stage to avoid public hesitation.
12. PARKING PLACES
Private colleges, tutorial colleges tourist buses, Private convent schools are having
their own buses, and mini vans for the purpose of their business. In the town planningschemes places may be earmarked for such vehicles parking in different zones as per the
master plan.
For parking of these vehicles sites may be acquired and leased to the operators
concerned.
Convenient places may be allotted to hawkers to avoid traffic trouble andunnecessary work for the traffic department.
