10. Members Privilege - Good News & Celebrations

Member Lewis noted that there has been a lot of theft of vehicles

being reported in the Southgate area. Detachment Commander Debra

Anderson explained that there have been multiple reports of vehicle

thefts, but an arrest has been made that may be in conjunction with

more than one of the thefts and is hopeful the trend will not continue.

Chair Frew noted that he attended a meeting with other Chairs of the

Police Service Boards in Grey County and OPP staff regarding the joint

ticket books. The project is getting worked on now collaboratively and

should be finished this year. DC Anderson was very supportive of the

joint ticket book endeavor.

Member Dobreen added that he attended a Police Service Board virtual

training earlier this month hosted by the Municipality of Grey

Highlands.

• Completed several social media posts, regarding incidents & public safety messages on OPP Twitter and OPP Facebook account; • Participated (virtually) in the Meaford Collaborative Committee (regarding Victoria Village programs and services); • Completed monthly Community Mobilization Information Tracker (C.M.I.T.) for February of 2021; • Instructed RADAR certification training with new Recruit officer P.C. BEAN; • Instructed RADAR certification training with transfer officer P.C. BRADY; • Managed and updated the “Traffic Complaint” registry for Grey Bruce; • Completed Elearning module: Living Works – suicide prevention; COMMUNITY SERVICE REPORT: A citizen's complaint regarding traffic enforcement in Dundalk was addressed by a Focused Patrol over a two week period which resulted in the following:

A review of the Daily Activity Registry indicated that 12 officers conducted 40 hours of patrol conducting both stationary and mobile RADAR patrols over 13 different dates with the following results:

1- PON was issued for CAIA

13 verbal warnings were issued for speed

• Assisted with MSV patrols.

• Annual defensive tactics and firearms training/re-certification in Kenilworth • 2 applicants currently in the recruitment pool for Grey Bruce. Psychological testing to begin

now that COVID guidelines have been released and approved. • Monthly Detachment Auxiliary meetings and training once again to begin again after months of

COVID lockdown. Members completed necessary use of force inventory’s “virtually” to stay in compliance with Police Orders.

• Current allotment for Auxiliary Unit is 17 members. Active member’s stands at 10 with 2 applicants we anticipate to be successful for the next OPP Auxiliary intake class in May 2021.

• Members are beginning to install “Speed Spy” devices for speed enforcement and data collection. Due to cold weather and battery issues the units weren’t able to be installed over cold winter months. 2 members are trained in the operation and maintenance of these units.

Total hours Jan 2021 – Administration 49.5 Community Policing- 0 (due to COVID) Court - 0 Patrol - 13 Training - 1.5 Total hours for Feb 2021 Administration – 40.5 Community Policing – 0 (due to COVID) Court – 0 Patrol – 12 Training – 1 Total hours for 2021 – 107.5 The Grey Bruce County Auxiliary Unit is finally able to resume regular patrols now that this jurisdiction has been put in the least restrictive colour code “Green – prevent”. Aux. members are able to go back out on the road and back into Detachments if proper PPE and guidelines are followed. Five patrols have been completed since their return (***these numbers are not included in the above hours***) Promotion and New Vacancy - Unit Commander Our unit is proud to announce that Auxiliary Constable Brett ANGEL was successful in being offered full time employment as an OPP Constable and is currently in Ontario Police College. Fortunately PC ANGEL will be staying in this County and will be reporting to Chatsworth upon his completion of OPC and Provincial Police Academy in Orillia.

COMMUNITY STREET CRIME UNIT: Police Services Board Report Grey Bruce Community Street Crime Unit A/D/Sgt. Henry Thalen #12526 The Grey Bruce Community Street Crime Unit (CSCU) consists of 3 Detective Constables and 1 D/Sgt. The mandate of the CSCU is to investigate drug and property crimes in the Grey Bruce Detachment area. Since January 2021 Grey Bruce CSCU has been involved in numerous investigations. The following are a couple of recently completed investigations. Grey Bruce CSCU received information that a male party was trafficking prescriptions pills and cannabis products from his residence, in the Town of Meaford. An investigation commenced and a Section 11 CDSA Search warrant was authorized for the residence and property. On February 18th, 2021 at approximately 6:22 am, members of the Ontario Provincial Police executed a Section 11 Controlled Drugs and Substances Act (CDSA) Search Warrant in the Municipality of Meaford, County of Grey, Province of Ontario. At 7:23 am, the home owner attended the residence and was arrested and charged with the following offences; 5(2)CDSA Possession of Schedule 1, Opioids for the purposes of trafficking 9(2) Cannabis Act – Possession for the purpose of distributing 10(2) Cannabis Act – Possession for the purpose of selling The accused was released on a Form 10 with an Owen Sound Court date of March 25th, 2021 $3100.00 in prescription pills, dried cannabis and cannabis edibles seized. Grey Bruce CSCU received information that a male was trafficking cocaine from his residence in Georgian Bluffs. An investigation commenced and a Section 11 CDSA Search warrant was authorized for the residence and property. On January 22, 2021 the Section 11 CDSA Search warrant was executed at the residence. The accused was not at the residence at time of the search warrant execution. As a result of the search the following items were seized. 22.1 grams of Cocaine, 6.7 grams of suspected Heroin, 270.5 grams of Psilocybin, 18 Hydromorphone pills, 4.1 grams of Methamphetamine, 2 cell phones, 1 digital scale, and $2250 in cash. Two Shotguns and 2 Rifles along with numerous rounds of ammunition were seized for public safety. The accused was contacted by Grey Bruce CSCU and turned himself into the Wiarton Detachment. As a result, he was charged with the following offences. 5(2)CDSA Possession of Cocaine for the purposes of trafficking 5(2) CDSA Possession of Heroin for the purposes of trafficking 5(2) CDSA Possession of Psylocibin for the purposes of trafficking 5(2) CDSA Possession of Opioids for the purposes of trafficking 4(1) CDSA Possession of Methamphetamine

In total $10,265.00 of cash and drugs seized. Both accused were released on a Form 10.

On Friday February 12, 2021 Grey Bruce CSCU was requested to assist OPP Organized Crime Enforcement Bureau (OCEB) with a controlled delivery of suspected Cocaine to an address in the Municipality of West Grey. The suspected cocaine was identified by Canada Border Services Authority (CBSA) at Canada Post in Toronto, and the investigation was taken on by OPP OCEB. A member of Grey Bruce CSCU authored a general warrant to have the suspected cocaine delivered to the intended address. With the assistance of OCEB the controlled delivery took place on February 22, 2021. Surveillance was conducted on the package after it was delivered. The package was transported from the residence in West Grey to a residence in Cambridge and then again moved to a residence in Brantford Ontario. As a result three suspects were identified, and a fourth person of interest. A male was arrested outside his residence in Brantford without incident, the general warrant was executed and the package was recovered in the suspect’s residence. Warrants are being sought for the remaining outstanding suspects. A man in Canada on a visitor’s visa was arrested and charged with the following offences 5(2) CDSA Possession of Schedule I for the purpose of trafficking – Cocaine. 6(1) CDSA Importing a controlled substance included in Schedule I of the CDSA to wit Cocaine. 465(1)(c)Possession of a Schedule I Substance for the Purpose of Trafficking by possessing cocaine for the purpose of trafficking 465(1)(c) Criminal Code – Conspiracy to import a controlled substance to wit – cocaine for the purpose of trafficking. Two members of the Municipality of West Grey have also been jointly charged with the following offences. 5(2) CDSA Possession of Schedule I for the purpose of trafficking – Cocaine. 6(1) CDSA Importing a controlled substance included in Schedule I of the CDSA to wit Cocaine. 465(1)(c)Possession of a Schedule I Substance for the Purpose of Trafficking by possessing cocaine for the purpose of trafficking 465(1)(c) Criminal Code – Conspiracy to import a controlled substance to wit – cocaine for the purpose of trafficking. Warrants are being sought for the arrest of the aforementioned members of public.

A great collaborative effort from OCEB, Grey Bruce CSCU, ERT, TSB, West Grey Police, and Brantford City Police led to a successful investigation and over 600 grams of Cocaine taken off the street. Members of Grey Bruce CSCU continued to work hard on many other on-going investigations. The team has had great success battling local crime since it started in 2017.

MAJOR CRIME UNIT:

The Grey Bruce County Crime Unit led, assisted or managed over 25 Benchmark Occurrences in Jan/Feb 2021.

These include 14 Sudden Death investigations (1 opiate death), 9 Sexual Assault investigations including one Child Pornography investigation; as well as one Fraud and one Criminal Harassment, (but 11 harassment incidents vetted).

The Grey Bruce County Crime Unit continues to follow up leads and investigations of several ongoing Homicides which fall under the direction of OPP Criminal Investigations Branch (CIB). SPRUNG Homicide (Meaford), SOLOMON Homicide (Saugeen First Nation), JACKSON attempt murder (North Bruce Peninsula), and the CHISAR homicide. *D/Sgt and 2 DCs currently partnered with Hamilton Police Service on this. (Found Human Remains, Southgate)

All National and Ontario Sex Offenders, Hate Crime / Extremism Investigations and High Risk to re-offend Offenders and High Risk Domestic Violence Offenders continue to be managed by the Grey Bruce County Crime Unit.
