Town of Swansboro, NC Manager’s Report 1 Period: August 18 – October 17, 2016 Submitted By: J. Scott Chase, Town Manager 1. FY 16-17 Initiatives Update Updates on FY 16-17 Initiatives. Items completed have been removed from previous list. As noted before, the Town staff and leadership invites Town citizens and business owners to stay tuned as their input is important to the success of these endeavors: Submitted Electric Plug-in vehicle grant (endorsed by Swansboro TDA); anticipating very little match and to be appropriated by TDA fund balance if any matching funds required Solid Waste Franchise (polled customers in late September/October) Very few responses received to date (survey is still open: https://www.surveymonkey.com/r/Z5PJG53 – 15 month process for becoming franchise; update to be provided to BOC on November 8 regarding survey results Consideration of maintenance agreement with DOT; per latest DOT letter Met with NCDOT representatives Chris Vause and Keith Jackson and reviewed example contract with neighboring community on August 10, total mileage has been provided to DOT for consideration…deep cutting now underway from DOT, Staff will evaluate right-of-way cutting to see if feasible for maintenance going forward, BOC to consider grass cutting contract (awaiting spreadsheet and proposal cost from NCDOT) (Nov 2016) Watershed Study (underway), kick-off meeting with Board of Commissioners occurred on October 11. Staff working with consultant on background data and dates TBD regarding public engagement meetings. Schedule attached for project completion (Attachment A). Sleeping Quarters (draft design included (w bid alts – Attachment B). Final adjustments for bid alternate(s) being made to plan. Scheduled for release to bid within 2 weeks, still on schedule for breaking ground in December 2016. 1. FY 16-17 Initiatives Update

Updates on FY 16-17 Initiatives. Items completed have been removed from previous list. As noted before, the Town staff and leadership invites Town citizens and business owners to stay tuned as their input is important to the success of these endeavors: • Submitted Electric Plug-in vehicle grant (endorsed by Swansboro TDA);
