I hope you had a great summer in Riga and are looking ahead to a wonderful fall season here as well.

If you have been on the roads in and around our town this summer, you no doubt have seen the many facets of road work that is either underway or has been completed by our Highway Department. They have been working in conjunction with Monroe County and also with various towns on our roads and theirs. This concerted effort is a great way that we cooperate with our neighboring municipalities and how we provide these services at a savings to tax payers.

Our Town SZurvey has been completed and an article in this edition of the news-letter gives a brief overview of the find-ings. To see the complete document, I encourage you to visit our town website at www.townofriga.org

Chamber of commerce

I hope that everyone has had a great summer – fall will be here before we know it.

Our golf tournament held on June 1st was very successful even though the weather didn’t cooper-ate. I guess a little rain doesn’t deter golfers. We want to thank all those businesses who were hole sponsors and donated door prizes. Our committee – Gary Johnson, Stacy Morgan and Nikki Klemm did an outstanding job.

On June 18 we hosted the Walk About in the Village of Churchville. It was the 15th year it has been in existence. The addition of shuttles to move people through-out the Village continues to work well. The Chamber donated four gift certificates and the winners were:

Congratulations to Mason Kluza a 2015 graduate of Churchville Chili High School and the winner of the Chamber’s Youth Hall of Fame Award. Mason’s future plans include the US Marine Corps.

The Chamber also awarded two $1,000 scholarships to Ryan Cosgrove and Charles Wood. Both are majoring in business in college this fall.

The survey that was conducted during the spring and early summer of this year is now complete. The report has been received by the Town and a copy of the entire report is available on our website, if you wish to review it. The survey was sent to all 2,264 households in the Town of Riga and the Village of Church-ville. We had a response of 430 households (19% response rate) which provided a large sample size to carry out a quantitative analysis of the survey results.

Overall the survey was very positive of the direction that both the Town and Village are heading in regards to growth and the services we provide.

Residents’ responses were very similar to those found in previous surveys with regards to growth in the Town. Riga residents continue to enjoy our rural atmosphere and do not want to lose the small-town environment that we currently enjoy.

The safety services of fire, police, and ambulance also received very high marks in the survey, as did the walking and

biking opportunities within the Village. The care of roads, both in the Village and the Town outside the Village, received good marks as well.

Two areas that have been a topic for some time in the Town were addressed in the survey. The first was the question of establishing a Town community center. About half of the respondents were in favor of a center. The downside to this was that nearly the same percentage indicated that they did not want to pay anything towards a center. Half of the respondents indicated they would only pay less than $100 per year towards a center.

The other question in regards to a town-wide drainage program was a little more decisive, with most of the residents responding either “No” or “No Opinion”. This is really not difficult to imagine since the Village of Churchville already has a drainage program. Respon-dents were not aware that there may be problems in areas of the Town outside the Village. Like-wise, the respondents who live outside the Village may not have been aware f problems.

Respondents were also given an opportunity to comment on one thing they would like to see the Town do differently or improve on. Overall, comments focused upon: reducing taxes, improving the appearance of streets and sidewalks, appreciation for the activities being currently carried out by the Town Board, maintain-ing the rural atmosphere of the Town. While encouraging new businesses, brush pickup, better roads, with improved drainage facilities.

I would like to thank everyone who took the time to participate in the Survey. I am sure that the Town Board will use this as a guideline for how we govern in our Town for the near future. I also encourage you to review the complete Survey on line. There is a lot of data and I can only high-light some of it in this limited space.

joint Town of Riga and Village of Churchville 2016 Comprehensive Plan Update on Thursday,

October 8th, 2015 at 6:30pm. The Forum will be led by our consultant, the Steinmetz Planning

Group and will be held in the Town Hall. Attendees of the Community Forum will hear more about

the importance of a Comprehensive Plan and the planning process during a brief presentation.

Opportunities will also be provided to express your own opinions and suggestions for the future

of our community. The Town and Village value our residents’ input,

as it will help develop a Comprehensive Plan fit to serve our

community over the next decade.

As summer winds down and turns to

fall, your Highway Department is

finishing up many projects through-

out our town. This summer we again

rented a wheeled excavator to

efficiently clean ditches, improving

drainage for our roads prior to many

of the paving and road improvement

projects.

Town Roads:

Leibeck Road, Apple Tree Road,

Robertson Road and Jenkins Road

were surface treated in late August.

N. Johnson, S. Sanford, Bovee

Roads- will be true and leveled as

weather permits this fall, in prepara-

tion for surface treatment next

summer.

O’Brien Road- We have been haul-

ing and stockpiling stone to rebuild

base and construct turn around for the

shortening and abandonment of the

west end of the road through the

swamp.

County Roads:

Hosmer/Winslow Roads were hot

paved jointly with the Town of

Wheatland.

Savage Road- Ditching was

completed to drain water away from

road. Edges were milled and paved.

The road was true and leveled by

paving edges with our grader in

preparation for surface treatment next

summer.

Betteridge Road, Bromley Road -

Drainage work was completed this

summer and surface treatment/seal

was done early August.

Cooperative Work: Much is accom-

plished in our Town on Town and on

County roads with a joint effort by

neighboring towns working together

to achieve what we could not do on

our own. For example, as I write this

the Town of Wheatland is helping us

haul stone and provide personnel for

paving and installing shoulders on

Savage road. Last week we helped

Wheatland on Quaker Road by

hauling stone for an in place recycle

road improvement project. We have

two trucks hauling millings for Chili.

Chili sent their vacuum truck to clean

culverts on Lentine Road a couple of

weeks back. We often do not have

the personnel to complete these large

projects for the County and in our

towns without a cooperative effort by

many towns and their equipment. I

am thankful for this effort by

surrounding Town Highway Depart-

ments as we are able to achieve much

working together cooperatively

benefiting our residents.

Roadside mowing: Mowing of Town

and County road edges has been

completed for the third time, and

started for the fourth time by the time

you read this. Typically we mow

roadsides three to four times per year.

As rainfall continues to be above

normal, we will continue to mow

roadsides to improve sightline

distance. State highways (Routes 33,

33a and 36) are mowed by State DOT

equipment and personnel.

Mailboxes: Please know that we

never intend to knock over mailboxes

with snow thrown from the plows, or

contact, but sometimes this happens

due to wet heavy snow and

oncoming traffic. Plow rigs are 14’

wide. Most of our Town and County

roads have ten to twelve foot lanes,

leaving little room when there are

oncoming vehicles. Please be sure

your mailbox is at least 15 feet from

the center line of the road to the front

of the box. Over the next several

weeks, prior to snow, is a great time

to check distance from center of the

road, and replace rotted posts or

failing systems.

Household Hazardous Waste: Collection Day will be held for all

residents of Monroe County, but

specifically for the southwest region

including the Towns of Chili, Gates,

Wheatland, Riga, and Villages of

Churchville and Scottsville. The

collection, which is being provided

by Monroe County, will take place at

the Town of Chili’s new Highway

Department located at 200 Beaver

Road, on Saturday, September 12,

2015 from 7:45 am to 12 noon.

This collection gives residents

the opportunity to dispose of

potentially hazardous chemi-

cals in a safe manner and

keeps usable items out of the

landfills.

Appointments are required at

WOOD & PELLET

STOVE SAFETY

Have a QUALIFIED profes-sional install stoves, chimney connectors, and chimneys.

Stoves should have the LABEL of an independent testing labo-ratory.

In wood stoves, burn only DRY, seasoned wood. In pellet stoves, burn only dry, sea-soned wood pellets.

Have your chimney and stove INSPECTED and cleaned by a certified chimney sweep every fall just before heating season.

CLEAN the inside of your stove periodically using a wire brush.

Allow ashes to COOL before disposing of them. Place ashes in a covered metal container. Keep the container at least 10 feet away from the home and

other buildings.

Keep a CLOSE EYE on chil-dren whenever a wood or pellet stove is being used. Remind them to stay at least 3 feet away from the stove.

Stoves need SPACE. Keep anything that can burn at least 3 feet away from the stove.

INSTALL and maintain carbon monoxide alarms (CO) outside each sleeping area and on every level of the home. For the best protection, interconnect the CO alarms. When one sounds, they all sound.

In the last issue of the Riga Town Newsletter, Eleanor Filowick, President of the Riga Cemetery Association, presented a wonder-ful article on the association and its work with the historic Riga Cemetery. I would now like to expand on that article with a brief history of the cemetery.

For over two hundred years, a plot of land located in Riga Centre has been the resting place for many of our early pioneers. Riga Cemetery, located on a gentle slope near the corner of Church-ville-Riga Road and Chili–Riga Center Road, is a peaceful, well taken care of cemetery with a rich history. The creation of a Riga cemetery can be traced back to the year 1806 when our first pioneers entered West Pulteney (now called the Town of Riga).

By November of 1806, the Congregational Society of West Pulteney was formed at Riga Centre. It was this religious society that initiated the search and creation of a cemetery. The first written record of any activity is evident on November 9, 1807 in the record book titled, “Records of the First Congregational Soci-ety of West Pulteney, Town of Northampton, County of Genesee and State of New York (1806)”, when the Society “voted to choose a committee of three to procure in some convenient place, one acre of ground for a burial place for the society.” Amasa Frost, Nehemiah Frost and Henry Brewster were chosen for this task. Three days after this meeting, Richard Church, father of Elihu and Samuel Church (founder of the Village of

Churchville) became the first individual to die in the new land. Since there was no formal burial ground, it is told that Richard was buried on his son’s property (Samuel Church), somewhere near the present-day Methodist Church in what was to become the Village of Churchville.

Four months later, the committee recommends that the society procure one acre of land from Amasa Frost, which was located approximately 220 yards north of the present day intersection of Chili–Riga Center Road and Riga-Mumford Road. There is no record of paying Amasa any money for the property but the society agreed to pay for the land deed, clear and seed the land, fence the property and allow Amasa grazing rights.

By June of 1811, the Society’s burial ground, created in 1808, was abandon because the road leading to the cemetery was discontinued. The society then purchased one acre of land from Amasa Frost for $20.00. A subscription was taken and forty-five adults donated a total of $28.90 to cover the cost. The balance went to pay for fencing the property. This site is the present-day location of the Riga Cemetery.

In November of 1813, the Riga Congregational Church members vote to disinter the bodies in the former burial ground and place them into the new cemetery. From the records it appears that about ten individuals were removed from the site including Richard Church. Two of those individuals were described as

being killed, cutting down trees in the township in 1810 and 1811.

For some seventy-nine years, the m e m b e r s o f t h e R i g a Congregational Church were tasked with the care of the cemetery. Then, in 1887, an organization called the Riga Cemetery Association officially assumed the duties of caretakers of the cemetery. Today, this organization still exists and we all owe a debt of gratitude for the love and devotion they have given to the eternal home of our ancestors.

As historian I would like to add several notes. First, the record book, “Records of the First Congregational Society of West Pulteney, Town of Northampton, County of Genesee and State of New York (1806)”, is currently in the possession of the Riga Congregational Church. It is the oldest record book in the Town of Riga. A digital copy is available at the Riga Newman Library. Second, it is my belief that the original cemetery road, the road north of the present day intersection of Chili–Riga Center Road and Riga-Mumford Road, was discontinued because if it continued northward, two bridges would have to been constructed to cross Black Creek. Back then and even today, bridges are expensive to build and maintain over the years.

RECREATION NEWS

NYS 5-Hour Pre-Licensing Course

When: Saturday, October 3rd...9 am - 2 pm

Where: Riga Town Hall Community Room

This course provides more than the minimum information and certificate to pass a road test. In addition to the basics, students will leave with knowledge of skills and habits for a lifetime of safe driving. Walk-

ins welcome, but pre-registration is requested.

Riga Recreation, once again, had a very busy and exciting summer. The popular summer camp experienced a drop in attendance (as did a few other area summer camps) but nonetheless boys and girls experienced 8 weeks of educational and fun-filled activi-ties, led by Ms. Penny Sexton. (Ms. Sexton is now retiring after 20 years of leading this camp), and Miss Jessica Hinchey, will take over directing the camp in 2016! Happy retirement Penny and welcome aboard, Jessica!

The staff provided campers with “in house” fields trips (RG&E, The Bread Man), and trips to Tinseltown and Valley Animal Adventure. All involved in Riga’s Summer Camp from staff, parents, special guests and the custodial crews made this past summer a most memorable one.

During the months of July and August the Town of Riga, Village of Churchville, and Waste Management sponsored our annual Summer Gazebo Concert

Series each Wednesday. Thanks to Eastside Swingtet, 8 Days A Week, Black Rose, Big Mike and the Motivators, and “Riga’s own”, Just 4 Fun, for participating in these concerts. Each Wednesday saw an increase in attendance and enthusiasm. We look forward to the continuation of these popular concerts. If anyone has a particular group that they would like to see perform please feel free to call our office. We will do our best to bring them to Church-ville. Many thanks to the local businesses for taking part in raffles for our concert goers: Main Street Deli, Pizza Slice, Arrow Mart, OK Market, Stone’s Countryside, and the Creek-side Restaurant.

We would also like to thank Goldie Waldo and Bob DeNormand for their contin-ued donations of time and energy to drive senior members of our community, each and every Monday, to the Ogden Community Center for their Nutrition Program.

If you know anyone that could benefit from this nutritional and social program do not hesitate to contact the office for further i n f o r m a t i o n .

Our regular monthly programs (Cardmaking and Scrapbooking) continue to thrive and are always looking for new participants. If in-terested, feel free to give us a call we will we’ll put you in touch with the instructors.

We are excited to announce that we are adding ZUMBA with Karen to our monthly lineup. Classes will be held at the Raymond C. Adams Cobblestone Hall on Wednesday evenings and Saturday mornings. Check out the recreation insert for details.

Tuesday, September 8th is our free lunch and ‘back-to-business’ meeting at the Ameri-

can Legion Hall. The presenta-tion to be offered; “The Lost Boys of Sudan”. South Sudanese refugees have been aided by the United. Many are returning to South Sudan and helping to rebuild their war-torn country and reconnecting with families. Especially lovely is viewing the autumn leaves. The October 2nd trip is to Old Forge with a train ride from Utica to Thendara, NY on the Adirondack Scenic Railroad. We do lunch and have free time to shop and visit the Old Forge Hardware; through services of Covered Wagon Tours. October 13th we will find

ourselves on the annual Mystery Trip somewhere in the Rochester area. Then, on to lunch at a long-time established restaurant. We invite Seniors of Riga to contact Bea Eiss at 293-2489 or another SCOR member to come to one regular meeting and become a member. The Lions Club would like to say a huge THANK YOU to everyone for their donations of money, gift cards, and who volunteered their time at the Lions Country Fair. We are very grateful for all the support we received from the community. What is the Churchville Lions Medical Loan Closet? It is a FREE service that we provide for anyone in need of medical equip-

ment. Our loan closet contains everything from crutches to lift chairs, to hospital beds, to bath transfer benches. Anyone in need of any type of medical equipment please, feel free to contact Lion George Beldue at 5 9 4 - 2 10 3 o r L i on B o b DeNormand at 293-3345. This is a free service and there are no time limitations when it comes to how long you may use the

equipment. One last thing, we regret that due to rising costs, the Lions Club will no longer be selling our yearly calendars.

Regulation Changes: Deer: This fall, the first 15 days of the early archery season and all of the late bow and muzzleloader

seasons will now be antler-less only in the following units around the state: 1C, 3M, 3S, 4J, 8A, 8C, 8F,

8G, 8H, 8N, 9A and 9F.

Turkey: You will now only receive one carcass tag for the fall season, two carcass tags for the spring season.
