The Town of San Luis hosted its’ first 5K Vega Color Fun Run/Walk on the Vega Road during the Town’s first Founder’s Day Celebration held Saturday, April 6th, 2019. The color run attracted 64 run- ners/walkers from local towns, as well as San Luis, who braved be- ing showered with various brightly colored corn starch powder as they ran passed the volunteers stationed along the 5-kilometer course. By the end of the route everyone was a colorful mess, including the 16 volunteers, who delighted in mak- ing sure everyone was covered with splashes of multi-colored layers of corn starch-powder. After the run, participants head- ed over to the Parish Hall to enjoy the continued festivities sponsored by Adelante San Luis which includ- ed a pancake breakfast, vendor booths, live music, dancing, great food, evening bonfire and fun and fellowship with friends. The Founder’s Day event was created and sponsored by Adelante San Luis and the Town hosted the color run/walk event to add to the full day of festivities. Adelante San Luis’ intent for Founder’s Day is that this special day will become an annual event in celebration of the oldest town in Colorado and the Founding of San Luis, April 5th, 1851! Thank you Adelante folks for coming up with this fun event. We hope everyone enjoyed taking part in all of the ac- tivities offered. Be sure and join us next year, the first weeked in April 2020 to celebrate San Luis’ great history and culture. 2019 Vega Color Run/Walk

Colorful fun was had by all! The Town of San Luis hosted its’ first 5K Vega Color Fun Run/Walk on the Vega Road during the Town’s first Founder’s Day Celebration held Saturday, April 6th, 2019.

The color run attracted 64 run-ners/walkers from local towns, as well as San Luis, who braved be-ing showered with various brightly colored corn starch powder as they ran passed the volunteers stationed along the 5-kilometer course. and a Youth Advisory Council Civic Engagement Field Trip took place April 25 - April 28 to Denver, Colo-rado. Additional monies were used for various programs including: an archiving grant for the Museum, the opening of the Student Activity Center at Adelante San Luis, among other things.

The plan for 2019-2020 has been submitted for similar pro-gramming. Adelante San Luis is looking forward to another suc-cessful year working with their partners: the Town of San Luis; Centennial School District; Costilla County; Costilla County Economic Development Council; Sangre de Cristo Parish; Costilla County Pre-vention Partners; Costilla County Conservancy District; Acequia As-sociation; Costilla County Fire Pro-tection District; Blanca Forestry; Colorado Aggregate; among others. Many local residents have volun-teered to work with Adelante San Luis on several community events.

What Exactly is Adelante San Luis?Since 2015, The Colorado Trust

has been involved with the commu-nity of San Luis.

The Trust awarded a grant to address health equity issues in the community. Adelante San Luis es-tablished a vision and mission that identifies the youth of the commu-nity as the focus of their work. The three areas of concern are the eco-nomic development, social connec-tion, and cultural revitalization of San Luis and the Culebra villages – specifically their impact on local youth and young adults.

Adelante San Luis employs one full-time Community Coordinator and five part-time employees. In addition there are two teams made-up of members of the community: 12 student and 10 adult resident team members.

In 2018-19, there were four community events held: Santa Ana, Fiesta de Otoño, Manito Christmas and Founder’s Day. In addition, Centennial School was granted monies for an FBLA-style, Friday Program; monies are available to Centennial School for a Manito Spanish Curriculum for Centenni-al School. A three-day Entrepre-neurship Camp for middle school students was completed in Janu-ary and attended by 15 students

Did you know turning on your lights and using your electricity benefits the Town of San Luis? The Board of Trustees is pleased to an-nounce another 20-year franchise contract has been completed and signed with Xcel Energy. This con-tract allows the Town to receive a monthly 3% franchise fee from lo-cal Xcel electric usage. In 2018, the Town received $11,666.78 in Xcel franchise fees. These fees are then used to help pay for street lighting.

Vendor Opportunities Are you a vendor and want to make a bit of extra income? The Town will welcome vending opportuni-ties for Spring Carnival Days, June 6 to 9, 2019 and for the annual Fi-esta de Santiago y Santa Ana, July 27 and 28, 2019. Come in early to get your Special Event License ($30) to reserve your prime spot for either event. Your involvement helps make our events a lot of fun for attendees! Have questions? The American Legion, Post 142, will be hosting a Spaghetti Dinner for Moth-er’s Day on Saturday, May 11, 2019 at the Covered Wagon from 5:00 to 8:00 pm. For tickets in advance call Lorrie at 298-8279 or Patricia at 298-2015. Pay at the Door tickets are $7.50 for adults and $4.50 for children under 12 years of age. Come celebrate Mother’s Day with the whole family!

In Loving Memory Bicycle Playground Community MeetingPump tracks, bicycle play-

grounds and a walking track was the discussion on Monday, April 22nd at the Town Hall. Thanks to John Hunter from American Ramp Company, who traveled to San Luis all the way from Joplin, Missou-ri just to help the Town design an awesome playground for our youth.

The Town was delighted to have five area San Luis youth come to the Community Input Meeting to share their wishes for what to build in the San Luis Community Park. All citi-zens were invited to this communi-ty gather as well.

John guided the group through many different types of designs to choose from for the park, then passed out colored pens and park maps for everyone to draw their design for the new recreational fea-tures to be included in the plan.

Through the efforts of Town Manager Susan Sanderford, the Town was awarded a $10,000 grant from the San Luis Valley Council of Goverment and the Department of Local Affairs (DOLA). This mini-grant allowed the Town to hire the service of American Ramp Compa-

Summer Youth WorkersThe Town of San Luis will be

hiring two youth workers to work with the Town Staff this summer—one maintenance position and one Town Hall clerical position. These positions are open for 16 to 18 year olds who are Centennial High School students. For those students interested, come to the Town Hall to fill out an application to be con-sidered for the position(s). Applica-tion deadline is May 30, 2019.

Nuisances11.05.010 Accumulation To Constitute NuisancesWhenever there exists in or upon any lot or piece of ground within the limits of the Town any damaged merchandise, litter, trash, rubbish, garbage, wrecked car, inoperable cars or other wrecked vehicles or an accumulation of junk vehicles or junk of any type upon any private or public property, except in areas specifically zoned in SLMC for said purposes or otherwise designated by the Town for such purposes, the existence of any such material or items shall constitute a nuisance and shall be in violation.

11.05.030 Streets, Streams And Water SupplyNo person shall throw or deposit, or cause or permit to be thrown or deposited, any offal composed of animal or vegetable substance or both, any dead animal, excrement, garbage or other offensive matter upon any street, avenue, alley, sidewalk or public or private grounds. No person shall throw or deposit or cause or permit to be thrown or deposited in the Town anything specified in any foregoing part of this Section, or any other substance that would tend to have a polluting effect, into the water

of any stream, ditch, pond, well, cistern, trough or other body of water, whether artificially or naturally created, or so near any such place as to be liable to pollute the water.

In case you are wondering what Offal means: Offal is a variety meats—plucked or organ meats.Also refers to the internal organs and entrails of a butchered animal.

The Town has noticed there is a lot of trash along the roads of the town and maintenance is constantly having to pickup trash. Let’s be proud of our town and keep our streets and public spaces clean.
