6 REPORTS OF THE CEO
6.1 PROPOSED RELOCATION OF SPORTS NODE AND CONFIRMATION OF PLANTING AREAS WITHIN THE LAKE CLAREMONT PARKLAND
File No: PRK/00136
Attachments: Approved 2016 Lake Claremont Concept Plan (Attachment 1) Proposed relocation of sports node (Attachment 2)
Responsible Officer: Saba Kirupananther Executive Manager Infrastructure
Author: Andrew Head Manager Parks and Environment
Proposed Meeting Date: 05 April 2018
Purpose
The report proposes retention of identified planting areas and relocation of the proposed sports node within the Lake Claremont Parkland to improve spatial layout of various activities and facilities.
Background
In February 2016, Council approved the Lake Claremont Concept Plan 2016 (Attachment 1) which among other items identified proposed planting areas and included provision for a sports node within the parkland area. In progressing the proposed planting, it is proposed the location of the sports node be relocated further south, to improve spatial layout and reduce conflict with planting areas.
Discussion
To provide certainty on planting locations for the next few years, it is proposed those areas approved within the Lake Claremont Concept Plan 2016 (Attachment 1) are reaffirmed. This will provide the Friends of Lake Claremont (FOLC) clear direction over the next few years when applying for potential revegetation grants for the site. It is considered however that one of these planting areas will be impacted by the sports node currently proposed to be located immediately adjacent. Locating both so close increases potential damage to the planting area through trampling by people and sporting equipment (balls etc.). To reduce this conflict, it is recommended that the sports node location be moved further south. This would place the components making up the sports node (basketball/netball half-pad, AFL/Rugby/Soccer goalposts) closer to the activation area created by the new playground and proposed budget items

including BBQ, picnic tables and benches north of the Lapsley Road connection path. If approved by Council, the Lake Claremont Concept Plan can be updated to reflect the changes and used as the base design for entry signs to the park.
Past Resolutions
Lake Claremont Advisory Committee Meeting 16 November 2017, Resolution 9/17:
That:
Consideration be given for the removal of Tamarix Tree in the Lake Claremont area, as in the Lake Claremont Management Plan 2016-21-Appendix 2 - Flora and Vegetation Values (Section 2.5.1 - Woody Weed Species), as part of Operational Plan item 5.4.1.
Reason: To remove trees that are identified as weeds progressively to allow healthy growth of native plantings and improve views of lake.

That:
1. Council receive this report about the consultation outcomes regarding the Lake Claremont Parkland Recreation Use Plan
2. 3. Give consideration in the mid-year budget review to allocation of $56,000 for the proposed 2015-2016 projects
4. The necessary provision for funding be included for the listed 2016-17 and 2017-18 projects when the Town’s Forward Financial Plan is reviewed

f) Add notation that future public toilets could be included in the parkland;
g) Add additional seating/rest spots along the paths around the lake;
h) Downgrade the proposed asphalt path behind the “meditation garden” to a limestone track;
i) Add notation that all stormwater/drainage outfalls into the lake should be treated with appropriate landscaping to filter pollutants;
j) Add notation that interpretive material (including Aboriginal and Convict Settler content) should be included along paths;
k) Add notation that local Noongar artists should be invited to submit appropriate original artworks for inclusion in interpretive material;
l) Add notation that a linguist should be engaged to work with the Noongar community to include appropriate stories into the park interpretive material;
m) Add notation that an area of the parkland may be used for future community garden;
n) Add notation that a ramp access should be included along with the steps adjacent to Lisle St;

x) Add additional small sections of path where people might be expected to shortcut (e.g. from Stirling Rd carpark running north along the Scotch fence to the path round west side of lake, in the north west corner to make the route around the lake more direct so that walkers circumnavigating the lake don’t have to go up to the Strickland St cul de sac area).
2. Adopt the Lake Claremont Parkland Concept Plan subject to the modifications in 1.
3. Approve the following breakup of the existing $500,000 2010-11 budget allocation for development works at Lake Claremont:

6.2 LAKE CLAREMONT OPERATIONAL PLAN 2018-19
File No: PRK/00136
Attachments: Lake Claremont Operational Plan 2018-19 (Attachment 1)
Responsible Officer: Saba Kirupananther Executive Manager Infrastructure
Author: Andrew Head Manager Parks and Environment
Proposed Meeting Date: 05 April 2018
Purpose
To present the Lake Claremont Operational Plan (‘LCOP’) 2018-19 for approval.
Background
Each year, the LCOP is created to facilitate the completion of projects identified in the Lake Claremont Management Plan 2016-21. Some actions are undertaken annually, while many are either biennially or occur once during the life of the five year management plan. The LCOP also provides the community a detailed breakdown of the monitoring and actions of Lake Claremont, such as the new planting/ revegetation areas, which needed much management and improvement, for the site to be brought to the level expected by the community.
Discussion
Attachment 1 is the draft LCOP 2018-19, which has a number projects and maintenance activities identified for Lake Claremont during 2018-19, which include actions in the following categories:
Cultural Heritage
Impacts from Land Use
Recreation Space Opportunities
Dog Walking and Exercising
Infrastructure for Sports and Recreation
Access
Signage
Fencing
Lake Views
Community Engagement and Communication
Erosion Control
Acid Sulphate Soils
Fire Management Strategy
Water Quality
Flora Management
Regeneration and Revegetation
LAKE CLAREMONT ADVISORY COMMITTEE MINUTES 5 APRIL, 2018
Page 10
Weed Management
Fungi Management
Fire Management
Fauna Management. There are a number of strategic projects which have also been identified, including:
Removal of Tamarix Trees around the FOLC shed and installation of a limestone path, and future revegetation of the surrounding area
Buffer fencing on south east side of lake with self-closing gates to protect the nesting birds and reduce erosion
Further development of brief for a Heritage Centre at the site
Implementation of actions within the fire management (Bushfire Attack Level or BAL rating) plan
Further implementation of integrated weed management practices such as hand weeding, mulching and reduced chemical use where possible.
Another improvement to the LCOP is that it now addresses the fact that revegetation grants are applied for after the approval of the LCOP. This is to assist Friends of Lake Claremont (FOLC) in applying for these grants, and to eliminate the need for updated changes to the LCOP during the year. Other items from the 2017-18 LCOP have been removed as they either been completed, or expected to be completed during the 2017-18 financial year. These include:
Henshaw Swale works
Ficus Heritage report
Lake Claremont Sign Plan
Playgrounds at the Golf Couse and Lapsley Road
The ‘Sports Node’.

3. Council does not accept the recommendation of the Lake Claremont Advisory Committee to remove Item 5 - Play Facility from the draft budget list; and
