MUNICIPAL CENSUS Census Day – May 22, 2012 Once again, the Town of Coalhurst will be conducting a Municipal Census. Due to the rapid growth of the Town, it is necessary to keep up with the fast number change in population for the continued viability of the Town. Commencing May 22, 2012 Census Workers, hired by the Town of Coalhurst, will be knocking on all the doors in Town asking for information related to the number of people residing in each residence. Prior to starting their work, the Census Workers will take an Oath of Confidentiality and all information collected will be kept confidential and used only for the production of aggregated statistics. All responses will remain anonymous – names will

not be associated with the questionnaire responses. Protection of privacy is guaranteed under the Freedom of Information and Protection of Privacy Act. All Census Workers will be wearing official identification. The job of the Census Worker is very important. Your full cooperation and courtesy would be most appreciated. The information requested is essential for completing a successful census. No personal information will be collected as this is a numbers count only. You will only be asked one question - “What is the number of usual residents contained in this dwelling on May 22, 2012?
“The population counts for a community include all Canadian citizens, landed immigrants, and non-permanent residents whose usual place of residence is in that community, regardless of where they happen to be on Census Day. The counts also include all Canadian citizens, landed immigrants and non-permanent residents who are staying in the community (at the time of the census) and have no usual place of residence elsewhere in Canada.”
Usual Residents: • all persons who usually live in the dwelling,
even if they are temporarily away (such as on a business trip or at school), such as college/university students who have not established a permanent residence;
• any persons staying or visiting the dwelling who have no other usual home;
• unmarried persons who have a home elsewhere but stay in this dwelling most of the week while working;
• hotel residents and employees who have no permanent home elsewhere;
• any persons who usually live in the dwelling but are now in an institution (such as a hospital or correctional institution), if they have been there for less than six months (when enumerating an institution the reverse applies - these persons are not included);
• persons in the Armed Forces even if away on tour/rotation;
• infants born before or on the census date; • deceased persons who were alive on the
census date; and • Students are included as usual residents at
their permanent home (i.e. parents’ home) if
they have not established a permanent home elsewhere.
The information collected in a census allows the Town to increase the amount of grant funds available from the province and helps the Town, and related agencies and organizations, plan for the future. The census is being conducted under the authority of the Municipal Government Act. The Municipal Census taken by the Town in 2010 concluded with a population of 1953. The Census for this year is expected to be completed by June 30, 2012. For more information please contact the Town of Coalhurst Office at 381-3033.

On Wednesday February 29th, after a delicious steak supper at the Legion, the members moved downstairs to the club room to elect their executive for the next year. Tuesday and Thursday mornings – walking at the community center Wednesday mornings – exercise classes Friday mornings – drop in, coffee is on, cribbage games, computers, socializing Wednesday evening is our regular club night. We support and take part in the P.A.L. (Partnership Approach to Literacy) at the elementary school reading one on one with students who can benefit from a little extra help and encouragement. This month we are, once again, supporting the “Between Friends” program with Mrs. Purcell’s grade eight students from our high school. We meet on Tuesday afternoons for an hour and while talking, playing games and getting to know and appreciate each other we share stories about what life was like for us growing up. Counselling, Teen’s, Parenting’s,
Senior’s, Volunteer and Children’s Programs.

BEW FCSS - COUNSELLING: (No Charge)
Lisa Parkin will be available to provide counselling services at no charge. Although Lisa specializes in marriage and relationship
counselling, she is also able to work with clients on a variety of other issues such as
family conflict, personal issues and play therapy with children. She is also able to
provide workshops and groups for the community if a particular need is expressed.
Please call Lisa at 403-320-1931. Tanie Reid will also be available to provide
counselling services at no charge. Although Tanie specializes in teen counselling, she is
also able to work with clients on a variety of other issues. Tanie is able to provide
workshops on building healthy relationships and Why Try to both teens and their

STAY & PLAY:
Stay & Play is a valuable program for parents and
children (birth to 5 years old) to attend together. There is no charge and registration is not
required. Come drop in and see what we’re all about!
Songs, rhymes, stories, sand and water play, dress-ups and
housekeeping, blocks, science and creative art are all available
in a safe and inviting learning environment. Drop-in on:

MINUTES OF THE MARCH 6, 2012 COUNCIL MEETING DELEGATIONS 1. SouthGrow Regional Initiative: Ms. Stocker met
with Council to provide a summary of accomplishments that SouthGrow Regional Initiative has achieved during the past year and to discuss projects and initiatives for upcoming years.
Ms. Stocker left the Council Chambers at 7:20 p.m. Councillor Caldwell moved that the Council of the Town of Coalhurst hereby agrees to support SouthGrow Regional Initiative for a three (3) year period, commencing in the year 2012, at a membership rate of $0.35 per capita per annum. Carried Unanimously BY-LAWS/REPORTS The following reports were received and reviewed by Council: 1. CAO Report: Director of Operations Lewis presented a written report to Council.
i. Director of Operations • Underwater video inspection of the
water reservoir • Tri-axle trucks filling at the water truck
fill station • Alberta Environment inspection and
evaluation of the water distribution system

2. Schollie Research & Consulting: “Draft” Strategic Economic Development Plan
Deputy Mayor Vander Linden moved that the Council of the Town of Coalhurst hereby approves the February 29, 2012 “Draft” Town of Coalhurst Strategic Economic Development Plan, as prepared by Schollie Research & Consulting, and sponsored
by SouthGrow Regional Initiative. Carried Unanimously BY-LAWS/REPORTS The following reports were received and reviewed by Council: 1. Committee Minutes:
a. Council to Council with County of Lethbridge: held February 28, 2012
Councillor Caldwell moved that the Council of the Town of Coalhurst hereby authorizes Chief Administrative Officer Hauta to submit a letter to the County of Lethbridge, along with a report from the Town’s engineer, MPE Engineering Ltd., requesting endorsement by the County of Lethbridge for the construction of the Town’s sewage pipeline in the Range Road 22-3 right of way. Carried Unanimously Deputy Mayor Vander Linden moved that the Council of the Town of Coalhurst hereby authorizes Chief Administrative Officer Hauta to submit a letter to the County of Lethbridge requesting endorsement by the County of Lethbridge for the Town of Coalhurst’s annexation proposal 2011. Carried Unanimously
b. Committee of the Whole: held March 2, 2012
Councillor Lagemaat moved that the Council of the Town of Coalhurst hereby authorizes construction of the sewage pipeline to the City of Lethbridge, in conjunction with the construction of an alternate access road, in the right of way for the existing County of Lethbridge Meeting adjourned at 9:02 p.m.

MINUTES OF THE MARCH 20, 2012 COUNCIL MEETING DELEGATIONS 1. John Kolk: Mr. Kolk, Progressive Conservative
candidate for the Little Bow Constituency, met with Council to discuss issues of a provincial or municipal level.
Development Officer Jonathan Schmidt entered the Council Chambers at 7:06 p.m. Town Planner Diane Horvath entered the Council Chambers at 7:11 p.m. Duane Gilbert, owner of the Coalhurst Pub, and Raed Gharzeddine entered the Council Chambers at 7:21 p.m. Mr. Kolk left the Council Chambers at 7:23 p.m. 2. Duane Gilbert and Raed Gharzeddine: Mr.
Gilbert, owner of the Coalhurst Pub, and Mr. Gharzeddine met with Council to discuss the extension/renewal of an existing lease agreement for parking with the Town of Coalhurst.
Mr. Gilbert and Mr. Gharzeddine left the Council Chambers at 7:44 p.m. Constable Kary Moore, with the Lethbridge RCMP Detachment, entered the Council Chambers at 7:45 p.m. CITIZENS WITHOUT FORMAL NOTICE 1. Lethbridge RCMP: Constable Moore met with
Council to discuss any issues or concerns. • Dog shooting incident in Coalhurst
investigation ongoing • Traffic enforcement
Constable Moore left the Council Chambers at 7:50 p.m. Councillor Lagemaat moved that Council retire to an “In Camera” Session at 7:50 p.m., under the authority of the Municipal Government Act and the Freedom of Information and Protection of Privacy Act, to discuss the lease/sale of Town property. Carried Unanimously Mr. Schmidt and Ms. Horvath left the Council Chambers at 8:13 p.m. Councillor Caldwell moved that Council return to “Open” Session at 8:15 p.m. Carried Unanimously Councillor Slingerland moved that the Council of the Town of Coalhurst hereby enter into discussions with a business owner, Duane Gilbert, regarding an
agreement to purchase Town property. Carried Unanimously BUSINESS ARISING 1. Schollie Research & Consulting: Final Strategic
Economic Development Plan Councillor Lagemaat moved that the Council of the Town of Coalhurst hereby approves the March 12, 2012 Final Town of Coalhurst Strategic Economic Development Plan, as prepared by Schollie Research & Consulting. been received from MPE Engineering Ltd. regarding the construction of a Regional Wastewater Pipeline.

In the Zone Kid Zone program growing at CES Childcare can be one of the most challenging parts of parenting. Finding a convenient, reliable place where their children feel safe gives parents’ piece of mind. For many Coalhurst Elementary School (CES), families, the answer to their childcare woes is Kid Zone. This before and after school program runs out of CES during the school year and in early 2012 they celebrated their biggest attendance with 20 kids. Kid Zone provides care for 7:30 a.m. until school starts and from after school until 6:00 p.m. as well as holidays and PD days. Owned and operated by Charlotte and Patrick Horvath the Coalhurst Kid Zone is their second program. “We started when our kids were little,” says Charlotte who lives in Taber. “We needed a place for our kids to go and we decided to start the Taber program.” Coalhurst Kid Zone began in 2008 and became an accredited childcare program in 2010. Jenelle Northy, CES Kid Zone supervisor says the group feels like one big family. “They don’t think of it as being in school,” says Janelle. “It’s totally different.” Kid Zone is committed to having fun. The kids enjoy at least 45 minutes each day of physical activity including gym and outdoor play. Special field trips are often planned for PD days such as swimming, bowling and picnics. They also set aside time each day for homework and reading as well as free time to play with games and crafts. “We also work a lot on communication skills, says Janelle. “The kids have to talk things out and learn to get along.” Kid Zone is available to CES families with children from kindergarten to grade six with both on-going and drop-in rates. Spirit Day for April: Crazy Hat/Spring Bonnet day. Wear your crazy hats or create a Spring Bonnet for our April Spirit Day. Spirit Day will be on Wednesday April 25, 2012. We will be having a hat parade in the gym at lunch.
Coming Events: In celebration of Education week April 30th - May 4th, CES will be holding a Spring Showcase and Open House. Drop in Tuesday, May 1
st between 6:00 and 8:00 p.m. to see performances and displays and visit our classroom show and share. There will be activities throughout the evening in the gym, the music room, the atrium and in many classrooms. A detailed schedule will come home after the Easter break. The evening of the event you will receive a passport and can visit the smorgasbord of performances and displays as you like! Our second annual "CES Has Talent Show" will be held Tuesday, May 1
st at 12:45 in the gym. A letter calling for auditions went home last week. You can check the school website for details.
Pets in School:
Recently there have been a number of pets being brought into the school. We have a no fur & feather policy at CES. We have students and staff that are both allergic and afraid of some animals. We would prefer if pets that were being brought in for demonstrations and sharing be shared outside on the playground. Thanks in advance for your consideration on this matter.
Friendly Reminder: HELP MAKE CES NUT FREE!!! A quick reminder that our school strives to be NUT free. We have a number of students and staff that are severely allergic. So PLEASE, NO snacks or food that contain nuts, this includes PEANUT BUTTER.
ECS & PRESCHOOL REGISTRATION: Registrations are being taken from now until September 2012 for ECS and Preschool programs for this fall. Programs can fill up, so register early. If you have a child/children who are 5 years of age or who will be 5 years of age before December 31, 2012, they are eligible for ECS. If you have children who are 3 years, 8 months of age as of September 1, 2012 they are eligible for Pre School. To register please call the school office at 381-3330 or just come to the school office during school hours, and please bring a birth certificate to register. There is also a $10.00 non-refundable registration fee that must be paid before we can register your child. We will be holding a preschool orientation on Friday, April 27, 2012 from 9-12. If you have already registered, your invitation will come in the mail. You must be pre-registered for the orientation, call the school at 403-381-3330 to arrange a time for you and your child to come for a visit on April 27.
Library News: Scholastic book fair will once again be running in the CES library. The book fair theme is “Grow with Great Books.” Volunteers are needed. The special needs bus picks up and drops children off often during the day.
