Message from the Dean

In just over a decade, the Australia and New Zealand School of Government (ANZSOG) has established itself as a world-class institution for the provision of public sector executive education.

Management and leadership in the public sector present some distinct challenges relative to the private sector. ANZSOG programs are ‘fit for purpose’ and yield benefits for public sector executives beyond those obtainable elsewhere.

ANZSOG’s most distinctive feature is the collaboration between its academic and government partners. This has produced a blend of theory and practice, of rigour and relevance, that yields real benefits for course participants and organisations alike. It has also facilitated a vibrant research program attuned to the needs of governments.

Course participants are exposed to the best in contemporary thinking about public administration. ANZSOG’s academic faculty and practitioners are drawn from the best in Australia, New Zealand and internationally, including Harvard’s Kennedy School.

Participants also have an invaluable opportunity through our active Alumni Program to maintain lifelong connections with their course peers, a network of lasting professional value.

Towards Strategic Leadership (TSL) has been specifically designed for public sector managers to assist them make the transition into senior executive leadership roles. The learning approach is non-traditional, and has distinctive differences to other ANZSOG programs. TSL involves extensive group-based reflection, real-world case studies, experiential learning and access to exceptional leaders. Participants are encouraged to reflect on and further develop their approach to leadership.

The Towards Strategic Leadership Program (TSL) is specifically designed for public sector managers who are moving into or have recently moved into a senior executive leadership role. Course participants will further develop their ability to think and act on a strategic level.

The course is designed to give participants the opportunity to examine different approaches to decision-making and leadership.

Learning approach

The program consists of two residential modules of five days each, three to four months apart. The first module focuses on strategic leadership in complex, shared power settings; while the second module examines how to effect change in a public sector setting.

The learning environment provides an opportunity for participants to articulate and receive feedback on their leadership style and objectives. They are also able to discuss and reflect upon actual leadership dilemmas, often using their own experiences, and critically examine different ideas about leadership.

Rather than relying on a traditional lecture format, guest presenters make themselves available in a mentoring capacity to answer questions about their experiences of leadership, including how they handle the pressures and the responsibilities.

Key elements

Participants in TSL examine important questions facing senior executive leaders in the public sector, such as:

• What are the impediments to working closely and collaboratively with others?

• How can we create networks in new and flexible ways?

• How can leadership be exerted in the midst of highly complex relationships, groups and interdependencies?

• How can we plan for and respond to the inevitable surprises and the flow-on effects that result in a society that is increasingly reliant on complex, tightly interconnected systems?

• What is our role in change and what is the role of leaders in ‘managing’ change?

Who should attend?

Towards Strategic Leadership is specifically designed for people moving from a tactical to a strategic leadership role within government. The Program assists those facing senior executive responsibilities for the first time to make the transition.

Teachers

A Dutch Australian, Paul ‘t Hart is currently Professor of Public Administration in the Utrecht School of Governance at Utrecht University, as well as Associate Dean of the Netherlands School of Government in The Hague. He has had visiting positions at the University of Oxford, Stockholm University and the Swedish Defence College and was Professor of Political Science at the Australian National University during 2005-2010.

Paul has had a life-long fascination with how people seek and exercise public power. His research, teaching and training activities focus on elite behaviour and leadership in government, crisis management, policy evaluation and public accountability. He has published 25 books and co-edits the journal ‘Political Psychology’. Paul is also a fellow of the Australia and New Zealand School of Government, where he teaches the Leading Public Sector Change subject in the Executive Master of Public Administration.

Paul has taught and trained thousands of public professionals around the world and has extensive consulting experience with a variety of Australian, Dutch and Swedish public sector organisations in areas such as police, public prosecution, courts, emergency management, infrastructure, as well as local government and parliament.

Robbie Macpherson

Robbie began his career in the corporate sector with a range of major insurance, communications and engineering companies. In 1995 he moved into to the non-profit sector, managing youth mentoring programs in Sydney and regional NSW. He was Director of Social Leadership Australia from 2000–2011. Robbie is now Director of Adaptable Leadership and a Partner at REOS Partners, a global consultancy specialising in tackling multi-stakeholders challenges.

Robbie has designed and delivered a range of innovative leadership development programs for senior leaders in the government, corporate and Not-For-Profit sectors, including National Australia Bank, Australia Post, Medibank, community and corrective services, the Australian Institute of Police Management and the Netherlands School of Government (NSoB). He is also an experienced executive coach.

Robbie is interested in what types of leadership people require to help their organisations and communities really tackle the tough, complex challenges they face in the modern environment. Robbie is a graduate of The Art and Practice of Leadership Development at The Kennedy School of Government, Harvard.

Why did you choose to participate in the Towards Strategic Leadership (TSL) program?

Having worked for a time as a public sector senior official, I felt I needed to expand my understanding of strategic leadership through further consideration of contemporary theory and practical application, and through extending my professional networks. TSL offered me this opportunity by providing high intensity real-world learning opportunities involving discussion and collaboration with peers across jurisdictions.

What were the highlights and challenges of TSL?

TSL offered a highly challenging environment in which to test our learnings and joint experiences through real case work. A highlight was the opportunity to work collaboratively with peers through field work and crisis management. The unique combination and structure of the program provided new theoretical frameworks and the opportunity to test them, but as importantly, the opportunity to test myself and my ability to lead and work collaboratively through high intensity, high complexity situations. The mix of challenge, support, discussion and debate was set to exactly the right temperature for personal and group learning.

How did the program convenors contribute to your learning experience?

The TSL convenors brought such an array of experience and knowledge to the program. Their insights and accounts of real situations, both good and not so good, enabled me to reflect on how I would and have operated in similar circumstances. The opportunity to talk freely and frankly with convenors and test their responses to situations provided real depth to the program learnings. The knowledge, wisdom and humility with which they worked with us made this one of the most significant programs I have participated in.

Application and selection

Applications for TSL are submitted directly to ANZSOG. The program has a maximum of 40 places and a selection committee will meet after the closing date to discuss applications and confirm the final cohort.

The selection committee assess the applicants experience level and will endeavour to maintain as much balance as possible across jurisdictions and departments.

Investment

Course fees are paid by the sponsoring government or agency. Fees include accommodation, most meals and materials.

ANZSOG Programs

Developing strategic leadership skills in public sector managers requires a different educational framework from what is appropriate for private sector managers. While business schools teach how to create ‘shareholder value’, ANZSOG’s mission is to teach public sector managers how to create ‘public value’.

ANZSOG also offers the Executive Master of Public Management (EMPA) and Executive Fellows Program (EFP), and in partnership with the Australian Centre of Excellence for Local Government (ACELG), ANZSOG delivers the Excellence in Local Government Leadership Program (ELGLP) and a suite of shorter Executive Education workshops.

The EMPA is a two-year part-time postgraduate qualification designed to give high potential, experienced mid-level managers and aspiring leaders a thorough grounding in the theory and practice of public administration. ANZSOG’s only accredited program, it is delivered to highly committed public sector managers from across Australian and New Zealand governments.

The EFP is a high-level residential executive program for senior public sector leaders, tailored to build on the core relationship, leadership and management skills needed in the public sector of the 21st century.

ELGLP is a cutting edge leadership program specifically designed for local government leaders. It aims to enhance professionalism, leadership skills, showcase innovation and best practice, and facilitate a better-informed policy debate in local government.

The Executive Education program delivers specialised, practical executive workshops designed to meet the needs of middle to senior public sector managers across a range of disciplines.
