1. Scope
1.1. Tourism & Culture Sector EHSMS Requirements
The Tourism & Culture Sector EHSMS Requirements document outlines the corecomponents and requirements developed in full compliance with the AD EHSMS RFrequirements as per AD EHS RI- Mechanisms 2.0-AD EHSMS Sector Requirements and are
as follows:
• Tourism & Culture Sector EHS Policy;• Tourism & Culture Sector EHS Targets and Objectives;• Additional Sector Reporting Requirements;• Tourism & Culture Sector Emergency Management Program;• Tourism & Culture Sector Audit and Inspection Program; and• Tourism & Culture Sector Non-Conformance and Enforcement Process.
In addition, it provides the requirements for all Nominated Tourism & Culture Sector Entitiesto develop, implement and maintain an approved Environment, Health and SafetyManagement System for their business operation in full compliance with AD EHSMS RF(Elements, Regulatory Instrument, Guidelines, Standards and Guideline Value) and Tourism& Culture Sector EHSMS Requirements document which should be read in association withthe relevant Abu Dhabi Tourism and Culture Authority’s Policies and Standards.

TCA Abu Dhabi as the regulatory authority for the tourism and culture sector is responsiblefor supervising the implementation of this Tourism and Culture Sector requirements acrossthe tourism and Culture sector. Specifically TCA Abu Dhabi is responsible for:

1.4. Nominated Tourism and Culture sector entities roles and responsibi lities:
• Develop and implement an entity based EHSMS within their scope of work accordingto the requirements of the Abu Dhabi EHSMS RF and TCA Abu Dhabi’s TourismSector and Culture requirements in order to protect workers, the community and the
environment from adverse effects resulting from their activities;• Meet timelines for development and implementation of the Entity and Tourism and
Culture Sector requirements set by TCA Abu Dhabi as the regulatory authority for thetourism and culture sector;
• Actively audit their system to ensure compliance with AD EHSMS RF and Tourismand Culture Sector requirements;
• Undergo an annual third party external compliance audit and submit results to TCA Abu Dhabi;
• It should be noted that the entity management is ultimately responsible for ensuringthat their entity complies with the EHS requirements of the Tourism and culturesector and AD EHSMS RF

2. TCA Abu Dhabi Sector EHS Policy
The purpose of this Environmental, Health and Safety (EHS) Policy is to publicly state TCA Abu Dhabi’s position on matters relating to the management of environment, health andsafety issues within the tourism and culture sector.
In addition to responding to the legislative requirements of the Abu Dhabi EHSMS RF thisPolicy reflects TCA Abu Dhabi’s commitment to:
• Its duty of care to provide a safe and healthy tourism destination;• Adopt best practice standards for protecting the health and safety of tourists and
tourism workers in Abu Dhabi;• Adopt best practice standards for protecting the environment in which nominated
tourism entities operate;• Integrate risk management into the tourism sector operations and activities;• Work with and assist nominated tourism sector entities through the provision and
sharing of information, training, and support to help them to achieve the EHS Policygoals;
• Demonstrate and promote the achievement of a sustainable tourism industry thatembraces the ecological, economic and social aspects of human existence; and
• Be a leader in the provision of sustainable niche destinations in the Middle-East andInternationally.

5. Tourism Sector Emergency Management Program
The Guideline for Hotel Emergency Management Plans was developed by Abu DhabiTourism & Culture Authority and the Emergency and Public Safety Department of Abu DhabiPolice GHQ. It is put into force by the TCA Abu Dhabi.
The document was based on AS 3745-2010, DIN 14096 and refers to AD EHS RI - CoP -7.0 - Fire Prevention Planning and Control and AD EHS RI - CoP - 6.0 - EmergencyManagement Requirements.
Copy of Guideline for Hotel Emergency Management Plan is provided in Appendix B .
This Hotel Emergency Management Plan currently is relevant for the nominated entities of
Hotels and Hotel apartments in T&C sector. As new entities such as1. Food services and drinking places2. Performing Arts, Spectator Sports, and Related Industries3. Art Galleries, Museums, Designated Historical and Religious Sites, and Similar

III. T&C EHS Inspections Categories:
- EHS Planned Inspections: Are Inspections to be conducted on regular basis and intervals;planned inspections are inspections scheduled in advance to take place at a certain time anddate. These inspections are generally done in accordance with the hazards associated and its
potential for serious EHS incidents and threats.- EHS Random Inspections: SRA EHS Division shall conduct random/ surprise EHS Inspectionson Entities for checking the effectiveness and efficiency of EHSMS. Schedule of RandomInspections shall not be informed to Entities prior to inspections.
IV. T&C Sector EHS Inspections Frequencies (Annually):
- High Risk Entities: Conduct (2) EHS Planned Inspections and Optionally (1) EHS RandomInspections.
- Medium Risk Entities: Conduct (1) EHS Planned Inspections and Optionally (1) EHS RandomInspections.
- Low Risk Entities: Optionally (1) EHS Random Inspections.

The medical practitioners shall immediately inform theemployer and the Labour department of cases of occupational disease occurring amongthe workers, and of resulting deaths, after the facts have been confirmed throughappropriate medical and laboratory tests.
