THURSDAY, DECEMBER 1, 2016 The Ozaukee County Board of Canvassers met Thursday, December 1, 2016, at 9:00 a.m. in the Auditorium of the Administration Center, Port Washington, Wisconsin for the purpose of conducting an election recount of November 8, 2016 General Election for the President of the United States. Canvass Board: Julianne B. Winkelhorst, County Clerk, Carol Boettcher, representing the Republican Party, and Clair Krause, representing the Democratic Party. Other Personnel: Tabulators: Audrey Lusty, Carol Piku, Christine Capelle, Darrell Blank, Kaity Olsen, Ginger Murphy, Marilyn Campbell, Rosemary Marciniak, Michael Morris, Ellyn Potokar, Tana Salvaggio, Amanda Schaefer, Dave Gorton, Cheryl Karrels, Mary Kay Baumann, Susan Westerbeke, and Secretary/Tabulator Lisa Henning. The meeting was called to order at 9:00 a.m. and the Affidavit of Posting was read. County Clerk Winkelhorst welcomed everyone. Ms. Winkelhorst explained the process to all present. Ground rules were explained and sign in and out procedures were reviewed as well. Poll Book Verification: Poll list reconciliation count is 399 absentee voters on the county’s poll book and 402 absentee voters on the municipality’s poll book. Mike Meyer was assigned voter #812 (page 81), Valerie Schultz was assigned voter #810 (page 110) and Cindy Wendorf was assigned voter #811 (page 129). The voter numbers of the aforementioned voters were written in red ink on the municipality’s poll book; therefore, they were tallied as absentee voters when in actuality the voters voted in person as the county’s poll book was signed on election day. Actual number of absentee voters is 399. Board of Canvassers accepted the poll book reconciliation performed by the County Clerk office staff. Ballot count was initially 1128. It was suggested that a ballot may be in the wrong ballot box as Wards 5,6,10 and 7-9 are at one location. Ms. Henning retrieved the ballots for Town of Cedarburg, Wards 7-9. One ballot from Ward 5,6,10 was found in the Wards 7-9 ballot box. Count is now correct at 1129. Discrepancy between this reporting unit and Town of Cedarburg, Wards 7-9 is that three (3) of the absentee ballots were issued to voters from the wrong wards. The total number of ballots manually counted for both reporting units equals 2220. The total number of voters for both reporting units equal 2220. It was noted that the “rejected” absentee ballot recorded on the Inspectors’ Statement was not a rejected absentee ballot. It was actually a spoiled ballot in the clerk’s office during in-person voting and was inadvertently documented as a rejected ballot. TUESDAY, DECEMBER 6, 2016 The Ozaukee County Board of Canvassers reconvened Tuesday, December 6, 2016, in Room 117 of the Administration Center, Port Washington, Wisconsin for the purpose of reviewing final reports for the election recount of November 8, 2016 General Election for the President of the United States. Meeting was called to order at 3:00 p.m. Present: Julianne B. Winkelhorst, County Clerk, Carol Boettcher, representing the Republican Party, Clair Krause, representing the Democratic Party and Chief Deputy County Clerk Lisa Henning. Prior to reviewing the final report, Clerk Winkelhorst explained that 29 votes for Trump/Pence from the Village of Newburg were not included in the original certification by the Board of Canvassers. The election night results for Village of Newburg for Trump/Pence was 30 votes but only 1 vote was certified.
