1 Welcome, Call to Order, Roll Call, Declaration of Quorum and Prayer
An Orientation for the newly elected Ward Representatives was held. The Orientation commenced at 6:38 pm and was adjourned at 7:10 pm. The Orientation provided attendees with a brief history of Parent Engagement in Ontario; Who Toronto Catholic PIC is; What the Parent Members does; The PIC Mandate; The funding provided by the Ministry of Education; the Ward Team Structure; The Meeting Agenda and Process; Parent Members conflict disclosure; Parent Member information and resource access.
A copy of the Toronto CPIC Constitution and By-Law and the Updated Policies, Standing Orders and Amendments were distributed to the parent members.
The Chair welcomed everyone, called the meeting to order at 7:11 PM.
After the round table introductions, a determination of Members present was made, the Chair declared that as quorum was confirmed, the meeting was duly convened and legally constituted.
R. Oliveros led the opening prayer.

No additions and changes can be made to the Inaugural Agenda, and the Agenda stands as presented.
3 Report from the Chair Co-Chair presided over the Meeting.
G. Feldman presented Certificates of Appreciation for years of continuous service to the Toronto Catholic PIC.

G. Feldman presented the Toronto Catholic Parent Involvement Committee 2015-16 Annual Report that was planned to be presented to Trustees on Thursday, October 20, 2016. (After meeting note: As the Special Meeting was not held, the recommendations could not be ratified and the presentation to the Trustees was delayed)
• 2015-2016 fiscal year achievements • Financial - spent all Pro-Grant funds • Pictures from events and meetings • Recommendations for ratification
o Communication between teacher and parent; o Communication between school and parish.

4 Financial Report from the Treasurer
J. Fiorante reported
An overview of spending (attached as Appendix “A”) as reported by the TCDSB as of September 30, 2016 was provided and discussed by the members.
5 Election of new Vice- Chair (odd-numbered years) or new Chair (even-numbered years) for a 2-year Term
G. Feldman stepped down as Chair
Superintendent Wujek assumed the presiding officer’s chair per §7.6 of the Constitution & Bylaws of Toronto CPIC.
Superintendent Wujek read §7.7 on page 8 - Description and Duties of the Chair.
Superintendent Wujek opened the floor for nominations.
John Del Grande nominated by Sandra Mastronardi; seconded by Lalit Lobo. ACCEPTED Geoffrey Feldman nominated by Nilo Ang, seconded by Cheryl Bristol-Matte ACCEPTED
The Parent Members: Ward Representatives cast their vote
OUTCOME: CPIC Chair for next two years is Geoffrey Feldman

6 Election of Parent Members: At Large (1- Year Term)
G. Feldman assumed the Chair position
Chair read §5.1 of the Constitution of Toronto CPIC, Parent Members: At Large serve a one-year term and are elected by Parent Members: Ward Representatives. There are four (4) Parent Member: At Large positions.
Chair opened the floor for nominations.
Ana Bela Da Silva nominated by Nilo Ng; seconded by Manny Ching. ACCEPTED.
Rosanna Del Grosso - self-nominated; seconded Sandra Mastronardi.
No other person was nomination and therefore both parties were acclaimed as Parent Members: At Large for a one-year term.
7 Appointment of Community Representatives as Members of the Committee (1-Year Term)
Chair read §5.1 of the Constitution of Toronto CPIC, Community Representatives serve a one-year term and are appointed by Parent Member: Ward Representatives and Parent Members: At Large.
Chair read Section 4.4 of the Constitution of Toronto CPIC, there are three (3) Community Representative positions:
One (1) from OAPCE or TAPCE
Two (2) from among: o Greater Toronto Catholic Parent Network (GTCPN) o Archdiocese of Toronto o Catholic Student Leadership Impact Team (CSLIT) o Other Community Member
Chair opened the floor for nominations.
Two attendees were nominated and were appointed:

8. Pledge and Affirmation of Members
Per §13.2 of the Constitution of Toronto CPIC, a Member, upon election or appointment, at the first Meeting of the Committee at which the Member is present, shall take the following pledge by standing and reciting:
“I sincerely pledge upon my word and honour, to perform my duties as a Member of the Toronto Catholic Parent Involvement Committee to the best of my ability.
I will attend, when able to do so, all Meetings of the Committee and all meetings of any Subcommittee of which I shall be a member.
I will respect, and I agree to be bound by, the Constitution and Bylaws of the Committee, and I shall conduct myself in accordance with Christian and Catholic gospel values and the Committee’s Code of Ethical Conduct.”
9. Election of new Executive Officers (1- year term)
All Executive Officers other than the Chair and Vice-Chair serve a one-year term and are elected by Parent Members of the Committee per §7.3. All Toronto CPIC voting Members are eligible to hold an Executive Office.
Chair opened the floor to accept nominations for the new executive Offices of the committee. The positions were elected by acclamation as only one nominated member stood for each position. The Toronto CPIC Executive Officers are:

10 Confirmation of Calendar and Schedule of Committee Meetings
The Calendar of meetings to be held in 2016/17 was presented and discussed. Attendance is required at these formal meetings: November 21, 2016; January 16, 2017; March 6, 2017*; April 10, 2017*; May 15, 2017; June 19, 2017; and September 18, 2017.
* These two dates were changed after the meeting due to conflicts
The Subcommittee meetings and Executive meetings take place as needed. It is mandated that all Subcommittee Agenda(s) are publically posted five days before the meeting..
11 Confirmation or Appointment of Subcommittee Chairs
Chair read from Article VIII which describes the role and mandate of the Standing Subcommittees.
A Chair is specified for the following subcommittees:
Subcommittee of the Whole - Chair
Executive Officers Subcommittee - Chair
Budget & Priority-Setting Subcommittee – Vice-Chair
Nominations are requested for the following subcommittees for a one year term:
Governance & Procedure Subcommittee
o John Del Grande self-nominated seconded by R. Del Grosso (9 for)
o Manny Ching nominated by N. Ang; seconded by D. Hastings (8 for)
o John Del Grande was elected as the Chair of the G&P subcommittee.
Nominating & Elections Subcommittee
o Dennis Hastings -Self-nominated, seconded by M. Ching – Acclaimed.
Conference Planning Subcommittee
o Ben Xavier self-nomination; seconded J. Fiorante – Acclaimed.
The Audit Subcommittee is not required as TCDSB holds the funds in trust for Toronto Catholic PIC. All expenditures are required to follow the procedure outlined in TCDSB CPIC Policy P04 Appendix “B”.
12 Review of Special Subcommittees and renewal of Terms of Reference if required
Chair read §8.1 Special Subcommittees and Task Forces. The committee may create as many Special Subcommittees as it deems necessary to meet specific objectives and to make recommendations to the Committee. The Committee shall assign purposes and delegate powers and duties to each Special Subcommittee or task force as it deems necessary. Special Subcommittees or task forces shall cease to exist on September 30, of each year or when they have achieved their mandate or purpose or by a decision of the Committee.
The Chair outlined the Special Subcommittees formed in 2015-16 and opened the floor for discussion.
The members decided that the following Special Subcommittee(s) shall cease to exist.

Parent Conference Survey Review
The members decided that the following Special Subcommittee(s) will continue
CPIC-OAPCE - Toronto “Visioning Statement”
Chair - Joe Fiorante nominated by N. Ang; seconded by R. Del Grosso Acclaimed
Terms of Reference: To Prepare “Visioning Statement(s)” with input from OAPCE-Toronto that can be presented to Members. The visioning statement should contain recommendations on parent engagement and involvement at the school and at home listed by:
What CPIC could be doing alone;
What OAPCE-Toronto could be doing alone; and
What CPIC and OAPCE-Toronto could be doing together.
The Chair requested that members volunteer to be assigned to attend or watch on-line and to report back to CPIC on the Board of Trustee Meetings, the Student Achievement, the Budget, and the Governance and Policy Committee meetings.
13 Amendments to the Committee’s Constitution & Bylaws
No amendments to the Toronto CPIC’s Constitution of June 1, 2011, have been made other than that contained in the supplementary booklet issued on October 17, 2016.
14 Announcements & Date, Time & Location of Next Meeting
The next CPIC meeting to be held is on Monday, November 21, 2016 at 7:00pm.
All meetings are normally held at the: Catholic Education Centre in the Catholic Teaching Centre on the Third Floor.
There will be subcommittee and Executive meetings as needed.
