Only the advancement recommendation (Block 45) of the evaluation is used to compute the PMA.

What are they, and how are they determined?Passed-Not-Advanced points come

Sustained superior performance. Awarded to those who pass the exam but

are not advanced due to quota limitations. Points awarded each exam cycle based on

combination of Performance Mark Average (PMA) and Exam Standard Score (SS).

Up to 3.0 PNA points awarded per exam cycle up to 5 cycles (1.5 points max each for PMA and SS).

CAP was created in 1978 as an incentive for seagoing personnel to be recognized for superior performance.

CAP Policies

The number of personnel advanced depends on the total number of authorized enlisted billets.

Command not authorized to CAP non-designated personnel into ratings requiring special selection process.

If desired, a lower grade may be advanced. Meaning 3 E-5s and no E-6s could be advanced.

Personnel selected are advanced between 1 January and 31 December.

CAP Eligibility Requirements

Must be active duty for a minimum of 30 consecutive days and assigned to a command designated as sea duty (type 2 or 4).

Must meet advancement requirements for the next higher pay grade, with the exception of advancement exam participation.

Must meet health and physical readiness requirements.
