Paul said in our opening Scripture, "I exhort therefore, that,first...." Let's put first things first. We let secondary thingspredominate, andneglectthingsthatshouldbefirst.

"I exhort therefore, that, first of all, supplications, prayers, intercessions, and giving of thanks, bemade for all men; Forkings.... " (vv. 1,2). In the time in which Paul wrote, mostcountries had kings for leaders. Today's equivalent in ourcountrywouldbeourPresident.Paulthensaid,"forallthatareinauthority" (v. 2). Thatmeans all our leaders—congressmen, senators, governors, mayors—allwhoare inauthority. Itevenincludespolicemen.

It'ssoeasytocriticize.IhearpeoplecriticizeandIknowtheyarenotprayingforourleaders;forwhenweprayforotherswearenotsoapttocriticizethem.

AsChristians, however, wearenottoputpoliticsbeforeChrist. Some people are so politically minded they are no goodspiritually.

Onetime, forexample, somepolitical leadersinonesectionofthe country were under criminal indictment. Later on theyeventuallywereconvictedandevensenttothepenitentiary.ButI overheard some Christians say they were going to vote forthesemen anyway. They didn't care if they had stolen two orthree thousand dollars. They were going to vote for thembecause theywereof theirparticularpoliticalpersuasion, andthey vehemently declared that one ought to vote a straightparty ticket. It didn'tmakeanydifferencewho thecandidateswere.

Fortunately,thesepoliticiansdidn'tgetre-elected.

TheLordhasimpresseduponmethatweshouldprayespeciallyforournation, for thingscanbechangedthroughprayer.Goddoesn't tell us to do something just to put extrawords in theBible,ortofillupspace.Hehasapurposeinmind.

In our Scripture textwe can learn the purpose of praying forourleaders.

Paulsaidtoprayforthosewhoareinauthoritysothatwewhoare Christians "may lead a quiet and peaceable life in allgodliness and honesty" (v. 2). God is concerned about us andwillmove, eventhoughthosewhoare inauthoritymaynotbeChristians.Hewillanswerourprayersanddothingsforusthatwe"mayleadaquietandpeaceablelife."

Noticetheultimatepurposeofourprayingforournation.

"ForthisisgoodandacceptableinthesightofGodourSaviour"(v. 3). If we, as Christians, want to please God, what are wegoing to put as number one on our prayer list? Me? MyChildren?Mygrandchildren?Mychurch? No.Wearegoingtodo exactly as God said to do: to pray first for all who are inauthority.

Noticethefourthverse:"Whowillhaveallmentobesaved, andto come unto the knowledge of the truth. " God's ultimatepurposeinhavingusprayforthoseinauthorityisthatwewillbe able to spread the Gospel. If we do not have goodgovernmentwherethereisquietnessandpeace, ithindersthespread of the Gospel. In time of political upheaval we arehindered in spreading the Gospel. In time of war we arehinderedinspreadingtheGospelduetotravelrestrictionsandotherlimitations.

God wants us to get the Gospel out. He wants us to get thetruth out. Jesus said when He was here on earth, "And thisgospelof thekingdomshallbepreached inall theworld forawitnessuntoallnations;andthenshalltheendcome"(Matt.

24:14). The devil would do his best to see that this is notaccomplished.

Ministers who have traveled extensively in other countries inGospel work tell me that while other countries are doing acertain amount ofmissionarywork,America is about the onlyonecarryingtheGospeltotheworld.Naturally, weseewhythe

devilwouldopposeournationsohecouldstoptheflowoftruthtothewholeworld.AndwecanseewhyGodwantsustoprayfor those in authority, becauseHewould have "allmen to besaved,andtocomeuntotheknowledgeofthetruth"(v.4).

Now thatwe seewhy He told us to pray for our nation, let'slookintothematterofhowtoprayforournation.TheScriptureisclearenoughaboutwhowearetoprayforwhenitsays,"forkings, and for all that are in authority" (v. 2). But let's talk alittle about the how. Notice that Paul said, "Supplications, prayers, intercessions" (v. 1). In this chapter we willdiscuss"intercessions."

The prayers of intercession and supplication are, of course, prayers forothers, and thisScripture is talkingaboutprayingforothers.

AnexampleofintercessoryprayerisfoundinGenesis18:20-27where we see Abraham's intercession for the cities of SodomandGomorrah.

GENESIS18:20-27

20 And the Lord said, Because the cry of Sodom andGomorrahisgreat,andbecausetheirsinisverygrievous;

21 Iwill go downnow, and seewhether they havedonealtogetheraccordingtothecryofit, whichiscomeuntome;andifnot,Iwillknow.

22Andthementurnedtheirfacesfromthence,andwenttowardSodom:butAbrahamstoodyetbeforetheLord.

23 And Abraham drew near, and said, Wilt thou alsodestroytherighteouswiththewicked?

24Peradventure therebe fifty righteouswithin the city:wiltthoualsodestroyandnotsparetheplaceforthefiftyrighteousthataretherein?

25Thatbefarfromtheetodoafterthismanner,toslaythe righteous with the wicked: and that the righteousshouldbeasthewicked, thatbefarfromthee:ShallnottheJudgeofalltheearthdoright?

26And the Lord said, If I find in Sodom fifty righteouswithin the city, then I will spare all the place for theirsakes.

27AndAbrahamansweredandsaid,Beholdnow, IhavetakenuponmetospeakuntotheLord,whichambutdustandashes.

Notice that Abraham humbled himself before the Lord, referringtohimselfas"butdustandashes."It'sgoodforustogo into the presence of God and get on our face before theLord.

InmanyplacesintheBiblewereadofcertainoneswholaidontheir faces before the Lord. The Bible tells us to humbleourselves,tosubmitourselvestoGod."DrawnightoGod,andhewilldrawnightoyou"(James4:8).

I'veheardpeoplepray,"Lord,makeushumble."ButHeisnotgoingtodothat.Thatisoneprayerthatneverwillbeanswered.He is not going tomake you humble. He tells you to humbleyourself.

When Israel dedicated Solomon's Temple, God promised Hewoulddocertainthings.Evenif theywent intosin, whentheyreturnedtoGodandhumbledthemselvesHewouldhearthem, answerthem, andrestorethem."Ifmypeople, whicharecalledbymyname, shall humble themselves, andpray, and seekmyface, and turn from their wicked ways; then will I hear fromheaven,andwillforgivetheirsin,andwillhealtheirland"(2

Chron. 7:14). He is not going to humble you. Hemay permitsome things to happen that will humiliate you, but He's notgoingtohumbleyou.Youmusthumbleyourself.

So we see that Abraham humbled himself. There is nothinggood in us, from the natural standpoint, except that Jesusdwellsinus.WithoutHimwearenothing;weare"butdustandashes"(v.27).

AsIprayinprivatebeforeIenterthepulpittopreach,Isimplysay, "Lord, Ihavenomerit ofmyown tobaseanyanswers toprayeron.Idon'tcomeinmyownname.IjustthrowmyselfonYourmercy.WithoutYouIamnothing."

There is an important principle, a nugget of truth, inGenesis18.

GENESIS18:28-32

28 Peradventure there shall lack five of the fiftyrighteous:wilt thou destroy all the city for lack of five? And he said, If I find there forty and five, I will notdestroyit.

29 And he spake unto him yet again, and said,Peradventure there shall be forty found there. And hesaid,Iwillnotdoitforforty'ssake.

30Andhe said untohim,Oh let not the Lord beangry,

andIwillspeak:Peradventurethereshallthirtybefoundthere.Andhesaid,Iwillnotdoit,ifIfindthirtythere.

31 And he said, Behold now, I have taken upon me tospeakuntotheLord:Peradventurethereshallbetwentyfoundthere.Andhesaid,Iwillnotdestroyitfortwenty'ssake.

32Andhesaid,Oh letnot theLordbeangry,and Iwillspeakyetbutthisonce....

How I wish Abrahamwouldn't have said he would speak justonemoretime.Ibelieveifhehadasked,"Lord, ifyoucanfindfive .. . ," the Lord would have said, "All right, if I find fiverighteousIwon'tdestroythecity."I'mthoroughlyconvincedtheLord would have spared the city for even one. But Abrahamstoppedatten."Peradventuretenshallbefoundthere.Andhesaid,Iwillnotdestroyitforten'ssake"(Gen.18:32).

What a tremendous statement! "I will not destroy Sodom andGomorrahforten'ssake."ImagineGod'ssayingHewouldsparethat wicked place! He had already spoken about the sexualimpurityof thosecities.Yet,HesaidHewouldspare themforthesakeoftenrighteousmen.

This world certainly would be in a mess if it weren't forChristians. It alreadywould have been destroyed if itweren'tfor us. No wonder Jesus said, "Ye are the salt of the earth"(Matt.5:13).

I can remember back beforewe had refrigerators or freezerswhenmygrandmotherusedtocanalotoffruitandvegetables.

Whenmy grandfather killed hogs, he put salt on themeat topreserveit.Withoutthesaltthemeatwouldspoilandrot.Thisworldisbadenough,butifitweren'tforChristians,itcertainlywould be rotten. "Ye are the salt of the earth: but if the salthave lost his savour, wherewith shall it be salted? it isthenceforth good for nothing, but to be cast out, and to betrodden under foot of men" (Matt. 5:13). Have we lost oursavour?

We can change things by prayer. We can hold back judgmentevenontheunsaved, andgivethemalittlemoreofachancetohear the Gospel. God told Abraham that if there were tenrighteoustobefoundinSodomandGomorrah,Hewouldsparethecities.

I believe there are more than ten righteous men in Americatoday. I believe there are people who will take their place inprayerjustasAbrahamdidinintercession.Ifwewilldothis,wecanchangethings.Anditdoesn'ttakeagreatnumbertodoit.

Toomanytimeswereadnewspaperarticlesandhearsermonsaboutwhatthedevilisdoing.Wehearhowterriblethingsare.People haven't told you a thing when they tell you that. Youknew it already. If you go to church and hear that kind ofsermon, you go away without having eaten anything. I don'tcare what the devil is doing. There are some principles ofprayer written in the Book of God that apply to us todaywherebywecanchangethings.

Somepeopledeclare, "TheBiblesays that in theend time, '...evilmen and seducers shall waxworse andworse, deceiving, andbeingdeceived' " (2Tim.3:13).This is true. However, thepeopleofSodomandGomorrahwerewaxingworseandworse.

YetGodsaidforthesakeoftenrighteousHewouldnotdestroythecity,becauseamanofGodhadintercededintheirbehalf.

Another Scripture concerning intercession is found in Ezekiel22:30,31:

EZEKIEL22:30,31

30AndIsoughtforamanamongthem,thatshouldmakeup the hedge, and stand in the gap before me for theland, thatIshouldnotdestroyit:butIfoundnone.

31 Therefore have I poured out mine indignation uponthem; I have consumed themwith the fire ofmywrath:theirownwayhaveIrecompensedupontheirheads, saiththeLordGod.

God said this concerning Israel, yet there is a spiritual truththatapplies tous today.Godsaid, "Isought for amanamongthem. .. but I found none" (v. 30). Isn't that a terribleindictment?

GodhadtoldAbrahamthatifHefoundtenrighteousHewouldnotdestroy the cities ofSodomandGomorrah.ThisScripturetalks about a whole country, a whole nation. God said if HecouldfindonerighteousmanHewouldn'tdestroytheland.Onemancouldsavethenation.

IfGodreallywantedtosparetheland,whydidn'tHejustdoit?Whydoesn'tGodjustdowhatHewantstodo?InFirstTimothy2:4 we read that God wills all men should come unto theknowledgeofthetruth.IfHeisAlmighty, allpowerful, andcandoanythingHewantstodo, whydoesn'tHegoaheadandsaveeveryone?

TheanswerisfoundintheBookofGenesis.AfterGodmadetheearth and the fullness thereof, He made man. He then gaveAdam dominion over all the works of His hands, and Adam

becametherulerofthisworld.However,AdamcommittedhightreasonandsoldouttoSatan,ThenSatanbecametheruler,thegodofthisworld,andhebegantodominatetheearth.

InSecondCorinthians4:4PaulcallsSatanthegodofthisworld:"Inwhomthegodofthisworldhathblindedthemindsofthemwhichbelievenot,lestthelightofthegloriousgospelofChrist,whoistheimageofGod,shouldshineuntothem."

InthefourthchapterofLukewereadaboutthetemptationofJesus.

LUKE4:5-7

5 And the devil, taking him up into an high mountain, shewed unto him all the kingdoms of the world in amomentoftime.

6And thedevil saiduntohim,All thispowerwill Igivethee,andthegloryofthem:forthatisdelivereduntome;andtowhomsoeverIwillIgiveit.

7Ifthouthereforewiltworshipme,allshallbethine.

If thiswerenottrue,Jesuswouldhaveknownit. However,Hedidn't dispute Satan in this. Hemerely said, ".. .it is written,Thou shalt worship the Lord thy God, and him only shaltthouserve"(Luke4:8).

Satan offered to Jesus all the glory of the kingdoms of thisworld.Ifhehadnotbeenabletodothis, thenitwouldnothavebeen a real temptation. And if it had not been a bona fidetemptation, thentheBiblewouldhavebeen lyingwhen itsaidJesuswastemptedofthedevil.However,thegloryofthisworldwasSatan'stooffer,foritbecamehiswhenAdamsinned.

Therefore, who is responsible for the wars, murders, andviolenceintheworld?Thedevilis.Thesedon'tcomefromGod.

"Every good gift and every perfect gift is from above, andcometh down from the Father of lights, with whom is novariableness,neithershadowofturning"(James1:17).AndGodcan interveneonlyasChristiansseekHis faceandaskHimtomove:"...yehavenot,becauseyeasknot"(James4:2).

Satan's authority over matters on the earth can only beovercome as Christians pray and intercede in behalf of ourcountry. God is looking today for someonewhowill "make upthehedge, andstand in thegapbeforemefor the land, that Ishouldnotdestroyit...."(Ezek.22:30).

DealingWithStrongholds

In the Book of Daniel we read a passage of Scriptureconcerningintercessionthatwillbeatremendouschallengetoourprayerlifeifwefullygraspit.

13ButtheprinceofthekingdomofPersiawithstoodmeone and twenty days: but, lo, Michael, one of the chiefprinces, cametohelpme;andIremainedtherewiththekingsofPersia.

Notice first of all that the angelwas not sent fromheaven toDaniel with the message until Daniel prayed. God sent theansweronthefirstday.Buttheanswerwastwenty-onedaysingettingthere.Sometimeswhenwepray,theanswerdoesn'tget

through instantly. That doesn't mean God doesn't hear us orhasn't sent the answer. He has sent it, but it doesn't getthrough.

Verse13explainsthattheprinceofPersiawithstoodtheangel.

In Ephesians 6:12we read, "Forwewrestle not against fleshand blood, but against principalities, against powers, againstthe rulers of the darkness of this world against spiritualwickedness[wickedspirits]inhighplaces."

That columnist has a point. If God is running everything, Hedoeshavethingsinamess.

However, Satan set up his kingdom here on the earth in thespiritrealmwhenAdamsoldouttohim.Hesetupthepowers, theprincipalities, andtherulersofdarknessofthisworldthatwehave todealwith. And this iswherewewrestle inmaking

AsChristians, wesimplyhavetostandourground, knowwhatbelongs to us, and refuse to be moved. Those who expect tofloatthroughlifeonflowerybedsofeasearemistaken.

I am appalled at Christianswho say, "Why did this happen tome?"Somepeopleactliketheyaretheonlyonesthingshappento. But the devil will throw every roadblock he can in theChristian'sway.

Instead of spending all your time trying to figure out why acertain thing happened, stand up, look the devil right in theface, andsay,"Mr.Devil,IbelieveGod,thatitshallbeevenasitwastoldmeinGod'sWord!Youarenotgoingtodominateme!"

That's the reason Paul told the Church at Ephesus, "Neithergiveplacetothedevil"(Eph.4:27).Hewilltakeaplaceinyouifyouwilllethim,butyoucanhaveauthorityoverhim.

In Ezekiel 28 we see more about this double kingdom—thenaturalkingdomupontheearthandthespiritualkingdom.

EZEKIEL28:1,2

Thenbeginningwiththeeleventhverseweread:

12 Son ofman, take up a lamentation upon the king ofTyrus, andsayuntohim,Thussaith theLordGod;Thousealestupthesum, fullofwisdom, andperfectinbeauty.

17Thineheartwas liftedupbecauseofthybeauty,thouhastcorruptedthywisdombyreasonofthybrightness:Iwillcasttheetotheground,Iwill laytheebeforekings,thattheymaybeholdthee.

ItisquiteobviousherethatGodisnottalkingaboutaman.

He is talking about a spirit being. At first he speaks of theprinceofTyrus, sayingtohim,"Yetthouartaman."

But whenHe spoke to the king of TyrusHe said, "Thou hastbeeninEden,thegardenofGod."TheprinceofTyruswasnotthere;butSatanwas.TheBiblehereistalkingaboutSatan,orLucifer. It is saying that on earth the prince of Tyrus had anearthly kingdom he ruled over, but that an invisible kingdomwas behind it. Satan with his invisible kingdom was actuallyruling. So we see this double kingdom reference both in thisScriptureinEzekielandinourScriptureintheBookofDaniel.

InSecondCorinthians10:4,5weread:

But this was the hardest place I hadever preached inmy life. Everyword seemed to bounce rightbackatmeoffthewalls.

In the process of time, while I was between meetings, I wascalled upon to preach in that church again. It was thesamecrowd,buttherewasamarkeddifference.Therewasasmuchdifferenceasbetweendaylightanddark.

After the service the new pastor asked if I could see anydifference in the church. "Was it any easier to preach tonightthanitwasbefore?"

"Why,thereisnocomparison,"Ianswered."Everythingwassofree and easy tonight, whereas before it seemed bound andtight—spirituallydead.Whathappened?"

"I'd been here for months," the pastor said, "and finally IdecidedIwastiredofthatdeadspirit.IdeterminedIwasgoingtobreak through it. I setmyself to fast andpray for that onething.

PrayingWiththeHelpoftheHolySpirit

LikewisetheSpiritalsohelpethourinfirmities:forweknownotwhat we should pray for as we ought: but the Spirit itselfmaketh intercession for us with groanings which cannot beuttered.Andhethatsearcheththeheartsknowethwhat isthemind of the Spirit, because he maketh intercession for thesaintsaccordingtothewillofGod.

—Romans8:26,27

In the above Scripture, Paul says, "for we know not what we

shouldprayforasweought."FromourstudyinChapter1,weknow we should pray for ".. .kings, and for all that are inauthority" (1 Tim. 2:2); that is, the rulers of our nation. TheSpiritwillhelpusprayaccordingtothewillofGod.

InFirstCorinthians14Paulsays:

1CORINTHIANS14:14,15

14ForifIprayinanunknowntongue,myspiritprayeth,butmyunderstandingisunfruitful.

15Whatisitthen?Iwillpraywiththe[my]spirit,andIwill pray with the [my] understanding also: Iwill singwith the [my] spirit, and I will sing with the [my]understandingalso.

WhenPaulspeakshereaboutourunderstanding,heisreferringtoourminds.Heistalkingabouttwokindsofpraying:mentalprayingandspiritualpraying.Thereisadifferencebetweenthetwo.

Peopleusuallythinkallprayingisspiritual,butitisn't.

Therefore Paul said, "If I pray in an unknown tongue, myspiritprayeth"(v.14).Hewasprayingwithhisspirit.Ifhehadprayed with his understanding, he would have been prayingfromhismind.

GodwantsustoprayintheSpirit,butHealsowantsustopraywithourunderstanding.ThatiswhyPaulsaid,"Iwillpraywiththespirit,andIwillpraywiththeunderstandingalso"(v.

Mentalpraying—prayingwithyourunderstanding—islimitedtoyour knowledge, to your understanding. We can see why itwould be insufficient. The Church, generally speaking, hasfailedbecauseforthemostpart ithasendeavoredtocarryontheworkofGodwithonlyonekindofpraying:mentalpraying.

"The Spirit itself maketh intercession for us with groaningswhich cannot be uttered" (Rom. 8:26). According to the lateP.C.Nelson,theliteralGreektranslationindicates,"groaningswhichcannotbeutteredinarticulatespeech."Articulatespeechmeans our ordinary speech. This verse is referring to prayingwithtongues, forPaulistellingtheCorinthiansandtheRomansthe same thing. That agrees exactly with what Paul says: "For if I pray in anunknown tongue, my spirit [by the Holy Spirit within me]prayeth" (1Cor.14:14).Groaning inprayerandspeakingwithtongues is the Holy Spirit helping us to pray. One of themightiestweaponstobeusedinprayerisprayingintongues.

In connection with this, notice something else concerningspiritual travailandprayer: the twoare related.Writing toallthechurchesthroughoutGalatia,Paulsaid,"My littlechildren, ofwhomItravailinbirthagainuntilChristbeformedinyou"

(Gal. 4:19).Paul alreadyhad travailed for them tobebirthed,buthecontinuedtoprayforthemintheSpiritfortheirspiritualgrowth.Theyhadbeenbornagain.Theywereevenfilledwiththe Spirit. But Christ had not been formed in them as Heshould.

They had not grown in grace. Instead of going forward inChrist, theyhadwantedtogetbackunderthelaw.

InIsaiah66:8,9weread:

ISAIAH66:8,9

8 Who hath heard such a thing? who hath seen suchthings?Shalltheearthbemadetobringforthinoneday?or shall a nation be born at once? for as soon as Ziontravailed, shebroughtforthherchildren.

9ShallIbringtothebirth,andnotcausetobringforth?saiththeLord:shallIcausetobringforth,andshutthewomb?saiththyGod.

Many think this Scripture just refers to the rebirth andrebuilding of Israel as a nation as we have seen it. However,Isaiahwasprophesyingaboutsomethingdifferent, asweshallseeinthenextScripture.

WritingtotheHebrewChristians,Paulsaid:

21 And so terrible was the sight, that Moses said, Iexceedinglyfearandquake:)

These verses refer to Mount Sinai where the law was given;they concern Israel. Yet to the Hebrew Christians who hadbecomeborn-againbelievers,Paulsaid,"ButyearecomeuntoMountSion."Hewastellingthem,"YouarenotcometoMountSinai.YouarecometoMountZion."

AndofMountZionhesays:
