Together, Regionals Face Critical Challenges, Opportunities Ahead

Transportation (DOT) airline employment data from late 2016, RAA airline members employ more than 59,000 people.

However, Bedford also painted a portrait of a worsening pilot shortage that is being felt acutely by regional carriers and threating economic consequences that reach far beyond the industry. Between 2013 and 2016, 81 airports lost at least half of their air service, with 18 airports losing all of it.

Bedford detailed RAA’s role as a vocal leader and active participant in the debate and formation of federal policies to address these and other issues facing the industry. He talked about the impact of the Federal Aviation Administration’s (FAA) 2013 First Offi ce Qualifi cation (FOQ) on pilots and the association’s advocacy for additional structured training pathways as a remedy. He spotlighted progress on advancing fact-based policy – notably, the inclusion of language offered by U.S. Senator John Thune (R-SD) in the pending Senate FAA Reauthorization bill. He emphasized that for RAA, the ultimate focus remains on enhancing safety and promoting competency-based pilot training.

The opening general session was sponsored by FlightSafety Intl. and attended by hundreds from across the industry – including carriers, OEMs, state and federal offi cials and aviation service providers of all sizes. The general session was followed by a brief ribbon cutting ceremony opening the exhibition hall.

Regional Airline Association (RAA) Chairman of the Board Bryan Bedford and President Faye Malarkey Black on Monday kicked off the 42nd Annual Convention, welcoming delegates and providing a high-level overview of the industry.

Black opened the General Session with 1,300 delegates in the main plenary of the Palm Beach County Convention Center. “What we need - and what this convention helps to achieve - is a broader assortment of aviation voices coming together to talk in unison on critical issues,” she said.

In an address on the state of regional aviation, Bedford called regional carriers the backbone of American air transportation, stressing the essential role community air service plays in the daily lives of workers and families across the country. Regional airlines provide the sole link to global air transportation for most U.S. communities. According to U.S. Department of

Gen. Carlton D. Everhart II is Commander, Air Mobility Command (AMC), Scott Air Force Base, Illinois. Air Mobility Command’s mission is to provide rapid, global mobility and sustainment for America’s armed forces. The command also plays a crucial role in providing humanitarian support at home and around the world. The men and women of AMC - active duty, Air National Guard, Air Force Reserve and civilians - provide airlift, aerial refueling, special air mission and aeromedical evacuation.

He is the second highest-ranking official at the agency and is responsible for ensuring the safe and efficient operation of the largest a erospace system in the world. Elwell also serves as the Chief NextGen Officer and is responsible for FAA’s modernization of the air traffic control system. Deputy Administrator Elwell is unable to attend due to the disasters in the Caribbean, but he has graciously sent a video address for the General Session.

Bombardier Highlights New, World-Class CRJ Atmosphère Cabin DesignKevin Smith, vice president - regional aircraft at Bombardier Commercial Aircraft, discussed how the company is well-positioned today and into the future with the world’s most successful regional jet order program, including 120 owners and operators. Smith showcased the company’s new CRJ aircraft interior dubbed Atmosphère in a video.

“Now you can see continuous investment in the platform; fuel burn, maintenance, said Smith. “The product appealed to the passenger. It is just an amazing CASM machine. The future is bright for Atmosphère…” Smith added. During a Q&A session with media that followed, Smith advised the manufacturer is close to announcing a launch customer, adding it (Atmosphère ) will be “the new norm.” Bombardier Booth #617 in the Exhibit Hall features virtual reality headsets where visitors are welcomed to tour the aircraft to view Atmosphère’s improvements, including a more spacious front entrance, larger overhead bins in the premium cabin, enhanced lighting and lavoratories.

Smith also addressed the regional pilot shortage. “We have a shortage of regional pilots,” he said, noting that in 2004, 100 percent of pilot training classes were filled, while 2013, 2014 and 2015 saw declines. “You’re now getting 50-60 percent of your classes filled for trainees so, you can see the pilot shortage is real…it’s here,” said Smith.

Embraer Executives Share Positive Forward Outlook, Including Recap Of “State-of-the-Art” E2 ProgramEmbraer executives shared a bright economic outlook at the morning media briefing. Eric Christensen, Regional Vice President - Marketing, North America Commercial Aviation, reviewed the market outlook, citing an “amazing” doubling of the airline industry within the next 10-15 years. ““Our company takes a very positive, forward view,” said Christensen, who noted an official forecast of 6400 aircraft in the company’s segment with North America accounting for its largest market and Asia-Pacific showing dramatic growth -- close to that of North America. To date, Embraer’s E-Jet program has 1700 aircraft on order with 1300 delivered. Embraer serves 100 customers in over 70 countries. E2 is focused on being more efficient with new Pratt & Whitney Geared Turbofan engines and improved passenger comfort, among other benefits. Currently five E2 prototypes are flying with over 1200 flight-test hours. The E190-E2 will enter the first half of 2018 with launch customer Wideroe Airlines. The E195-E2 prototype took flight for first time this year and is on schedule to enter into service in 2019 with launch customer Azul from Brazil. The 175 E2 is expected in 2021. “We are very well positioned to serve the regional market with our current or new airplanes when they come on board,”

Leaders from Pratt and Whitney (P&W) and Pratt and Whitney Canada (P&WC) on

Monday addressed members of the aviation press in a special briefing at the RAA Annual Convention in Palm Beach. P&WC announced that it has signed an agreement with New Zealand’s national airline to deliver an engine service and support program. The engine maintenance solution for Air New Zealand covers PW123-powered DHC8-300 aircraft in the airline’s Air Nelson fleet and PW127M-powered ATR72-500/600 aircraft in the airline’s Mount Cook fleet. The agreement also includes installation of P&WC’s FAST™ solution for advanced prognostics and engine health management on more than 50 aircraft.

said Christensen. Embraer currently has 730 commitments for E-Jets E2, including 285 firm orders. “The Profit Hunter, 195-E2, will be the most efficient, single aisle narrow body in the world when the airplane comes out next year.”

Charles R. Hillis, Vice President - Sales & Marketing, Commercial Aviation went on to say: “The E2 is a state-of-the-art airplane. It is our future. It is an airplane that needs the North American market and we believe the North American market needs it.” Hillis closed by recapping 2017’s total Embraer orders which include 29 aircraft – 14 E175s and 15 E175SCs, with an eye toward continuing to increase sales by year end.

In Memoriam: Remembering Our Friend John Karamanian

With heavy hearts the RAA community this year acknowledges the passing of a dear friend and colleague, John N. Karamanian, whose life and legacy live on at this convention and in the work done by regional carriers each day.

The long and rich history of the RAA is, at least in part, a history of John’s own distinguished career in aviation. At the 2015 Annual Convention, John was recognized with a Lifetime Achievement award for not having missed a single Annual Convention since 1975, when the Commuter Airline Association of America (CAAA) - RAA’s predecessor - was established. At that time, regional carriers were transporting 7.3 million passengers in the U.S. each year, compared to more than 154 million today.

As an offi cer in the Air Force, John fl ew the B-29 in the Korean War and the Caribou, a transport plane, in the Vietnam, War. He received the Command Pilot Wings and was awarded the Air Medal. After retiring from the Air Force in

1969 as Lieutenant Colonel, John joined Air Wisconsin, eventually becoming Director of Flight Operations.

John had served as VP of Operations at Air Wisconsin when the CAAA was formed. In 1977, he became Director of Product Support for Swearingen Aviation in San Antonio. He served on RAA’s Board of Directors from 1994 to 1996, taking on many committee assignments and working groups over the years. “John was very instrumental in helping our members advance technology and safety,” said Tim Komberec, CEO of Empire Airlines and member of the RAA Board of Directors. “He was a mentor and friend to everyone who knew him, and I was honored to have him as a friend and part of the Empire team.”

John was born on October 9, 1929 in Carrollville, Wisconsin. He passed away in San Antonio, Texas on November 6, 2016.

Mitsubishi Aircraft Corp. Provides MRJ Update, Launches Microsite to Share ProgressMitsubishi Aircraft Corporation’s Vice President of Marketing was on hand to provide media with a progress review as the company progresses toward its fi rst delivery of the Mitsubishi Regional Jet (MRJ) expected in mid-2020. The company also launched a microsite to share MRJ progress reports at progress.fl ythemrj.com.

Most recently, at Phoenix-Mesa Gateway Airport in Mesa, Arizona, Flight Test Aircraft 4 (FTA-4) continued with extreme temperature tests. FTA-4 was previously deployed in August, spending multiple days in the Arizona heat operating in a maximum temperature of 42° C, or 108° F. Engineers collected data to be used to further validate the performance of the aircraft’s Environmental Control System (ECS), hydraulics system and powerplant.

This natural hot weather test is a continuation of the testing completed earlier in the year at the McKinley Climatic Laboratory at Eglin Air Force Base in Florida. With the ground test data evaluated and ECS design improvements identifi ed from McKinley’s chamber ground testing, FTA-4 was ready to hit the skies and continue with hot weather fl ight testing.

The microsite stated that the deployment was successful and the data collected will be used by engineering design teams to further validate their thermal models and ECS design improvements to produce a comfortable experience for MRJ passengers traveling in all temperature conditions throughout the world.

In the briefi ng, Frederic Lefebvre, VP of Marketing for P&WC, estimated the value of agreements signed so far this year by the company at USD 830 million, which includes deals with Republic Airline, Avianca and Indigo. Jim Speich, Director of Marketing for P&W, gave an overview of the company’s recent investments to meet market demand for its “game changing” Geared Turbofan™ (GTF) engine, including at its facility in Palm Beach.

“In the near future I will complete my Commercial and Certifi ed Flight Instructor Certifi cates and continue working towards accruing enough hours to fl y for a regional airline. While building time, I will earn my Certifi ed Flight Instructor - Instrument and my Multi Engine Rating. I ultimately plan to fl y for a major airline.”

Once I become a fl ight instructor, I would like to join a program or begin one of my own, taking young kids on introductory fl ights. I will enjoy introducing kids to fl ying because that’s one of the reasons that I got “hooked” in the aviation industry was by a similar program. After gaining experience and knowledge I would like to advance to PSA Airlines, and later to my ultimate goal of being a captain for American Airlines, fl ying the Boeing 787 Dreamliner. By maintaining a dedicated work ethic, I know my ultimate long term goal will eventually be reached. The aviation industry has some of the hardest working people in it, because the majority of them are extremely passionate in what they do. That is why I want to share it with as many as possible.”

The Seaborne Cares Program was established to aid relief and recovery efforts underway for communities and employees impacted by Hurricane Irma across the Caribbean islands. Many have lost homes and an increasing need exists for food, water and medical supplies. Seaborne volunteers are collecting relief supplies to deliver to islands across the region. As part of this program, Seaborne is also allocating aircraft for relief fl ights, covered by volunteer crew members, as well as activating other volunteer employees to receive and distribute donations at various collection centers. Seaborne management is further coordinating with local authorities on donation deliveries to affected areas, with an eye toward expanding efforts to include the islands and territories also impacted by Hurricane Maria.

Cross-Island Hurricane Recovery Efforts

In partnership with Discover the Palm Beaches and with the help of Melissa McKinlay, County Commissioner of Palm Beach, RAA organized a volunteer activity early Sunday morning to fi ll bags for those affected by Hurricane Irma. The bags will be distributed to communities in South Bay, Pahokee, Belle Glade, Loxahatchee Groves, Royal Palm Beach and Wellington. RAA Helping Hands volunteers fi lled more than 400 bags.

RAA Gives Back

Cape Air Leads Relief Efforts in Response to Hurricanes Irma & MariaHurricanes Irma and Maria have caused devastation across the Caribbean. In response, Cape Air, along with its partners JetBlue Airways and United Airlines, launched relief efforts to aid those affected. To date, Cape Air employees have donated more than 50 boxes of clothing and supplies. In addition, the airline also provided generators to aid affected employees. Many, including several of the airline’s employees, have lost everything as a result of the hurricanes. Additionally, Cape Air established a Crowdrise campaign to raise funds with the airline matching the fi rst $25,000 raised. The CARE Fund is an IRS 501(c)3 non-profi t organization incorporated in the Commonwealth of Massachusetts. Cape Air commenced relief fl ying into Puerto Rico, U.S. Virgin Islands and British Virgin Islands after Hurricane Irma. However, the service was suspended due to the arrival of Hurricane Maria. As the safety of the airline’s employees and customers remain its top priority, Cape Air intends to resume fl ying into the region as soon as aviation authorities permit.
