1. above (not over) → one thing is at a higher level or point on a scale than another (2).

2. over (not above) → one thing covers another in some way I had to wear a scarf over my head.

3. More figuratively, above → sense of “better than” over → sense of “more than”

His work is above average. Are you over 21? (NOT Are you above 21)
