B AGUIO City—Nagbunyi ang dalawang panig.Nagpalakpakan ang mga pabor sa reproduc-tive health (RH) law nang ihayag kahapon ng
tagapagsalita ng Korte Suprema na unanimous angpasya ng mga mahistrado na “not unconstitutional”ang Responsible Parenthood and Reproductive HealthAct of 2012 .
Ngunit natuwa rin ang mgakontra sa batas, kabilang angmga pinuno ng Simbahang Ka-toliko, nang ihayag na ibinasurang Kataastaasang Hukuman angwalong probisyon ng batas namagbibigay ngipin sana sa RHlaw.
Kasama sa mga ibinasurangprobisyon ang pagbibigay ngkontraseptiba sa mga menor deedad na walang pahintulot ngkanilang magulang, ang pag-parusa sa mga manggagawangmedikal na tatanggi o hindimagpapakalat ng impormasyonkaugnay sa programang RH, atang pagparusa sa mga pampu-blikong opisyal na hindi susu-porta sa batas.

MRT passengers pass the hatfor 6-year-old cancer patient
In addition to meeting herfavorite television host ViceGanda last year, Ashley was alsofeatured in the show “Wish KoLang.” However, that was backin 2010 when she was not yetdiagnosed with cancer.
Now, they have to raise atleast P6,500 per week for skinmedication.
While the bone marrow can-cer can be cured after fourmore sessions of chemotherapy,epidermolysis bullosa is a life-time illness.
Younger patients who sufferfrom it are called “butterfly chil-dren” because of their fragilecondition. Among the most fa-mous of these is JohnnyKennedy, who was the subjectof the documentary “The BoyWhose Skin Fell Off.” Kennedydied in 2003 because of skincancer caused by the said dis-ease.
The whole Navarro family isworking to fund Nepomuceno’smedication. Navarro said hertwo younger children havestopped schooling to help. Herson now drives their tricyclewhile her middle child works asa sales lady. Her husband is awood carver who earns P1,800a week.
Ashley’s parents, the motherbeing Nanay Cleofe’s daughter,are currently unemployed aftertheir contract at the ClarkFreeport Zone, where they didlaundry work, expired. They are
waiting to be re-hired by theirprevious employer at a call cen-ter.
“’Pag kinulang, naglalaba,namamamlantsa (ako) sa mgakumareng mayayaman. NakakaP1,000 din maghapon,” Navarrosaid.
(If our money is not enough,I also do the laundry and iron-ing for friends who are rich. Iam able to earn P1,000 a day.)
A painful childhoodUnlike other children, Ashley
could not go outside and play.She does not have the strengthto do so and should not be ex-posed to the sun.
But Nanay Cleofe said Ashleyis at her best right now. Sheused to be in worse pain, suffer-ing from the occasional nosebleed and severe blistering.
“Her skin looks beautifulnow,” she said in Filipino.
Lately, however, the summerheat has been taking its toll onAshley, with their old air condi-tioning unit destroyed by ty-phoon Ondoy’s flood waters in2009.
Sometimes, Nanay Cleofewill have to rush Ashley to asmall town hotel in the middleof the night so the child couldsleep in peace.
Another troubling possibilitythey are facing is Ashley’s skindisease resulting in blindness.
In the end, Ashley does notmind all the hardships and sac-rifices that her family are going

W HEN 54-year-old Cleofe Navarro boardedthe Metro Rail Transit (MRT) carrying hergranddaughter Ashley Ann Nepomuceno,
there was a momentary silence among the passengers.A couple of women stood up
and gave away their seats.Nanay Cleofe, cradling the six-year-old child, smiled shyly.“Pasensya na po kayo,” she said,seemingly embarrassed at herpredicament.
In her arms was a child withlimbs covered in bandages,head bleeding despite thegauze.
A visibly weak Ashley wailedin pain while Nanay Cleofe po-sitioned her away from the heatof the sun.
Suddenly, a woman sittingacross her handed over whatseemed to be money. A coupleof minutes later, one or twoother good Samaritans did thesame.
Another one offered her awad of tissues to wipe away theblood.
“Salamat po sa tulong n’yo(Thank you for your help),” anoverwhelmed Nanay Cleofe saidaloud. Meanwhile, Ashley re-mained silent, perhaps feelingmuch better because of thecooler temperature.
It was at that point that thisreporter started a conversationwith Nanay Cleofe.
Nanay Cleofe said Ashleywas suffering from stage 1 bonemarrow cancer and a rare skindisease called epidermolysisbullosa, which causes blisters toform on the skin.
They had just been to St.Luke’s Medical Center whereAshley was supposed to under-go electron microscopy, a testthat would have showed thedoctor the status of her cancer.
Passengers chip-inIn a phone interview the next
day, Nanay Cleofe told INQUIR-ER.net that they rode the MRTon their way to the PhilippineGeneral Hospital (PGH) whereAshley is undergoing physicaltherapy. The six-year-old child
collapsed the last time she hadchemotherapy and was trying toregain strength for the next one.
Her grandmother said thatthey were not able to avail ofthe electron microscopy becauseshe only had P3,000 in her wal-let. They needed P7,200 for theprocedure, which was already adiscounted price. St. Luke’s wasnot willing to accept a promisso-ry note for the laboratory exam.
Nanay Cleofe was able toraise P1,200 from those whogave them money at the MRT.
She said she really wanted toask for help but was too embar-rassed. Fortunately, the peoplewere moved by Ashley’s condi-tion, prompting them to con-tribute.
Nanay Cleofe said it was notthe first time that it happened.
Six times a week, the 54-year-old grandmother wouldcarry Ashley from their home inAngeles, Pampanga to St. Luke’sin Quezon City and then thePGH.
She would often ride theMRT and there were days whenpeople, without being asked,would hand over money to helpin Ashley’s medical bills.
Nanay Cleofe was quite des-perate that day because theyneeded the money for the elec-tron microscopy and becauseAshley had started bleeding af-ter complaining of feeling painin her head. She said thewound was from a type ofblood transfusion procedure.
Until now they have yet toraise the needed money for thesaid laboratory test.

ready have a lot to thank for,especially since Ashley’s sixchemotherapy sessions, two ofwhich are already finished, arecovered by the Philippine Chari-ty Sweepstakes Office.
