SUBJECT: Consideration of an architectural firm for the provision of space planning services – APPROPRIATE ACTION
Background On June 21, 2012, FCERA received a letter from the California High Speed Rail Authority (HSRA) introducing the project and the potential need to acquire FCERA’s 1111 H Street property. Discussions occurred over many meetings and a proposal, along with an appraisal, was received on October 14, 2013 that was flatly refused. FCERA sought its own appraisal and was satisfied with the result; however, the HSRA pulled out of negotiations indicating that the property was not an immediate concern. In early 2015, staff reached out to the Diana Gomez of the HSRA after receiving reports of activity involving our neighboring properties. It was communicated that our building may not be needed right away; however, there is a possibility that we can consummate an agreement sooner, rather than later, providing flexibility in our office relocation efforts and providing the HSRA with an office it can use during its project. On March 23, 2015 staff met with Deryl L. Neal to receive an offer from the HSRA, resuming negotiations. Mr. Neal presented an updated offer, with a $10,000 increase over the original offer made on October 14, 2013. I countered with our separately issued appraisal and was waiting hear back from Mr. Neal on whether or not the counter is tentatively accepted. I initiated contact with Laura Crane, the relocation coordinator made available to us by the HSRA, Fresno City Development and Resource Management Division, and the Fresno County Economic Development Corporation. I have been in ongoing contact with Deryl, Laura and the team to provide brief notes of the status of our search. On June 2015, the Board selected Colliers International to serve as FCERA’s broker and to begin a replacement property search, and on October 21, 2015, narrowed properties down to a potential lease or purchase towards the northern Fresno area.

On December 2, 2015 staff provided an update on the appraisal process and the possibility of a third appraisal based on replacement value provided that we could supply more concrete costs and staff asked that it be authorized to contract with an architect for space planning and analysis purposes and possibly build to suit designs, such that firmer cost estimates could be provided for a third appraisal. At that time the Board moved directing staff to identify architectural firms to provide architectural plans for both a new facility and expansion of the current office, and to come back with a recommended firm and proposal. Discussion Staff received a County of Fresno list of preapproved architects, and the Architect, Robert (Rob) Tomasevich of RDT Architects, which built our current building, is on that list and at a very attractive negotiated rate. Staff recommends Mr. Tomasevich as a potential architect. Clay Davis of Teter is not on the County’s preapproved list, but has built the Kern County Employees’ Retirement Association (KCERA) building, and a number of others with Board chambers, and staff is impressed with the designs. Staff also recommends Mr. Davis for consideration. Staff requests that the Board selects one of them for preliminary space planning and analysis for both a new facility and expansion of the current office. (The County’s email with a list of architects is on file with the Retirement Administrator.) Fiscal and Financial Impacts Costs for space planning will be incurred at an hourly rate and not anticipated to exceed $25,000 to be expended from the Professional Services budget appropriation totaling $100,000 for FCERA’s anticipated relocation. Recommended Action(s)
1. Select one of the proposed architects for preliminary space planning and analysis for both a new facility and expansion of the current office.

The twin mirror-image three-story buildings are the first LEED® “Green Building Rated” in the
southern San Joaquin Valley area, from the Grapevine to Southern Sacramento. This project
received an Honorable Mention for the 2008 ASHRAE International Technology Award. The
buildings have achieved energy savings that are calculated to best the minimum Title 24
requirements by 35%. In addition, the owners will receive a substantial rebate check from
PG&E as part of their “Savings by Design” program.
The following is a brief overview of the concepts, material and equipment used in KSFCU:
• High performance 1” insulated glazing, minimum glazing on the east & west building faces. Maximized north facing glazing with performance characteristics lets in more visible light
• Single ply PVC white reflective roof
• Concrete in drive areas in lieu of asphalt to reduce the “heat island” effect
• High efficiency lighting operated on motion sensors and an Energy Management System
• High efficiency HVAC system – roof top mounted air handlers / VAV boxes
• High efficiency roof mounted gas boiler providing hot water for heating and sinks
• Increased R-value of the wall assembly and thermal break provided by an EIFS finish
• Reduced water consumption through use of ultra low flow fixtures & infra-red sensors, sub-surface drip irrigation at landscape areas and semi-drought tolerant plants.
• Use of materials with recycled content and low off-gassing characteristics
• Recycling of over 50% of the construction waste
• Building commissioning to verify the quality of the HVAC system construction (duct leak testing, etc.)

The architectural aesthetic of the Kern Schools Federal Credit Union branch
facility, located on Ming Avenue in Bakersfield, compliments the architecture of the
Administrative Office Buildings located directly north on the University Centre Complex.
Dramatic clerestory windows create a bright and airy space making this building a
dramatic finishing touch to the highly visible corner of Ming and Forum Way.

The Kern County Employees’ Retirement Association
(KCERA) new office building provides the organization with
a modern facility that meets their current needs and future
growth. Thoughtful planning maximized the efficiency and
use of the space while providing flexibility. The design and
selection of the mechanical and electrical systems resulted
in a performance exceeding Title 24 Energy standards by
over 21%. KCERA received an energy rebate return of
over $20,000 from PG&E, and increased utility savings
over the life of the building. The plumbing system design
uses at least 20% less water than comparable facilities.
KCERA and the local Community benefit from the
thoughtful design of this building - as it serves the Kern
County Employees, and provides leadership by example by
implementing energy saving and environmentally conscious
design measures to achieve LEED® Certification.
