In pursuance of the BSNL HQ Circular No.37-1I2015-Rectt-IV dtd. 16..02.2015 (Copyenclosed), the Limited Departmental Competitive Examination (LDCE) for TTA ( under 50%quota) now scheduled to be held on 07/06/2015 (Sunday) in Maharashtra Telecom Circle. Theexamination shall be held as per the Recruitment Rules of TT A issued vide BSNL C.O.letter No.250-7/2013-Pers-III dt.25.08.2014 & amendments issued time to time. The Syllabus of the examinationwill be as circulated vide BSNL C.O. letter No.250-76/2001-Pers-IIl dt.07110/2011 & the scheme willbe as circulated vide No .. 250-7/20 13-Pers-I11 dt .25/08/2014 (Copies Enclosed).

3. The Eligibility for examination is as per Recruitment Rules ofTTA 2014 circulated vide BSNLHQ New Delhi's letter No.250-7/20l 3-Pers-1II dated 25/08/2014.

4. The eligibility of the candidates to appear for the examination would be strictly according to theprovisions laid down in the RRS for post of the TT A and instructions issued from time to timeon the subject circulated by Pers-Ill Branch BSNL C.O.,New Delhi.

5. Date for reckoning the eligibility ofa candidate shall be l" July 2014.

6. The SSAlUnit wise total vacancies in the grade of TTA as on 31.12.2014 will be uploadedin due course.

7. The Reservation for PH category will be governed to the guidelines as per the this officecircular No.AI A-lID AISCSTEW AIL.O.l2006/72 dt. 30/10/2006.

8. If there is no vacancy in particular SSA the officials belonging to that SSA apply for the abovesaid examination. As the TT A is circle cadre and qualified candidate can post as per vacancy.

9. Last Date of submission of application by the candidate to the respective SSAlUnit is 07/04 /2015. Applications received after the closing date (i.e. 07 /04 /2015) should not beentertained.

10. All columns in the application should be correctly filled. Date of recommendation & Dateof Submission etc. should be clearly mentioned. Belated/lncomplete applications, ifreceived will not be considered but will be recorded in the office and no furthercorrespondence will be made for the same.

11. The Scrutiny of the applications to decide the eligibility of the candidates will bedone by the SSAlUnits as the Application Form.

12. The applications may be checked by the concerned SSAs in all respect with the relevantdocument specially Caste & PH category. The Circle Office is not responsible for anymistakes found in the Annexure, which is to be filled by the concerned SSA.

13. All applications to be sent to the Circle Office. For validation and allotment of roll no tothe eligible candidates.

14. Even if there is no candidate eligible to appear in the examination mentioned above, NILReport should be sent. To this office.

15. The complete list of eligible permitted candidates in the enclosed proforma should also be sentin one lot to this office so as to reach latest by 10 /04 /2015. Further addition/alteration inthe list of the permitted candidates will not be entertained after 15 / 04 /2015. 3. All Recruiting Circle will hold the examination as per the following schedule:

(i) Notification will be issued by first week of March 2015 ie. on or before 07.03.2015.(ii) Date of holding of examination will be 07.06.2015 (Sunday) from 10:00 Hrs to 13:00 Hrs.(iii) The result of the examination may be declared within three months from date of written

1. Short Title and commencement:

(i) With the approval of BSNL Board and in supercession of the Recruitment Rules ofTelecom Technical Assistant (TTA-2001), the following rules regulating the method,of recruitment tothe post 'of Telecom Technical Assistant (ITA) in BSNL arehereby made, namely ,

. (ii) These rules may be called the TeIecom Technical Assistant (ITA) RecruitmentRules, 2014.

(in) These rules shall come into force from the date of its publication and shall also beapplicable to all Limited Internal Competitive Examinations I Direct RecruitmentExaminations to be notified in future after publication of these Recruitment Rulesby the Company.

2. Definition: In these Rules unless the context otherwise required,

(i) Comnanv: Means the Bharat Sanchar Nigam Limited (A Government of IndiaEnterprise) having its Registered Office at Bharat Sanchar Bhawan, Harish ChandraMathur Lane, Janpath, New Delhi-l ,

(ii) Board: Means the Board of Directors' of the Company and includes in relation tothe exercise of powers any Committee of the Board/Management or any otherOfficer of the Undertaking to whom the Board delegates any of its power.

.3. Application: These Rules shall apply to the posts as specified in Column(l)of the Scbedule annexed to these Rules.

4. Num berof posts, Classification and scale of pay-- The number of the said post,its classification and the scale of pay attached thereto are specified in Column 2 to 4of the Schedule annexed.

5.' Method of Recruitment, age limit, qualifications etc.- The method ofrecruitment. age limit, qualification and' other mattersrelating to the said post shallbe specified in Column 5 to 12 of the Schedule annexed. '

Disgualification:---No Person.- ,who has entered into or contracted a marriage with a person having a spouse living,or .who having a spouse living, has entered into or contracted marriage with any,person, shall be eligible for appointment. to the said post,

b)

Provided that the Appointing Authority may, if satisfied that such marriage ispermissible under the personal law applicable to such person and the other party tothe marriage and that there are other grounds for so doing, exempt any person fromthe operation of this rule.

Bond & Pre-appointment t•...lining:-AII candidates recruited against thevacancies for Direct Recruitment shall execute a Bond in the format as specified bythe Company to serve in BSNL for a period of two years from the date Of theirappointment as Teleeom Technical Assistant or for a period as specified by BSNLfor the post from time to time.

The selected candidates both against the Direct Recruitment quota of vacancies andinternal promotion quota of vacancies shall have to successfully undergo training asper the training plan for such period as may be specified from time to time by theBSNL. If the official do not qualify the pro-appointment Training in Ist attempt,.he/she will be given one more chance to qualify the pre-appointmenttrainingexamination failing 'which he/she will not be appointed as ITA and he/she has toappear afresh in the subsequent LICE/Direct Recruitment Examination. During theperiod of training, the Direct Recruit TTAs will be entitled to Stipend (Trainingallowance) as decided by the BSNL from time to time.

Power to relax:-. -Where the BSNL Board is of the opinion that it is necessary orexpedient so to do. it may. by order and for reasons to be recorded in writing, relaxany of the provision of these rules with respect to any class' or category ~f persons.

Saving:--Nothing in these rules shall affect reservations. relaxation of age limitand other concession required to be provided for the Scheduled Castes, ScheduledTribes, Other Backward Classes, Ex-Serviceman and other special category ofpersons in accordance with the orders issued by the Central Government from ·timeto time in this regard.

Initial constitution:~ All officials who had been appointed as. ITA on regularbasis under old ITA Recruitment rules of 2001 rulesshall be en block senior tothose appointed under these rules on regular basis.

Liability to serve anywhere in Indiar- In case of emergencies / exigencies, thepersons thus appointed / holding the post of ITA shall be liable for postinganywhere in India as per the requirement of BSNL or as the need be, in' theinterest of service.

Interpretation:- Where any doubt arises as to the interpretation of any of theprovisions of any of these rules, or the regulations made there under, the matter shallbe referred to BSNL Board whose decision shall be final. .

1. ' Officials selected for the post of ITA wi:ll be deputed for training on the basis of the marks 'obtained in the LICE under 50% quota or Competitive Examinationunder 50% DR quota as the case may be .

2. ITA will henceforth be a Circle cadre and the unit of recruitment shall be the respective Recruiting Circle. The Appointing Authority ofTIA will henceforth bethe, DGM looking after HR issues in the concerned Circle However, ITAs appointed earlier as per provision of old ITA Recruitment Rules of200 1 shall remainSSA cadre employees.' -

3. ' The Direct Recruitment to the post ofTelecom Technical Assistant may be done through Open Competitive Examination or through any other method approved byManagement Committee ofBSNL Board from time to time. . - .

4. All officials who had been appointed as ITA on regular basis under old ITA Recruitment rules of 200 1 rules shall be enblock senior to those appointed under theserules on regular basis The seniority on appointment of candidates as ITA under new Recruitment Rules shall be determined on the basis of marks obtained in theirrespective Examination Le. LICE or Direct Recruitment Examination. However, they have to qualify the pre-appointment training before being appointed as ITA.Ifthe officials do not qualify the pre-appointment Training inIst attempt, he/she will be given one more chance to qualify the pre-appointmenttraining examinationfailing which he/she will nor-be.appointed as-ITA and he/she bas to appear afresh in the subsequent LICElDirect Recruitment Examination.

5. l" July of the Vacancy year (Financial year) shall be the cut off date for determining the eligibility criterion regarding age/educational qualification/length ofresidency period for appearing in 50% LICE quota. . . .

6. Candidates possessing higher qualifications viz. B. Tech, B.E. in the prescribed streams as provided in Column-? of the Schedule for Direct Recruitment and M.Sc.(Electronics) shall also be eligible to appear in the Direct Recruitment Examination.

7. The employees belonging to streams other than Telecom stream (viz Telecom Factory .Civil, Electrical, Architectetc) shall beeligible to appear in LICE in the.Territorial Circle where they are presently working.

8. Non-Executives (Industrial & Non-industrial) of Telecom Factories on their selection in the cadre of ITA after qualifying the LICE shall, have to give an undertakingto the effect that they will be henceforth be governed by prevailing Conduct, Discipline & Appeal Rules ofBSNL and not by Certified Standing Orders (CSO) as is.in vogue in Telecom Factory. Violation of the same shall tantamount to cancellation of their candidature as ITA. -

9. If the IDA pay scale of Non-executive is the same as applicable to ITA post, the benefit of one increment-in the current scale of Non -Executive shall. be granted onpromotion as ITA subsequent to his/her selection to the post of TT A as a result of LICE·, . However, in cases where the Non-executive's pay scale is higher than thepay scale of ITA post, then it wiU be treated as placement with grant of substantive status of the post and there will be no benefit-of pay fixation in all such'cases,

HECTRICAL--- Three-phase versus Single phase supply, concept of inductance andcapacitance and impedance in AC circuits, series and parallel AC Circuits, star and deltaconnections, relation between phase and line voltage. Ohm's Law and its application. Powerfactor and their measurement, refrigeration and air conditioniny. Principles of operations ofTransformer, application of small transformer in electronics and communication engineering.Semi-conductor devices-Principles of operation and characteristics of diode, zener diode,transistor.
