About the Study City and County of Honolulu Department of Facility Maintenance began studying the possibility of a storm water utility for O‘ahu in the summer of 2019. Without proper management, storm water significantly contributes to contaminated land and ocean environments. Storm water utilities can offer predictable, stable funding to meet permit requirements, plan and finance projects, and provide better services. Response to COVID-19 As we work together to overcome the challenges posed by COVID-19, we look for new ways to build a stronger, more resilient island community. The City and County of Honolulu is extending the storm water utility study and will delay any proposal for the introduction of fees. A future proposal for fees will include a strong equity plan for our kūpuna, low-income families, and nonprofits. This will be discussed during today’s meeting. What is a Storm Water “Utility”?
Changing to a storm water utility would change HOW the City & County of Honolulu funds storm water-related services
➢ Uses fees instead of property taxes
➢ All properties pay – taxable and non-taxable
➢ Provides more efficient project financing & greater accountability

Metals (cadmium, lead & zinc) directly traceable from runoff from urban developed lands are found in fine sediments in reef flats and stream beds.

Māmala Bay water quality study: “The principal impact on water quality at the recreational beaches comes from non-point source discharges[stormwater]” and not from treated wastewater outfalls.

The Federal “MS4 Permit”: Requires the City and County of Honolulu
to take specific actions to reduce storm water runoff and pollution
• Requires capital projects (storm drains, trash capture devices, green infrastructure) AND specific operations / activities including inspections, pollution prevention, and public education
• Reissued in April 2020 with new requirements

O‘AHU STORM WATER UTILITY STUDY
Changing to a storm water utility fee would provide:
• Predictable and stable funding to meet permit requirements and provide better services
• Greater accountability & reporting of how funds are collected and spent
• Incentives for protecting waters
• Funding shared equitably across ALL properties – including the Federal government – not just property taxpayers
• Ability to use new sources of funding & financing for capital projects
• Additional funds for needed operations, but less expensive capital financing

The Department of Facility Maintenance (DFM) will not proceed with Bills for an Ordinance for Storm Water Utility in 2020.
DFM will explore:
1. An island-wide Storm Water Master Plan to guide future investments
2. A detailed credit program available to all property owners.
3. Relief/hardship plan for kūpuna, small nonprofits land-owners & low-income families.
4. A Neighborhood Investment Plan to re-invest storm water fees in all Oʻahu neighborhoods.
