Welcome to Sacramento!

It is truly my honor to welcome you to the 2014 Auxiliary Organizations Association’s Annual Conference in our beautiful state capitol of Sacramento. The AOA conference has evolved into the anticipated event of the year. Each year brings increases not only in auxiliary representation, but attendance and participation from each of the 23 campuses and the Chancellor’s Office. This increasing participation and attendance signifies the importance of the partnerships between our organizations.

The conference program is loaded with sessions that speak to a variety of trending topics. The Conference Planning Committee has been working hard this year to bring you a conference that is filled with relevant educational and professional development sessions that will enable each of us to further support our auxiliaries, individual campuses, and the mission of the California State University.

We are pleased to welcome back Chancellor Timothy P. White as our keynote speaker at our Sunday night opening banquet who will no doubt again inspire and motivate each of us in our roles of supporting the system, our campuses and our students. Also, we are very excited this year to award the first annual AOA Scholarship of Excellence to one of our very deserving CSU students during our opening banquet.

Our General Sessions kick off Monday morning with Karen Zamarripa who will provide an update on the California Legislature and inform us of the CSU priorities both at the state and national level. Tuesday morning we are excited to welcome Dr. Jolene Koester, President Emerita at CSU Northridge, who will speak to us about how “Leadership Matters.” Our closing speaker on Wednesday will be Hannah Ubl, a Millennial Associate with Bridgeworks, who will enlighten and humor us as she highlights how the various generations interact in our workplace.

If this is your first conference…WELCOME! One of the primary goals of AOA is to make you feel welcomed and connected to AOA and your fellow colleagues. Please join us for the Newcomer’s Orientation on Sunday afternoon to help you make the most of your conference experience.

A conference like this would not be possible without a wonderful team! I’d like to thank each member of the Conference Planning Committee for their dedication, commitment, and enthusiasm in putting together this conference for you. You’re all amazing, thank you!

In closing, one of the ultimate benefits of AOA and the annual conference is the ability to network with colleagues and share ideas. If you are new to AOA you will find the incredible support of AOA colleagues extends well beyond the conference. My sincere hope is that when the conference concludes and you return to your campus that you will take with you a renewed sense of purpose and commitment along with enhanced connections to colleagues and friends.

Chancellor Timothy P. White Dr. Timothy P. White is the chancellor of the 23-campus California State University system, the largest four-year public higher education system in the country. He is the seventh chancellor to lead the CSU system and the first to have graduated from a CSU campus.

Chancellor White came to the CSU last year after having served as chancellor of the University of California, Riverside from 2008 until 2012. Under his leadership at UCR, he led the growth of the campus to almost 21,000 students, a record for the campus that opened in 1954.

Prior to serving at UCR, Dr. White was president of the University of Idaho from 2004 to 2008. There he established a strategic direction to further the university’s role as the state’s land-grant and flagship research university.

Born in Buenos Aires, Argentina, Dr. White immigrated to Northern California and is a first-generation college student who has matriculated within every college system in California. After beginning at Diablo Valley Community College, he earned a bachelor’s from Fresno State, a master’s degree from Cal State Hayward (East Bay), and a Ph.D. at UC Berkeley. He also spent two years as a post-doctoral scholar in physiology at the University of Michigan before starting his academic career in Ann Arbor. He is internationally recognized for his work in muscle plasticity, injury and aging.

Karen Y. Zamarripa Karen Y. Zamarripa is Assistant Vice Chancellor for Advocacy and State Relations for the system and serves as the primary interface between CSU and state policymakers and government. Ms. Zamarripa has almost thirty years of experience in education issues, legislative advocacy, strategic communications, state budget and politics having worked in the legislature, for public schools and the CSU.

Ms. Zamarripa is a proud alumnus of CSU Sacramento earning her Master’s in Public Policy and Administration. She completed her undergraduate degree in Urban and Regional Planning from the University of Southern California in the late 70's.

She has been honored by CSUS as a Distinguished Alumni award recipient. She also was recognized by her national peers for outstanding leadership and achievements in advocacy for higher education.

Dr. Jolene Koester

Dr. Jolene Koester is President Emerita of CSU Northridge where she served as President from 2000-2011. Prior to this she was Provost and Vice President for Academic Affairs at CSU Sacramento, where she also served as Associate Vice President for Academic Affairs, Department Chair and tenured faculty member of the Department of Communication Studies. Currently, Dr. Koester holds the position of Senior Associate with Penson Associates, providing consulting expertise in leadership development, presidential communication, team building, board/presidential relationships as well as strategic planning and currently serves on the faculty of the American Association of State Colleges and Universities New Presidents Academy.

Hannah UblSpeaker, researcher, writer and consultant Hannah Ubl has entered the public speaking scene and is quickly becoming a powerful voice for her generation. Hannah is a generational expert at BridgeWorks, a company whose programs combine rich content with savvy business strategies to help companies and organizations recognize and bridge generation gaps. As the youngest millennial on the BridgeWorks team, Hannah brings a fresh perspective on what it is like to work with the youngest generation in the work place. She thrives on finding what motivates, forms and challenges each generation. Hannah’s perspective helps companies and organizations gain a deeper understanding of each other to build lasting, multi-generational partnerships.

Lori Redfearn

Lori Redfearn is Assistant Vice Chancellor, Advancement Services for the California State University Office of the Chancellor. She also serves as Vice President and Chief Operating Officer for the California State University Foundation. As Assistant Vice Chancellor, Lori provides strategic leadership for the 23 CSU universities by encouraging systemwide best practices, performance benchmarking and accountability standards. She oversees the analysis of institutional advancement data; coordinates training and program resources, and develops policies and procedures.

Tom McCarron

Mr. McCarron has a long and active history with the CSU. Since July 1, 2013 he has been serving as the Vice President and CFO for Business and Financial Affairs at San Diego State University. He served as Vice President of Administration & Finance and CFO of CSU, Northridge from 2007-2013 and was the Executive Director and President of the University Corporation and North Campus Development Corporation at Northridge from 1999 until his appointment to the position of Vice President. From 1993-1999, Tom was the Chief Financial Officer of the CSU Institute. Prior to his arrival to the CSU system in 1993, Tom spent over a decade in financial and management roles with primarily Fortune 500 companies. Mr. McCarron earned a B.S. in accounting at CSU Northridge and an MBA from Pepperdine University. He is a past president of the CSU’s state-wide Auxiliary Organizations Association and a past chair of the CSU Chief Administrative and Business Officers (CABO). Tom is a 2010 recipient of the AOA Harvey Goodfriend Honorary Lifetime Membership Award.

Carrie Hemphill Rieth

Carrie Hemphill Rieth joined California State University’s Office of General Counsel in September 2005. Previously, she was in private practice with Baker & Hostetler LLP and Reed Smith, P.C. Carrie is University Counsel to CSU Chico and the Human Resource Services Department at the Office of the Chancellor. Carrie is on the business and finance team and is the resource attorney for conflict of interest matters. She earned her B.A. and J.D. from Santa Clara University.

Michael Uhlenkamp

Michael serves as the Director of Public Affairs at the California State University Office of the Chancellor. In his role he serves as a main spokesperson for the university system and the main point of contact for all media inquiries. He works closely with colleagues in the University Relations and Advancement Division, other divisions within the Chancellor’s Office and with public affairs staff at CSU campuses on communications strategy, implementation and measurement. In addition to his work in higher education, Michael has been a practitioner of communications for nearly 20 years and has created and implemented successful public relations campaigns for global brands and for some of the most recognized athletes in the world including Peyton Manning, Shaquille O’Neal and Kobe Bryant.

Mandi Stanley

Certified speaking professional Mandi Stanley has traveled throughout North America entertaining and educating more than 40,000 seminar participants, totaling more than 4,000 platform hours. (Her feet really hurt!) As an award-winning business author, she works primarily with university leaders who want to boost their professional image and with people from all walks of life who want to be better speakers and writers.

Mark Bookman

Mark Bookman is Professor of Business and Business Department Chair at the AmericanJewish University, where he has also served in several senior administrative positions. Prior to joining The American Jewish University, Mr. Bookman served higher education and nonprofit organizations in progressively higher senior administrative positions, including The University of Houston’s Assistant Vice President of Student Affairs, and General Manager, Associated Students, CSU Chico. Mr. Bookman has been a member of the California Bar since 1973 and served two terms as AOA President, and is the 2008 recipient of the AOA Harvey Goodfriend Honorary Lifetime Membership Award.

Belinda Johns

Belinda Johns retired from the California Attorney General’s Office in December 2013. Ms. Johns was a member of the Charitable Trusts Section from 1989 until the date of her retirement. Until her appointment to the position of Senior Assistant Attorney General for the Charitable Trusts Section in 2004, Ms. Johns’ practice focused on the civil prosecution of charity and charitable solicitation fraud. During that time period she also served as the liaison between the Attorney General’s Office and local law enforcement agencies to assist in the detection and prosecution of solicitation fraud. As Senior Assistant, Ms. Johns supervised the attorneys and investigative auditors in the Charitable Trusts Section as well as the Registry of Charitable Trusts. Ms. Johns is a past president of the National Association of State Charity Officials (NASCO) and sits on the Advisory Board of the Charities Regulation Project of the National State Attorneys General Program at Columbia University Law School.

BataglieriAssociated Students/Student Union The Associated Students/Student Union Committee will conduct its standard business meeting along with election of the Committee’s 2014 Chair and Vice Chair. They will make appointments for CSSA and CSUnity liaisons, set priorities for the year, and initiate conversations about funding that will be needed. There will also be an opportunity for networking and discussion of current issues.

CarrResearch Administration-Proposed Changes to the OMB Circulars: OMB A-81 The Super CircularPresenter: Robert Klein, Consulting Associate, Attain, LLC

The Office of Management and Budget published a proposal to consolidate Federal cost principles on February 1, 2013, in the Federal register. The proposal is one of the most sweeping changes to the cost principles ever considered, as it would result in the consolidation of eight separate cost principles, including OMB Circular A-21 - Cost Principles for Colleges and Universities, into a single “Super Circular,” also referred to unofficially as “OMB A-81” (eight circulars consolidated into one). The proposed Super Circular recommended many changes in the existing cost principles which will profoundly change current costing principles for colleges and universities, including changes in the treatment of facilities and administrative costs, the direct charging of certain costs, effort reporting and other compliance requirements. The purpose of this presentation is to discuss the most important proposed changes that affect institutions of higher education, the implications of these proposed changes, and questions and concerns about some of the changes.

By aggressively monitoring, managing and protesting unemployment claims you can reduce your exposure to unnecessary unemployment costs and the associated taxes/reimbursement. This session will cover basics of the unemployment insurance system. It will also review unemployment reimbursement systems, the base period calculation, unemployment hearings, and what the California EDD expects from employers by way of documentation.

This panel discussion will center on a fraud incident that occurred at the San Diego State University Research Foundation. The panel will discuss how the fraud was discovered and investigated, the corrective actions implemented, future preventative steps, insurance coverage and the process for filing a claim.

Balancing Access, Service, and Compliance; maintaining network and data security in any large organization is a major challenge for IT departments. However, in the higher education environment, the protection of IT assets and sensitive information must be balanced with the need for “openness” and academic freedom and innovative technology; making this happen is a more difficult and complex task. Compounding this challenge is the complexity of a higher education environment. IT security programs at a college or university must cover: multiple campuses, numerous buildings, and hundreds of network switches and servers, thousands of users, and a diverse set of merchants. In addition, the ever-changing student population presents IT with another challenge; students arrive with personal computers, gaming systems, and other devices, many of which are infected with malware, and plug them into the institution’s network. The evolution of mobile payments in higher education equals higher complexity solutions.

There are many conventions for recording and counting gifts: GAAP, VSE, CASE Campaign Reporting Standards and CSU Philanthropic Productivity Reporting. This session will review the purpose for each and how they differ, including how to determine if a sponsored program is counted in gift reporting.

Following public release of the PCI DSS and PA-DSS 3.0 in November, Lauren Holloway, Director of Data Security Standards at PCI Security Standards Council, will discuss updates to the PCI Data Security Standard (PCI DSS) and Payment Application Data Security Standard (PA-DSS). The presentation will outline the process for developing and updating PCI Security Standards; themes and key changes to the standards; how they impact organizations’ efforts to protect payment card data, and the timeline for delivery of the updated standards.
