During the third quarter of FY 2017, the Jackson Bond Citizens’ Advisory Committee met once to discuss updates presented by staff. No new projects were presented during the reporting period.

Equipment and technology purchases under the bond during the period represent approximately $11.45 million of Miracle-Building Bond proceeds. The largest purchases in those categories included operating room anesthesia machines, medical-surgical monitors, portable ultrasounds, and emergency care defibrillators for Jackson Memorial Hospital, as well as ventilators for Jackson North Medical Center, a pediatric ultrasound system for Holtz Children’s Hospital, and a nuclear gamma camera for Jackson South Medical Center. Nearly $1 million was also spent on system-wide information technology upgrades.

Financial Update

Reimbursements received during the report timeframe totaled $22,660,859, bringing to $156,873,576 the total reimbursement received since the bond program began.

Small-Business Enterprise Contracting

During this reporting period, 40 contracts were awarded totaling $10,546,749. Ten of those projects, or 25 percent, were awarded to prime contractors who are certified small business enterprises (SBEs). Those 10 contracts had a total value of $1,041,889, or 9.9 percent of the combined value of all bond-funded contracts awarded in this period. It is important to note that some subcontractors on those projects are not registered SBEs. Another $2,634,094 flowed to SBE sub-contractors through non-SBE prime contractors, representing an additional 25 percent of total contract value this quarter.

The names and demographics of the prime and sub-contractors for all 40 contracts are detailed below.

These totals do not include bond-funded expenditures on non-construction items such as equipment and technology. The totals also do not include projects approved by the Trust Board that have not yet completed the procurement process. This list only represents contracts awarded during the reporting period – some projects include additional contracts detailed in prior reports or still pending award.

Status of Major Projects

Rehabilitation Center

The rehabilitation center is planned as a state-of-the-art facility to unite the clinical work now done at Jackson Rehabilitation Hospital with the research performed by the University of Miami and the development resources of The Miami Project to Cure Paralysis.

The design team continued meeting with the user group during the reporting period, and design assist partners were included in component team meetings. Plans for the enabling projects – including the demolition of the Institute and Annex buildings – were submitted to permitting agencies, including the City of Miami, Miami-Dade Water and Sewer Department, and Miami-Dade Regulatory & Economic Resources. Demolition is scheduled to begin in the fall.

Jackson West

Substantial review was underway during the reporting period by appropriate government agencies whose approval is required for soil removal and other enabling projects. Those reviewing agencies include the Army Corps of Engineers, Federal Emergency Management Agency, Florida Department of Environmental Protection, Miami-Dade Water and Sewer Department, the City of Doral, the Miami-Dade Aviation Department, and the Florida Agency for Healthcare Administration, as well as non-governmental partners such as AT&T and Florida Power and Light. Demolition of the existing warehouse facility is scheduled to begin in late summer, followed by foundation work in the fall. The current timeline calls for the parking facility and outpatient medical office building to be completed in early 2019, with the adult and pediatric emergency room and diagnostic and treatment center following in late 2019. Based upon an administrative hearing examiner’s recommendation, construction on the inpatient-hospital portion of Jackson West may advance on a different schedule than the other elements of the campus: the emergency room, diagnostic center, physician clinics (including pediatric outpatient specialty facilities), and the parking garage. The inpatient unit – which was not contemplated during the 2013 bond campaign and is not being funded with those dollars – is planned as three floors above the emergency room and diagnostic center. This allows construction of the rest of the campus to proceed timely.

The third UHealth Jackson Urgent Care location opened June 5 in Cutler Bay at 18910 South Dixie Highway. As with the first two locations, the ribbon-cutting was followed approximately three weeks later by a public grand-opening event. In its first month of operations, the site averaged seven patients per day – roughly equivalent to the early days of the Country Walk and Keystone Point locations, which both grew quickly and now both exceed budgeted volume projections. Surveys of patients find satisfaction ratings in the 98th and 99th percentiles nationally.

The South Beach location remained in the permitting phase due unexpected regulatory issues related to City of Miami Beach building codes. During the reporting period, staff was determining whether the project remains feasible or whether the funding should be reallocated to other projects.

The North Dade Health Center site received its permit on June 26 and is scheduled to open in early 2018.

The Doral location, which is not funded with bond proceeds, is also tentatively scheduled to open in early 2018.

Equipment and Technology Purchases
