To: BSA Board of Directors From: Tim Love AIA Re: President’s Report Date: March 19, 2015
BSA Olympics Letter
On behalf of the BSA Board, I wrote a letter outlining our organization’s position vis-à-vis the Olympics (attached). The letter was sent to the 2024 Organizing Committee and State and City officials. Not much feedback given the relatively low profile the Committee has been taking as a result of the MBTA woes because of the weather. We’ll reach out again once the snow has fully receded (both physically and from memory).
Beacon Yards Update
As a follow-up to the Beacon Yards Urban Design Workshop, I presented the workshop proposals to the Cambridgeport Neighborhood Association on January 22. The schemes were very well received.
Boston Living with Water
The BSA, the Boston Harbor Association, City of Boston, and the Boston Redevelopment Authority, organized the Boston Living with Water competition, an international call for design solutions “envisioning a more resilient, more sustainable, and more beautiful Boston adapted for end-of-the-century climate conditions and rising sea levels.”
BSA Space hosted a special reception to announce the finalists in the competition on February 26th. Guests enjoyed a lively panel discussion with the competition’s jury, moderated by WGBH’s Rupa Shenoy. Members of the jury included BRA planning director Kairos Shen, Matt Noblett, principal at Behnisch Architekten, landscape architect Jason Hellundrung of Sasaki Associates, land use attorney Matthew Kiefer of Goulston & Storrs, Marggie Lackner, deputy director of design for the MBTA, and Judith Nitsch, founder of Nitsch Engineering. Austin Blackmon, the City of Boston’s new Chief of Environment, Energy, and Open Space also spoke at the event.
“Design Excellence”
“Design Excellence” was one of the themes of January’s BSA Board Retreat. To make the discussion more relevant and actionable, Kairos Shen, the City’s chief planner, was one of three invited guests.
1. Follow through on several of the ideas that emerged during the Urban Design break-out discussion led by Tamara Roy (Stantec/ADD) and Kairos. The potential initiatives:
a) Continue to explore ways that the public sector (specifically, the BRA and other public agencies) can incentivize the participation of more diverse design teams. These teams should include emerging designers on development projects that have been historically the exclusive purview of the very largest local firms.
b) Lobby for invited competitions for important development projects with the BRA, Massport, the MCCA, DCAMM, and developers (including John Hynes III and Joe Fallon).
5
2. In addition, several new policy issues have come up in subsequent discussions with Mark Pasnik and Gretchen Schneider:
a) Realize that the rezoning of high growth zones in the City should be a priority, but this initiative needs to follow a comprehensive city plan – now being contemplated/planned by the City. Rather than “friction-free” as-of-right zoning, build different tiers of design review into new zoning regulations, depending on project scale and “importance” (TBD). Look to other cities for models.
b) In the meantime, look for the opportunities for reform within the existing Article 80 process. Issues to explore include a) clearer expectations and design deliverables for each stage of the review process, b) more transparency after projects are filed, c) tighter screws on public realm impacts and “fit” but looser reins on style, d) requirements for specific team composition and/or competitions for larger projects (see 1-b above).
c) Consider changes in the role and composition of the Boston Civic Design Commission: a) open application process for new commissioners (rather than appointees), b) term limits, c) stated policy to balance experienced developers and architects with emerging practitioners and academics, d) consider ways that the recommendations of the BCDC can have more teeth as part of the permitting process, thus eliminating parallel (and redundant) design review.
Designing Boston Series: Olympics 2024
The second Designing Boston event, held on Thursday, March 5, explored the lessons learned by architects and planners with past Olympic experience in Barcelona, Beijing, Sydney, and London.. Focusing on the role that architecture has (or has not) played in making previous Olympics successful, Michael P. Ross, attorney at Prince Lobel Tye and former city councilor, moderated a panel discussion after thoughtful and highly informative presentations by Dennis Pieprz Assoc. AIA, Principal, Sasaki Associates; Gavin McMillan, Senior Principal, Hargreaves Associates; and Kyu Sung Woo FAIA. This event launched a series of conversations and debates related to potential roles, responsibilities, and opportunities available to architects, planners, and designers as this huge and exciting undertaking unfolds. Designing Boston is a bi-monthly series provides a forum to discuss current trends and concerns in architecture and urban planning that may shape Boston’s future. Future topics include the issue of “design excellence” raised by the Mayor.
Urban Design Workshop: Workforce Housing
On March 30-April 2, the BSA is hosting the second Urban Design Workshop, this time focused on high-density housing in the Dorchester Avenue corridor, one of two priority development areas identified by the Mayor. four interdisciplinary design teams, led by Brian Healy AIA, Beth Whittaker AIA, Eric Howeler AIA, and a team organized by the Emerging Professionals Committee, will propose innovative workforce housing on adjacent sites. The result will be a proposal for a new neighborhood that can help set priorities for new policy initiatives.
The event will be kicked off with a panel discussion on the evening of March 30, moderated by Renee Loth. On April 2, a “final review” of the proposals will be held at a public event at the BSA Space. A follow-up meeting with key City and State policy people is in the works for late April.

AB Forum: Design for a Small Planet
Jay Wickersham FAIA moderated a panel discussion with Moshe Safdie FAIA, Peter Kuttner FAIA, and Deborah Bentley, RIBA that explored the issues raised by American firms working abroad. “From Kuwait City to Singapore, US architecture firms are realizing an increasing share of their commissions from projects abroad. This raises immediate, sometimes delicate questions: What is the responsibility of US architects to sustainability, to the local workforce, to a country’s design aesthetic? What can we learn from the developing world?”

To: BSA Board of Directors From: Eric White Re: Executive Director’s Report Date: March 19, 2015
Financials We are working with the auditors on 2014 financial results for the BSA, BSA Foundation, and the three other Massachusetts based AIA Chapters. Preliminary results for 2014 financials look good and that we finished in the black and slightly better than anticipated.
Membership & Committees The Membership Enrichment Committee and the BSA board Vice Presidents are convening roundtables with grassroots committee leaders to share ideas, best-practices and to hear and discuss BSA board ideas and initiatives. We are improving the firm membership reporting systems to maintain up–to-date data on their employees and better facilitate dues cycles and relationship development. Thanks to Patty McCarthy of William Rawn associates who advised on this project. ABX The deadline for the ABX Call for Proposals is March 31st. Exhibit sales and advertising sales are ahead of last year. We are implementing plans to increase attendance by partnering with other industry groups to attract new audiences to ABX. Planning has begun working to create innovative public spaces on the show floor.
Communications The spring issue of ArchitectureBoston (Public/Private) is now available and the digital edition went live on March 16th. Promotions of Boston Living with Water have been strong in media outlets including Boston Radio, Boston Herald, BBJ and WERS 88.9. Our partnership with WGBH is resulting in videotapes of our events that are posted to the WGBH Forum Network http://forum-network.org/ The 2015 Homeowners Project Handbook sold more ads and listings than ever before. This is the only printed catalog of residential architects and will be distributed in Boston Magazine’s May issue. Events & Business Development The 4th BSA Design Awards Gala took place on Thursday, January 29th at the InterContinental Boston in front of a sold-out crowd of 500. Planning is underway for the 5th BSA Design Awards on January 28, 2016. Nearly $60K was given in sponsorship monies for the BSA Design Awards Gala.
Over the last several years our corporate membership numbers have decreased and inquiries revealed these were due to a lack of value. As a result we reviewed benefits and entitlements and revised
8
corporate affiliate memberships to create a better relationships and incentives in membership, sponsorship, and advertising. This resulted in Ver-Tex Shade Solutions recent sponsorship of $10K. Exhibitions New exhibit systems are being installed to allow us to better highlight student and member work in the “Salt” gallery space and conference rooms. Installation of the Boston model is underway in the 1st floor gallery. The 2015 Design Biennial Boston (DBB), curated by over, under and sponsored by the BSA, City of Boston and the Greenway Conservancy, is underway. The jury met in early March and winners announced on March 13th. Four installations are planned for Parcel 19 on the Greenway, and introductory graphics will be housed on the first floor of BSA Space this summer. Programs & Civic Initiatives The Boston Living with Water competition received 49 entries, involving over 340 people from eight countries. The jury announced a shortlist of nine teams (to continue with the project in May) to a packed house of over 250, receiving media attention from WGBH, Salon, Grist, and other local and national outlets. All presentation boards will be on display at BSA Space. The next Urban Design Workshop, focusing on housing, takes place March 30th-Apr 2nd featuring the same structure of public panel discussion, professional team work, and a final public presentation, with four design teams. The site—one of the Mayor's "growth" zones, is on Dot Ave near Andrew T station. The Designing Boston Olympics 2024 event was presented to a packed house and the next Designing Boston, focusing on innovation, takes place on April 6th and is led by Ted Landsmark. BSA Foundation Public programming has been very active with the BSA Film Series, Family Design Days as well as Student Design Workshops, book talks, tours and the Boston Typewriter Orchestra all have been well received with growing public audiences. Meet the BSA Foundation events offered are getting new audiences and we encourage you to bring friends to get familiar with the public arm of the organization. National & Regional AIA AIA National Grassroots conference convened in Washington, DC on March 4-6th. Eric White, Emily Grandstaff-Rice, Tamara Roy, along with representatives from AIA Western MA, Central MA AIA, and John Nunnari (Executive Director of AIA MA) attended and had productive meetings with our senators and congressmen. AIA National presented the new AIA Member Service Plan that identifies basic standards for component services. I will be meet with all AIA MA chapters’ Executive Directors to review and discuss the AIA Member Service Plan.

February 6, 2015
Upon a motion by Love, seconded by Eisen, it was electronically
VOTED to accept the 2024 Olympics Position Statement, as proposed; unanimous.
The letter as propsed:
The Boston Society of Architects congratulates the Boston 2024 Organizing Committee for developing a winning
plan and communications strategy for the Olympics. We are particularly pleased with the progressive urban
planning approaches that distinguished Boston from its competitors. These include a reliance on walkability and
mass transit, the creative use of existing sports venues through strategic partnerships with institutions, a
commitment to sustainability, and the adaptive reuse of the facilities after the Games. We also appreciate that
the Organizing Committee will present the plan and solicit feedback at community forums in diverse
neighborhoods across the City.
Moving forward, the community conversation will deepen and become more specific, and this will require a
change in focus. Bostonians are notoriously suspicious of boosterism and slickly-packaged marketing campaigns.
Mayor Martin Walsh’s State of the City Address successfully launched a dialogue about ways to bridge the gap
between Boston’s economic advantages and the significant social justice issues still faced by our city. His tone and
message are perfect examples of how to frame the Olympics conversation.
Our membership includes internationally recognized architects and urban designers and innovative young firms.
They have worked in Boston's neighborhoods, planned the region’s infrastructure, and produced high quality
design within the context of limited budgets. The Organizing Committee should utilize the BSA's resources as it
continues its work. The BSA Space, overlooking "Olympic Boulevard,” is a perfect venue for an upcoming public
forum on how the Olympic bid can make enduring improvements to the city and region. We would welcome the
chance to host such an event and promise a thoughtful audience ready for an informed dialogue.
The BSA looks forward to hearing from the Organizing Committee about the next steps in organizing a forum, and
working with you on this truly exciting opportunity.
Tim Love AIA
