We strongly object to the proposed lease agreement being considered by the Orange County Water District (OCWD) Board of Directors which would hand over 20 acres ofthe Ball Road Basin in Anaheim for construction of a 400 to 600 megawatt power plant. We support instead the construction of a sports park and recreational facilities which local residents and the City of Anaheim have been advocating for years.

Nearby residential neighborhoods, as well as attractions and employers like the Anaheim Auto Center, Honda Center, Angel Stadium and the under construction ARTIC Center would all be adversely impacted by the presence of a power plant at that site. That site at the Ball Road Basin was never intended to be home to such a use; it has never been zoned for industrial usc and industrial use was never contemplated. The noise impacts and visual blight (including 85-foot tall exhaust stacks) at a key entryway to Anaheim would be devastating.

We are not opposed to plant development and we know the City has offered to help find alternative sites that make sense.

We ask that the OCWD Board to REJECT this lease proposal in favor of opening negotiations with the City of Anaheim for development of the sports park which will enhance the community and truly serve all members of the community.
