1. BACKGROUND

• The Small Harbours Unit was established in 2015 toensure the development of the proclaimed fishingharbours as well as the development of new harbours.

• Spatial and Economic Development Frameworks(SEDFs) were completed in 2014 for all 12 proclaimedfishing harbours.

• The SEDFs allow for a long term development plan atthe proclaimed fishing harbours.

• Coega Development Corporation was appointed inMarch 2016 to act as an implementing agent for theprogramme.

1. The retention of current activities east of thegovernment jetty.

2. The development of a boat building and boatrepair hub around the slipway.

3. The development of a local mixed commercialservice node centrally within the harbour, toimprove local amenity and provide services for theharbour working population.

4. The development of office commercial land-useson the ridge taking advantage of physical locationand strategic position in a working harbour.

5. WAY FORWARD

Review and finalization of SEDFs:

o Review and analyse current SEDFs for the three (3)Proclaimed Fishing Harbours in the Saldanha BayMunicipality:

• Saldanha Bay

• Pepper Bay

• St Helena Bay

o Update SEDFs to align with the municipalities current IDP

o Work in conjunction with SBM to finalize and approve theroll out of SEDFs and produce a list of priority projects withinthe respective harbours.

o Adoption of SEDFs into Municipal IDPs

5. WAY FORWARD

o DPW is currently in the process of convening its ownOperation Phakisa: Small Harbours and State CoastalProperty Development Laboratory.

o Within the scope of the Laboratory, DPW intends todevelop new harbours along the coastline of South Africain the following areas:

• Port Nolloth – Northern Cape

• Port St Johns – Eastern Cape

• Port Edward – KwaZulu Natal
