vlliereas we ycur ccnstituents ceing ccrrposed of emegrants frcm almost everypart of the united States, who has concentrated in the section of countrycommonly called, the Congressional Reservation. Hith a view of procuringeach to our selves a small tracl~ or parcel of Land sufficient to raise asupport for our selves, and families; to which design a few of us has beenso fortunate as to suceed; others tool( Leases; and a large proportion of us,some through proverty, having expended of our money in moving here, and notbeing able to retreat; others seeing the precarious cituation as to LandTitles; and the extravagant rates at which it sold; being forced to raise asupport for our families, we deemed it proper to settle on vacant, or unappro­priated Lands. In hopeful expectation that provisions would be made by w~lich

it would be in our powers to become the rightful owners each of us of a smallquantity. Flattering ourselves with those vain Ideas, some of us has madevaluable improvements, and are in a cituation to live comfortably; could weremain unmolested, or purchase the Land which we now occupy at a moderaterate. In this we find our hopes are vanquisht; and are succeeded by themost gloomy clouds of dispair. As we find that the Legislature of NorthCarolina, who has ever distinguisht her self for her zeal, as to promotingS~eculation; In her superiority of wisdom, has deemed it expedient to extendher authority so far as to authorize that state to perfect Titles to tIle un­appropriated Lands which we now occupy. \·lliich resolution was carried intoeffect so far as was in the power of that Judicious State to proceed. ~~t

fortunately for us our Legislator in Session in 1812 was not unmindful of theccrr~on interests of their constituents. They passed a Law forbidding theNorth Carolina claims being carried into effect in this State; under certainpenalties therein prescribed. vlliich has prevented the operation of the Resol­ution of North Carolina for a season. Now it ap~ears that those Gentlemenwho are interested in the establishment of the Claims desired, pursuant tothe authority of North Carolina, has pronounced our Law of 1812, as uncon­stitutional. Should, the Law above aluded to of 1812 be by you consideredas unconstitutional, we expect of course you will repeal, or disannul it.Should this be the case; if the Claims of North Carolina is carried intoeffect and no farther provisions made by you for us, in what cituation shallwe be? vlill not the claimants under the authority of North Carolina have intheir power to have their own claims establisht, and reject us at any timethey may think proper? The cituation of our affairs at the present periodbares a gloomy aspect. He are involved in was with a numerous and powerfulnation; Our coasts are invaded by our tyrannical foe. The unrelentingSavages has become formidable and are butchering our countrynlen. and spread­ing their carnages on our extensive frontiers. Do we not compose a part ofthe malitia the most permanent Bulworl~ of our empire'? Are we not as liableto be called into actual (combat) as any other band of our (-- - ) '? .4re we notthreatened by the hostile Creel~s, and much exposed to their fury should theyput their threats in practice being the frontier Country, and bounded byextensive and uninhabited deserts. \'lliat then could be our feelings toshould~r our mush:ets to march towards the frozen north, or to the Creel, Na­tion to face our bloody foes; not Imowing what might be our fate. of any permanent or stated place of residence; Not Lnowin[3 but what they arerejected and turned out of doors in a few hours after our departure, andleft destitute of any place to shelter them from the incleII,ency of the wl:;a­tiler; or anyone to provide for or protect them. He feel it our duty tosupport our government, we also wish our government to protect us. He arcas willing to fight in defence of our country's rights as any soldiers onthe Continent. He your constituents firmly confiding in your zeal, andpatriotism, as you was depending on us previous to your respective elections,we are depending on you. As in you we have reposed the utmost confidence,in the important grounds for a controversy between the States of NorthCarolina and Tennessee with respect to the right to perfect titles to tileLands above mentioned; we should deem it very unjust for those gentlemenwho has obtained grants for Lands derived from the authority of NorthCarolina as above stated to be vested with full power and authority to re­ject us and enjoy the benefits deriving from our labour untill this contro­versy terminates. He wish the business fairly investigated at the termi­nation of which Should it be in the favour of North Carolina we most humblysubmit Should the North Carolina claims be sanctioned by you I{e yourpetitioners humbly solicit your attention towards us. Have we not settledthis country under great disadvantage, having our provisions to carry aconsiderable distance? have we not opened roads in almost every direction-'These with many other difficulties and disadvantages we have undergone andto what purpose? was it not to improve our uncultivated forests, for thedevouring swarm of speculators to inherit the open roads and to make thecountry comfortable and convenient for others. Can there be any appearanceof justice in our being dispossesst, without any compensation for our labour,or even thanl;.s for our toil: Has our improvements the labour of their hands,or made by the sweat of their brows? had they any colour of Claim to theLand when those improvements was made? we presume not.

We your petitioners do consider that we are justily entitled to thebenefits of our Labour for a term of years equal to acorrmon Leas, from andafter those claimants has, or may obtain their titles, or a reasonable com­pensation for our Labour; as by such measures being taken, we should belimitted to a certain period and have opportunity of providing places to shel­ter our selves, and families.

Thus having given you a brief statement of our cituation, He humbly submitour cause to your Consideration; hoping, and trusting, that in this, and allother business which may come under your consideration, you will act in amanner that will crown you with honour, and be reciprocally advantageous tothe cow~unity at large.

May your minds be emulated by that virtueous zeal, and firmness, whichever directed the steps of our celebrated Hashington, and keep you like himin the unerring paths of virtue.
