The purpose of the cell search procedure is to help an UE finding a suitable
cell and determining the DL scrambling code and frame synchronization of that cell.
• Step 1: Slot synchronization – During the 1st step an UE uses the SCH’sprimary synchronization code to acquire slot synchronization to a cell, andthis code is common to all cells.
• Step 2: Frame synchronization and code-group identification – Duringthe 2nd step the UE uses SCH’s secondary synchronization code to findframe synchronization and identify the code group of the cell found in the 1st
step.
• Step 3: Scrambling-code identification – During the last step the UE
determines the exact primary SC used by the cell found. The primary SC isidentified through symbol-by-symbol correlation over the P-CCPCH with allcodes within the code group identified in the 2nd step.

DL primary SC Planning Guidelines
1. Random Code Planning – Randomly allocate the codes from any codegroups to the cells. A planner must be aware of the distance (coverage)between 2 cells using the same SC while utilizing this method.
2. Reuse Code Group Planning – Divide 64 code groups into several setsbased on the scale of a network (Hierarchical Cell Structure) and purposeof future expansion plan.

• There is a tradeoff between minimum number of codes per group & minimum
number of groups which both result in different time for Cell Search Procedure
during step 2 and 3.
• For the 1st allocation, the required time is short in step 2 but longer in step 3.
• For the 2nd allocation, the required time is long in step 2 but shorter in step 3.

Two Scenarios for SC Plan1. With Future Expansion Plan (mainly based on defined clusters)
• 64 Code Groups are divided into 3 sets.
• Set A: 19 groups reserved for future expansion which can support
19 x 8codes = 152 codes = 152 cells = 51 sites for 1 reuse
• Set B: 36 groups for Macro layer outdoor sites which can support
36 x 8codes = 288 codes = 288 cells = 96 sites for 1 reuse
• Set C: 9 groups for In-building, Micro and testing cells which can support9 x 8codes = 72 codes = 72 cells = 24 sites for 1 reuse
• Advantage: The SC plan is very flexible with 19 groups reserved for future
expansion and it’s highly recommended for TM3G network.
• Disadvantage: The reuse pattern is a little tight for this scenario.

2. Without Future Expansion Plan (mainly based on defined areas)

• Set A: 52 groups Macro layer outdoor sites which can support
52 x 8codes = 416 codes = 416 cells = 139 sites for 1 reuse
• Set B: 12 groups for In-building, Micro and testing cells which can support
12 x 8codes = 96 codes = 96 cells = 32 sites for 1 reuse
• Disadvantage: The SC plan for future expansion would be difficult without
reserving some groups in advance.
• Advantage: The reuse pattern is loose for this scenario.

• Planning Strategies:
1. Reuse patterns allocation based on the defined clusters.
2. One reuse pattern can support 12 sites (36 groups) which means2 reuse patterns in average are allocated for one particular cluster.
(Because each cluster has around 20 sites in average, 2 reuse patterns
together will have a margin of 4 sites for further added sites or cells.)
3. Deploy 8 reuse patterns.
4. Avoid allocating 2 same code groups too close and a separation of 2
patterns is a safe margin.

• The DL primary scrambling code plan for In-Building sites is just the sameas the plan for outdoor sites.
• The SC plan carried out for phase 1 can be also used in other regions of
Malaysia for future phases without any conflicts.
• Of course SC plan with future expansion is strongly recommedned for its
character of flexibility.
• The attachment is the Master Site Database with planned SC.
