This research is conducted on the recruitment, training, support, and retention of kinship and non-kinship foster/adoptive families in the state of Idaho and the United States
In 2003, an estimated 906,000 children were victims of abuse or neglect in the United States
63.2% were neglected, 18.9% were physically abused, 9.9% were sexually abused, and 4.9% were emotionally abused
Of the children reported abused and/or neglected, 1,500 died as a direct result of the abuse or neglect they experienced

Due to the increasing rates of child abuse, neglect and death cases throughout the United States, Children and Family Services Reviews were implemented on a national level
In 2002, 1,213 children came into family foster care in Idaho due to abuse and neglect
Foster/Adoptive parent recruitment, pre-service training, support, and retention were deficits for Idaho
The foster/adoptive parent initiative and the Foster PRIDE/Adopt PRIDE pre-service training and resource family development program was implemented statewide

To answer the question of whether the Foster PRIDE/Adopt PRIDE pre-service training and resource family development program provides a standardized, structured, and effective framework for recruiting, preparing, and selecting and retaining kinship and non-kinship foster and adoptive families in the state of Idaho
Best Practice Recommendations
Include experienced foster/adoptive parents as trainers in pre-service and ongoing foster/adoptive parent training programs to connect with new foster/adoptive parents and support them throughout the training process and post-training. This can enhance training programs and increase foster/adoptive parent recruitment, training, and retention programs through their personal experience and through mentoring opportunities
Further Research & Evaluation Recommendations
It is recommended that the federal, state, and local governments continue to provide enhanced funding to qualified child welfare scholars to assess and evaluate foster/adoptive parent recruitment, training, retention, and support programs on a statewide basis to ensure enhanced and continued positive child welfare outcomes
