Executive Summary

Safeguarding and Looked After Children Annual Report (Appendix B)We are experiencing a time of unprecedented growth in our knowledge and understanding of the safeguarding issues for our children and young people. Of particular note are the threats from ‘contextualised safeguarding’, where the risk to children and young people comes from factors and individuals outside the family unit.

Substantial challenges are faced from issues such as exploitation – both criminal and sexual,

radicalisation, county lines and the associated risk posed by increasing technologies such as social media.

This seventh Annual Report sets out how the CCG Safeguarding and Looked After Children Team have worked with partner agencies to respond to these new threats and to the continuing risk to children from more widely recognised forms of abuse and neglect. It also provides assurance to the CCGs, their governing bodies, partner agencies and members of the public that the CCGs have fulfilled their statutory responsibilities to safeguard the welfare of children, including those that are looked after.

The report summarises work undertaken over the past twelve months and sets out key objectives for the forthcoming year.

Recommendations The Governing Bodies are being asking to: 1. Receive assurance that the CCG is compliant with new legal requirements under the Childrenand Social Work Act, 2017 with the publication of the revised Safeguarding Children Partnership arrangements.

2. Receive assurance that the CCG is also compliant with requirements set out in the pre-existing legal framework for the protection of children and young people, and for the promotion of the health and welfare of those children and young people who are looked after.

3. Note progress made by the CCG with regard to the discharge of these legal duties and thedevelopment of appropriate responses to emerging threats to the safety and welfare of children and young people.

4. Agree to receive a further Annual Report in 2020.

Monitoring Safeguarding and looked after children arrangements are monitored across the CCGs via the quality structures, and through strategic partnerships for safeguarding children and looked after children.

Any statutory / regulatory / legal / NHS Constitution implications

Statutory guidance to the Children Acts 1989 and 2004 (‘Working Together to Safeguard Children’, 2018) and the NHS Accountability and Assurance Framework (NHS Commissioning Board, 2015), require all CCGs to ensure that ‘the organisations from which they commission services provide a safe system that safeguards children from abuse and neglect.’

The Children and Social Work Act (2017) places new responsibilities on the CCG as one of the key safeguarding partners across North Yorkshire.

Financial / resource implications The CCG financial contribution to the new Partnership remains as for the Safeguarding Board contribution 2017/18.

Outcome of Impact Assessments completed

No EIA has been completed. However, all safeguarding activity seeks to minimise discrimination and inequality towards children who may be at risk of abuse, irrespective of disability, race, religion/belief, colour, language, birth, nationality, ethnic or national origin, gender or sexual orientation. Approaches to safeguarding children must be child centred, upholding the welfare of the child as paramount. (Children Acts, 1989 and 2004).

IntroductionThis document sets out the new Multi-Agency Safeguarding Arrangements for North Yorkshire, following the publication of Working Together to Safeguard Children, July 2018 (WTSC,18).

The three safeguarding partners who are responsible for the Multi-Agency Safeguarding arrangements in North Yorkshire are the Chief Executive of North Yorkshire County Council (NYCC), the Accountable Officer of the Clinical Commissioning Group’s (CCG) and the Chief Constable of North Yorkshire Police (NYP). It has been agreed within North Yorkshire that the lead officers will delegate their function to the following Officers:

The purpose of these Multi-Agency Safeguarding arrangements are to support and enable local organisations and agencies to work together in a system where:

• Children are safeguarded and their welfare promoted;

• Partner organisations and agencies collaborate, share and co-own thevision for how to achieve improved outcomes for vulnerable children;

• Organisations and agencies challenge appropriately andhold one another to account effectively;

• There is early identification and analysis of newsafeguarding issues and emerging threats;

• Learning is promoted and embedded in a way that local services for childrenand families can become more reflective and implement changes to practice;

• Information is shared effectively to facilitate more accurateand timely decision making for children and families.

In order to work together effectively, the safeguarding partners with other local organisations and agencies will develop processes that:

• Facilitate and drive action beyond usual institutionaland agency constraints and boundaries;

• Ensure the effective protection of children is founded on practitionersdeveloping lasting and trusting relationships with children and their families.

To be effective, these arrangements will link in with other local strategic partnership work which support children and families. This will include other public boards including: North Yorkshire Health and Wellbeing Board, North Yorkshire Adult Safeguarding Board, North Yorkshire Channel Panel, North Yorkshire Community Safety Partnership, the Local Family Justice Board and MAPPA Senior Management Board.

North Yorkshire Safeguarding Children Board (NYSCB) and the North Yorkshire Children’s Trust will change its name to North Yorkshire Safeguarding Children Partnership (NYSCP).

North Yorkshire Safeguarding Children Partnership will operate in the county of North Yorkshire. North Yorkshire is the biggest geographical county in England at 803,761 hectares (approximately 3,100 square miles). Although the county is large, it is sparsely populated with approximately 604,900 residents (ONS population estimate) based in a variety of urban and rural communities. North Yorkshire stretches across the country from the North Sea coast to within 12 miles of Morecambe Bay, and from south of the M62 to the edge of Teesside. Most of the children and young people resident in North Yorkshire have a rural upbringing with farming being the main industry. Children growing up in the county enjoy the beautiful countryside although many children and young people also grow up in the many market towns and smaller communities within the county. Due to the sparse nature of most of the county, children and young people can feel isolated due to the long distances they have to travel to meet friends or use amenities.

The NYSCP will amalgamate the functions of both the North Yorkshire Children’s Trust and the North Yorkshire Safeguarding Children Board and will work to the Young and Yorkshire 2 Strategy which will be refreshed and updated to reflect the merger over the coming months.

Vision and ValuesAs NYSCP will adopt the Young and Yorkshire Strategy developed by the Children’s Trust which set out the plan for all children, young people and families living in North Yorkshire. There will be a refresh of the strategy to include a focus upon Safeguarding.

The Young and Yorkshire Strategic headings will be amended to Safe, Happy, Healthy and Achieving.

The Vision, Values and Priorities will be developed at the first meeting of the NYSCP Strategic Partnership Group on the 22nd July 2019.

Overview: To provide the strategic direction for the NYSCP in line with national, regional and local objectives and priorities. This will be lead through the NYSCP Young and Yorkshire Strategy and NYSCP Work Plan and reviewed in the yearly report regarding progress against the priorities. The group will maintain and develop links with all current and potential partnership agencies such as Health and Wellbeing Board, Community Safety Partnership, Systems Leadership Group MAPPA SMB and Safeguarding Adult Board. Reporting from the Chairs of the Subgroup Group will be tabled at the Executive where the chair will provide progress to the work plan/priorities.

NYSCP will instigate the rapid review process upon a notification being made by the local authority and comply with the requirements of the Child Safeguarding Practice Review Panel (The Panel) about whether a Local or National review is required.

Upon a review being commissioned the NYSCP will recruit an independent reviewer to undertake the child practice review or other local review as identified.

It is the expectation that reviews and or learning areas will be published to ensure wider multi-agency learning is shared with the wider partnership.

• Where appropriate identify, initiate and take a lead on portfolio areas in relation to Safeguarding Children practice.

Learning and Improvement Subgroup (LIS)

Overview: Learning and Improvement Subgroup will:

• Be proactive in identifying, reporting and acting upon any appropriate examples of national learning,innovation and good practice in relation to safeguarding children on behalf of the NYSCP

• Review and analyse the NYSCP Multi-Agency Dataset and identify any performance,themes, trends and actions accordingly including challenge where appropriate

• Maintain the NYSCP Learning and Improvement Framework which is shared across agenciesto enable organisations to be clear about their responsibilities, to learn from experience, tolearn from good practice (positive and negative) and to improve services as a result

• Plan, coordinate, commission, and evaluate the impact of multi-agency safeguarding training and conferences

• In accordance with the NYSCP’s Learning and Improvement Framework commission audits andresearch regarding significant themes arising from performance information, serious incidentreview outcomes and learning needs analysis. These will include but are not limited to:

o Audits of agency compliance with their responsibilities as outlined in Working Together (2018)

Multi-Agency Child Exploitation (MACE) and Contextual Safeguarding Operational Group

Overview: The purpose of the MACE and Contextual Safeguarding Operational Group will be to drive the operational delivery of the MACE and contextual safeguarding arrangements across North Yorkshire. The group will monitor and analyse multi-agency data and outcomes to influence practice and co-ordinate approaches. The group will also undertake scoping and research of local, regional and national developments in policy, practice and legislation surrounding the MACE vulnerability themes and feed those findings into the MACE and Contextual Safeguarding Strategic Group where required. The Operational Group will lead on the identification of themes, patterns and trends around Exploitation and vulnerability across North Yorkshire, as well as co-ordinating the findings from single and multi-agency audits to share learning across the North Yorkshire Safeguarding Partnership (NYSCP) partners. Members will also take the lead on in designing, coordinating and delivering MACE and Contextual Safeguarding campaigns and raising awareness around MACE and Contextual Safeguarding themes across North Yorkshire.

MACE and Contextual Safeguarding Practitioner Groups

Overview: Members will be responsible for driving forward performance, as well as disseminating the learning and action plans within their own organisations. They will ensure that the MACE and Contextual Safeguarding procedure is embedded into day to day practice. The group will also undertake scoping and research of local, regional and national developments in policy and practice surrounding MACE and Contextual Safeguarding.

The group will act as the conduit between strategic management and operational practice and provide quarterly updates to the MACE and Contextual Safeguarding Strategic Group.

• Level One – Child/Children or Young Person(s) related –this involves the identification,risk assessment and risk management of those children identified as being atrisk of child exploitation and incorporates three key components:

1. Initial identification of risk through a safeguarding referral into the MAST

2. Multi-Agency risk assessment and risk management of children atrisk of exploitation through existing NYSCP Procedures

3. 3Multi-agency Locality Tasking meeting held weekly to include a review of MFH cases,new CSE/CCE cases, review of high risk and complex cases and agreement of casesrelevant to share at the MACE and Contextual Safeguarding Level 2 meeting.

• Level Two – MACE and Contextual Safeguarding – information relating to the links between childrenat risk or subject to exploitation, perpetrators or individuals who may pose a risk by exploitationand/or locations and community intelligence. This involves the following four components:

1. The identification and assessment of perpetrators andor individuals who may pose a risk by exploitation.

2. The sharing of community intelligence related to perpetrators or individuals who may pose arisk by exploitation as well as locations where harm is being caused within communities.

3. The sharing of relevant details of children identified as at risk of or subject to exploitation through theLevel 1 MACE and Contextual Safeguarding process. The purpose being to identify the communitylinks between victims, perpetrators/individuals who may pose a risk by exploitation and locationsthrough locality mapping exercises. This includes any concerns raised by other Local Authorities andprivate residential home providers and settings around OOLAC children placed in North Yorkshire.

4. To develop robust locality partnership action plans to develop intelligence, pursue andprosecute perpetrators and disrupt exploitation activity within communities.

Child Death Review PartnersThe Child Death Overview Panel (CDOP) arrangements are undertaken cross-border and cover the geographical areas of City of York and North Yorkshire County Council, with learning enhanced by collaboration with other regional neighbours.

Overview: The North Yorkshire Safeguarding Children Partnership (NYSCP) & City of York Safeguarding Children Partnership (CYSCP) will provide governance arrangements for the Child Death Review Partners (CDRP). The Local Authorities and CCG’s are responsible for the CDR arrangements as set out in Working Together to Safeguard Children (2018). CDOP are responsible for:

• collecting and analysing information about each death with a view to identifying

• any case giving rise to the need for a review mentioned in regulation

• any matters of concern affecting the safety and welfare of children in the area of the authority

• any wider public health or safety concerns arising from a particulardeath or from a pattern of deaths in that area; and

• put in place procedures for ensuring that there is a coordinated response by the authority,their Board partners and other relevant persons to an unexpected death.

Child Death Review Coordinator

It has been agreed by the Child Death Review Partners (CDRP), namely the Clinical Commissioning Groups across York and North Yorkshire and both Local Authorities, that CDOP will report to the Safeguarding Children Partnership.

Arrangements in each local authority, given that the statutory CDRP make up two of the three Safeguarding Partners; the third being North Yorkshire Police who are also involved in CDOP processes.

The CDOP is chaired by a senior manager from Public Health, York and will be agreed on an annual basis.

CDOP will continue to provide reports on activity to each of the York and the North Yorkshire Safeguarding Children Partnerships and will publish an Annual Report.

CDOP will actively engage with the Yorkshire and Humber Regional CDOP Coordinator Meetings and Sub Regional CDOP Coordinator’s meetings sharing information to develop our understanding of child deaths across the region, share best practice and understand the challenges faced.

Threshold Document

North Yorkshire operate Vulnerability Checklist it is intended to help identify how children’s needs might be met across universal, early help, targeted prevention and intensive/acute services. As part of the Launch of the Early Help Strategy this Vulnerability Checklist will be reviewed to reflect the new multi-agency safeguarding children arrangements.

Working Together to Safeguard Children (2018) states that:

NYSCP Executive will seek to appoint an Independent Scrutineer who will:

a. Chair the NYSCP Executive and Strategic Partnership Group

b. Scrutinise the partnership arrangements and assess how well the safeguarding partnershipis fulfilling its duty to safeguard children and young people in North Yorkshire

c. Publish an Annual Scrutiny Report on how well the partnership is operatingand provide constructive challenge for continued improvement

d. Scrutinise the multi-agency audit activity undertaken within the partnership

e. Ensure the voice of the child is represented and heard throughout the NYSCP work and arrangements.

In addition to the Independent Scrutineer NYSCP will retain two Lay Members as part of the NYSCP Strategic Partnership Group along with the NYCC Elected Members for Children’s Services and Education, NYCC Children’s Champion and the Police, Fire and Crime Commissioner who will assist the scrutineer in their role of ensuring the voice of the community is heard within the partnership.

NYSCP will maintain close working relationships with Community First Yorkshire who will provide a county wide representation to the partnership and will sit on all levels of governance within the partnership.

NYSCP is committed to work in partnership with the North Yorkshires Interboard Network and North Yorkshire and York Systems Leadership Group to progress joint opportunities of work and both groups will support the scrutiny framework in the county.

NYSCP will maintain its Professionals Resolutions Policy which ensures that where issues between agencies arise involving the safety and welfare of children or young people, matters can be resolved in a timely manner through an escalation process.

NYSCP will seek to engage to with peer review processes to enhance practice and procedures through peer challenge and recommendations.

To ensure scrutiny of the partnership NYSCP will continue to undertake routine Multi Agency Audits which will be reviewed by the partnership and the Independent Scrutineer.

The Scrutiny framework will help to deliver against the Young and Yorkshire priorities within the plan to ensure all children and young people are Safe, Healthy, Happy and Achieving. This will then help to identify the future priorities for NYSCP.

Voice of the ChildChildren and Young People are integral to the work of NYSCP and as such feature in NYSCB Business Plan. NYSCP will continue to build on the work of the LSCB to actively engage and involve children and young people in all aspects of the partnership. North Yorkshire Youth Voice Executive have agreed to be a relevant agency from a umbrella organisation for a number of youth voice group in the county such as Young Peoples Council (Children in Care Council), Flying High (SEND Youth Voice Group), Young Carers, LGBT Youth Forum and the HDFT Youth Forum, Military Kids Club Heroes.

NYSCP will continue to utilise the Growing Up in North Yorkshire Survey which seeks to obtain the views, experiences and opinions of pupils in national curriculum years 2, 6, 8, 10 and 12 regarding a broad range of issues from health and education, to home life and activities including risk-taking behaviour.

DataNYSCP will continue to use the comprehensive data set developed under the NYSCB which is used by safeguarding partners to understand the landscape, direct service delivery and target resources. The data set is a standing agenda item on the Learning and Improvement Subgroup and will feature on the NYSCP Executive agenda on a quarterly basis.

The data set provides data from a variety of partnership arrangements and includes data from early help to statutory interventions.

As set out in Working Together 2018, NYSCP will ensure all relevant data and information is transferred from NYSCB to the Safeguarding Partners. This will be managed through the maintain Business Unit.

DisputesAt time we appreciate there may be professional disputes at time, with this in mind NYSCP will adopt the NYSCB Professional Resolutions Document, The purpose of this practice guidance is to ensure that where issues between agencies arise involving the safety and welfare of children or young people, matters can be resolved in a timely manner.

1. Introduction 1.1 Purpose of the Report Welcome to the North Yorkshire and York CCGs Safeguarding and Looked After Children Annual Report for 2018-19 – our seventh report to CCGs and partners.

The safeguarding children agenda has always been dynamic and fast-moving, and this has been particularly apposite over the past year.

We are experiencing a time of unprecedented growth in our knowledge and understanding of the safeguarding issues for our children and young people. Of particular note are the threats from ‘contextualised safeguarding’, where the risk to children and young people comes from factors and individuals outside the family unit.

We face substantial challenges from issues such as exploitation – both criminal and sexual, radicalisation, county lines and the associated risk posed by increasing technologies such as social media.

Such a changing landscape requires us to think differently about how we both protect and enhance resilience in our children and young people. We also need to acknowledge that working within this context is professionally and emotionally demanding on practitioners, and in order to continue the important work, practitioners themselves also need to build resilience.

At the same time, the implementation of the new legislative framework has mandated that new partnerships are developed and approved as we jointly balance deregulation against the need for robust safeguarding practice across a wide spectrum of agencies.

In all aspects of working with safeguarding and children in care, we actively engage with children and young people to ensure that we hear what have to tell us and ensure that this influences our service development and practice.

local landscape; Supporting safeguarding children practice across the health

2.2 Meeting the health needs of Looked After Children All Looked After Children should have an Initial Health Assessment (IHA) by a paediatrician within 20 working days of becoming looked after (Department of Health, 2015). Looked After Children up to 5 years of age have a Review Health Assessment (RHA) every 6 months and children aged 5 years and over have an annual Review Health Assessment.

The total number of children and young people placed in North Yorkshire and York from other local authority areas at 01.04.19 was 260. As host commissioners, the North Yorkshire and York CCGs have a duty to ‘cooperate with requests from local authorities to undertake health assessments and help them ensure support and services to looked-after children are provided without undue delay.’ (DH, 2015).

One particular challenge has been the increasing number of independent providers operating/opening residential units within North Yorkshire. Many of the establishments offer provision for young people with very complex needs. For these young people, there can be significant challenges in terms of effective safeguarding, and ensuring continuity of and access to appropriate health care.

2.3 Unaccompanied asylum seeking children and young people

The health needs of Unaccompanied Asylum Seeking Children (UASCs) are even more complex than those of other LAC (Kent Public Health Observatory, 2016). This is multifactorial but in particular relates to the experiences that have led them to leave their home country, travelling long distances through multiple countries over long periods of time in cramped conditions with poor nutrition. These children receive an enhanced IHA focusing on these additional physical and emotional health needs. Although previous exact figures for 2017-18 are not available, there has been a reduction in IHA requests for UASCs in 2018-19 in line with national government policies relating to how many asylum seekers enter the UK.

3. How the team supports the delivery of statutory safeguarding functions

Employing or securing the expertise of Designated Doctors and Nurses for Safeguarding Children and for Looked After Children, and a Designated Paediatrician for Unexpected Deaths in Childhood.

Under a continuing collaborative arrangement across the four North Yorkshire and York CCGs, there is a team of Designated Professionals as mandated in national guidance.

The CCGs also have dedicated resource for primary care in a Nurse Consultant for Safeguarding Adults and Children and four Named GPs.

Additional investment during 2018 was agreed by the CCGs to support a further nursing development post within the team.

CCGs as commissioners of local health services need to assure themselves that the organisations from which they commission have effective safeguarding arrangements in place.

All provider contracts are explicit in terms of safeguarding children requirements.

Designated Nurses have ongoing involvement in the development of local quality requirements.

Designated Nurses provide scrutiny of provider safeguarding children performance information and, where necessary, offer professional challenge and support.

Designated Nurses sit on the majority of NHS provider governance committees to offer external expert scrutiny, advice and challenge.

Effective inter-agency working with local authorities, the police and third sector organisations which includes appropriate arrangements to cooperate with local authorities in the operation of LSCBs and Health and Wellbeing Boards.

CCGs are represented at LSCBs by the Executive Director for Quality and Nursing (NHS Vale of York CCG) / Executive Nurse (NHS Scarborough and Ryedale CCG) and by the Designated Professionals.

6. Influencing the development of partnership arrangements

Following an early consultation exercise across all partner agencies in 2018, the three new safeguarding partners have drafted a proposal for the implementation of the new arrangements which is currently out for consultation. NYY CCGs were represented in these discussions by the Executive Nurse, SR CCG, supported by the Designated Professionals.

It is anticipated that the final proposal will be submitted to the Secretary of State within the required timescales (end June 2019).

City of York Safeguarding Children Board was successful in a bid for National Children’s Bureau ‘Early Adopter Funding’. The focus of this project is engaging schools, colleges, early years services and children and young people in the new partnership arrangements.

Throughout 2018 the CCG Executive Director of Nursing and Quality, supported by the Designated Nurse, worked with colleagues from the Local Authority and North Yorkshire Police to agree proposals for the new partnership arrangements. These were endorsed by the Chief Officers Reference Group in February 2019 and following consultation with relevant agencies, the new arrangements were published on the 1st of April 2019.

The Children and Social Work Act (2017) transferred the responsibility for the Child Death Overview process to CCGs and local authorities. Following discussions across the CCGs and local authorities in North Yorkshire and City of York, it was agreed that the Child Death arrangements will continue to be managed jointly across the two areas and will link into a wider geographical footprint in order to identify themes, trends and associated learning arising from child deaths.

As we move into this important new phase of partnership working, the Designated Professionals will continue to provide expert advice and support to the CCGs, health providers and the multi-agency partnerships to ensure safeguarding arrangements for children across North Yorkshire and York continue to be strengthened.

7. Inspections, reviews and significant incident processes

City of York Joint Targeted Area Inspection – Child Sexual Abuse in the Family Environment (September 2018)

JTAIs are carried out under section 20 of the Children Act 2004. The CCG received notification of the first JTAI for City of York on Monday 10th of September 2018. The theme for this Inspection was Child Sexual Abuse in the Family Environment (CSAFE). Vale of York CCG led the inspection on behalf of the health providers involved.

The resultant report identified a number of areas of strength, including how the Designated Professionals Team demonstrate strong and effective leadership in developing safeguarding practice across the health economy and a recognition of the significant progress in developing safeguarding arrangements across Primary Care.

A multi-agency action plan has been developed in order to address the areas for development, in particular management of harmful sexual behaviours in children and access to therapeutic support for children who have experienced abuse.

CQC Children Looked After and Safeguarding Reviews City of York (December 2016) and North Yorkshire (February 2017)

The detailed action plans arising from these two reviews are nearing completion and continue to be monitored by the Designated Nurses. Updates on progress are reported to the CQC, safeguarding partners and CCG quality structures. Outstanding actions all require significant system change (e.g. to electronic patient record systems) or capital projects (e.g. re-design of emergency departments).

‘Jane’ Significant Incident Investigation (CYSCB)

This investigation into events surrounding the death of a young child from York in January 2017 has been led by NHSE. There has been some delay in the progress of this investigation and the CCG continues to work with other stakeholders with the aim of concluding the investigation, establishing learning and implementing recommendations.

Child P Learning Lessons Review (CYSCB)

This review was commissioned by CYSCB in July 2018. It involves a case of significant sexual assault by an older child on a much younger child. This review is now concluded with the final report and action plan due for submission to the new partnership in April 2019. Key areas of learning are in relation to the management of harmful sexual behaviours in children.

‘Claire’ Serious Case Review (NYSCB)

This review has looked at circumstances around the death of a teenager in a mental health setting in March 2017. The final report has been received but publication is now delayed until after the coroner’s inquest. Key areas of learning are in relation to information sharing within and across agencies and the importance of considering all available information when undertaking assessments.

Learning Lessons Reviews (NYSCB)

Two further Learning Lessons Reviews are currently in progress in North Yorkshire. The first involved injuries to a small infant and the second relates to two teenagers who have been convicted of conspiracy to murder. Both of these reviews are due for completion in Summer 2019. The findings will be shared with the CCGs via the quality structures.

Significant Incident (SI) Processes

Over the past year, the Designated Nurses have worked with the CCG Significant Incident Teams and Quality Leads to strengthen and embed safeguarding children oversight of provider SI reports. This has supported the Designated Nurses to offer expert scrutiny and, where appropriate, challenge throughout the SI processes. Ultimately, the aim is to ensure that any safeguarding children issues arising from SIs are accurately identified and appropriate actions implemented to strengthen practice.

8. Summary and moving forward

Contextual safeguarding New processes for managing cases where children and young people have been subject to criminal or sexual exploitation, trafficking or modern slavery need to be agreed and introduced.

Partnership arrangements New partnership arrangements will need ongoing review to ensure they are robust and that all relevant partners across the health economy are actively engaged in their development and implementation.

Audit programme A structured audit programme will be developed to gain assurance that practice innovations are embedded and effective.

City of York Front Door Work with partner agencies to strengthen health input into the new ‘Front Door’ arrangements.

ICON project This innovative project is aimed at helping mothers manage normal infant crying and reduce the incidence of non-accidental head trauma. It is hoped to pilot this with providers in 2019/20.

Practitioner development and succession planning

The team will continue to work to develop safeguarding practitioners and to implement the succession plan for the Designated Professionals Team.

Primary care assurance Developing work to improve assurance processes in primary care.

Updating policies All CCG and primary care safeguarding policies will need to be updated to reflect the new partnership arrangements.

Integrated Care Systems

The Designated Professionals will work with colleagues across the three ICS footprints to ensure that safeguarding remains a key priority in the development of the new arrangements.

This report demonstrates that there are robust arrangements in place to support the CCGs to deliver on their statutory responsibilities with regard to safeguarding children and children in care.

The Designated Professionals team have delivered on a range of initiatives to improve safeguarding children practice across the health economy and partnership working.

Key strategic priorities for the year ahead are summarised in the table opposite and these will be developed into an associated action plan by the Safeguarding Team.
