QUESTION 2

Phuli is a seven year old girl living in a small village near Jodhpur in Rajasthan. The village has one government school that holds classes up to class seven. For further education children go to a nearby village school which is about seven kilometers away and has classes up to matriculation. Few village dwellers have pursued education after class ten and those who have either migrated to the city or managed to relocate themselves to a small town for livelihood purposes. Phuli’s village which has a current population of around 1000 households is mostly engaged in agriculture as their main occupation. There is also the phenomenon of seasonal migration, as most of them are small and marginal farmers and are unable to sustain their families only through crop cultivation. Phuli’s family comprises of her father, mother, a younger sister and a younger brother aged five and three respectively. They have a small landholding where her father cultivates wheat and few vegetables which are taken for sale to the local market. Both her parents are engaged in agricultural activities as also managing the sale of the produce.

Phuli goes to the local school and is in the second standard. She enjoys school and one day she aspires to be like her teacher. Every day she diligently comes home in the afternoon from school, does small household chores and then settles down with her school books until dinner time. Her younger siblings are looked after by the neighbour’s grandmother while Phuli and her parents are away.

Today was particularly different as her mother sat near the stove looking a little worried. Her mother then informed that their neighbours were moving to the nearby town very soon and hence suggested that Phuli be at home for the whole day until they found someone to look after the smaller ones or simply until they grew up and were themselves ready for school. This came as a shock to Phuli who was totally unprepared for this. Once she started being at home, would anyone really bother about her education? What would happen to her dreams of becoming a teacher herself ?

A local resident of the area brought the situation of Govind to the attention of the social worker of an organisation that works with children and youth living on the streets. He was found lying on the road, appeared to be very weak and in a critical condition. Barely able to talk, he seemed to be in his mid-20s. Suspecting that his symptoms may be due to Tuberculosis (TB), he was taken to a Government TB hospital. After much persuasion the Doctor agreed to admit him. The hospital wanted to know Govind’s family background and more importantly who would pay for his treatment and stay with him at the hospital. The organization agreed to pay for the treatment, if required.

Meanwhile inquiries around the area revealed almost nothing about Govind. No one seemed to know who he was or where he came from. A number of tests were conducted on him and TB was confirmed. Throughout this time Govind remained very restless and often would not cooperate. The hospital staff in turn found it very difficult to handle him. Govind was still nervous about talking about himself and except for little bits not much was known about him. He had been living on the streets for 5-6 years now and used to be a rag picker. Things were okay till his cough got worse. By this time his general health started deteriorating until he was no longer able to work and also lost out on the 2 or 3 acquaintances he had. “Life is tough on everyone”, as one of them had put it.”We cannot stop and take care of you”.

Medication was started and over a period of month his health slowly improved. He still had a long way to go before he could be discharged. A routine visit to the hospital by the social worker revealed that Govind was no longer there. He managed to run away from the hospital leaving his treatment half way.

Where does one start looking for him? Life on the mean streets of Mumbai can demand its price.
