Intelligent Transport Systems

The term intelligent transportation system refers to efforts to add information and communications technology to transport infrastructure and vehicles in an effort to manage factors that typically are at odds with each other, such as vehicles, loads, and routes to improve safety and reduce vehicle wear, transportation times, and fuel consumption.

Do something - Vehicles

• Intelligent Vehicle Safety Systems (eSafety systems) including:– Advanced Driver Assistance Systems such as in-vehicle navigation, parking

assistance systems, adaptive cruise control, lane departure warning systems, etc– Traffic control and management systems– Motorway management systems – etc, etc

• Intelligent Speed Adaption (ISA)– Assisting drivers in keeping within the speed limit through:

• Advisory ISA – speed limit displayed to driver and warning them when he or she is speeding

• Voluntary ISA - linked to the vehicle engine and brakes to curtail speed to the speed limit for the road while allowing the driver to override the system

• Mandatory ISA - can be linked to engine and brakes without the possibility of an override

• Looking to build and expand on the functionality of these more autonomous and stand-alone in-vehicle and infrastructure-based systems

• Cooperative Vehicle Infrastructure Systems (CVIS) - wireless networks allowing vehicles to send and receive safety-related information:

– Vehicle-to-vehicle and vehicle (V2V)– Vehicle to infrastructure (V2I) communications

• Benefits could include:– Individual guidance to drivers– Speed limits and other location-specific road sign information– Warnings of approaching emergency vehicles and similar urgent messages

Either the harmful event must be eliminated….or it should not reach the limit of the human tolerance.

–ITS has a clear role to play

–But…

–Means that there may be a need to re-balance traditional priorities–Vision Zero requires that human life and health are paramount and take priority over mobility and other objectives of the road traffic system

• EC ITS Directive providing:“Framework for the deployment of Intelligent Transport Systems in the field of road transport and for interfaces with other modes of transport”

• Published on 7th July 2010

• Priority areas: – Optimal use of road, traffic and travel data – Continuity of traffic and freight management ITS services – ITS road safety and security applications – Linking the vehicle with the transport infrastructure

• Implications:– Development of specifications “…to ensure the compatibility, interoperability and

continuity for the deployment and operational use of ITS…” – To be followed by all Member States– Impacts on current plans, operations, etc.

• EC Cross-Border Enforcement

• Fairness and equal treatment of all road users regardless of:

– where the violation is committed

– where the violator resides

– which country issued the violator’s driving licence (operating permit, etc)

– where the vehicle is registered.

• First attempt to progress a Cross-Border Enforcement Directive during the French Presidency (July-December 2008) under three pillar system– Limited to speeding, red light, seatbelts, drink/drug driving– Transport or justice?

• Currently being re-drafted as part of Belgium Presidency (July-December 2010) under post-Lisbon system

Cooperation - how does all this happen?

• Police involvement in research:– Internal research (eg HOSDB in the UK)– Collaborative research (eg KLPD, ACPO in EU-funded research)

• Strategies– Tendency for ITS strategies to be devised by non-police authorities (eg road

authorities)– Important to recognise that Police input and buy-in is fundamental as early

• Operations– Police role in dealing with incidents is typically clear– Role in broader traffic management not always clear– Increasing Police presence in traffic management and control centres– Co-location of control

Cooperation - how does all this happen?

• Hard-shoulder running:– Congestion mitigation– Low-cost alternative to road building

– BUT

– How do emergency services access incidents if hard shoulder running is in operation?

• Need high degree of cooperation between agencies

• Use of ITS to manage traffic to a much greater level than currently

• Communication is the key!!!

Summary

• ITS is no longer Star Wars– Some of it is an optional extra– But increasingly standard fit

• It is a tool that can be used to support police operations

• Cooperation and communication is the key!

• Still recognise issues to be addressed including:– Cost– Acceptability– Liability– Risk– Introduction - mandate or persuade

• It genuinely is a shared responsibility!!
