    Hedcor Inc. Benguet senior vice president ChrisFaelnar said the company will be investing aminimum of P1 billion for the construction of a12.3-megawatt river run-off mini- hydro power

    plant to be located in barangays Namatec andNapua. This, he said after they were given theconsent and the approval by the community,barangay, municipal and the provincialgovernments, giving the go signal for the start of

    the project. The amount of investment, he said,will include the construction of a road leading tothe plant and the electro mechanical works neededin the operation. (Black and Hot, 2011)

    In the opening consultations held bythe NCIP together with the energy

    company proponent, it wasexplained to the people how a mini-hydro works. The consultation also

    aimed to forge agreements betweenthe company, the local governmentand the IPs, which will benefit the

    affected areas.

And because the people ofSabangan resents the thought of beingexploited by big companies, they demandedsafeguards that will protect them and theirenvironment, they also put up conditions

    roads and pathways on the outskirts of thetown, jobs that will prioritize i-Sabangans,shares for their LGUs: that is whatMemorandum of Agreement is all about.

    Water has always been respected and regarded asmythical in the province. The Inudey Falls near thearea even relates a myth or a story of a man whopaid the price for defecating in the water - his anal

    orifice became the passageway of water. It made apoint of a culture that respects the water, or natureas a whole. In the series of consultation where Iattended, many elders expressed their concerns onthe process of the development. They fear that thewaters will stop itself from going to their farms if itis disturbed by wrong development, they fear theeffect of the cutting of some trees that will benecessary for the access road that is required bythe project.

    In 2011, Memorandum of Agreement was signed bythe three levels of government namely, the barangay,the municipal, and the provincial, with the projectproponent, Hedcor Inc., after series of consultations

    that drew and outlined an understanding of what theproponent should do and not to do if they allow theproject, taking in consideration the environmental,social, economic, and other aspects that will be affectedby the project. Aside from taxes and royalties,

    stakeholders will be rewarded with infrastructureprojects and even jobs, the project is expected to pavethe way for development, as they choose to and asoutlined in their agreement. (BusinessMirror, 2011)
